The Author Antony Green originally completed a bachelor of Science from Sydney University, with majors in Pure Mathematics and Computer Science. After several years in the computer industry, he returned to Sydney University to complete a Bachelor of Economics with Honours in Government. In 1989 he joined ABC-TV as a researcher for the 1990 Federal Elction coverage, and has now worked on nine elections in all states of Australia. Following the 1990 election, Antony was employed by the ABC to re-design their election night computer software. Used at five elections since the 1992 Queensland State election, it has set new standards in election night predictions. With the aid of the computer, Antony was the first to predict the return of the Keating Government on election night in 1993. iv Acknowledgments I wish to thank several people for their assistance with this publication. This is difficult in New South Wales following the 1991 election owing to 4 Independents winning seats and holding the balance of power, as well as Independents finishing second in 9 other electorates. The Pendulum at right has been modified to take account of this situation and to reflect the current position of the Legislative Assembly. In most seats, the margin indicates the swing for the sitting member to lose to their major contestant in 1991. Owing to by-elections and the nature of Independent contests, a number of points need to be emphasised: The Entrance is shown on the Labor side of the pendulum with its new margin following the Labor win in the January 1992 by-election. North Shore has been moved up the pendulum to reflect the result of the February 1994 by-election. However, Gordon, Ku-ring-gai, Davidson and The Hills have been left in the same position on the pendulum as at the 1991 election, though I have used a new swing figure. All by-elections are indicated with Footnote (D). In line with the agreement between the non-aligned Independents and the Premier, I have placed Tamworth on the Liberal/National side of the pendulum, and Bligh, Manly and South Coast on the opposite side. In each seat, the swing indicates the margin of the sitting Independent member against a Liberal or National opponent and is shown with Footnote (C). Where an electorates is labelled with Footnote (A), the swing figure is for the sitting Liberal or National member against an Independent. Remarkably, these elections have been fought on six different sets of electoral boundaries. Even more remarkably, four of the six redistributions involved changes to the size of the parliament. Much of this was due to Sir Robert Askin, who between 1965 and 1973 contested four elections on four sets of boundaries. But since 1984, the last occasion boundaries were re-used, there have also been two massive redistributions. In 1986/87 the size of the Legislative Assembly was increased to 109, only to be reduced to 99 again by the 1990/91 redistribution. These redistributions have made analysis of the 1988 and 1991 elections extremely difficult. This is unfortunate, as both elections had significant historic outcomes. In 1988, the Labor government of Barrie Unsworth was swept from office by an enormous electoral swing, Labor being reduced to its lowest first preference vote since the 1930s. 1991 saw the Coalition government of Nick Greiner returned, but without an overall majority, relying on the votes of Independents on the floor of the Legislative Assembly, a situation that had not occurred since 1950. The boundary changes produced some quite misleading analysis of the 1 988 and 1991 elections. For me the best example has been regular reference to a 25% swing in Cessnock between 1984 and 1988. This was not the case, as one cannot compare the 1984 coalfields seat of Cessnock with the 1988 semi-rural seat of the same name. In an attempt to correct the problem, I approached the NSW Parliamentary Library with an idea for a publication comparing the 1984, 1988 and 1991 elections after converting the results to the same set of electoral boundaries. It has two basic aims. First, by providing a simple comparison between the three elections, it will both serve as a reference for other scholars of NSW politics, and be of vital interest to players in the political game. Second, it will look at the question of the effect of the boundary changes on election results, as well as the increasing number of significant Independents contesting seats. I have not set out to produce a complete authoritative study on NSW politics or on electoral geography. For this reason I have dispensed with full academic referencing, though I do at various points refer the reader to other books and articles.

In recent years the public has heard allegations of Aldi bags stuffed with cash and delivered to NSW Labor’s Sussex Street HQ by Chinese property developer Huang Xiangmo. In 2013 corruption findings were made against former Labor ministers Eddie Obeid and Ian Macdonald. The following year, Liberal premier Barry O’Farrell resigned after ICAC obtained a handwritten note that contradicted his claims he did not receive a $3000 bottle of Grange from the head of Australian Water Holdings, a company linked to the Obeids. The same year ICAC’s Operation Spicer investigated allegations NSW Liberals used associated entities to disguise donations from donors banned in the state, such as property developers. Ten MPs either went to the crossbench or quit politics. ICAC later found nine Liberal MPs acted with the intention of evading electoral funding laws, with larceny charges recommended against one. Years earlier there was the sex-for- development scandal, set around the “Table of Knowledge” at a kebab shop where developers met officials from Wollongong council.

It’s been many years since I’ve thought about Neville Wran, so I came to this monograph with an oPen mind, limited by two Personal judgements. The first was the belief that Wran was a giant of his time, a real leader and moderniser. The second was the tragedy (farce) of his last years. It was a reminder to us all that there are no guarantees that a great life will be rewarded with a kind death: for Neville Wran that was certainly not the case. Luckily, now with time we remember his leadershiP, his modernising Policies and his largely successful ability to dominate an extraordinarily Powerful Political Party with its deeP factions. David Clune’s monograph, through the use of first-hand materials and comments from Wran’s colleagues, takes us through Wran’s rise to Power, his successes as Premier and his fall via the web of corruPtion and scandal that ended his Premiership. Clune’s narrative is clear and remarkably free of value-judgements. It reminds us just how moribund the Politics and Parliament of NSW were at the time leading uP to Wran’s Government and of all the talent Wran brought with him, which transformed NSW Politics, Policy and Parliament. Of course, there were failures; things left incomPlete and the embedded corruPt culture of NSW Politics largely ignored. Nonetheless, in this monograph we gain a Picture of an extraordinary man leading Australia (via NSW) into the modern era.

Mr JONES: I got involved in politics back in 1971-72 when I was trying to stop the destruction of Myall Lakes, which is now a national park. I wrote back and forth to Premier Robin Askin, as he was then. He said, "Well, you may know about publishing, Mr Jones, but you know nothing about politics", which was like a red rag to a bull. So I abandoned my career and that new trail led me to standing for the Legislative Council in 1988. I gave up an extremely highly paid job back in 1972 to campaign for the environment. I was at the top of my earning capacity. I was general manager of Hamlyn House. I had a property portfolio I was building up as well. Anyway, I gave all that up. I was approached by Armon Hicks, who was Lis Kirkby's offsider, to stand for the upper House back in 1984. He said, "Would you like to be an MLC?" I said, "I would rather be a senator actually", just jokingly. He said, "If you want to be an MLC follow this path. First of all you have to stand for the lower House. You have to stand in the next election"—which was 1984—"for Warringah", where I got about six per cent.

Its 2.2 square kilometres surface is popular with kayakers, sailors, anglers and wind surfers while on the shore there are picnic areas and paths popular with walkers, runners and cyclists. Anyone who looked at the Waratah Advisory website would have seen that it had been dormant since before the election. It contained out-of-date information and had not been updated since the election.

    New South Wales Society of Labor Lawyers The Second Frank Walker Memorial Lecture “The Things That Must Be Done…” ** Some Genuine Decision-Making Power: Dealing with the over-representation of Aboriginal people in the prison system Bob Debus 16 February 2016 Last year Judge Greg Woods presented the inaugural Frank Walker Memorial Lecture. He gave an account of the exceptional range and lasting significance of the reform of the justice system and the expansion of civil liberty achieved during Frank’s term as Attorney General and Minister for Aboriginal Affairs1 Greg was head of the Criminal Law Review Division of the Attorney General’s Department during a good deal of that time. The abolition of the Division last year took place within the new Justice Superministry in which the Minister for Police is senior to the Attorney General. That is a constraint on the role of the Attorney General for which I can find no precedent in the history of New South Wales. A Generation Ago I first met Frank Walker in 1971 at a meeting concerning what was to become the Redfern Aboriginal Legal Service. He was 29, recently elected to the previously safe Liberal seat of Georges River and yet to tune his political and parliamentary skills to their later concert pitch but his driving conviction and courage were evident: also his proclivity for conspiracy. We were not to tell Patrick Darcy Hills, the leader of the Labor Party about the meeting, for he would not approve.
