1 Introduction

YES Engineering Ltd has been instructed by Campden Hill Limited to prepare a Travel Plan (TP) to accompany a planning application for the redevelopment of an existing building on site, which is currently used by a Class A1 use, located at:

273 Camden Road, , N7 0JN

The document has been prepared to comply with ATTrBuTE Local Full Standard scoring template. The relevant question number is shown in the left margin.

This document has been prepared by Kathryn Backhouse (kbackhouse @yeseng.co.uk) of YES Engineering Ltd.

The development proposal includes the replacement of the existing retail use totalling 438m² gross floor area on ground (279m²) and first (159m²) floor.

It is proposed that the vehicular access into the site from Dalmeny Avenue will be permanently closed, as shown at Appendix A. The site is to be car free.

The Transport Statement submitted with the planning application demonstrated that the site has a PTAL of 6a, a copy of this calculation is attached at Appendix B. The Transport Assessment also provides justification for the car free development in accordance with a high PTAL area. This means that motorised movements to and from the site is expected to be extremely low. The heavy goods vehicle movements associated with the development site are anticipated to be primarily the weekly refuse collection vehicles. The number of service vehicles associated with the reduced commercial element will be very small. This level of activity will be negligible.

The London Plan recommends car free residential development in areas of high accessibility. The site has a high PTAL score (6a) so it is in an area considered to be suitable for car free development. It is intended that there will be a prohibition on CPZ parking permits issued to occupants of the residential accommodation within the S106 Agreement. It is considered appropriate resident disabled drivers’ park on-street should there be a need for such a provision. Two disabled car parking spaces can be provided where the access is to be closed and a Traffic Regulation Order processed if required at a later date.

The London Plan Cycle Parking Standards states housing should provide a minimum 1 space per 1-2 bed unit, leading to a minimum provision of 22 cycle spaces for the 22 dwellings. However, as the Development Management Policies Submission requires one space per bedroom, leading to a need for 27 spaces, it is this level of cycle parking that is proposed within the development.

The cycle parking provision for retail use should be a minimum of 5 if using the London Plan or 7 if in accordance with the Development Management Policies Submission.

The proposed site layout will therefore provide a minimum 34 spaces (7 for the retail use and 27 for the residential use) secure and covered cycle spaces for the residents in accordance with the above standards.

Secure cycle parking spaces will be located at the northern end of the site as shown on the proposed ground floor plan attached at Appendix A.

Occupants will be encouraged to use cycling as a sustainable mode of travel, making use of the many local cycle paths as discussed further in Section 8.0.

As detailed above it’s is expected that there would be up to 52 residents living at the proposed site.

This Travel Plan (TP) will be developed through the application process as the end user is yet to be established. This TP will be an ongoing document which will be continually reviewed by the end user after occupation.

2 Policy

A travel plan is a long-term management strategy that seeks to deliver sustainable transport objectives through action and is set out in a document that is regularly reviewed. A travel plan involves identifying an appropriate package of measures aimed at promoting sustainable travel, with an emphasis on reducing reliance on single occupancy car journeys. Travel plan benefits include:

x Improving site access and travel choice

x Reducing parking pressures and local traffic congestion

x Providing opportunities for active, healthy travel

x Enhancing environmental credentials and reputation for corporate responsibility

x Making financial savings (e.g. by cutting back on car mileage)

x Ensuring adequate provision for people with disabilities

A travel plan provides an overview of existing transport arrangements at a site. It also includes a list of objectives and targets, and sets out measures that will be introduced in order to meet these.

This travel plan covers all users of the flats. Travel plans represent a continuous process for improvement. They are monitored and reviewed on a regular basis to ensure they remain relevant to those using the site.

A completed iTRACE proforma document will be completed upon appointment of the Travel Plan Coordinator.

2.2 National Planning Policy Framework

The National Planning Policy Framework (NPPF) sets out the Government’s planning policies for England and how these are expected to be applied.

It sets out the Government’s requirements for the planning system only to the extent that it is relevant, proportionate and necessary to do so. It provides a framework within which local people and their accountable councils can produce their own distinctive local and neighbourhood plans, which reflect the needs and priorities of their communities.

Section 4 - Promoting sustainable transport states”Transport policies have an important role to play in facilitating sustainable development but also in contributing to wider sustainability and health objectives. Smarter use of technologies can reduce the need to travel. The transport system needs to be balanced in favour of sustainable transport modes, giving people a real choice about how they travel. However, the Government recognises that different policies and measures will be required in different communities and opportunities to maximise sustainable transport solutions will vary from urban to rural areas”.

The NPPF continues by confirming “Encouragement should be given to solutions which support reductions in greenhouse gas emissions and reduce congestion. In preparing Local Plans, local planning authorities should therefore support a pattern of development which, where reasonable to do so, facilitates the use of sustainable modes of transport”.

“All developments that generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment. Plans and decisions should take account of whether:

ƒ the opportunities for sustainable transport modes have been taken up depending on the nature and location of the site, to reduce the need for major transport infrastructure;

ƒ safe and suitable access to the site can be achieved for all people; and ƒ Improvements can be undertaken within the transport network that cost effectively limits the significant impacts of the development. Development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe”.

“Plans and decisions should ensure developments that generate significant movement are located where the need to travel will be minimised and the use of sustainable transport modes can be maximised. However this needs to take account of policies set out elsewhere in this Framework, particularly in rural areas”.

“Plans should protect and exploit opportunities for the use of sustainable transport modes for the movement of goods or people. Therefore, developments should be located and designed where practical to:

ƒ create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians, avoiding street clutter and where appropriate establishing home zones;

ƒ incorporate facilities for charging plug-in and other ultra-low emission vehicles; and

ƒ consider the needs of people with disabilities by all modes of transport”.

“A key tool to facilitate this will be a Travel Plan. All developments which generate significant amounts of movement should be required to provide a Travel Plan”.

“Planning policies should aim for a balance of land uses within their area so that people can be encouraged to minimise journey lengths for employment, shopping, leisure, education and other activities”.

2.3 Regional Policy The London Plan, Spatial Development Strategy for Greater London – July 2011 The Mayor of London is responsible for producing a planning strategy for London. The Mayor will work with all relevant partners to encourage the closer integration of transport and development through the schemes and proposals shown by: a encouraging patterns and nodes of development that reduce the need to travel, especially by car – boroughs should use the standards set out in Table 6.2 in the Parking Addendum to this chapter to set maximum car parking standards in DPDs b seeking to improve the capacity and accessibility of public transport, walking and cycling, particularly in areas of greatest demand – boroughs should use the standards set out in Table 6.3 in the Parking Addendum to set minimum cycle parking standards in DPDs c supporting development that generates high levels of trips at locations with high public transport accessibility and/or capacity, either currently or via committed, funded improvements including, where appropriate, those provided by developers through the use of planning obligations (see Policy 8.2). d improving interchange between different forms of transport, particularly around major rail and Underground stations, especially where this will enhance connectivity in outer London (see Policy 2.3) e seeking to increase the use of the Blue Ribbon Network, especially the Thames, for passenger and freight use f facilitating the efficient distribution of freight whilst minimising its impacts on the transport network g supporting measures that encourage shifts to more sustainable modes and appropriate demand management

2.4 Local Policy Islington Core Strategy (Adopted February 2011) Islington adopted its Core Strategy on 17 February 2011 and has partially superceded the Unitary Development Plan (UDP). This Core Strategy, the remaining UDP policies, and the London Plan form the basis of transport policy set out in the Development Management Policy Submission dated 12 June 2012, which has been through public consultation. The following Core Strategy policy is particularly relevant to consideration of this scheme.

Policy CS10 – Sustainable Design

H. Encouraging sustainable transport choices through new development by maximising opportunities for walking, cycling and public transport use, and requiring that all new developments are car-free. Key proposals to increase cycling and improve safety are set out in the Islington Cycling Action Plan.

Islington Unitary Development Plan (Adopted 2002)

The Unitary Development Plan was adopted in 2002 and a number of the policies have been saved following the adoption of the Core Strategy in 2011. Relevant saved policies are set out below.

T8 In seeking to meet its targets for traffic reduction the Council will promote measures to increase the proportion of road space allocated to public transport, cyclists and pedestrians on the Greater London Network.

T18 The Council will discourage private car journeys which are not essential and which could reasonably be made by public transport, walking or cycling. This will be achieved by parking controls and other appropriate measures.

T19 The Council has established a ‘hierarchy of parking need’ in order to reconcile traffic restraint with the needs of local residents, visitors and businesses, non-motorised road users and local environmental quality. This prioritises parking space as follows:

i) needs of disabled people;

ii) suppliers of goods and services;

iii) local residents;

iv) residents’ visitors;

v) business customers and shoppers;

vi) employees.

T32 The Council will seek ways of eliminating on-street servicing particularly on bus lanes, by promoting rear access arrangements where possible.

T34 Adequate secure parking or storage space for cycles should be provided in all new developments, as set out in the Council’s Planning Standards Guidelines. The Council will also encourage the provision of adequate cycle parking within existing developments, particularly those likely to attract significant cycle use.

T45 In considering planning, land use and transport issues the Council will:

i) give priority to the needs of pedestrians;

ii) promote local facilities which offer a range of services and which serve a relatively small catchment area;

iii) ensure good pedestrian access both to and within all new developments;

iv) ensure that excellent access is provided to all public transport facilities;

v) develop long term development strategies to create ‘walkable neighbourhoods’.

T46 The Council will encourage walking, through the development of a high quality environment for pedestrians which is convenient, safe, secure and attractive.

T55 The Council will seek to ensure that development:

i) is properly related to the borough’s public transport and highways network;

ii) meets the Council’s standards in terms of parking, servicing and access from the highway.

T56 All development proposals will be assessed for their contribution to traffic generation, their impact on congestion, and the present and potential availability of public transport and its capacity to meet increased demand.

Maximum shoppers parking standards are set out in Table 6.1 of the UDP, and policy relating to residential parking, T22, expired in February 2011.

Development Management Policy Submission (published June 2012)

Although the Development Management Policy Submission document is yet to be adopted it has been through public consultation and is considered so imminent that it should be given considerable weight when assessing this application. Chapter 8 relates to transport and the associated policies are set out below:

Policy DM 45 – Movement hierarchy

The design of developments, particularly building design and internal layout, site layout, public realm and the provision of transport infrastructure, is required to prioritise the transport needs of pedestrians, public transport users and cyclists above those of motor vehicles.

Policy DM46 – Managing transport impacts

A. Development proposals are required to meet the transport needs of the development and address its transport impacts in a sustainable manner and in accordance with best practice. Where the council considers that a development is likely to have a significant negative impact on the operation of transport infrastructure, this impact must be satisfactorily mitigated. In order for developments to be considered acceptable they are required to: i) fully mitigate any adverse impacts upon the capacity of transport infrastructure, including pavements and other walking routes, cycle routes, public transport and roads;

ii) have no negative impacts on the safe and efficient operation of transport infrastructure; iii) maximise safe, convenient and inclusive accessibility to, from and within developments for pedestrians, cyclists and public transport users; iv) provide equal access for all people, including inclusive access for disabled people; v) adequately address delivery, servicing and drop-off requirements, and vi) have no significant negative impacts from transport arrangements on the local and wider environment. B. Development proposals are required to include the submission of either a Transport Assessment and Travel Plan, or a Transport Statement and Local Level Travel Plan, in accordance with the thresholds outlined in Appendix 5 and any subsequent update to these thresholds. The submitted information is required to be sufficiently detailed and accurate to enable the council to fully assess the development proposal. Construction Logistics Plans and Delivery and Servicing Plans may be required for developments where there may be an impact n roads. These plans should demonstrate how any potential impacts will be mitigated. Policy DM 47 – Public transport A. The council will work in partnership with , the bus operators, developers and other relevant agencies in order to: i) implement measures to give buses priority over other vehicles (including continuous bus priority measures along whole route corridors); ii) develop the network of services to meet the travel needs of local residents and businesses, and iii) ensure that bus stops and bus stopping areas are well located and designed, with good accessibility from the surrounding area. B. The council will seek to secure additions and extensions to the underground and national railway networks, including improved interchange facilities and other improvements to stations. These include: i) the safeguarded Crossrail 1 project, with a station at Farringdon and good interchange facilities with London Underground and national railway services; ii) the safeguarded Crossrail 2 line (also known as the Chelsea - Hackney line) with stations at the Angel and Essex Road, and good interchange facilities with London Underground and national railway services; iii) the Thameslink project, including any necessary improvements to Farringdon and Finsbury Park stations and the lines which serve them; iv) the provision of a new station on the North London Line (London Overground) at Maiden Lane, in Camden, to serve any new development at King’s Cross; v) the upgrading of the tube lines which cross Islington; and vi) improvements to other London Underground stations, including Archway, Caledonian Road, Holloway Road, Old Street and Highbury & Islington. In all cases reasonable steps should be taken to minimise the adverse environmental impacts associated with the construction and operation of the works. C. Developments which contribute to the transport needs that Crossrail will wholly or partly address shall contribute towards its funding, through the use of CIL and/or section 106 legal agreements, as appropriate. D. Developments which contribute to other transport needs (e.g. Underground, Overground, roads, buses, walking, cycling etc.) shall contribute funding to measures that will wholly or partly address those needs, through the use of CIL and/or Section 106 legal agreements, as appropriate.

Policy DM 48 – Walking and cycling A. Where public realm works are required as part of development, these shall be undertaken to best practice standards, meeting the objectives contained in Islington'sStreetbook SPD and having regard to the guidance contained in the Mayor's Better Streets (2010) and English Heritage's Streets for All documents. B. Major development proposals are required to contribute financially to strategic improvements to walking and cycling infrastructure, including the borough cycle network set out in Appendix 6, the London Cycle Hire Scheme, Cycle Superhighways and wayfinding boards. Contributions shall be made through the use of CIL and/or Section 106 legal agreements, as appropriate. C. Major developments, minor developments creating new residential and/or commercial units, and extensions of 100m2 or greater,are required to provide cycle parking in accordance with the minimum standards set out in Appendix 6. Cycle parking is required to be designed to best practice standards and shall be secure, sheltered, integrated, conveniently located, adequately lit, step-free and accessible. Cycle parking shall include an adequate element of parking suitable for accessible bicycles and tricycles. Residential cycle parking is required to include provision for cycle parking for family use. D. Major developments, minor developments creating new residential and/or commercial units, and extensions of 100m2 or greater are required to provide end-of-trip facilities for cyclists in accordance with best practice. End-of-trip facilities are required to be provided at a level proportionate to the size of the development and the required level of cycle parking. E. Proposals for uses that are publicly accessible are required to contribute financially to publicly-accessible cycle parking located in the public realm within the vicinity of the site. Publicly accessible uses include, but are not limited to, uses within the A1 (shops), A2 (financial and professional services), A3 (restaurants and cafés), D1 (non-residential institutions) and D2 (assembly and leisure) Use Classes. This provision shall be secured by a Section 106 legal agreement or CIL, as appropriate. F. It must be demonstrated that there are no road safety conflicts between pedestrians, cyclists and vehicles entering, parking and servicing a development. Cyclist entrances must be safe and convenient. Separate cycle lanes should be demarcated. Policy DM 49 – Vehicle parking A. Residential parking (for Use Class C3) Applications for vehicle parking within the curtilage of existing residential properties will be refused. No provision for vehicle parking or waiting will be allowed for new homes, except for essential drop-off and wheelchair-accessible parking. In line with the Core Strategy, all additional homes will be car free. Unless exceptional circumstances can be demonstrated, no parking permits will be issued to occupiers of these new homes. B. Non-residential parking (for all uses not falling within Use Class C3) i) Parking will only be allowed for non-residential developments where this is essential for operational requirements and therefore integral to the nature of the business or service (e.g. car hire, Use Class B8 storage and distribution uses). In such cases, parking will only be permitted where an essential need has been demonstrated to the satisfaction of the council and where the provision of parking would not conflict with other council policies. Normal staff parking will not be considered essential and will not be permitted. ii) Any permitted parking is required to be off-street and located to be accessible and convenient in relation to the development and to provide an accessible route from the parking space to the development. Where on-street drop-off, wheelchair accessible parking or other essential parking is proposed details must be submitted to demonstrate the need for on-street provision and to show that arrangements will be safe and will not cause a traffic obstruction or nuisance.

iii) Planning applications for uses that require coach parking ancillary to another use will not be permitted where the coach parking would give rise to adverse impacts on road safety and congestion. Coach parking should be provided on-site, unless the applicant can identify an alternative location which satisfies the council in terms of road safety and congestion and other relevant planning matters. iv) Planning applications for commercial developments where ongoing use of a vehicle fleet will be required during the operational phase of the development (such as minicab offices, delivery restaurants and couriers) will only be approved if the applicant can demonstrate that the transport impacts of the development have been satisfactorily mitigated. Only the minimum necessary provision shall be permitted in the above circumstances. C. Wheelchair-accessible parking Wheelchair-accessible car parking is required to be provided in accordance with best practice standards, as set out in the council's Planning Obligations SPD and Accessible Housing SPD, and BS8300:2009. Developments are also required to provide adequate provision for mobility scooter storage and charging. The council will require accessible parking bays to be located on-street where practical; such spaces should be identified and the cost of provision secured by a Section 106 legal agreement to enable the council to install the accessible parking spaces. D. Car clubs The council will support the provision of car clubs, including the provision of wheelchair accessible car club parking bays, where appropriate. Major residential developments will be required to contribute towards the provision of car clubs in the vicinity of the development, through CIL and/or Section 106, as appropriate. E. Public car parks Proposals for, or including, new public car parks (and other motor vehicle public parking, including for coaches) will be refused. Proposals for the redevelopment of existing car parks for a different use shall be subject to the car-free restriction within this policy and the Core Strategy. Policy DM 50 – Delivery and servicing for new developments A. Provision for delivery and servicing should be provided off-street, particularly for commercial developments over 200m2 gross floor area. In order to ensure proposed delivery and servicing arrangements are acceptable: (i) It must be demonstrated that servicing and delivery vehicles can enter and exit the site in forward gear. (ii) Details shall be submitted to establish the delivery and servicing needs of developments. (iii) Delivery and servicing bays are required to be strictly controlled, clearly signed and only used for the specific agreed purpose. B. Where on-street servicing is proposed details must be submitted to demonstrate the need for on-street provision and that off-street provision is not practical, and to show that arrangements will be safe and will not cause a traffic obstruction or nuisance. Traffic modelling may be required. C. For major developments, details of refuse and recycling collection must be submitted, indicating locations for collection vehicles to wait and locations of refuse and recycling bin stores. Applications for larger residential developments must demonstrate that delivery and servicing would not impact negatively on refuse collection arrangements. D. It must be demonstrated that worst case scenarios have been assessed and their impacts mitigated, in terms of delivery and servicing. It may be required to demonstrate such scenarios in TRAVL (Trip Rate Assessment Valid for London).The Core Strategy does

not contain parking standards but asks for the application of the restraint-based parking standards within the London Plan to be used. Management of the on-street parking supply if there is an increase in parking stress need to be included to ensure the effectiveness of the London Plan standards are not undermined. The use of car clubs is a tool to contribute to the successful implementation of this policy.

3 Site Assessment

3.1 Site location The site lies within the administrative area of the London Borough of Islington and the Greater London Authority (GLA).

As shown in Figure 3.1 it can be seen that its southern frontage is directly to Camden Road, eastern frontage to Dalmeny Avenue and within 600m of Nag’s Head town centre. The current use is a charity book shop on the ground floor (279m² of floor space) with vacant space above. Previous use of the site was a public house with 5 residential units above. Walking

The site is located within a residential area with a frontage to a distributor road. As such it benefits from the typical pedestrian facilities such as sufficient footway widths on both sides of the road, dropped kerbs street lighting, and a controlled pedestrian crossing on the Camden Road frontage. The area is subject to a 30mph speed limit on the Camden Road frontage, and a 20 mph limit on the Dalmeny Avenue frontage.

Located 600m to the west of Nag’s Head town centre the site is also within an easy walk of a wide range of shops, employment, education, healthcare, and entertainment

opportunities. Camden Road is a relatively busy strategic road which is controlled by Transport for London.

It is clear that the Latin Corner site is in a sustainable location for those on foot.

Cycling

Appendix C is an extract from Development Management Policies Submission Appendix 6 which shows the cycling environment surrounding the site (Figure 6.1). It can be seen that Camden Road is classified as a Major Cycle Route.

The Site Plan as proposed contained within Appendix A shows the development proposals including bicycle and refuse stores.

Camden Road has the benefit of a bus lane, which is also available to accommodate cyclists on street.

Public Transport

Rail

Calendonian Road Underground Station is within 874m of the site (approximately an 11 minute walk). The station falls comfortably within the maximum 960m walking distance threshold used for Public Transport Accessibility Level (PTAL) assessment. It should be noted that Calendonian Road National Rail Station can be reached using the local bus service 274.

Caledonian Road Underground Station provides underground (Piccadilly Line) services to Ruislip, Arnos Grove, Oakwood, Uxbridge, Heathrow Terminals 4 and 5, Cockfosters, and Northfields. The Picadilly Line provides a service of 26 trains per hour in each direction ensuring there is a maximum wait of just over 3 minutes for passengers.

A number of the bus services link the site with the local rail stations allowing access to destinations further afield.

Bus

There are a wide range of bus services available immediately adjacent to the site or within a short walk. The nearest bus stops to the site are situated within 160m on Camden Road near the junction with Hilldrop Road providing access to 2 bus services (routes numbered 29, and 253). There are bus stops within a 175m distance are located on Camden Road near the junction with Hillmartin Road serving routes 17, 91, 254, 259 and 393. Two further bus routes, the 390 and 263 bus services, can be reached within a 525m distance (Camden Road at the junction with Brecknock Road), and a 583m distance (Camden Road junction with Holloway) respectively.

The PTAL methodology considered the accessibility of bus services within 640m of a development site. The spider maps provided in Appendix D shows all of the services which are accessible within this range. The maps show that the residents will be able to directly connect easily to a range of transport interchanges and destinations.

PTAL For sites in London PTALs (Public Transport Accessibility Levels) are the most widely recognised form of measuring accessibility to the public transport network. The assessment combines data regarding the frequency of public transport services and walking distance between the site and the service to establish a measure of the relative density of the public transport network. PTALs range from 1 to 6 where 6 represents a high level of accessibility and 1 a low level of accessibility. Levels 1 and 6 have been further subdivided into two sub- levels to provide greater clarity.

The postcode of the site (N7 0JN) was put in TfL’s Planning Information Database http://webpid.elgin.gov.uk/ in order to establish the PTAL. An accessibility index of 26.7 is calculated giving a corresponding PTAL of 6a representing an excellent level (second highest) of public transport accessibility. The summary report obtained from this website is attached at Appendix B. This level of accessibility provides the future residents with a wide range of public transport alternatives to the private car..

4 Surveys

TRAVL/iTRACE compliant site user travel surveys will be undertaken 3 months after occupation of the site to establish the baseline.

The PTAL assessment confirms the site is located in an area of excellent Public Transport Accessibility, with a PTAL of 6a (second highest achievable).

The TRAVL database was used to predict modal split of residents on occupation. This information was contained in the Transport Assessment and reproduced as Table 4.1 below.

For the purpose of the baseline modal split for the existing site, TRAVL/iTRACE compliant site user travel surveys will be undertaken 3 months after occupation to establish whether the modal choice in Table 4.1 is being achieved.

5 Objectives

The objectives in developing this travel plan are:

x Reduce local traffic congestion and parking pressure.

x Reduce Islington’s contribution to climate change through transport related CO2 emissions.

x Make Islington a better place to live.

x A managed and restrained approach to car parking provision will be adopted to contribute to the objectives of traffic reduction (LBL Islington Core Strategy).

x Implement supporting measures that encourage shifts to more sustainable modes (London Plan)

x Encourage patterns and nodes of development that reduce the need to travel, especially by car (London Plan).

6Targets

Targets are measurable goals by which the progress of the travel plan will be assessed. They are essential for monitoring the progress and success of the travel plan over its lifetime, usually 5 years. The Travel Plan will set modal split targets to be achieved each year based on the first annual travel survey (this information is not currently available and it will depend on the location of the end user).

We aim to achieve targets using a range of short and long term measures which are linked to the objectives above (reduce local traffic congestion and parking pressure, contribution to

climate change through transport related CO2 emissions, Encouraging patterns and nodes of development that reduce the need to travel).

Given the site will be car free residents will be encouraged to travel by sustainable means through this Travel Plan.

In order to estimate potential modal splits for the proposed development, TRAVL data is used to obtain the baseline modal split for the development (Table 4.1). The baseline assumes that no more than 4% of trips are by car driver. Due to the sustainable location of the site this figure is considered appropriate, particularly as the development is to car free. Taking this into consideration a car trips (driver, sharer or passenger) target of 4% is set for year one, 3.5% for year two, 3% for year three and by year four a reduction of car trips to 2.5% should be achieved. By year five this level of car trips should be maintained at 2% and be associated with sharers or passengers only.

The above targets are specific, measurable, achievable, relevant and timed (SMART). Targets will be reviewed annually by the Travel Plan Coordinator.

7 Travel plan co-ordinator

The Travel Plan will continue to be managed by the Travel Plan Coordinator (TPC), who will be appointed by Campden Hill Limited on site occupation. The TPC will be given sufficient time as necessary to manage the Travel Plan to ensure the objectives are carried out.

Kathryn Backhouse from YES Engineering Ltd will be the contact until the appointment of the Travel Plan Coordinator.

The Travel Plan Coordinator’s role will include the following tasks and responsibilities:

x Overseeing the development and implementation of the travel plan;

x Designing and implementing effective marketing and awareness-raising campaigns to promote the travel plan;

x Setting up, co-ordinating and attending steering groups, working groups etc;

x Co-ordinating the necessary data collection exercise required to develop the travel plan;

x Liaising with residents and external organisations, e.g. local authorities, transport operators etc; and

x Co-ordinating the monitoring programme, including target setting.

8 Measures

The features that can be introduced to encourage travel by non-car modes are included in the measures described below.

8.1 Travel Pack A Travel Pack containing details of local bus, rail and trams services, cycle routes and local facilities such as shops and doctors’ surgeries will be provided to new and subsequent

residents on occupation of the dwellings. Travel information will also be supplied to the commercial units and clearly displayed within the properties for staff to view.

Also contained within this travel pack will be details of the web link to Transport for London’s travel information and other website links provided to sites giving live travel information, journey planning etc. The Travel Plan Co-ordinator will investigate the possibility of communicating with residents/staff, by email, which can be used to pass on relevant transport updates and improvements to services for maximum effect.

8.2 Pedestrians Walking as the main mode of travel should be encouraged for journeys of less than one mile. Walking can be combined with, for example, passenger transport to cover longer distance journeys. The Travel Co-ordinator will encourage staff and residents to walk to and from work and home by:

x promoting discussion of the health benefits of walking (i.e. reduced stress and improved fitness); x providing information and advice concerning safe pedestrian routes to public transport and other facilities; x liaising with the Planning and Highway Authorities to ensure that pedestrian routes are properly maintained; x organising promotion events such as ‘Walk to Work Week’.

A plan will be displayed on site to highlight local facilities and routes. The plan will take account of the mobility impaired and safety and security for more vulnerable members of staff/occupants.

8.3 Cycling The benefits of cycling are similar to those for walking, with improved health and cost savings being the main considerations for users.

34 (27 residents, 7 A1 use) cycle parking spaces will be provided on site and an area has been set aside should the uptake in cycling prove popular where additional cycle stores could be provided. In addition, a plan will be displayed at prominent locations within the development to highlight local facilities and cycle routes. Copies of the plan will be provided to staff and occupants.

Publications will be provided showing routes in relation to local facilities such as: sport centres, cinemas and shops to encourage linked trips. Details of various websites (IMMOBILISE, BICYCLE, CRIME) will be supplied.

The Travel Co-ordinator will encourage occupants to cycle by:

x promoting discussion of the health benefits of cycling (i.e. reduced stress and improved fitness); x providing information and advice to staff and visitors on cycle routes to the development; x encouraging residents to set up a bicycle user group; x organising promotion events such as ‘Bike to Work Week’.

The number of cycle spaces will be monitored annually and more will be provided if necessary, space has been allocated for future expansion.

8.4 Public Transport Public Transport should be regarded as a practical and positive alternative mode to the private car.

A plan will be displayed at prominent locations within the development to show the location of bus stops and other local amenities.

Current bus timetables will also be displayed within the development and the Travel Co- ordinator will maintain a supply of timetables to be made available to occupants when appropriate.

The Co-ordinator will also raise awareness of Safer Travel at Night campaigns such as CABWISE (text service to obtain licensed minicab numbers) for when public transport can be limited. Details of CABWISE will be provided on the information board and travel pack.

8.5 Car Clubs

The Travel Plan Co-ordinator will explore the possibility of residents joining a local car-club operator (a large car club operator (Zip Car) is located close to the development) and provide information on operators and website details. A map will be displayed in communal areas showing the nearest car club and alternatives, including accredited operators.

8.6 Awareness Campaigns The Travel Co-ordinator, with the active support of the occupants, will be responsible for raising awareness of the TP amongst residents promoting alternatives to the car. Marketing and awareness raising strategies are an important part of all travel plans. They cover the involvement/ engagement of occupants and raising awareness of travel options/ the benefits of more sustainable travel. The primary means by which the plan will be marketed are:
