D., Dean, McAnulty College and Graduate School of Liberal Arts Professor of Philosophy iii ABSTRACT TECHNO-RACISM: HEIDEGGER'S PHILOSOPHY OF TECHNOLOGY AND CRITICAL PHILOSOPHIES OF RACE By James Taylor December 2016 Dissertation supervised by George Yancy Racism continues to be a pressing problem in Western Society. In some ways it even makes a great deal of sense to think about racism as a tool of political power. My dissertation explores the way in which racism is informed by the underlying social structure of whiteness, and the way that modern technology is informed by the underlying structure of the enframing. I draw on the works of George Yancy, and Cornel West to demonstrate that the everyday problems we face in racism are informed and guided by the systemic problem of whiteness. I then use the work of Martin Heidegger to demonstrate that the everyday problems that exist in modern technology are informed and guided by the systemic problem of enframing. By further demonstrating that the language of sin, as it is used in the works of Augustine, can be applied to both whiteness and enframing I show that these systems are manifestations of an underlying cultural attitude, technoracism. The original work in my dissertation involves defining the iv concept of cultural attitude and demonstrating that cultural attitudes present a dominating force in how western society has thought, lived, and worked throughout history. I then argue that our current attitude is that of technoracism, and I locate technoracism at the advent of historical modernity. Technoracism can be understood as a vice that is instantiated in the historical moments of Christian Supremacy, the drive for precise scientific categories, and the emphasis on individualism. These moments arise out of the pre-rational characteristics of violent exclusivity, precise particularity, and absolute subjectivism. I ultimately conclude that an ethical resolution to technoracism is necessary. To that end I work out a virtue ethics based on the ideal of humanity as multiplicitous and lay out the virtues of religious diversity, aesthetic mystery, and community to counter the vices of technoracism. Indeed, one of the problems facing this dissertation is precisely how to form the beginning of the project, especially since this project appears to be such a massive undertaking. This dissertation will cover no less than race and racism, technology and the dangers of technological advancement, and the underlying attitude which links these two spheres. Of course it cannot be taken as a given that race and technology are related or even that they present any special problems. And while history and our contemporary moment speak to us of the problems that both have wrought, as philosophers, we must show this to be so. Both topics are clearly significant topics for philosophical analysis and discussion. Race has to do with one of the most basic ways in which human beings have been categorized. To understand the concept of race is to understand its logic, the ideas that justify race categories, and the social implications that are entailed. Therefore, race is an issue that also deals with ontology, epistemology, and ultimately ethics. Likewise, technology raises significant philosophical questions about how human beings relate to their world, how they make use of that world and what this means for their understanding of that world. Thus, technology raises issues that also deal with ontology, epistemology and ultimately ethics. It is not enough to see these spheres as mere issues for philosophical curiosity. The questions that one poses, and the deeper issues that arise, when discussing race and technology are profoundly important because both issues raise deep ethical concerns. To demonstrate the ethical nature of race, one needs look no further than a brief study of the history of the past several hundred years. Even in our contemporary moment, race, and questions of race, continues to raise moral dilemmas and problems in society. On the other hand, technology is not always so viii clearly value laden. This might be because the ethical problems it does raise are dismissed as secondary issues, or the result of ethical failures in some other sphere. Technology is supposed to be morally neutral, since it is supposed to consist of nothing more than the manipulation or use of human tools and the goals to which humans direct such tools. If technology raises any ethical concerns, then those concerns should be related to the goals that humans have in using technology or in the improper use of technology. Of course we could say the exact same thing about the issue of race. It can be claimed that there is nothing intrinsically ethically problematic about identifying or categorizing human beings according to racial types. Rather, the only problem that arises is when such types are mishandled or else made to serve some nefarious purposes. Indeed, the ethical concerns regarding technology and race seem all-too-reasonable. For example, consider how racial classification works. If I identify someone correctly as being of Asian descent and more specifically as originating from the island regions of Japan, then I have simply made an obvious scientific observation. In short, if I claim that they are of the Asian race then I have not yet done anything wrong or even problematic, so long as my claim remains factual. Epistemological error, not ethical concerns, seems to arise only if I then draw conclusions about this person based on their race, and then the error only exists if said conclusions are the wrong ones. If I were to erroneously declare that an Asian person of Japanese descent will be a skilled harmonica player, then the mistake is that I assume that one's race has to do with one's musical talents. So long as I only draw the correct scientific conclusions

    DESIGN WITHOUT CAUSALITY: HEIDEGGER’S IMPOSSIBLE CHALLENGE FOR ECOLOGICALLY SUSTAINABLE ARCHITECTURE GLEN HILL Faculty of Architecture, Design and Planning University of Sydney NSW 2006, Australia [email protected] Abstract Deploying Martin Heidegger’s thinking on technology, this paper attempts to show an internal contradiction inherent in our technologically oriented approach to sustainable design. Heidegger’s thinking on technology, which has had an influence both on the ecological movement and on architecture, situates the problematic shift toward modern technology at the beginning of the enlightenment with the emergence of new understandings of both the subject and the object. Each of these revolutionary understandings contribute to the reframing of nature as knowable and (therefore) controllable. Nature thus moves from a position of mystery and wonder to that of a disenchanted, predictable system, allowing the appearance of a technological orientation in which nature is framed in advance as something simply manipulable for our benefit. Unlike the Classical Realist account of nature that emerged from the enlightenment separation of subject and object, Heidegger’s formulation of the real, of nature, does not allow the same confidence in causality and control. However, design, as the engine of technological innovation in modernity, appears inseparable from the modern technological understanding of causality and control and the framing of nature as a mere resource. This problematises the possibility that design, as it is currently conceived, can contribute to achieving an ecological sustainable relation to nature.     The IEEE Global Initiative on Ethics of Autonomous and Intelligent Systems Classical Ethics in A/IS We applied classical ethics methodologies to considerations of algorithmic design in autonomous and intelligent systems (A/IS) where machine learning may or may not reflect ethical outcomes that mimic human decision-making. To meet this goal, we drew from classical ethics theories and the disciplines of machine ethics, information ethics, and technology ethics. As direct control over tools becomes further removed, creators of autonomous systems must ask themselves how cultural and ethical presumptions bias artificially intelligent creations. Such introspection is more necessary than ever because the precise and deliberate design of algorithms in self-sustained digital systems will result in responses based on such design. By drawing from over two thousand years’ worth of classical ethics traditions, we explore established ethics systems, including both philosophical traditions (utilitarianism, virtue ethics, and deontological ethics) and religious and culture-based ethical systems (Buddhism, Confucianism, African Ubuntu traditions, and Japanese Shinto) and their stance on human morality in the digital age.1 In doing so, we critique assumptions around concepts such as good and evil, right and wrong, virtue and vice, and we attempt to carry these inquiries into artificial systems’ decision-making processes. Through reviewing the philosophical foundations that define autonomy and ontology, we address the potential for autonomous capacity of artificially intelligent systems, posing questions of morality in amoral systems and asking whether decisions made by amoral systems can have moral consequences. Ultimately, we address notions of responsibility and accountability for the decisions made by autonomous systems and other artificially intelligent technologies.

    Why we need a philosophy of engineering: a work in progress STEVEN L. GOLDMAN Departments of Philosophy and History, Lehigh University, Bethlehem, PA 18015, USA Engineering problem solving employs a contingency based form of reasoning that stands in sharp contrast to the necessity based model of rationality that has dominated Western philosophy since Plato and that underlies modern science. The concept ‘necessity’ is cognate with the concepts ‘certainty’, ‘universality’, ‘abstractness’ and ‘theory’. Engineering by contrast is characterised by wilfulness, particularity, probability, concreteness and prac- tice. The identification of rationality with necessity has impoverished our ability to apply reason effectively to action. This article locates the contingency based reasoning of engineer- ing in a philosophical tradition extending from pre-Socratic philosophers to American pragmatism, and suggests how a contingency based philosophy of engineering might enable more effective technological action. For reasons that have been at the heart of Western culture from its beginnings in ancient Greece, engineering has been treated dismissively by intellectuals and in particular by philosophers.1 The reasons reflect deeply rooted prejudices that have been sustained for well over two thousand years. Of special relevance to the persistent underestimation of engineering is the low value historically placed by intellectuals on the contingent, the probable, the particular, the contextual and the temporal. Conversely, philosophers especially have placed a high value on the necessary, the certain, the universal, the context independent and the timeless. This hierarchisation subordinates practice, values, emotion and will to theory, value neutral principles and deductive logic in ways that leave us ill equipped to deal rationally with life.

It is because of him and that course that I have always thought of John Dewey as an important philosopher, and it was because of him that I wanted to be a philosophy professor. I have known Sandra Peterson and Doug Lewis for more than 20 years now, and they continue to be my teachers. It is because of them that I love the history of philosophy, and it is in comparison to them that I continue to see how much more I have to learn. Sandra opened my eyes to a different way of reading Plato, and her insights and scholarship have emboldened me to question the traditional ways philosophical texts have been read. The many hours Doug spent with me talking about this dissertation, and about his experience as a philosophy professor, and then this year with Yi talking about the history of logic, have been the highlight of my education (and that's saying something, because I've been in school for a long, long time).

After establishing the U.S. as a nation-state built on and still manifesting a colonial tradition of white supremacy which necessitates multifaceted decolonization, the dissertation asks and addresses two questions: 1) what particular issues need to be taken into account when attempting to decolonize the white colonizer and 2) how might the white colonizer participate in decolonization processes? Many scholars in the fields this dissertation draws on -- Critical Race Theory, Critical Ethnic Studies, Coloniality and Decolonial Theory, Language Socialization, and Performance Studies -- have offered incisive analyses of colonial white supremacy, and assume a transformation of white subjectivities as part of the envisioned transformation of social, political and economic relationships. However, in regards to processes of decolonization, most of that work is focused on the decolonization of political and economic structures and on decolonizing the colonized. The questions pursued in this dissertation do not assume a simplistic colonizer/colonized binary but recognize the saliency of geo- and bio-political positionalities.

Despite his politics, Heidegger had four Jewish students who went on to brilliant careers as social philosophers, Hannah Arendt, Hans Jonas, Karl Löwith, and Herbert Marcuse. I had the good fortune to study with Marcuse and have been influenced by his thought, although I am by no means a "Marcusean." Several years ago I decided to investigate the links between Heidegger and Marcuse more closely and discovered to my surprise that they share a common interpretation of Aristotle, an interpretation that seems to originate in Heidegger's early courses which Marcuse attended. I have followed up this connection in a book entitled Heidegger and Marcuse: The Catastrophe and Redemption of History. This lecture will review some of the main themes of this book. *** I arrived in La Jolla, California in the fall of 1965 as a graduate student in philosophy. One of my reasons for coming was what I had heard of Herbert Marcuse. He was not yet famous but he was well known and what was known about him intrigued me. I was interested in phenomenology, but a philosopher wild enough to synthesize Marx and Freud was wild enough for a young graduate student looking for an alternative to the positivism then dominating American philosophy. For Aristotle causes are first principles that explain the ‘why of things’, but they are also ‘efficient’ in that they are the ‘source of change or rest’. In this sense Aristotelian efficient causation is very close to the attempts made by contemporary philosophy of science to give an account of how something gives rise to something else. Recent debates in philosophy of causality have highlighted that it is one thing to establish that C causes E and another thing to establish how C causes E. This derives from the work of Hall (2004), who distinguishes two concepts of causation – dependence (that) and production (how) – and is followed up by philosophers interested in analyzing the different evidential components (dependence or association (that) and production or mechanisms (how)) which enter into causal assessment (Russo and Williamson, 2007, Illari, 2011a, Clarke et al., 2014). Recent philosophical literature exploring how C causes E has focused on examining the ways in which mechanisms explain such connections. Here, we will focus on understanding production, which is broader in scope, as will become clear. Concerning how C and E are connected, so far we have two dominant accounts. One is in terms of physical processes, characterized using concepts from physics such as conserved quantities.
