Insights – 32, 2019 Plan S and the future of scholarly communication | Rob Johnson From coalition to commons: Plan S and the future of scholarly communication The announcement of Plan S in September 2018 triggered a wide-ranging debate over how best to accelerate the shift to open access. The Plan’s ten principles represent a call for the creation of an intellectual commons, to be brought into being through collective action by funders and managed through regulated market mechanisms. As it gathers both momentum and critics, the coalition must grapple with questions of equity, efficiency and sustainability. The work of Elinor Ostrom has shown that successful management of the commons frequently relies on polycentricity and adaptive governance. The Plan S principles must therefore function as an overarching framework within which local actors retain some autonomy, and should remain open to amendment as the scholarly communication landscape evolves. -

Gunkel – Northern Illinois University, USA Despite what is typically said and generally accepted as a kind of unquestioned folk wisdom, you can (and should) judge a book by its cover. This is especially true of my 2016 book with the MIT Press, Of Remixology: Ethics and Aesthetics After Remix (Gunkel 2016). With this book, the cover actually “says it all.” The image that graces the dust jacket (figure 1) is of a street corner in Cheltenham, England, where the street artist believed to be Banksy (although there is no way to confirm this for sure) appropriated a telephone booth by painting figures on a wall at the end of a line of row houses. This “artwork,” which bears the title “Spy Booth,” was then captured in a photographed made by Neil Munns, distributed by way of the Corbis image library, and utilized by Margarita Encomienda (a designer at MIT Press) for the book’s cover. The question that immediately confronts us in this series of re-appropriations and copies of copies is simple: What is original and what is derived? How can we sort out and make sense of questions concerning origination and derivation in situations where one thing is appropriated, reused, and repurposed for something else? What theory of moral and aesthetic value can accommodate and explain these situations where authorship, authority, and origination are already distributed across a network of derivations, borrowings, and re-appropriated found objects? The Serials Crisis and Open Access A White Paper for the Virginia Tech Commission on Research Philip Young University Libraries Virginia Tech December 2, 2009 This work is licensed under a Creative Commons Attribution-Noncommercial-Share Alike 3.0 United States License. 1 Introduction This white paper offers an introduction to open access as well as a look at its current development. The open access movement is an attempt to free scholarly communication from restrictions on access, control, and cost, and to enable benefits such as data mining and increased citations. Open access has gained significant momentum through mandates from research funders and universities. While open access can be provided in parallel with traditional publishing, it is increasingly available as a publishing option. While open access is approached here from the problem of subscription inflation, it is important to recognize that open access is not merely a library issue, but affects the availability of research to current and future students and scholars. The Serials Crisis The phrase “serials crisis” has been in use for more than a decade as shorthand for the rise in costs for academic journals and the inability of libraries to bring these costs under control. Price inflation for academic journals significantly exceeds the consumer price index (see graph, next page). The most recent data show that journal prices increased at an average rate of 8% in 2007.1 Because journal subscriptions are a large part of the collections budget at academic libraries, any reduction in funding usually results in a loss of some journals. And the high rate of annual inflation means that academic library budgets must increase every year simply to keep the same resources that students and faculty need. -

ARMSTRONG* Federallaw limits the free alienabilityof copyright rights to preventpower- ful transfereesfrom forcing authors into unremunerative bargains. The limiting mechanism is a statutory provision that permits authors or their heirs, at their sole election, to terminate any transfer or license of any copyright interest dur- ing a defined period. Indeed, the applicable provisions of the Copyright Act go so far as to invalidate purported waivers by authors of their statutory termina- tion powers. These statutory provisions may constitute an impediment to the effective grant of rights for the benefit of the public under widely used "open content" licensing arrangements, such as the GNU General Public License ("GPL") for software or the Creative Commons family of licenses for other sorts of expres- sive works. -

ABSTRACT JANE AUSTEN UNCENSORED: A CRITICAL AND PEDAGOGICAL STUDY OF AUSTEN’S LETTERS FOR THE COLLEGE CLASSROOM Amanda Smothers, Ph.D. Department of English Northern Illinois University, 2016 William Baker and Lara Crowley, Co-Directors A vast amount of literary critical and scholarly work on Jane Austen’s writing, including her juvenilia, has been published. However, insufficient attention has been paid to her extant letters and their significance. This dissertation redresses the imbalance and is the first extensive critical, scholarly discussion of Jane Austen’s correspondence and their pedagogical applications. In order to rectify the disparity, this dissertation examines Jane Austen’s surviving letters to determine how to contextualize them historically and biographically and in relation to her fiction for college composition and undergraduate literature courses. Background information on letter writing in the eighteenth and early nineteenth century provides context for Austen’s letter writing, comparing her content and style to common practices. This study also investigates the world of Austen’s letters, focusing on historical and biographical context, and scrutinizing the letters as a source of information about middle-class Regency England; Austen’s family and social circles; and the author herself, including her personality, attitudes toward current events, views on works of literature, and references to her writing and publication processes. Moreover, Austen’s letters would be beneficial as a theoretical pedagogical tool for teaching not only the novels but the world of her novels through an examination of her letters. Throughout my dissertation, previous work on teaching Austen and teaching with letters (both as a teaching tool and as a writing method) is incorporated, analyzed, and adapted.
