Briefly describe request. Does it impact other departments? If so, include them in your description. Over the past six years demand on Diablo Stadium operations during both Spring Training and non-Spring Training has escalated, leaving the operations budget unable to cover current expenses. The wages and O&M budget is set for 15 Spring Training games, and the number of games has increased to 17 games. Game assignments and other requirements are made by Major League Baseball and the Angels without city input. For example, with the signing of Albert Pujols and Mike Trout, attendance at games and practice days increased significantly. This is going to be further exacerbated in the 2018 Spring Training season with the Angels' acquisition of Shohei Ohtani, one of the most coveted free agent signings of this year. This year’s excitement has increased media interest, resulting in more than 130 new media members from previous years. This has resulted in the need for increased staffing, barriers for crowd control and more custodial staff to keep the facility clean. With additional fans expected this season comes additional needs for stadium security, as required by MLB, such as the addition of staff and safety equipment to screen all patrons and staff prior to their entering the facility. Tempe PD and Fire have added staffing this year to handle the anticipated the increase in fan attendance. -

MAJOR LEAGUE BASEBALL WEEKLY NOTES THURSDAY, MAY 17, 2018 CLUB 2,500 On Wednesday night against the Los Angeles Angels, Houston Astros starting pitcher Justin Verlander tossed his fi rst complete-game shutout of the 2018 season with seven strikeouts and fi ve hits allowed. With his ninth inning punchout against rookie sensation Shohei Ohtani, the six-time All-Star became the 33rd pitcher in Major League history to reach the 2,500-strikeout plateau. CC Sabathia of the New York Yankees, who has logged 2,874 strikeouts entering play today, is the only other active pitcher to reach the milestone. Following his excellent outing yesterday, in which he fi red 7.2 innings of shutout ball with three punchouts, Texas Rangers hurler Bartolo Colon is the next-closest pitcher to the 2,500-strikeout club. The 21-year-veteran will go into his next start with 2,486 punchouts for his career. Verlander recorded his historic strikeout in his 395th career outing, becoming just the sixth pitcher in history to reach the milestone in fewer than 400 career games. The 2011 AL MVP and Cy Young Award-winner joined Hall of Famers Nolan Ryan, Randy Johnson, Tom Seaver and Pedro Martínez, as well as Roger Clemens. Shohei Ohtani joins the Angels this season, and the media is taking a lot of notice—not only in Japan, but also in the United States. It is also expected that there will be many news reports about MLB challenge of Ohtani, the two-way player and Japan’s Babe Ruth, whose success is expected. Through our partnership with the Los Angeles Angels, we expect our brand establishment and awareness to be improved in both Japan and the U.S. Main contents of the partnership agreement The Funai logo will be seen alongside the Angels logo on the media backdrop when the players and coaches are interviewed by the media. Funai will be the exclusive advertiser on the media backdrop. At Angel Stadium, home of the Angels, Funai will be advertised behind home plate during one half inning per game. When Ohtani is the starting pitcher it will be displayed in the top half of an inning during the first five innings of the game. When Ohtani starts at DH, it will be displayed in the bottom half of an inning. Funai will also be advertised behind home plate in Tempe, Arizona, during Angels Spring Training games. BASEBALL JURISPRUDENCE: Its Effects on America’s Pastime and Other Professional Sports Leagues Allan H. (“Bud”) Selig* and Matthew J. Mitten** INTRODUCTION This article analyzes leading baseball-related judicial decisions, arbitration awards, and federal legislation regarding the Major League Baseball (MLB) commissioner’s “best interests” power, baseball’s antitrust exemption, and labor relations with MLB players as well as the scope of league, club, and players’ intellectual property rights. As the first law review article authored or co-authored by a current or former commissioner of a North American major professional sports league, it provides a unique insider perspective regarding baseball jurisprudence and its effects on the historical development and business affairs of MLB and its member clubs as well as their relationships with baseball players and their union, fans, and others. It also briefly considers how baseball jurisprudence has influenced the evolution, operations, and relationships of other North American major professional sports leagues such as the National Basketball Association (NBA), National Football League (NFL), and National Hockey League (NHL) as well as others such as Major League Soccer (MLS) and the Women’s National Basketball Association (WNBA). I. COMMISSIONER “BEST INTERESTS” POWER The first commissioner of any United States professional sports league was Kenesaw Mountain Landis, a Chicago federal judge who became Major League Baseball commissioner on January 12, 1921, to protect the integrity of the sport, specifically to ensure that “game fixing” like the infamous 1919 * Commissioner Emeritus, Major League Baseball, and Distinguished Lecturer in Sports Law and Policy, Marquette University Law School; Commissioner, Major League Baseball, July 9, 1998–January 24, 2015; Owner and President, Milwaukee Brewers Baseball Club, April 1970– January 2005; National Baseball Hall of Fame Inductee, July 30, 2017. -

Darren Zaslau Independent Major Honors Project Race, Ethnicity and the Legacy of Baseball in the Americas ADVISORS: Daphne John and Jay Ashby Baseball is America’s Pastime. When looKing at its history in our modern day, it is difficult to imagine the racism and hate, which will always remain implanted in the roots of the game. From the Negro Leagues of 1920, to the racism surrounding Roberto Clemente, Hispanic players, and other racial minorities, the struggles of the past will never be forgotten. Although its history was filled with periods of adversity, the current inclusive state that baseball currently presents is truly remarKable. Analyzing these positive trends toward racial inclusion overtime will be the main focus of this independent major honors research project. In addition, understanding where the sport has come from, its current state, and attempting to predict the future will be extremely important aspects for deeper analysis. Individual baseball icons that opened the door for the current racial minority participants such as JacKie Robinson, Roberto Clemente, and Masanori MuraKami will all be discussed in order to understand baseball’s true pastime. Current events including the World Baseball Classic, the Little League World Series dominance of Asian teams, and the 2016 Tampa Bay Rays trip to Cuba are other areas of investigation to show how the culture has changed in the 20th century. Finally, this project will predict the future of baseball to fully process the impacts that these athletes and Key events have had on the sport. As a result of the increased racial inclusion over time, will racism in baseball decrease? Will coaching staffs be primarily composed of racial minorities so they that they will be able to relate and communicate with their players? Will Major League Baseball (MLB) expand to other 1 countries other than the United States and Canada? With the way the sport is progressing in our modern day society, the possibilities are endless. -
