    Christmas Greetings t seems such a short year since last Christmas and yet we are moving fast towards the IChristmas season again. The year gone by has been a year of high drama, beginning with the awful tsunami tragedy on St. Stephen’s Day. This has been followed by all the other tragedies of the year, the hurricanes in the US, the terrors in Baghdad, the earthquake in Pakistan and many more. I suppose one event that will always stand out in the minds of Catholics was the death of our late Holy Father, Pope John Paul II. His final illness and death brought home to us how he dignified pain and suffering by his endurance and acceptance. His funeral captured the attention of the world because he was respected by world leaders everywhere for standing up for what he believed. Then we had the election of Pope Benedict XVI and a new era in the church began. It is our prayer that the coming year will be a better year, that peace will take the place of war and violence around the world, and that people everywhere will escape natural disasters and flu pandemics. As always, I avail of the pages of Annagh Magazine to wish you all, on my own behalf and on behalf of Fr. Burke, a very happy and holy Christmas and every blessing and every happiness in the New Year. Wherever you are, at home or abroad, you will be remembered in our Masses on Christmas Day.     Dail Deputies: "The 1969 Generation". BRIAN FARRELL As the Eighteenth Dail's life drew to a close, a major change in Irish political life was anticipated. The expectations were not confined to the national mass media, although the subsequent results tempted some politicians to suggest that the closed world of television, radio and national press had misread the mood of the nation. At the local level too, throughout the campaign, newspapers spoke of the "Strong Desire for Change"1 and saw the contest as the promise of "one of the great watersheds in Irish political history".2 The same term was used in a fairly typical comment on the decline of governmental vigour and support in the Western People's editorial at the end of the campaign: We believe the people desire a change, as much for the sake of democracy as for the humanisation of a once great party which can find itself again and its roots afresh in the cause of the little man. This is why quality control at the ballot box is the greatest need of an election that is a watershed in Irish politics.3 The sense of change was commonly related to the impact and side effects of the vigorous campaign by the Labour Party with its assertive slogan "the seventies will be socialist". The Kerry man commented editorially: It is a new growth for the Irish political scene where a pragmatic centrism has always ruled and where ideological straightjackets of one kind or another have never quite fitted. With this election Labour faces the public for the first time in doctrinaire dress.4 However, perhaps the most frequent comments and most persistent news coverage related to the apparent generational change in Irish politics marked both by the disappearance of so many senior sitting members and by the appearance of new "prestige" candidates in all parties.

However, this is the only anomalous feature of Irish by-elections; the pattern of results conforms closely to that observed in other countries. Turnout falls compared with the general election level, support for the government falls, support for minor parties rises, and the number of candidates is increasing over time. Despite the possibility that by-elections in a PR electoral system will give an undue advantage to larger parties, in practice by- elections have not distorted political representation in Ireland. The merits of by-elections as a method of filling casual vacancies are discussed. If the author of a book on British by-elections can deplore the lack of research on the subject when the existing literature already consists of several books and articles (Norris, 1990), any study of Irish by-elections hardly needs to be justified.
