Bear would like copies of traffic management plans and they will send details of their work to Scottish Water. D&E and Stagecoach have been informed of these works and Mike will get in contact with them to discuss in more detail. Island Bank Road was discussed again; Alistair will get back to Fiona with more details. Otherwise Minutes Accepted. 3.0 HC Roads Inverness Area No change to the Surface Dressing Program at this time. Forthcoming Events/Temporary Road Closures 29/04/18 – Etape – Closure of A82 between Inverness and Fort Augustus and various roads around South Loch Ness. 12/05/18 – Classic Road Show – Closure of Church Street, Eastgate & Hamilton Street. 27/05/18 – Race for Life 23/06/18 – Highland Cross – Glenaffric – Beauly 21/07/18 – Highland Games @ Bught Area 29/07/18 – Little Mix Concert – Bught Park More Parades/ Events can be seen in the appendix 3 Lochaber & Badenoch and Strathspey No Attendance and no works submitted. Ross & Cromarty No works received, and no attendance. Alistair will chase again. Caithness & Sutherland No planned works to discuss at this time, the programs are at a standstill. Should be able to attach next month. BT Cover issues were discussed. Dave Holly – Dornoch Bridge – past Edderton has collapsed manhole covers. 3 of the defects are in symology but there are about 12 defects all together. BT will look into it to make sure the rest are added. It could be due to the condition of the road, might need a complete rebuild. 4.0 Street Lighting Roddy Davidson (RD) listed the following projects in the INBS Ongoing Works Finish Wyvis Drive Nairn – Remove old columns Finish Pinewood Avenue Nairn – Remove old columns Finish Rowan Place Nairn – Remove old columns Finish Old Perth Road, Inverness – Erect columns – There may be an issue with overlapping works with BT on 08/05/18, waiting to hear more about dates. No need to close the road so they will use the existing traffic management already in place, Started Firthview Road Inverness – New columns & Cables Started Charleston Place Inverness - New columns & Cables Planned Works Old Edinburgh Road – Hilton Crescent – Balloan Junction – Replace existing columns & faulty cable loops Midmills Road, between Union Road Junction & MacEwan Drive – Replace street lighting columns. Essich Roundabout - Replace street lighting columns. Essich Road - Replace street lighting columns x2. Holm Round - Replace street lighting columns x2. Deshar Road / Spey Avenue, Boat of Garten - Replace street lighting columns x 12 and cable. Traffic Lights View Place & Kingsmills still awaiting approval. Farraline Park – Pedestrian Crossing to be removed. Old Perth Road – proposed works in June at Inshes Roundabout to increasing stacking of lane on the Bridge discussed by Alistair and Tom. The Flood light mast is to be changed to LED, so maybe they can do works at the same time. Roddy will contact Stevie Grant to discuss. Caithness Works Reay – The Terrace a 6m road crossing & 20 tracking in verge for new pillar supply. One for one column replacement. Tongue – Main Road, a 6m road crossing, column replacements & 1000m of tracking in verge / footpath. -Loyal Terrace, a 3m road crossing, column replacements & 40m of tracking in verge. - Along the front of Ben Loyal Hotel, column replacements & 200m of tracking in verge / footpath and carriageways. Skerray – Main Road - column replacements & 800m of tracking in verge, a few m will be in carriageway. 5.0 BEAR Scotland The program is not up for this year yet, they are still in the middle of winter patching. All works are currently on SRWR. 6.0 Openreach (British Telecom) Duncan MacLennan provided a copy of Openreach’s programme of works in Appendix 1. Works at Whitebridge were discussed. Start on 11.05.18 for 3 weeks. Duncan will find out more and get back to Alistair with a job pack. Scottish Water due to do works at Whitebridge, will liaise with Duncan and share plans so they can maybe go in at the same time. 7.0 Scottish Water Works were provided and are attached to appendix 2. All works are on the register. Evanton – Walk over to be arranged. Ardersier – Works to start again in June. Dates still to be confirmed. Road closures will only be on days of materials being delivered. C1005 runs out in July, extension is required so Darren will sort that out asap. The 2nd phase of works to start June – Dec for waste water treatment works. Brora – Works on hold, waiting on confirmation of dates. B9090 realignment project advance works – mainly in verge – will need 2 way traffic lights A9 –Berrydale - Braes alignment. Works discussed with Bear to move 3inch water main 8.0 6 m, was advised to be careful where traffic lights are placed. Highland Council -Public Transport No issue at the moment, although more notice is needed for works to start. Bught Park – area including Bught Road – Scottish Gas Networks gas reinforcement works. 5 week closure of Ness Walk, between Maple Court Hotel and Fishermen’s Car Park to commence on 21st August 2018 . Mike Smith at BID is aware of the requirement to make alternative provision for coach parking. Kenneth Street – Single lane closure of Kenneth Street between Telford Street roundabout and Ross Avenue is planned for October (school holidays). Details will be passed to Mike Cooper. Alison asked for a list of plans for future bus stops: A9 – Culbokie Fortrose – Fire Stattion Contin Black Bridge – South Kessock Clachnaharry Hi Trans organised the installation of new bus stops, etc, and we received complaints about some being put in wrong locations, Works information was not registered on SYMOLOGY. Issue was brought up by Alison that contractors do not have access to the register to input notices and Mike will relay this back and sort it asap. Roddy discussed works on A96 at Sainsbury’s for verge and footpath work. Will get back in touch with dates. 9.0 Roddy also brought up needing electricity to 5 stops in Conon Bridge to allow for “Real Time”. Mike will discuss this with Roddy separately. Scottish & Southern Energy Drumnadrochit – Car Park Works are due to commence on 14th May and will last for 10.0 around 3 weeks Grampian Road, Aviemore – date of works to be confirmed. 11.0 No other works listed. Scotland Gas Networks No attendance will chase for details. Scottish Road Works Register (SRWR) The issue of BT registering multiple notices for the one works was raised. This is not cost effective for BT and is difficult to manage from a Council supervision point of view. Works at Tesco Inshes was discussed – No traffic management was in place although works have already been fully completed. The works were messy and a complaint was received from a councillor. Contractor was D Mack Constructions. Fiona from SSE discussed works on Damfield Road Kingsmills. Traffic sensitive area with works starting at 8am with no notice. This caused tailbacks all the way to Hospital. Alison brought up that the issue with applying for road closures. They need to do more than tick the box that says Road Closure needed to get permission to work on the road. They need to apply using a separate form. Fiona will go back to SSE and address this issue. Payment of FPN’s was discussed. HC used the same PO as last year as instructed however the invoice has been rejected by SSE. Fiona will go and find out a better approach to raising the invoice as SSE need it separated by area but HC do not have the time or resources to split the invoice. 12.0 Scottish water brought up Loch Flemington. - Unauthorised Road Closure raised with Fiona. 13.0 - Needs traffic management - Caithness Slabs were discussed however Ali Nairne is dealing with that. Health and Safety Issues No issues. AOCB BT & Tom Masterton discussed Academy Street. Works outside Craig don Sports is not on register. The whole structure is moving however when BT inspected they said it was fine. No comments have been made on symology to state it has been looked at. If the defect needs to be replaced these works will affect public transport. Surface dressing of Academy Street next year was also discussed. Tomnahurich Street – Manhole cover works not completed at 4 way junctions. Sign & Cones still there no works have actually been done.

    Introduction The place-names in this book were collected as part of the Arts and Humanities Research Board-funded (AHRB) ‘Norse-Gaelic Frontier Project, which ran from autumn 2000 to summer 2001, the full details of which will be published as Crawford and Taylor (forthcoming). Its main aim was to explore the toponymy of the drainage basin of the River Beauly, especially Strathglass,1 with a view to establishing the nature and extent of Norse place-name survival along what had been a Norse-Gaelic frontier in the 11th century. While names of Norse origin formed the ultimate focus of the Project, much wider place-name collection and analysis had to be undertaken, since it is impossible to study one stratum of the toponymy of an area without studying the totality. The following list of approximately 500 names, mostly with full analysis and early forms, many of which were collected from unpublished documents, has been printed out from the Scottish Place-Name Database, for more details of which see Appendix below. It makes no claims to being comprehensive, but it is hoped that it will serve as the basis for a more complete place-name survey of an area which has hitherto received little serious attention from place-name scholars. Parishes The parishes covered are those of Kilmorack KLO, Kiltarlity & Convinth KCV, and Kirkhill KIH (approximately 240, 185 and 80 names respectively), all in the pre-1975 county of Inverness-shire. The boundaries of Kilmorack parish, in the medieval diocese of Ross, first referred to in the medieval record as Altyre, have changed relatively little over the centuries.

    Boundary Commission for Scotland BCS Paper 2016/13 2018 Review of Westminster Constituencies Considerations for constituency design in Highland and north of Scotland Action required 1. The Commission is invited to consider the issue of constituency size when designing constituencies for Highland and the north of Scotland and whether it wishes to propose a constituency for its public consultation outwith the electorate quota. Background 2. The legislation governing the review states that no constituency is permitted to be larger than 13,000 square kilometres. 3. The legislation also states that any constituency larger than 12,000 square kilometres may have an electorate lower than 95% of the electoral quota (ie less than 71,031), if it is not reasonably possible for it to comply with that requirement. 4. The constituency size rule is probably only relevant in Highland. 5. The Secretariat has considered some alternative constituency designs for Highland and the north of Scotland for discussion. 6. There are currently 3 UK Parliament constituencies wholly with Highland Council area: Caithness, Sutherland and Easter Ross – 45,898 electors Inverness, Nairn, Badenoch and Strathspey – 74,354 electors Ross, Skye and Lochaber – 51,817 electors 7. During the 6th Review of UK Parliament constituencies the Commission developed proposals based on constituencies within the electoral quota and area limit. Option 1 – considers electorate lower than 95% of the electoral quota in Highland 8. Option 1: follows the Scottish Parliament constituency of Caithness, Sutherland and Ross, that includes Highland wards 1 – 5, 7, 8 and part of ward 6. The electorate and area for the proposed Caithness, Sutherland and Ross constituency is 53,264 electors and 12,792 sq km; creates an Inverness constituency that includes Highland wards 9 -11, 13-18, 20 and ward 6 (part) with an electorate of 85,276.

They assumed the powers of the Commissioners of Supply, and of Parochial Boards, excluding those in Burghs, under the Public Health Acts. The County Councils also assumed the powers of the County Road Trusts, and as a consequence were obliged to appoint County Road Boards. Powers of the former Police Committees of the Commissioners were transferred to Standing Joint Committees, composed of County Councillors, Commissioners and the Sheriff of the county. They acted as the police committee of the counties - the executive bodies for the administration of police. The Act thus entrusted to the new County Councils most existing local government functions outwith the burghs except the poor law, education, mental health and licensing. Each county was divided into districts administered by a District Committee of County Councillors. Funded directly by the County Councils, the District Committees were responsible for roads, housing, water supply and public health. Nucleus: The Nuclear and Caithness Archive 1 Provision was also made for the creation of Special Districts to be responsible for the provision of services including water supply, drainage, lighting and scavenging. 1930-1975 The Local Government Act (Scotland) 1929 abolished the District Committees and Parish Councils and transferred their powers and duties to the County Councils and District Councils (see CC/6).
