Minutes of the meeting held on Monday 25th September 2017 at Bryn Hafren School

071/2017 Present: Councillors A Lloyd, D Jones, J Oakley Mrs L Burrowes, Mrs F Davies, S Potter Apologies: Councillors R Lewis T Davies County Councillor Lucy Roberts was in attendance Mr David Edwards Lib Dems attended to the end of item 073 at his request 072/2017 Declarations of Interest None

073/2017 Mr Edwards addressed the meeting first outlining that he was visiting Community Councils to see if he could assist them. He outlined 2 areas he had concerns and was following up. 1 Soft plastic recycling (eg carrier bags, cling film) potential for a bin for this to be sited in the area for a cost of £8.50 per bin. A trial to take place at and waiting to see the result of that. All in agreement that if the trial is successful support and be willing to pay for a bin suggested at Llandrinio Village hall as that is where most residents would be likely to take other recycling 2. Maerdy Bridge junction A483 issues around the junction and approach generally and specifically the road surface currently. Mr Edwards has approached the Trunk Road agency/Welsh Assembly to look at a filter lane, extra white lines and a reduced speed limit. Arddleen CC are keeping a note of incidents.

Matters arising

075/2017 Highways Dropped drain at Pecknall Lane. Clerk is to escalate at Highways Resurfacing at Back Lane to the Quarry- County Cllr Roberts confirmed this is not in the current schedule but the County Councillors have requested that they are consulted on future schedules – Keep escalating in the meantime that the area between Lower farm and the main road is particularly bad Pot holes on the road above The Hawthorns – has been raised Gritting up to Bausley estate – there is no review until Winter 2017 of the program however they have said they will consider the stretch for secondary treatment when it arises. White-lining at the Quarry-concerns about a near miss on the corner Hanson have agreed to do but issues in getting the materials County Councillor Roberts to meet with Ken Livingstone and the portfolio holder and go over all issues. Confirmed they are aware of the issues on the surface at Criggion Lane - the new machine coming into use in October for potholing and repairs may be of use in moving some matters forward.

076/2017 Playgrounds and other areas Following initial repairs wet pour in isolation is not a solution for small areas so D Wellings will proceed with moving and fixing tiles. A quote for replacement wet pour for areas around the three pieces of equipment to be obtained for when we look at the budget areas. The goalmouth to be dug out filled with earth from the bank and returfed. There swing made from a tyre and rope in tree on the field has been taken down by Dave 077/2017 Defibrillator The presentation went well and thanks to everyone involved

078/2017 Rodney’s Pillar Clerk and Cllr Burrowes and County Cllr Roberts met Carol Davies about this. All agreed that we should get an initial structural survey before proceeding further with major costing and investigation into ownership and incurring those costs. Llandrinio have agreed to e £500-£800 towards the survey and investigate how we can reclaim the VAT All in agreement that Bausley CC should match this amount

079/2017 Website Clerk is preparing wording for the remaining pages– liaison with Councillor S Potter

080/2017 Cllr Oakley raised the monument at Princes Oak repairs All agreed that Cllr Oakley should instrct these to go ahead assuming that the cost is around £200

081/2017 The budget was reviewed and agreed as on plan Agreed to pay Criggion Village Hall annual grant £800 Six Ticks Annual website hosting £216 D Wellings play area/Goalmouth work £100 C Price – spraying weeds on verges £100

Audit External audits completed with no issues raised

082/2017 Planning Cllr D Jones raised the issue of being inforamed about planning – in particular Brook House due to the local inteerst. Clerk advised that decisions were on the website so they could be checked however in terms of summaries these were emailed out backdated only every fortnight. All expressed concern over the potential non meeting of conditions on this case and asked Clerk to contact Planning to ensure they were aware and would take the appropriate action as soon as required to make sure this was followed up. reuired
