Pour cela, les Collectivités Territoriales Décentralisées ont intérêt à engager des processus de développement qui reposent sur les potentialités et les opportunités qu'offre leur milieu. Cette logique est indispensable aux responsables municipaux pour maîtriser les données de leur espace territorial et les principaux facteurs qui les influencent. Il s'agit, de répondre au besoin d'optimisation des choix prioritaires concernant les actions à mener. Bref, les responsables chargés de conduire le processus de développement local, tout en remplissant efficacement et de façon efficiente leur rôle, devraient disposer d’une base de données fiables, leur permettant d'avoir une meilleure lisibilité et une parfaite maîtrise de leur entité. Cette vision du développement des communes est également consignée dans le Document de Stratégie pour la Croissance et l’Emploi (DSCE) élaboré par le Ministère de l’Economie de la Planification et de l’Aménagement du Territoire(MINEPAT), qui sert de vitrine pour le développement à l’horizon 2035 du Cameroun. Les activités de planification sont fondamentales dans le processus d’élaboration d’un Plan Communal de Développement (PCD), dont devrait disposer chaque CTD afin d’éviter une navigation à vue. Le gouvernement du Cameroun avec l’aide de la communauté des bailleurs de fonds a mis en place un programme de développement décentralisé dénommé Programme National de Développement Participatif (PNDP).
