Request for Qualifications KANSAS ATHLETICS FACILITIES MASTER Request for Qualifications March 14, 2019 KANSAS ATHLETICS FACILITIES MASTER PLAN The University of Kansas seeks qualified consultants to develop a physical master plan for Kansas Athletics Incorporated. The selected firm will serve as a member of the Kansas Athletics Strategic Planning Team, charged with developing a comprehensive plan for advancing the quality, purpose, and capacity of Jayhawk Athletics venues. The master plan must incorporate innovative concepts for facility and campus flow, stimulating and fan-friendly atmospheres, and motivational spaces to assist in recruiting and retaining student athletes. KU’s Lawrence campus is considered to be one of the most beautiful in the nation, with forested slopes and significant historic green spaces and buildings arrayed along Mount Oread. The historic core of the Main Campus is located along Jayhawk Boulevard, an alignment first envisioned in the 1904 George Kessler master plan, running along the top of the Mount Oread ridge, with green space maintained in the bowl to the north. The development on the Main Campus is fairly dense due to the extreme topographic conditions, which also create challenges for the provision of parking and accessibility. Currently there are two historic districts and several building on the national register. One historic district borders the stadium complex to the south. Since the earliest years of The University of Kansas, KU athletic events have been a large part of the social atmosphere for students and alumni alike. Over time, many changes have taken place concerning the opportunities that KU students have had to participate in athletics, including the level of competitiveness, sponsorship of sports teams, and changes in athletic programs and the facilities in which practices and competition occur. With Kansas’ league affiliations starting with the Missouri Valley Intercollegiate Athletic Association in the 1900’s through today’s affiliation with the Big 12 Conference, there has always been competition on a national level. Kansas student-athletes deserve the opportunity to train and compete in some of the finest facilities in the country. These facilities should also be fan friendly and accessible, making the game-day experience great for both competitors and fans alike. The selected consultants will analyze and propose scenarios for new construction, renovation, and demolition of athletics facilities as needed, working with Facilities Planning and Development (FPD) and Capital Projects Council (CPC) to advance overall campus master planning principles by determining appropriate land use and identifying property acquisitions necessary to meet the needs of the plan. Consultant proposals must be consistent with market research, and match the financial resources, scheduling parameters, and programmatic mission of Kansas Athletics. The master plan shall anticipate that all building projects will be fully commissioned and constructed to comply with University design standards. The Kansas Athletics Master Plan will encompass these athletics venues: Existing Facilities - David Booth Kansas Memorial Stadium - Anderson Family Football Complex - Wagnon-Parrott Athletic Center - Anschutz Sports Pavilion - Outdoor Football Practice Fields - Hoglund Ballpark - Kansas University Boathouse - Rock Chalk Park Facilities (soccer, softball, tennis, track & field) - Rim Rock Farm (cross country) - And any unknown future sport facilities The master plan will also focus on the quality and availability of these amenities: - Fan amenities - Athletic training spaces - Student-athlete locker rooms and lounges - Student-athlete wellness spaces - Student-athlete nutrition spaces - Competition and practice venues and surfaces - Meeting rooms - Coaching staff offices - Departmental video production facilities and enhanced video analysis capability - Video and score displays - Compliance with ADA and ADAAA regulations - Academic support facilities - Parking & Motor Pool facilities FOOTBALL STADIUM IMPROVEMENTS The plan should generally identify the current and long-term David Booth Kansas Memorial Stadium needs to make the venue modern and current and cutting edge with like Power 5 institutional standards and framework. Future venue needs to be best in class, be flexible, functional, efficient, cost effective, and sustainable. Venue should be planned with the intent of attracting the best student-athletes, coaches and staff all while providing the ultimate fan experience levels. PREFERRED EXPERIENCE 1. Respondents must be familiar with, and sensitive to, NCAA and Big 12 Rules and Regulations. They must also be mindful of the partnerships established by each association. 2. Respondents must be able to communicate and associate with University of Kansas partners not limited to IMG, Adidas, Website partner, Food Services partner/consultant, Event Services partner, Branding/Graphics consultant, CSL Market Study partner and Campus constituents. 3. Respondents must have experience in staying on the cutting edge of technology in relation to NCAA Division I Athletics in areas such as recruiting, game presentation, building management, student athlete academic development, soft good sales, and coaching staff assistance and efficiency. 4. In addition, respondents must have: - Recent, direct experience with projects of a similar scope and budget; - Demonstrated athletic facility master planning at Division I level; - Qualifications and experience with similar institutional athletics projects, higher education campus master plans, and local development issues; and - Experience with intercollegiate athletic training, student athlete development, dining, and technology planning at the Division I level. 5. Respondents must demonstrate the capability to undertake and effectively manage a project of this magnitude and complexity, including the availability of adequate resources (staff and facilities), including: - The ability to plan, cost, schedule, and manage a planning project of similar scope and budget; - Evidence of the planning team’s experience and qualifications for providing services to a public entity; and - Ability to collect, organize, synthesize, and communicate complex information from many diverse groups in a timely manner. 6. The selected consultant team must show a demonstrated ability to provide the full range of services necessary to develop and implement a comprehensive physical development program that complements the University’s signage and wayfinding program. The team should include Graphics/Branding qualifications within the team. 7. Respondents must express interest and understanding of the nature of this planning project, its purpose, and its ultimate objectives. 8. Respondents must also show sensitivity to the goals and objectives of the strategic and campus master plan of the University of Kansas, and an understanding of the University’s planning processes and development initiatives. OUTCOMES The Kansas Athletics Master Plan is intended to be a living document with tangible physical plans as well as guidelines for future development. Deliverables will include feasibility, conceptual programming, conceptual massing studies, strategic and space planning, phasing plan (meeting current demand without limiting future expansion), cost estimates, renderings, and marketing materials. The consultant will provide a full planning project report and an executive summary of the work in digital and printed formats. As an initial step toward that objective, the Board commissioned two systemwide studies: one to survey and assess the condition of mission critical buildings and the other to take stock of utilization rates for academic instructional spaces and offices.

    University Events Committee Guidelines The University Events Committee's advisory and facilitation duties include, but are not limited to: 1. Scheduling events for the University Calendar of Events; 2. Coordinating scheduled events with requests received; 3. Suggesting alternate locations, dates, and/or times, if appropriate; 4. Providing notification to facilitating and affected departments and/or equipment and facility coordinators. The Student Involvement and Leadership Center (SILC) at the University of Kansas has the responsibility for scheduling meetings of the University Events Committee. In accordance with the policies herein, the Committee also receives all requests from organizations and University offices for events to be scheduled on the Lawrence campus. The Student Involvement and Leadership Center keeps minutes of these meetings, compiles the University Events Committee calendar, and maintains all records, including these Guidelines. Unless otherwise noted, the policies herein were approved by the Chancellor of the University of Kansas and Executive Vice Chancellor at the Lawrence campus on June 14, 1977, and were effective Fall Semester 1977. Inquiries should be directed to the Student Involvement & Leadership Center (SILC), 400 Kansas Union, (785) 864-4861. Note: Staff members of the Student Involvement and Leadership Center are available to assist registered groups in the planning and preparation of events. I.
