Central Office and Special Issues Assignments Primary responsibility for managing initial contact from and provision of legal advice and services to various DHS central office child welfare policy, program and field services managers and staff is set forth below. Work is divided between Assistant Attorneys in Charge Linda Guss, Kamala Shugar and Amanda Marshall, except where a special assignment is noted. DHS central office child welfare policy, program and field managers and staff should contact the person with the special assignment where one is indicated. DHS central office child welfare managers and staff may contact Linda, Kamala or Amanda, if, at any time the person with primary responsibility is not immediately available and there is an urgent need for assistance.

Linda Guss: • Child Protective Services Program: Stacey Ayers, Manager. • Family Based Services Program: Jan Slick, Manager. • Technical Assistance Program: Harry Gilmore, Manager. • Indian Child Welfare Act – All general questions related to interpretation and application of the Act in child welfare cases. Case specific questions should be directed to AAGs assigned to individual branches. • Any DHS central office child welfare case or county-specific questions and issues that arise out of cases from Districts 1, 2, 9, 12, 13, 14, 15 or 16. • Any DHS central office child welfare questions related to sensitive issue cases, fatality reviews or CIRT reviews that arise out of cases from Districts 1, 2, 9, 12, 13, 14, 15 or 16. • Oregon Law Commission. • All other requests for general advice or assistance from CAF Assistant Director or Deputy Assistant Director for Policy & Program.

Kamala Shugar: • Residential Treatment & Licensing Program: Donna Keddy, Manager • Foster care Program: Kevin George, Manager • Adoption Program: Angela Cause, Manager Special assignments: DHS & Independent adoptions – AAG Staci Barry • Any DHS central office child welfare case or county-specific questions and issues that arise out of cases from Districts 4, 5, 6, 7, 8 or 11. • Any DHS central office child welfare questions related to sensitive cases, fatality reviews or CIRT reviews that arise out of cases from Districts 4, 5, 6, 7, 8 or 11. • Child Welfare Advisory Committee and subcommittees. • All other requests for general advice or assistance from CAF Deputy Assistant Director for Field Services.
