Joseph Kennedy III Re: End War Without End - Community Leaders’ Letter Dear Senators and Representatives, The shooting down of a Syrian air force jet, following a Tomahawk missile attack on a Syrian airbase, represent a significant escalation of US military activity in the Middle East, but not a dramatic departure from the policies of the last decade and a half. Our country is waging war in Syria, Iraq, Yemen, Libya, Somalia, and Afghanistan, and our troops are deployed in over 150 foreign countries. The result has only been more death, more destruction, more refugees, and more terrorism. Our war without end began with the US invasion of Afghanistan in December 2001, but quickly expanded to the Middle East, the Horn of Africa, and North Africa. Millions of civilians have been killed and displaced in this war and the Middle East faces a refugee crisis of unprecedented proportions. Thousands of young American men and women have been killed and many thousands more injured or traumatized. Economists estimate that this war will cost the American people several trillion dollars and that our children and grandchildren will be paying for it. Congress represents the voice of the people in Washington, DC. It is time for you, as our representatives, to speak for us and to claim your power to choose peace over war.

This agreement modernizes trade relations between the three countries while ensuring that goods continue to flow across North America without harmful tariffs. Recognizing the importance of trade with our North American neighbors, Congress should approve USMCA as soon as possible. International trade is key to the continued success of the Massachusetts and Greater Boston economies. In 2017, international exports of over $50 billion in goods and services supported over 369,000 jobs in Massachusetts.1 More than 10,000 Massachusetts businesses exported from Massachusetts in 2015, including 9,193 small and medium-sized companies.2 Furthermore, from 2007 to 2017, Massachusetts exports to NAFTA countries alone grew by $1.031 billion. Contrary to the belief that free trade agreements have destroyed American jobs, trade between the three NAFTA nations supports 14 million U.S. jobs.3 These numbers demonstrate the importance of preserving the free trade bloc in North America through adoption of USMCA.

As the pandemic has made clear, child care is essential infrastructure that makes all other work in our country possible.1 High-quality child care also has long-lasting benefits for young children’s development. The next funding package should include at least $700 billion over 10 years in direct spending for long-term, structural investments in child care. We believe that this is a generational opportunity to invest in affordable, quality care for all children who need it, and we urge you not to let it go to waste. Even before the pandemic, many families were struggling to find affordable, high-quality care for their children. Child care subsidy programs such as the Child Care and Development Block Grant are consistently under-funded: only 14% of eligible children were actually receiving subsidies as of 2017.2 A national analysis found that half of all families live in neighborhoods classified as child care deserts, where there is an insufficient supply of quality child care.3 These shortages have a direct impact on the local economy.

Bill Keating Rep. Joseph Kennedy III Re: Syria Policy The war in Syria began in 2011 when the Arab Spring sparked a local uprising against the rule of Bashar al-Assad. Outside forces, money, and arms poured into Syria, including those of the United States and its allies, and a full-fledged civil war erupted. As of February 27, 2016, of the pre-war Syrian population of 22 million, 470,000 have been killed, 1.9 million have been wounded, and 15.8 million have fled in search of safe havens inside and outside of the country. The war has become a contest for power among dozens of groups and has drawn the participation of not only the United States but also Russia, France, Britain, Iran, Israel, Qatar, Saudi Arabia, and Turkey, as well as Hezbollah, Kurdish groups, ISIS, al-Qaeda, and militants from Iraq and around the world. Secretary of State John Kerry, along with a number of countries and the United Nations, successfully negotiated a partial ceasefire in February 2016, which we applaud. This, however, is merely a first step on what is likely to be a long road back to peace and stability for Syria and the region. We stand at a decisive moment. It is critical that the United States build upon the Iran nuclear deal and the Syria ceasefire, both of which demonstrate the power of diplomacy.

The bill requires the collection and reporting of key data on the spread and effect of coronavirus within all of the nation’s correctional facilities, and as such, it would serve as critical bedrock for maintaining an adequate response to the pandemic behind bars. Additionally, the bill reflects priorities for correctional settings outlined in President Biden’s National Strategy for the COVID-19 Response and Pandemic Preparedness, and Congress should build on the administration’s proposal. Correctional facilities across the country have suffered the very worst impact of the pandemic. Aside from huge college campuses, the 58 largest COVID-19 clusters in the country are in jails and prisons. However, we don’t know critical details, including how COVID-19 in correctional facilities is impacting people of color. The lack of transparency around coronavirus cases, testing, vaccines, response, and outcomes in these facilities hobbles efforts to provide adequate protection and treatment to incarcerated people and contain the pandemic overall.

Despite your agency’s reports that 99.8% of Massachusetts residents have already been enumerated, state and local officials have publicly expressed concerns with the unsubstantiated nature of these claims.1 In light of these emerging concerns, we request that you immediately provide Secretary of the Commonwealth William Galvin access to localized data from the Nonresponse Followup Operation, which is critical to detecting undercounted areas before the 2020 Census count ends on October 31. In late September, the Census Bureau asserted that 29.8% of Massachusetts residents have been counted through door-knocking efforts and that the remaining 68.8% of residents filled out forms on their own.2 To confirm these enumeration rates for the Nonresponse Followup Operation, Secretary William Galvin requested access to localized data, which would also help state officials and volunteers identify specific neighborhoods that need greater outreach. However, this request was denied by federal census officials who only provided general data on which towns are facing issues. As members of the Massachusetts Congressional delegation, we find this news particularly distressing when there are a number of cities across the Commonwealth – including but not limited to Springfield, Chicopee, Holyoke, Pittsfield, Brockton, Boston, Fall River, Lawrence, Lynn, New Bedford, and Worcester – with neighborhoods that still stand at risk of being undercounted.
