CITIZENS’ CHARTER

The Kanpur Cantonment was established in the year 1811 and is situated on the right bank of river Ganges and is bound by Kanpur city area on the remaining three sides. The area of the Cantonment is approx. 4243.0084 acrs.(17 Sq.kms.) out of which the Bungalow Area is 3899.1784 acres and the Civil Area is 334.83 acres. As per 2001 Census, the population of Cantonment is 94,780.

The Kanpur Cantonment played an important role in the 1857 uprising under the leadership of Nana Sahib and Tatiya Topey. The place where the uprising started on the banks of Ganges is known as Sattichaura (also called Massacre Ghat) and has historical significance symbolising the patriotism and sacrifices made by the local people during the first war of Indian Independence. Many religious/social functions are organized every year in the month of Aug/Sept to commemorate the event, which are attended by a large number of people.

The Cantonment witnessed a steep increase in its population during the 1941-51 and 1951-61 decades as a result of declaration of IInd World War, partition of the Country and rapid industrialization. Since then, the civil population of the Cantonment has also increased with a steady rate from 61,223 in 1971 to 94,780 in 2001. The population consists of various communities belonging to various religions and social strata. The high population, location of a large number of important defence installations and units and the strategic location of the Cantonment itself within the highly industrialised city of Kanpur, places it in a predominant position among the various cantonments of the Country.

Presently, the Cantonment is governed by the Cantonments Act, 2006 and various Policy letters and Instructions of the Govt. of , (Ministry of Defence) issued from time to time. Though the Board functions as a local self -govt, yet it is under the administrative control of Director General, Defence Estates (Min of Defence ) at New Delhi and Principal Director, Defence Estates, Central Command, Lucknow. The GOC-in-C, Central Command functions as the local Govt for all purposes.

Keeping with its tradition of dedicated service of the community, the Cantonment Board during the past years has accepted the challenges of the changing times and has provided high grade facilities in many spheres of the urban life by establishing many institutions to render essential standard services to the citizens. Primarily, the Board provides municipal services, community facilities and civic utilities including Water Supply, Sanitation, Street-lighting, roads, medical, educational, and recreational facilities. The Board also strives, as per the National Policy, for the environmental upgradation by planting trees, bushes, decorative plants, etc.

1 The Cantonment Board consists of 16 Members headed by the President Cantonment Board, who is also the Station Commander, and Ex-Officio/Nominated Members apart from 8 Members, who are elected for five years by the local residents. The Vice-President is elected from amongst the Elected Members.

The day-to-day administration is looked after by the Chief Executive Officer. The CEO, belonging to the I.D.E.S.(Indian Defence Estates Service) cadre which is one of the Civil Services, functions as the Member-Secretary of the Board and guides the Board regarding rule position, and is also responsible to implement the decisions taken by the Board.

WATER SUPPLY

3 The piped water supply consisting of underground reservoir and pumping station in the cantonment was provided by the Kanpur Development Board in 1962, and no further extension or augmentation was taken since then to meet the demands of the rising population. This resulted into absolute water crisis in many areas of the cantonment. The Cantonment Board entrusted the work of preparation of an augmentation/reorganisation project to U.P. Jal Nigam in 1986, which was launched in July, 1989. The project was completed in March, 2000 at a cost of Rs.3.53 crores.

The Cantonment Board is providing water supply through it's underground reservoir at Zonal Pumping Station located at Mirpur, and 2 Overhead Tanks located at M.G. Park and near Navsheel Aptts., through a network of 35 Km of pipelines. The Board buys water in bulk from Kanpur Jal Sansthan apart from the water drawn from the 6 tubewells maintained by the Board. Out of which 4 tubewells and 2 overheads are maintained by the Contractor. About 650 India Mark-II Hand pumps have also been provided at various places to support the piped water supply system and to cater for the requirement of poor residents. All the hand pumps are maintained properly. To meet the water requirement of the residents for particular purposes and occasions like marriages, religious functions, social gatherings, cultural activities, the Board maintains 2 water tankers of 4000 litres capacity each, which are made available against payment of Rs.300/- each.

All complaints relating to Water Supply are attended to promptly within the shortest possible time. The details in this regard are mentioned below :------A. COMPLAINTS : ------* Leakage in main water supply line Within 1 to 24 hours

CITIZENS’ RESPONSIBILITIES

DOs AND DON’Ts FOR USING POTABLE WATER

To enable the Board to provide better services and to ensure supply of clean potable water to the residents, and to avoid/minimise the wastage of water, the Citizens are requested for the following :- 1. Installation of booster pumps/appliances on lines are not allowed.

2. Citizens should replace old, corroded, rusted or leaking service lines linked to Cantt Board main line.

3. Service pipes should be laid away from sewer lines to avoid contamination of water.

4. The water tanks used by the citizens should be cleaned periodically, should have proper ball cocks/valves to avoid leaking/wastage of water.

5. Citizens should switch to smaller flushing cisterns of 4 to 10 litres capacity easily available in the market.

6. The leaking bib cocks/stop cocks be got replaced to avoid wastage of water.

7. Drinking water should not be used for washing animals or vehicles, fountains, swimming pools, construction work, gardening/farming/irrigation or washing streets, etc.

8. Any leakages/damage of water supply lines and cases of any contamination of water should be reported to the Board office immediately.

9. The taps fixed at public water stand-posts should not be damaged/tampered/taken out to avoid low pressure/wastage of water.

Water is precious, conserve every drop of water by adopting following ways ; a) Turn tap off while brushing teeth-save 5 to 10 litres. b) Use, wash clothes and turn off the tap while washing hand-save 8 to 15 litres. c) Fill mug and turn off the tap while shaving - save 10 – 15 litres. d) While taking bath rinse, turn off the tap, soap and rinse again - save 50 to 70 litres. e) Repair of leakage loose saves 400 to 3000 litres water per day.

SEWERAGE & DRAINAGE

The provision of adequate Sewerage System which is a basic civic amenity is a necessity for maintaining sanitary conditions and to upgrade the decaying physical environment of the cantonment and to make it more functional, beautiful, healthy and efficient. A new sewerlines wih dia 24” have provided in some of the places in cantonment areas viz Hospital road from Faithfulganj xing to Cantt General Hospital and Railbazar and Jaipuria road. Tank road nallah converted into surface drain. Sewerline cleaning are done through contractor for improving better services. The public can take sewer-connections from the existing lines and the necessary information in this regard is as follows:-

CITIZENS’ RESPONSIBILITIES

DOs AND DON’Ts FOR SANITATION

To enable the Board to maintain the sewerage and drainage system and overall conservancy system in an efficient manner, the Citizens are requested for the following :- a) Do not throw waste material such as brick-bats, cloth, polythene bags, paper, cow-dung, garbage, etc. in open drains or manholes. These solid waste material should be dumped only in the nearest dustbin provided for the purpose. b) As per the Govt. policy, all citizens are required to convert dry-type toilets into water-borne to avoid insanitary conditions and spread of diseases. c) Any blockade of Sewer lines/drains be reported in the office/Cattle lines Stores/ZPS Mirpur.

STREET-LIGHTING

The Cantonment Board maintains about 4000 tubelight, 200 CFL and 800 Sodium Vapour lamp street-light points provided on roads, streets, and lanes under it's management with the assistance of two maintenance gangs each having a truck with hydraulic ladder. High Mast lights

7 introduced on important road xings. The Citizens can register the complaints relating to Street- lights in the Office and the action as follows is taken to rectify the defects :------* Registration of complaint on phone or Immediately on personal visit to Board Office

PUBLIC HEALTH

The Cantonment Board is providing conservancy services with the help of about 200 safaiwalas and a fleet of 1 JCB Excavator loader, 1 JCB Loader and 4 rubbish dumper , one dumper placer with 40 iron dustbins. The Cantonment is broadly divided into 2 areas for this purpose i.e. civil area and the bungalow area. Dustbins are provided at suitable/central locations from where it is removed and disposed off at the trenching ground near Badey Purwa Village. Cleaning of ward no 1, 2 & 4 are done through contractor. ------SANITATION: ------1. Cleaning/sweeping of roads, Monday to Saturday between 6.30 streets a.m. and 2.30 p.m. in repsect of all areas. Skeleton services on Sundays, if required.

2. Collection and removal of Daily 7 a.m. to 2 p.m. except garbage from dustbins Sunday.

3. Collection/removal of garbage Within 3 hours of complaint in working hours. on receipt of complaint of non-lifting. ------

CITIZENS’ RESPONSIBILITIES

To maintain proper sanitary standards in the area and to avoid the spread of communicable diseases/epidemics, the co-operation of the citizens is solicited. The citizens are required to co- operate with the administration in the following manner :-

8 a) Use the authorised dustbins/garbage collection points for the disposal of household garbage. It will be easier/convenient for the Board to lift the garbage from the dustbins periodically. b) The garbage must be dumped within the dustbins and not outside to avoid scattering of the garbage by stray animals or to avoid insanitary conditions around the dustbin. c) The dustbins may not be used to dump building mulwa, cow-dung, etc. d) The garbage and waste material should not be dumped in the drains or nallahs as it blocks the free flow of water. e) No new garbage collection points be earmarked in the area without the information/approval of the Board. f) Do not use polythene and material of non-bio degradable nature unless Rs.5,000/- as a fine will be imposed wef 1st Sept, 2010.

MEDICAL SERVICES

The Cantonment Board maintains a 12 bedded General Hospital on Harding Road which is headed by the Medical Officer Incharge . The day to day functions are performed by the Doctor In- charge who is assisted by a Lady doctor and other paramedical staff. To provide specialised services to the patients, a polyclinic is run by the hospital on payment of Rs.30/- in many fields like surgery, orthopaedic, eye etc. visit the hospital for 1 hours on particular working day on honorary basis. The hospital also has Maternity Ward and O.P.D. Medicines are distributed free of cost to the patients. A Birth and Death section functions from the hospital for the registration of births and deaths. The hospital also functions as nodal agency as notified by the State Govt. for the implementation of the National immunization programmes and other National Schemes relating to health and family welfare through the State Govt. which has provided one doctor for the purpose.

Adequate provision of Medicines made at hospital.

CITIZENS’ RESPONSIBILITIES a) The citizens are requested to maintain discipline and decorum in the hospital premises and to avoid making crowds while coming for treatment. b) Allow the doctor to examine one patient at a time and wait for your turn. c) Keep silence and avoid making noises as it may disturb the other patients. d) Do not pluck flowers, plants, bushes in the parks inside the premises.

9 e) Help the Board in the proper cleanliness of the premises by avoiding the spread of polythenes, waste papers, etc. f) Avoid spitting on the walls/roads. g) Register every birth and death in the family as it is mandatory under the law of the land. h) For any complaint, contact the In-Charge/any Member/C.E.O.

EDUCATION

To contribute towards 100% literacy, the Cantonment Board is running 5 primary schools and 2 Junior High Schools for imparting education to the children primarily belonging to the weaker sections of society by charging nominal fees. The Schools are managed by 35 well-qualified and trained teachers with absolute devotion to the national cause, imparting education to about 1500 children. To improve the infrastructure and to provide better environment with proper ventilation, all school buildings have been repaired/renovated. All the Schools have facilities like drinking water, electricity, fans, lights, benches and toilets. To provide elementary education to the children, a computer education is also imparting from class IV onwards for the past 5 years. For the entertainment/overall development of personality of the students, game facilities like footballs, dumb-bells, Band, Carrom Boards are provided in the Schools. Public address system has been provided in 2 Schools. Particular emphasis is given to cultural activities. Medical check-up camps are organised to maintain the healthy environment and to check spread of any communicable disease in the students and to suggest remedial measures if any adverse report is reported. Mid-day meals, scholarships and free books are also provided in schools. Private security guards are also engaged in Cantt Board schools.

BUILDING MAINTENANCE

Though every effort is made to maintain the buildings/other public conveniences/civic amenities, yet any complaint relating to the maintenance, etc. of the buildings can be lodged with the office, and the action is taken as follows :-

SHOPS/MARKETS

The Cantonment Board maintains 2 open markets namely Faithfulganj and Country Cart (C.C.) Parao, and the rights to collect tehbazari are auctioned every year. Besides, there are 2 Shopping Complexes namely the Paper Market and 10 No. Market consisting of 12 shops each, which are also maintained by the Board. Apart from this there are 106 other shops located at various places. The rights of the usage of all the shops are disposed off for a term of 5 years on licence basis through open auction or tendering. ------1. HORTICULTURE

12 Kanpur Cantonment is among the most green cantonments in the country with vast open spaces and road-sides full of trees. The Board is maintaining a number of parks, road-intersection islands, road-sides, nursery,etc.

1. Mahatma Gandhi Park : This Park located opposite Cantt Police Station is the biggest and most popular park, measuring about 6 Acres, which provides recreational facilities to the residents particularly the children.It has well laid-out walking tracks, fountains, a water channel, play- equipment for children, boating facility, toy-train, water slide, etc.. The local people believe that the marriages fixed under the big Baniyan tree in the park are auspicious and successful, hence the popularity of the tree/park. To provide relief to the visitors to the park, a refreshment corner is maintained during the visiting hours. The park is particularly popular amongst the old/senior citizens who organise religious recitals in the morning. Music system is also provided in the park for the amusement/entertainment of the visitors. The park is full of plants of different varieties and decorative bushes.

2. Abdul Hamid Park : This park is located on Albert Road opposite St. Patrick's church/School, and is very popular amongst the morning walkers, fitness freaks and school children.

3. Shaheed Park : This park is located on Tagore Road near Circuit House and is well- maintained. Trees/bushes, decorative plants have been planted in abundance and the PCC pathways meander within the park.

4. Kranti Vatika Park : This park is located on Jaipuria Road along the Lucknow Rly line. A comprehensive plan/project has been prepared to maintain the park properly as this park is very popular with morning walkers.

Apart from the parks, the residents are being encouraged with proper back-up support in the form of plants, trees, bushes, flower-pots, tools, etc. by the Cantonment Board to develop vacant patches of land in the civil area into green belts. Whole Cantt is beautified with grills, greenery, flowers, animals’ sculptures and chowrahas. Beside this, Walking plaza (Day & Night facility) with music system has been installed upto 5km in bungalow area.

The Horticulture Deptt. undertakes a Tree-plantation drive in the cantonment every year in the month of July/August with the co-operation of the residents and school children. ------1. Timings From early morning to 9.00 p.m.

CITIZENS’ RESPONSIBILITIES

1. It is citizens’ responsibility to co-operate with the Board in keeping parks and gardens neat and clean.

2. To maintain proper cleanliness and not to scatter garbage in parks/gardens.

3. Empty containers/packets and peals of eatables should be dropped in litterbins provided in the parks/gardens.

4. Uprooting of plants and plucking of flowers in the parks/gardens is prohibited.

5. Cycling, playing football, cricket are not allowed in the parks.

6. Carrying of drugs/liquor and their consumption is strictly prohibited. Gambling is not allowed.

7. Pets are not allowed in the parks/gardens.

8. Do not disturb the calm environment of the garden.

9. Use pedestrain tracks while walking in the parks/garden. Do not roam in the banned area.

14 10. Co-operate in tree Plantation programmes launched in the area from time to time. Adopt atleast a tree in a year to preserve and conserve ecological environment.

12. Use only parking space for the vehicles provided outside the parks/gardens.

13. Do not allow anyone to damage tree guards and inform the civic body about the violation.

14. Citizens are required to co-operate horticulture staff in carrying their works in the parks.

15. The playing equipments, slides, swings, etc. must be used judiciously and with proper care to avoid damage to the equipment. The children may be given preferences.

TAXES

The Cantonment Board is levying all those taxes which have been levied by the Kanpur Nagar Nigam. The major taxes are House Tax, Water tax, Conservancy tax etc. on about 4300 private properties and service charges from Central Govt. properties within the Cantonment area.

------CITIZENS’ RESPONSIBILITIES a) The citizens are requested to make upto-date payment of taxes of the properties to avoid litigation/interest and to help the Board in providing better civic amenities and efficient public service. b) Correct, true and upto date information may be provided to the Board whenever a request is made or while filling up forms/ applications for any purpose. c) The citizens are required to carry on business/trade/profession only after paying the Trade & Profession tax.

GENERAL

A. BUILDING PLANS :

Any person who intends to construct/reconstruct, make alteration or additions should apply to the office of the Cantonment Board on prescribed application form which can be purchased from the Cashier on any working day. Each form costs Rs.30/-. All inquiries including advice on deficiencies in applications/documents will be attended across the table by the staff of Engineering section on all working days between 3.00 P.M to 5.00 P.M.

B. The applications for mutation of properties, conversion of old grant into free-hold and renewal of leases of properties are accepted by the Lands Clerk. The time period for processing the documents is as follows :------A. Mutation of Properties Within 3 months provided all documents are in order

B. Conversion of old grant Submission of proposal to into free-hold rights the higher authorities within 2 months

C. Renewal of leases Submission of proposal to the higher authorities within 2 months

Copies of earlier sanctioned building plans may be obtained from the office within 7 days on payment of Copying Fee.

CITIZENS’ RESPONSIBILITIES a) The citizens should not carry out building construction work without obtaining sanction from the Board. b) The public roads, streets and lanes are meant for the convenience of the general public and should not be encroached upon in any manner. c) Hoardings/advertisement Boards should not be installed without the sanction of the C.E.O. d) Stray Cattle are not allowed in the cantonment. e) Roads, streets and lanes should not be dug for any purpose without permission from the C.E.O./Board. f) Cycle-rickshaws are allowed to ply only after taking licence from the Board. g) The road-gang, water repairing gang, Electric Gang, Sanitation staff can be contacted upto 9.00 a.m. on all working days at the Cattle lines Storeyard of the Board located near Murray Flyover on Napier Road.
