Guidelines and conditions relating to events

Should any event proposal include an element or elements, which could be interpreted as contradictory to these conditions but which could still be considered an appropriate event for the location, direct consultation with local stakeholders must be carried out before any decision is made.

Hours of operation These are the times during which events can operate and do not necessarily relate to the standard public opening times of the site or facilities. Where council staff are required to attend out of standard hours there may be additional charges incurred.

Premises Licence There is a premises licence in place at Dulwich Park. The licence applies to the times stated above, and is only active, once an application to hire a park or open space has been accepted and conditional approval has been issued. The licence covers the provision of the following types of entertainment and entertainment facilities: Plays Films Live music Recorded music Performance of dance Entertainment similar to live music, recorded music, performance of dance Facilities for making music Facilities for dancing Entertainment facilities similar to facilities for making music and facilities for dancing

Basic information Keys Keys are required to access Dulwich Park outside of opening times. These will be issued by the Events Team.

Electricity There is 1 power point located in the shrubs opposite the café and 1 located next to the play area fence adjacent to bowling green. These are only suitable for low scale use. Each power point houses a double 13amp supply, which requires a regular three pin plug suitable for outdoor use.

Water There are 3 onsite water supply points available at Roseberry lodge, Winter garden, College Lodge, and the Car park.

Area A The tennis courts are currently operated on a turn up and play basis. Any event wanting exclusive use of the courts must seek permission from the Area Park Manager and events team.

Area B The Bowling Green is managed by the Dulwich Park Bowls Association and any events hosted in this space will be overseen by the Dulwich Park Bowls Association in agreement with London Borough of management.

Area C The Boating Lake - the boating contract is let in the summer months and any event wishing to use these facilities should be with the permission of the boating concession managers, Area Park Manager and Events Team. The rowing boats belong to London Borough of Southwark parks department, and they would expect the boating club managers to make reasonable provisions for use of the boats for events with prior notice. The pedalos are owned by the boating concession.

Area D The Pavilion Café is managed by Tarka and Domani Cowlam.

Events in these locations within Dulwich Park are not covered by these site conditions, as they are independently managed spaces. However if an event is deemed to be of a scale that does raise issues of public safety or will create significant environmental impact, advice and support may be sought from the Events Team.

Vehicular access and restrictions Access: Access for public vehicles is via College Road. Access for events can be arranged via the other 3 vehicle gates (Rosebery, Court Lane and Queen Mary’s Gate) by prior agreement with the events team and the Park Manager. Any access from the South Circular road will also require agreement from the Police and Transport for London.

All event vehicles requiring access into the main fabric of the park, will be by agreement with the Park Manager and the events team, and stick to agreed routes and conditions. There will be no public parking within the main park space.

Weight limits: 7.5 tons

Parking: Dulwich Park Car Park is a public car park with room for approximately 100 cars. In order to close the car park or to restrict its usage during an event, full details must be made available within the application for the event so as to give time for suitable notice to be given. It may be possible to arrange additional parking at , providing an appropriate number of stewards are employed.

All vehicle movement not on set roadways should be minimised and agreed with LBS. Vehicles should travel at a maximum of 5 m.p.h.

Please note that vehicles are the most common causes of damage during events – all damage above reasonable wear & tear to physical infrastructure and environment will be reinstated and the costs charged directly to event organisers.

Low key sporting events As an open space Dulwich Park is regularly used as a location for low key sporting events beyond the standard pitch bookings. Used by local schools, clubs and Southwark Council’s Sports Development and Community Games departments, Dulwich Park hosts a series of sporting events including school sports days and sporting festivals. These events are organised for the benefit of the participants and do not generate a public audience.

Low key sporting events are therefore not included in the above frequency chart as they pose no significant threat to public safety or significant impact on the parks infrastructure. If however a sporting event is deemed to be of a scale that does pose a threat to public safety or will impact on the infrastructure of the park it will be included within the above frequency chart and organisers will be expected to gain the standard licences and permissions for a public event.

Whilst low key sporting events pose little impact on Dulwich Park, guidelines for organising low key sports events should be followed.

Noise levels All events shall comply with the ‘Noise Conditions for Open Air Events in Southwark’.

These conditions should be met for open-air events in Dulwich Park. Noise sensitive buildings around Dulwich Park include but are not limited to:

• Pavilion Café • Francis Peek centre • Residents on neighbouring streets

Fireworks & pyrotechnics No displays of fireworks are permitted at Dulwich Park.

Any event intending to use a form of pyrotechnic special effects must provide full details of the effects in time for full public consultation to occur. Changes to permanent infrastructure Only in exceptional circumstances will any changes be allowed to the permanent infrastructure of the site. Permission must be granted from the Park Manager and Events Manager.
