On behalf of the Indian Roads Congress, I extend a very warm invitation to you and your colleagues for participation in the Session. You are requested to kindly renew your membership, if not already done, well in advance of the Session as it is open only to the members of the Indian Roads Congress who are uptodate in their membership subscription, i.e., upto the year 2019–2020. It is advisable to take the membership of IRC well in advance so that the relevant materials, including papers for discussion, can be sent to you in time. YOUR HOST The Government of Bihar is the host of the 80th Annual Session of Indian Roads Congress to be held at Patna. Road Construction Department, Bihar, is the nodal department for all the arrangements. Shri Amrit Lal Meena, (I.A.S.), Principal Secretary, RCD, Government of Bihar, is the Chairman of the State Steering Committee of the Session. WELCOME TO PATNA Bihar is a State in the eastern part of and is the 13th largest State in India. The third largest State of India by population, it is also contiguous with Uttar Pradesh to its west, Nepal to the north, the northern part of West Bengal to the east, with Jharkhand to the south. The name Bihar is derived from the and Pali word Vihara (Devanagari: fogkj), which means “abode”. The Bihar plain is split by the river , which flows from west to east. In ancient and classical India, Bihar was considered a centre of power, learning and culture. From arose India’s first empire, the , as well as one of the world’s most widely adhered-to religions, . UNESCO World Heritage Site in Bihar Mahabodhi Temple Complex at (Bodh Gaya) is a World Heritage site in Bihar, spread over an area of 4.86 hectares (12.0 acres). The heritage has been inscribed in UNESCO World Heritage list as a unique property of cultural and archaeological importance. Bodh Gaya is revered and sanctified as the place where Siddhartha was enlightened in 531 B.C. at the age of 35 years, who then propagated his divine knowledge of Buddhism to the world. It is also the home of the world’s oldest university, , which attracts students from all over the world. • Nalanda library attracted students from Iran, Korea, , Persia, Greece and China and was set on fire by the army of BakhtiyarKhilji. • Patna is the home to world’s longest WiFi range, 20 km. 2.1 PLACES OF INTEREST in patna Maner, Vaishali, Bodh Gaya, Mahabodhi Temple, Rajgir, , Nalanda, Patna Sahib etc.

2.2. Venue of Session The venue of the 80th Session is Samrat Ashok Convention Centre, north of Gandhi Maidan, Patna-800 020 (Bihar). Guide Map of Patna is given in Appendix-2. All the activities relating to the Session, as per the tentative programme will be held at this place only. 2.3. Access Patna is well connected by the following modes of transport: (i) Rail: Patna railway stationis the main railway station serving the city of Patna and is about 3.6 km from the main venue. Further, there are three more railway stations namely, Danapur, Patliputra and Rajendranagar, which cater to passengers commuting from different directions. (ii) Road: Patna is well connected by roads from all the directions and all major cities of the country. (iii) Air: The nearest airport, Jay Prakash Narayan International Airport, Patna, is about 8.1 km from the venue and is connected to all the metros and major cities of the country. Another airport is at Gaya, which is an international airport, but is connected with only a few cities.

Prohibition of liquor or intoxicants in Bihar State Govt. of Bihar has implemented the “Bihar Prohibition and Excise Act 2016” to enforce, implement and promote complete prohibition of liquor and intoxication in the territory of the State of Bihar fromnd 2 October, 2016. As per the Act: (i) Prohibition etc of In-Toxicants: No person shall manufacture, bottle, distribute, transport, collect, store, purchase, sell or consume any intoxicant or liquor. (ii) Movement of Intoxicants etc: No liquor, intoxicants or final product shall be imported or transported within or from outside or through the State with valid permit and subject to such duty (if any) payable. 3. PAPERS FOR THE 80th ANNUAL SESSION The papers published in IRC Journal and Highway Research Journal as well as General Report on Road Research work done in the country during 2018–2019 will be discussed during the technical session. These publications are sent free of cost to members who are uptodate with their membership subscription. These publications are expected to reach members in November 2019. Members attending the Session are requested to bring these publications with them. 5. RECEPTION OF DELEGATES The Government of Bihar has extended courtesy to receive the delegates at Patna. Delegates will be received by the volunteers at Jay Prakash Narayan Airport, Patna, railway stations and inter-state bus terminus, Patna. Reception counters will be opened at all these places. Delegates will be provided initial transport to take them to their respective places of lodging arranged by the local organizers. Enquiry offices will be opened from 10th December 2019, at the venue and at the office of the Local Organizing Secretary and Managing Director, Bihar Rajya Pul Nirman Nigam. Complete information about the arrangements and programme of the 80th Annual Session will be available in these offices. 6. REGISTRATION 6.1. Registration Fee Registration of the delegates will be done at the Venue, viz., Samrat Ashok Convention Centre, North of Gandhi Maidan, Patna-800001 (Bihar). Delegates from Foreign Countries $150 $100 Note: Members who are retired from service and those aged 60 and above are entitled for 25% rebate on above rates of registration fee. This rebate will not be admissible to the spouse of the retired member. Spouses of the delegates will also have to be registered on payment of the requisite registration fee. The arrangements for accommodation, transport and tours, etc. will be made only for the delegates and their spouses who are registered and have sent their intimation by the cut-off dates. As accommodation, transport and other facilities are limited, the delegates are strongly advised not to bring their children with them as it will not be possible to provide accommodation for them. Non-Members (whether official or non-official) will not be registered. Delegates are, therefore, advised to become Member of Indian Roads Congress well in advance. Membership Form for this may be obtained by writing to the Secretary General, IRC or downloaded from IRC website: www.irc.nic.in. 6.2 Last Date for Registration and Payment Members desiring registration should fill in the Registration Form,Appendix-7 , and send it to The Deputy Secretary (Admn.), Indian Roads Congress, Kama KotiMarg, Sector-6, R.K. Puram, New Delhi-110022, so that it reaches the authorities along with the requisite Registration fee by 25th November 2019 at the latest. All the payment of registration fee will be uploaded in the web-portal of IRC. The delegate badge will only be given to only those delegates who are members of IRC and already paid their registration fee. The delegates shall ensure that registration fee has duly paid on their behalf in case they are being nominated by their respective Government/Organization. The nominating Government/Organization may pass instructions to nominated delegates to pay resgistration fee themselves, which would be reimbursed to them after showing IRC receipt to avoid last minute inconvenience. Request for registration without the registration fee will not be accepted. Registration is valid only after remittance of registration fee. Official delegates are, therefore, advised to ensure that the registration fee on their behalf is sent by their Governments/Organizations within the stipulated time. If there is any likelihood of delay in payment by their respective Governments/Organizations, they should themselves remit the registration fee so that it reaches the IRC office at New Delhi by 25th November 2019 at the latest to ensure registration in time. The amount so received will be refunded to them in full on receipt of the registration fee paid on their behalf by their respective department. Delegates may kindly note that it will not be possible to register any delegate unless his/her registration fee has been received in advance. Demand Draft should be drawn in favour of the Secretary“ General, Indian Roads Congress” and payable 10 Indian Roads Congress 80th Annual Session at New Delhi. Outstation cheques will not be accepted. Delegates coming from foreign countries may, however, make remittance of registration fee at the time of registration by cash/electronic transfer. 6.3 Cancellation of Registration The request for cancellation of registration from individual delegates should reach IRC office at New Delhi by 29th November 2019. In this case, 50% of registration fee will be refunded. But no such refund will be admissible if the request for cancellation is received after the due date. In case of officials and local delegates, no refund of the registration fee will be admissible irrespective of the date of cancellation. However, with regard to official delegates, the Governments/Organizations concerned can substitute the names in place of those whose nominations are cancelled. 6.4 Nomination of Official Delegates Indian Roads Congress has already addressed to the State Governments/Union Territories; Director General of Works, CPWD; Engineer-in-Chief, A.H.Q.; Council of Scientific and Industrial Research; Director General, Border Roads; Director, CRRI; Ministries of Rural Development, Agriculture and Water Resources; Central Water Commission; RITES; NHIDCL; NHAI; etc. to nominate Senior and Junior Delegates. It is suggested that in addition to Engineer Officers from among Members of IRC whom Governments/Organizations may like to nominate to attend the Session, the official delegation should include: i. Members of the Executive Committee and Council of IRC ii. Authors of Papers published in Journal of IRC iii. Officers working in Central and State Road Research Laboratories, who have helped towards compilation of Road Research Reports and are in a position to make useful contribution duringIRC Session. In the event of delay in finalizing names of the delegates, Governments/Organizations should send information on the total number of delegates of each category being nominated for the Session. Members nominated as official delegates by the respective Central and State Governments or such delegates as may be deputed by District Boards, Zila Parishads, Municipalities, Improvement Trusts, Development Authorities, Cantonments, Educational Institutes, etc. will by convention draw their travelling and halting allowances from the Administration/Organization concerned. These Administrations/Organizations will also pay the registration fee to the Indian Roads Congress at the rates mentioned in para 6.1. 6.5 Special Casual Leave to Attend Session As a general rule, Government of India encourages participation in IRC Sessions. Members may avail Special Casual Leave as per Government Rules for attending IRC Session. 7. ACCOMMODATION Government of Bihar will make arrangements for accommodation. All details related to the allotment of accommodation to delegates who have requested in advance, along with advance payment, in Government Guest Houses, Hotels, etc. will be available on the website (www.80ircpatna.in) and will also be communicated to these delegates at Reception Counters on their arrival at Patna. For those desiring accommodation of their own choice and at their own cost, the list of hotels and their current tariff is given in Appendix-6. Accommodation for all delegates shall be arranged from 12 noon of 11th December 2019 to 12 noon of 15th December 2019. It will not be possible to provide accommodation for period less than that mentioned above and charges for the period will have to be paid in advance. In case, the delegates do not remit the charges in advance, it will not be possible to reserve any accommodation for them. This may kindly be noted carefully to avoid inconvenience on arrival. 11 Indian Roads Congress 80th Annual Session For those delegates who want to avail tour and need accommodation, accommodation could be arranged for them for one more day provided such requirement is intimated by the stipulated date along with payment in advance on pro rata basis. Delegates who desire that lodging arrangements be made for them will have to fill their requirements in the form given in Appendix-8 and return the same to the Local Organizing Secretary. Demand Draft should be drawn in favour of the“Local Organizing Secretary, 80th Annual Session, IRC”, payable at Patna. Please note that payment will be accepted through Demand Draft only and not by cheque. Payment in this regard should not be sent to the Secretary General, Indian Roads Congress. For online payment, visit website: www.80ircpatna.in. To avoid any inconvenience on arrival, the delegates are advised to intimate their requirements to the Local Organizing Secretary by 25th November 2019 at the latest. Requests received after this date will not be entertained due to restricted accommodation facilities. Delegates from foreign countries $250 $125 Because of the acute scarcity of accommodation, double bed room will have to be shared by two persons. Owing to the limited accommodation, it may not be possible to arrange family accommodation for Members who did not intimate their requirement well in advance. No refund of accommodation charges will be made unless cancellation is done at least 10 days in advance of the Session. The charges will be payable in advance and no refund for shorter stay will be permissible. For stay beyond the official period, full hotel charges will have to be borne by the delegates through direct arrangement with the management of hotels/rest houses. However, LOS can provide assistance in this regard if requested in advance. Delegates requiring accommodation in hotels mentioned in Appendix-6 may send their firm requirements along with hotel charges in advance to the Local Organizing Secretary, so that reservation arrangements can be made on their behalf. Breakfast will be arranged at the places of lodging by the respective hotels/guest houses on payment by the delegates. Lunch/dinner will be served at the place earmarked at the venue. TRANSPORT FACILITIES Pick and drop facility will be provided to the delegates from 11th December 2019 (morning) to 15th December 2019 (evening) from the airport, railway station and bus terminal. Transport will also be provided every day from the places of lodging to the venue in the morning and back to their respective places of lodging after the end of dinner on the day of the programme.

12 Indian Roads Congress 80th Annual Session For delegates with Chief Engineer and above rank and delegates with spouse, independent vehicle will be provided. Independent vehicle will be confined to within city limits and up to 100 km per day. For other delegates, vehicles will be provided on sharing basis. 9. MEDICAL FACILITIES First-aid facilities will be available at the venue during the entire period of the programme. 10. SOCIAL AND LADIES PROGRAMME Cultural programme will be arranged in the evening on certain days. The programme details shall be made available to delegates at the time of registration. Special arrangements will be made for ladies accompanying the delegates by the Ladies Programme Committee to visit some of the places of interest in and around the city. 11. CONDUCTED TOUR FOR THE DELEGATES (POST-SESSION PROGRAMME) Post-session tours have been arranged for the delegates subject to response of individual delegates and will be on first-come-first-served basis. The tour details are given inAppendix-3 . 12. ATTENDANCE The presence of the delegates at all the technical discussions and presentations is essential. Delegates are requested to sign the Attendance Sheets, which will be presented for the purpose at the places of event. Co-operation of the Secretaries/Engineers-in-Chiefs/Chief Engineers/Heads of Departments is solicited to ensure that the nominated delegates from their State Departments attend the scheduled Technical Sessions/Meetings and participate actively in the deliberations. 13. DISPERSAL Delegates other than Council Members, Secretaries/Engineers-in-Chiefs and Chief Engineers may disperse in the morning of 15th December 2019. The Secretaries/Engineers-in-Chiefs and Chief Engineers and Council Members can do the same in the afternoon of 15th December 2019. For delegates availing the Post-Session Tours, dispersal will be at tour places after completion of the respective Post-Session Tour, as indicated. 14. TRAVEL AND RESERVATION Current timings of air, rail and bus services to-and-fro Patna are available on website: www.80ircpatna.in. These timings are, however, subject to change. Members are, therefore, requested to ascertain the correct timings before starting their journey. 15. GENERAL INFORMATION ON WEBSITE Further information and any change in the programme will be conveyed to those members who have intimated their intention to attend the Session and who have given their correct addresses/e-mail IDs for such communication. 16. IRC CAMP OFFICE Camp Office of the IRC will start functioning at Patna from 9th December 2019 which will be located at the main venue Samrat Ashok Convention Kendra, North of Gandhi Maidan, Patna-800020 (Bihar). Communications through e-mail are requested for prompt action. 17. ELECTION OF COUNCIL MEMBERS 17.1. Election under Different Rules At the 80th IRC Session, Business Meeting of the IRC is to be held on 14th December 2019.The following 28 members are to be elected to the New Council of the IRC from amongst those who are present at the Meeting. They will have a tenure extending to the next Annual General Meeting. Rules under which election will be held are reproduced below: Rule 9k (i) Six representatives to be elected annually at the time of the Annual General Meeting by a “Board” consisting of nominees of Associate Members from Private Sector elected under Rule 5-g and present at the meeting from amongst themselves. Rule 9k (ii) Three representatives to be elected annually at the time of the Annual General Meeting by a “Board” consisting of nominees of Associate Members from Government and Public Sector Undertakings elected under Rule 5-g and present at the meeting from amongst themselves. Provided that in the event any dispute as to the composition of the Board, the dispute shall be referred to the President of the Society for decision and his decision shall be final. Rule 9l One representative to be elected annually at the time of the Annual General Meeting by the nominees of such Associate Members elected under Rule 5-g which are institutions primarily engaged in roads and road transport research (whether in Private or Public Sectors) from amongst all such nominees present at the Meeting. Rule 9m One representative to be elected annually at the time of the Annual General Meeting by the nominees of Engineering Universities/IITs, Engineering Colleges/Training Institutes, who are Associate Members elected under Rule 5-g from amongst the nominees present at the meeting. Rule 9n One representative to be elected annually at the time of the Annual General Meeting by a “Board” of Engineers from Zila Parishads, District Boards, Panchayat Samities, Panchayati Raj Departments, Rural Development Departments, Rural Works Departments and Rural Engineering Organisations who are Members of the Society, but are not under the administrative control of the P.W.D. Chief Engineer of the territory in which they are serving, and present at the meeting from amongst themselves. Rule 9o One representative to be elected annually at the time of the Annual General Meeting by a “Board” of Municipal, Improvement Trusts, Development Authorities and Cantonment Engineers who are Members of the Society and are present at the meeting from amongst themselves. Rule 9p (i) Ten representatives who shall all have been Members of the Society for at least five years to be elected annually at the time of the Annual General Meeting by all present and voting; provided that the number of elected Members from each State/Union Territory under this Rule should be limited to one. Rule 9p (ii) Two representatives who shall be below 35 years of age on the date of Business Meeting and all have been Members of the Society for at least five years to be elected annually at the time of the Annual General Meeting by all present and voting; provided that the number of elected Members from each State/Union Territory under this Rule should be limited to one.

14 Indian Roads Congress 80th Annual Session It was decided that separate nomination for rule 9-p(i) and 9-p(ii) will be obtained and election under the two sub-rule will be independent of each other. The representatives below 35 years of age may be from the same State as for the rule 9-p(i). Rule 9q One representative of Mechanical Engineers having at least five years standing member- ship to be elected annually at the time of the Annual General Meeting from amongst the Mechanical Engineers who are Members of the Society and are present at the time of meeting. Rule 9s Two representatives of lady Members of the Society having at least five years standing mem- bership to be elected annually at the time of the Annual General Meeting from amongst lady Members of the Society who are present at the meeting. ------Note: A Member will be allowed to seek election against only one Rule of his choice at any one time. ------Members who are eligible to elect Members under any of the above Rules are requested to indicate the Rule(s) in the Registration form Appendix-7 in the column provided for the same. 17.2. Nomination Form Nomination form along with 80th Business Meeting Agenda would be given along with Registration material. Additional nomination form, if required, can be obtained from the IRC Registration Counter on any day after the start of the Session and up to 11.00 hours on 13th December 2019. 17.3. Last Date and Time for Filing Nominations Nomination forms, duly completed, may be deposited with IRC Secretariat by 1200 hours on 13th December 2019 at the latest at Registration Counters. The list of the candidates eligible for election as Members of the Council will be displayed at the Registration Counter at 1500 hours on the same day. The nomination can be withdrawn through a written request addressed to the Secretary General, IRC before 1600 hours on 13th December 2019. The final list of candidates will be displayed at the Registration Counter at 1900 hours on 13th December 2019 and only those candidates whose names figure in the list will be eligible to contest. The election schedule, in brief, would be as follows:

TECHNICAL EXHIBITIONS Technical Exhibition with special emphasis on Highway Engineering, Bridge Engineering, Road Safety will be organized at the Samrat Ashok Convention Kendra, North of Gandhi Maidan, Patna-800001 (Bihar). A number of Government Departments, Government Undertakings and Engineering Firms are likely to participate in this exhibition. All States are also being requested to participate in the Technical Exhibition to showcase their achievements etc. Delegates are invited to visit the Exhibition as this is being organized for their benefit. There will be no entrance fee for the delegates. The Exhibition would be educative and informative and the delegates should spare some time to visit it.All stakeholders participating in Technical Exhibition should be Corporate Members of IRC.
