Palma Sola Scenic Highway Corridor Extension Application December 2010 ii • The Palma Sola Scenic Highway (PSSH) is a 4.5 mile-long state designated scenic • highway in Manatee County, Florida. It is part of State Road 64 (locally known as Manatee Avenue West). PSSH was first designated a Florida Scenic Highway in 2004. It is an important road that connects the City of Bradenton to Anna Maria Island and the City of Holmes Beach. The eastern endpoint of PSSH is the intersection of 75th Street West at Manatee Avenue. The western endpoint is the intersection of East Bay Drive at Manatee Avenue.

Because of their vision for the corridor, regional goals and accomplishments, the City of Holmes Beach and many of its citizens and businesses have expressed interest in extending the corridor through Holmes Beach: 1) PSSH would continue west from the East Bay/Manatee intersection along Manatee Avenue (SR 64) to the Public Beach and the Manatee/Gulf Drive intersection. 2) PSSH would extend south from the East Bay/Manatee intersection to the end of East Bay Drive and Its intersection with Gulf Drive. 3) PSSH would extend south along Gulf Drive from the Public Beach and the Gulf Drive/Manatee intersection all the way to the Holmes Beach city limits and the beginning of the Bradenton Beach city limits and the Bradenton Beach Scenic Highway.

Figure 1 shows the existing PSSH and the proposed extension .

On May 13, 2009, the PSSH Corridor Management Entity (CME) voted unanimously to amend the current Corridor Management Plan (CMP) to include the PSSH extension as • described above and as illustrated in Figure 1. The proposed extension areas are rich in intrinsic resources that are consistent with the overall PSSH corridor and, in fact, will enhance the corridor. This document, produced for this corridor extension, is to be used as a stand-alone addition until the next PSSH Five­ Year CMP Update is prepared. These corridor documents could then be merged as one.

One important reason for adding this PSSH extension is that it brings together two existing scenic highways - the PSSH and the Bradenton Beach Scenic Highway, both of which are part of State Road 789. Joining the two scenic highways adds to the intrinsic value of the 19 mile-long SR 789, which links Bird Key, St. Annands Key and in Sarasota; Longboat Key (as Gulf of Mexico Drive); and Anna Maria Island. The southern tenninus is the intersection of the John Ringling Causeway and the Tamiami Trail (US 41-SR 45) in Sarasota; the northern terminus is the intersection of Gulf Drive North and Manatee Avenue West (SR 64) in Holmes Beach. Additional sights along SR 789 include the Ken Thompson Park (featuring Mote Marine Aquarium on City Island), and the stunning scenery of Gulf of Mexico Drive as it travels the length of Longboat Key and Anna Maria Island .

Palma Sola Soenlc Highway Corridor Extension ApplicatiOn December 20 tO • 2 The corridor extension proposed for PSSH consists of three roadway segments totaling • 2.1 miles: o One segment starts at the PSSH endpoint at the intersection of Manatee Avenue/East Bay Drive and runs west along Manatee Avenue to the public beach at the Manatee Avenue/Gulf Drive intersection. o A second segment also starts at the PSSH endpoint at the East Bay Drive/Manatee Avenue intersection and runs south to the end of East Bay Drive and the East Bay Drive/Gulf Drive intersection. o A third segment runs along Gulf Drive from the Gulf Drive/Manatee Avenue intersection to the Holmes Beach city limits and the beginning of the Bradenton Beach city limits and the Bradenton Beach Scenic Highway.

This corridor extension is proposed so that the rich intrinsic resources found along the roadways may be included in the PSSH Corridor Management Plan. The scenic vistas along the extension offer some unique assets that can bring additional enhancements to the PSSH corridor. The western side of Grassy Point Preserve, a 34-acre property owned by the City of Holmes Beach and now being restored for public recreation, is adjacent to the proposed corridor on East Bay Drive. The city has been collaborating with several other groups including the Sarasota Bay Estuary Program, the Southwest Florida Water Management District and the U.S. Fish and Wildlife Service to restore inter-tidal wetlands and rare coastal hammock on the Grassy Point property. There are plans to build a trail through the property and a lookout point.

• The western end of the proposed corridor extension along Manatee Avenue is the Manatee County Public Beach, renowned for its sand and surf, public parking, picnic tables, playground, sunsets and its famous all-you-can-eat pancake breakfast. Visitors come for music, food and photos. In the evening, they applaud the sun as it disappears below the horizon and the turquoise waters of the Gulf of Mexico.

The history of the extension contributes to its uniqueness since this roadway has served for many decades as a key artery in the island's road system. In 1948, just two years before Holmes Beach was incorporated, Hollywood brought Esther Williams, Peter Lawford, Ricardo Montalban, Jimmy Durante and Cyd Charissa to this community to film portions of a movie named On an Island with You. That action was filmed in the heart of what would become Holmes Beach. At about the same time a developer named Jack Holmes arrived on the island and began building many single-family homes. The town was named after him. In 1957, a drawbridge was opened on Manatee Avenue connecting Holmes Beach to mainland Bradenton. Today, a 4.5-mile section of State Road 64 (locally known as Manatee Avenue West) is designated as the Palma Sola Scenic Highway. The proposed extension would further enhance PSSH and connect PSSH with the Bradenton Beach Scenic Highway .

The extension to PSSH is located within the City of Holmes Beach, the largest of the three municipalities on Anna Maria Island, a narrow 7.5 mile-long barner island in the Gulf of Mexico, just south of the mouth of Tampa Bay. Holmes Beach has a population of • about 5,1 00. To access the island, v1sitors travel west from Bradenton along the Palma Sola Scenic Highway (State Road 64) and over a drawbridge to Holmes Beach. There is a Cortez Road bndge from the mainland to the island, and a bridge from Longboat Key to Anna Maria Island.

The length of the PSSH corridor extension is 2.1 m1les, all of which lies within the city lirn1ts of Holmes Beach. The extension consists of two·lane roadway w1th 12-foot lanes. There are four-foot bicycle paths along each side of most of the extension roadways. Sidewalks are located intermittently alongside the extension. Pedestrian crosswalks are located at strategic points. The speed limit is 35 mph for most parts of the extension, 25 mph in one small residential section and 40 mph in one short commercial/residential stretch

Some segments of the extension pass by the covered stops that have been built to accommodate the rsland's free trolley service, which runs from one end of Anna Maria Island to the other on a regular schedule. The trolley route includes the PSSH extension from Manatee Public Beach at Gulf Dnve/Manatee Avenue and from the East Bay Drive/Manatee Avenue Intersection to the boundary between Holmes Beach and Bradenton Beach. The county operates buses at regular intervals along most of the extension roadways.

If a future need arises, right-of-way activities will be dosely coordinated with the appropriate government agency. The PSSH CME is aware that all property acquisitions that are part of the implementation of this designation must comply with the Federal Uniform Relocation and Real Property Acquisition Policy Act of 1970 (Title 49, Part 24).

The principal local government board for areas within the proposed PSSH extensions is the Holmes Beach City Commission.

There are some undeveloped areas in Holmes Beach, but most areas in the city are built­ out. All development is encouraged to utilize existing facilities and allocated capacity where and when available, or the development must extend or expand facilities to meet their needs. The city is monitoring the growth pattern and densities. Additionally, the city encourages a certain amount of open space be maintained in relationship to its development pattern .

The city has made every effort to preserve the natural environment by protecting wetlands, floodplains, native vegetation, environmentally sensitive areas, shorelines, • beaches, bays, estuarine systems and other significant natural systems. New tree plantings and conservation of trees are encouraged.

One example of the city's dedication to preserving the natural environment is the work planned for the 34-acre Grassy Point Preserve. The objective is to transform the preserve's jungle of invasive non-indigenous vegetation into a recreation area with a trail and observation deck. The Grassy Point Preserve borders the extension along East Bay Drive.

Within the last several months, the city has added trees, including ten gumbo-limbos, on the south side of the Manatee Avenue extension between the ManateeAvenue/East Bay Drive intersection and the Manatee Public Beach.

As the land use map (Figures 3) demonstrates, the extension corridors consist of a mix of commercial, office and low and medium residential uses. Because there is a height restriction in the city and on the island, most buildings are no more than two stories and all new buildings are subject to a maximum height limit of 36 feet above the crown of the road out front.

With one small roadway exception, most of the proposed PSSH extension is designated as a Florida state road . The roadway extension from East Bay Drive/Manatee Avenue to • the Manatee Public Beach is part of State Road 64. The extension from East Bay Dnve/Manatee Avenue to the boundary with Bradenton Beach is State Road 789. The Flonda Department of Transportation (FOOT) has jurisdiction over all right-of-way slgnage along state roads.

The only part of the extension that is not a state road is the loop from Manatee Public Beach south along Gulf Drive. This roadway is subject to the City of Holmes Beach Sign Ordinance (land Development Code X, Article 10.1 to 1 0.7). Under the city sign ordinance, the police department determines the necessary signage for speed limits, curves, hidden driveway and other important safety information for motorists.

Accordmg to the Florida Scenic Highway Program Manual (Section 2.12), once a highway has been designated, the policy on Outdoor Advertising Signage must be complied w1th for designated Scenic Highway corridors. This policy is in conformance with Section 1046 (c) subsection 23 United States Code (USC) 131 of the lntermodal Sur1ace Transportation Efficiency Act of 1991 (ISTEA). The policy precludes outdoor advertising on designated scenic highways/byways.

A s1gn Inventory of the extensions was conducted in November 2010. The type of signs found were for regulatory needs, pedestrian and traffic control. Table 1 summarizes the • signs found along the extensions.

Once the extension roadways join the PSSH, several FSHIP signs will be installed for the byway traveler's benefit. A signing plan will be developed for the implementation of these signs.

Palma Sola Scenic Highway Corridor Extension Application December 2010 • 10 • In the City of Holmes Beach Comprehensive Plan, which covers the PSSH extension roadways, the city's goal is to promote, protect and improve the public health, safety, general welfare and aesthetics through the provision of appropriate land uses. The objective is to regulate the development of land to ensure that newly developed property and redeveloped property is compatible with adjacent land uses and natural features induding topography, vegetation, soil conditions and air quality which provide for the protection of the natural environment.

Proposed development must be consistent with both the zoning of the site, adopted land development regulations, and all other provisions in the plan including but not limited to the city's Comprehensive Plan.

Three elements in the city's plan cover Future Land Use, Infrastructure and Coastal Zone, and Conservation. See Figure 4 for future land use map.

Preservation and Conservation land use categories are provided within the Future Land Use element of the City of Holmes Beach. While parcels adjacent to State Road 64 in Holmes Beach are not designated as Preservation or Conservation, land along the Gulf of Mexico is mapped as Conservation. In addition, the Manatee Public Beach at the western end of State Road 64 is a Public Recreation area. And the 34-acre Grassy Point Preserve along East Bay Drive is owned by the City of Holmes Beach and is being • developed as a recreation and preservation area. The Preservation Land Use Category is intended for areas considered to be vital for the maintenance and recharge of water resources, areas of unique or valuable topographic or subsurface features, and areas of significant environmental or ecological importance that should be preserved. The Conservation Land Use Category is intended for low intensive preservation, conservation and recreation.

The Infrastructure Element includes many of the measures identified in the Sarasota Bay Estuary Program's Comprehensive Conservation Management Plan including the following recommendations. o Reduce or mitigate the impact of future development on storm water loadings to Sarasota Bay. o Recreational Use: Promote the Sarasota Bay region as a "paradise" reclaimed. Sarasota Bay includes the waters surrounding the corridor, Anna Maria Sound, Perico Bayou and Palma Sola Bay.

The Coastal Zone and Conservation Element's goals include the desire to conserve, protect and appropriately manage the natural resources of the City of Holmes Beach to ensure the highest environmental quality possible and responsible development that preserves the integrity of its natural environment.

They are: • o Conservation o Transportation o Historic Recreation and Open Space The designation of the extension corridor as part of a Scenic Highway will move Manatee County towards achieving many of its goals: protection of native flora and fauna, preservation of the county's history, development of active recreational and passive open spaces, and the development of multi modal greenways. Moreover, complementary efforts by the county to enhance beachfronts, expand multi-modal options for its citizens and visitors, allocate funds for recreational facilities, as well as encourage the use of native plants to enhance landscaping options will greatly assist in the development of a workable corridor management plan that may be effectively integrated into the county's existing land use, transportation and conservation regulations.

The Palma Sola Scenic Highway extension roadways are within a few feet of the waters of Anna Maria Sound, which is designated Class II, Outstanding Florida Water, as defined by Section 401 of the Clean Water Act. Cities and counties must avoid any development activities that would degrade the existing water quality and must initiate • management and monitoring activities that preserve this designation.

The current posted speed along the Gulf Drive extension roadway is 25 to 35 miles per hour. The speed limit for the Manatee Avenue extension is 40 miles per hour. All of the • roadway within the proposed corridor can safely support normal use by motor vehicles. There were no fatality accidents on Gulf Drive over the five years from 2005-2010. There were two fatalities on Manatee Avenue over that same period.

Striped bicycle lanes are part of the Manatee, East Bay and Gulf Drive extension roadways. And there are pedestrian crossings at the three main intersections, all of which are equipped with signals to make it safer for foot traffic. The intersections are Manatee/East Bay Drive, Manatee/Gulf Drive and Gulf Drive/East Bay Drive.

1. 7 Traffic Volumes/User Types

The typical users of the corridor extension are those who live or work in the area, as well as visitors who come to use the nearby beaches, dine at nearby restaurants, and shop for groceries and souvenirs.

The latest Annual Average Daily Traffic (AADn counts for the two extensions is: o Site 130033 -Manatee Avenue (SR 64) west of the Anna Maria Island Bridge - AADT -15,400 vehicles o Site 130027- Gulf Drive (SR 789) south of Manatee Avenue (SR 64) north of • 2ih Street- AADT- 9,600 vehicles.

Level-of-Service (LOS) is a government term used to describe a roadway in terms of speed and travel times, maneuverability, traffic interruptions, comfort, convenience and safety. Ratings from A through F are used to LOS, with A as favorable and F as least favorable. Another factor in these ratings is the comparison of traffic volume to roadway capacity.

According to the Transportation Element in the City of Holmes Beach Comprehensive Plan, Policy 1.1 .1 states: "An operational Level of Service (LOS) D peak hour shall be the standard for all roads within the City except for HB 789, which shall be E. Further SR 789 and SR 64 are constrained roadways that much be maintained such that significant degradation does not occur (i.e., ADT does not exceed LOS D by more than 10 percent)."

Policy 1.1.2 states: "The City will cooperate with and assist, to the extent possible, FOOT in ensuring that the adopted LOS standard D is maintained on SR 64 (from the Manatee Island Bridge to its intersection with Gulf Drive) and SR 789 (from its intersection with SR 64 to the southern city limits. When necessary to ensure the continuation of LOS D, the City shall give priority to improvements/actions which do not require a finandal commitment on the part of the City."

Palma Sola Scenic Highway Corridor Extension Application December 2010 • 14 Policy 1.1.3 states: "The City shall request that the Sarasota-Manatee MPO provide an annual report as to volume of traffic traversing those arterial and collector roadways within the City. When such volume approaches a condition whereby the lowering of the • adopted LOS standard from D to E is eminent, the City shall immediately seek the assistance of the Sarasota-Manatee MPO in the Identification of those improvements necessary to ensure the maintenance of the LOS standard D."

Transportation planning along the state road portions of the PSSH extension is under the jurisdiction of FOOT. The PSSH extension along Gulf Drive from State Road 64 south to East Bay Drive is under the jurisdiction of the City of Holmes Beach, which sets out its goals, objectives and policies in the six-page Transportation Element in the city's Comprehensive Plan.

The goat of the city's Transportation Element is "a safe, convenient and efficient motorized and non-motorized transportation system" for all residents and visitors to the city.

The city has several policies that are in keeping with the Florida Scenic Highway Program. One of them provides for a Holmes Beach Parks and Beautification Committee, with five citizen members and two alternates appointed by the mayor.

• Manatee County Area Transit (MCAT) serves the Gulf Beach communities - which include Holmes Beach and the PSSH extension corridor roadways - as well as Bradenton, Ellenton and Palmetto. Buses run 6 a.m. to 7 p.m. Monday through Saturday. No service on Sunday. The fair is $1.25 each way.

MCAT fixed routes connect with the free Manatee Trolley that runs up and down Anna Maria Island (and the state road portions of the PSSH extensions). Daily service runs from 6 a.m. to 10:30 p.m. every 20 minutes from the Anna Maria City Pier on the north end of the island south through Holmes Beach to Coquina Beach on the southern tip of the island. The turquoise-colored trolleys can carry bikes as well as passengers and are a big hit with visitors who can board and get a free-round trip view of the island.

A 201 o ridership study from the MCAT found that 322,457 passengers rode the free ManateeTrolley in 201 o.

MCAT plans to replace older trolleys in the fall of 2011 with new vehides that will look similar to the trolleys now on the road but run on heavier-duty bus engines rather than RV-type engines.

The new wmd-resistant poles are equipped with new signal systems to regulate traffic and provide pedestrians with dear s1gna1s on when it is safe to cross.

In addit1on to the Intersection improvements, FOOT resurfaced and restriped East Bay Dnve from the East Bay Drive/Manatee Avenue Intersection south to the city limits.

More improvements are in the works. FOOT has announced plans to install new eight­ food wide sidewalks along the west side of East Bay Drive, from the East Bay Dnve/Manatee Avenue intersection to the East Bay Drive/Gulf Drive intersection. FOOT also plans to install a five-foot wide sidewalk along the south side of Manatee Avenue from the East Bay Drive/Manatee Avenue intersection to Manatee Public Beach.

20 The airport that Holmes built was used by small planes unt11 the early 1970s when a single-engine plane clipped a building near the airport and crashed into the water. That • accident and new regulations led to the closing of the Holmes Beach Airport. The airport property today is the site of the City Hall and Police Department, the Holmes Beach Marina and a large athletic complex that includes a skateboard park, softball and soccer fields, boat ramp, basketball court and shuffleboard .

Holmes also built a shopping center, yacht club, medical center and the Seaside Gardens apartment complex featuring a dock at every back door.

21 In 1970, a New York builder started building a pair of seven-story high-rise • condominiums overlooking the Gulf of Mexico. Holmes Beach tried to stop the construction by passing an ordinance limiting the height of buildings. But it was too late. The court ruled for the builder, who argued that the city had failed to advertise a public hearing on the issue. The Martinque buildings - some residents call them the "White Elephant" - were completed. But the city ordinance has prevented any more high-rises. The city limits building heights of more than 36 feet above the crown of the road out front. Other island cities also have height restrictions, which has enabled all of Anna Maria Island to retain its popular small-scale look.

While limiting building height, Holmes Beach has expanded its tree canopy. A study released in December 201 o by Keep Manatee Beautiful found that there had been an increase of 5 percent in the urban tree canopy in Holmes Beach since 2004. Keep Manatee Beautiful worked with E Sciences and government agencies on the study, which used a national standard for forest coverage to measure the tree canopy in a number of local cities.

The landscaping of Holmes Beach is an official part of the city's business. Its mayor­ appointed Parks and Beautification Committee of five members makes recommendations for beautification projects, organizes annual education seminars and identifies areas for potential pocket or linear parks. One special area of interest is the landscaping at the entrance to Holmes Beach, at the intersection of East Bay Drive/Manatee Avenue, which • is planted with palm trees, shrubs and flowers. For the holidays, this area is further enhanced with many bright red poinsettia plants.

Economic Holmes Beach has a population of about 5,1 00. The latest U.S. Census described the City of Holmes Beach business community this way: 27 retail establishments; 21 accomm

The Manatee County Economic Development Council has estimated that the 2008 per capita personal income for the county was $40,353.

1.12 Tourism and User Facilities

Holmes Beach, along with the rest of Anna Maria Island, is considered one of the few remaining spots in the state that have retained the flavor of Old Florida with its 36-foot tall height limit on new buildings, the absence of franchise foods, its small-town ambience and its colorful history.

A structure measuring 80 feet by 38 feet was built at a cost of $18,000 and included restrooms, lockers, showers and a small concession stand. A roof overhanging a sidewalk was to double as a sun deck. The Public Beach officially opened December 16, 1951, with a small ceremony.The beach quickly became one of the most popular spots around, with people dancing in the pavilion area and in the surf. They came to swim, fish, picmc and enjoy themselves. The Public Beach today is considered one of Manatee County's greatest assets. And its entrance is at the intersection of Manatee/Gulf Drive on the PSSH corridor extension roadway.

24 Grass}' Point Preserve • The 34-acre Grassy Point Preserve, which is owned by the City of Holmes Beach, is adjacent to the proposed corridor on East Bay Dnve and visible from the road . The preserve is notable for its mangroves and other native vegetation and the birds it attracts, Including white Egrets and Roseate Spoonbills.The aty has been collaborating with several other groups including the Sarasota Bay Estuary Program , the Southwest Florida Water Management District and the U.S. Fish and Wildlife Serv1ce to restore inter-tidal wetlands and rare coastal hammock on the Grassy Point property. The library system "seeks to offer all Citizens of Manatee County a responsive, proactive program of library services, capable of upgrading the educational, cultural and recreational quality of life In the community: Ubrary cards are free for Manatee County residents. Non-residents may get a library card for a $20 annual fee.

The Island Players- the oldest community theater in Manatee County, celebrated their 61 st anniversary dunng the 2009-2010 season The Island Players Playhouse, located at 10009 Gulf Drive, was originally the home of the William H. Gillett family of Parrish and was floated down the Manatee A1ver by barge In the early 1900s to be set up on Anna Maria Island. The structure first served as the Anna Mana Tounst Center and was used to greet day-tnppers to Anna Maria Island.

Most of these v1s1tors came from Tampa and St Petersburg on excurs1on steamboats. After disembarkmg from their ships, they walked west on Pine Avenue to the Gulf of • Mexico waters. In 1923, when the City of Anna Maria was incorporated. city officials used the building to conduct business. It also functioned as a commun1ty hall for social gatherings, club meetings, church serv1ces and a schoolroom. Eventually it became the Island commun1ty theater.

In the early 1970s the playhouse underwent major renovations. The stage was raised . The floor was carpeted and 137 seats were installed in seven tiered rows

Preservation of the theater has been marntained throughout the years by the Island Players. In April of 2009, the Anna Maria Island Histoncal Society awarded the theater with a preservation plaque of distinction and thanked the Island Players for maintaining such an important Island landmark.

Chorus and orchestra members are made up of both volunteer and professional performers.

The proposed corridor extension for the Palma Sola Scenic Highway features many • restaurants and a large supply of overnight lodgings. These establishments can be found along the corridor itself or nearby. Since the free trolleys run constantly up and down the Island, 1t is easy for visitors to reach their destination In just a few minutes. Here are photos of some of the local restaurants and lodging.

Extending the PSSH as described in this document would further enhance the roadway unifying the PSSH with the neighboring Bradenton Beach Scenic Highway. This is a win­ win proposal.

And standing by to help make it happen is the prize-winning Holmes Beach Parks and Beautification Committee, which has committed to supporting the PSSH extension and to serving as an extension subcommittee, working with the CME chair and its members. Beautification Committee member Jerry West already serves on the CME and has helped prepare this PSSH Corridor Extension Document.

The Parks and Beautification Committee has five members and up to two alternates appointed by the mayor of Holmes Beach, in keeping with the Legislative Procedures Act and with consideration of experience and other qualifications. The purpose of the committee is to function as an independent citizens advisory board and is intended to function free of elected official's influence .

Responsibilities are but not limited to making recommendations regarding beautification projects, assisting in securing sponsors for Adopt-A-Spot locations and monitor those • sites for proper maintenance, organizing annual education seminars, identifying areas for potential pocket or linear parks, assisting in securing volunteers for Holmes Beach City Hall's Butterfly Garden and helping with any special assigned projects - such as the PSSH extension through Holmes Beach.

Palma Sola Scenic Highway Corridor &tension Application • December 2010 31 Designation Criteria • The Florida Scenic Highway Program (FSHP) is intended to showcase outstanding historical, cultural, archaeological, recreational, natural and scenic resources along Florida's highway system. The point is to identity and designate roadway corridors that preserve, enhance and maintain intrinsic resources for the traveling public.

To describe how the Palma Sola Scenic Highway extension and its intrinsic resources satisfy the Universal and Resource Spedfic Critieria of a Florida Scenic Highway, it is necessary to document, explain and illustrate how the criteria are met. The extension corridor resources are categorized as either cultural, historical, archeological, recreational, natural and/or scenic. The criteria assessment lists and provides answers for the 10 Universal Criteria that all scenic highway corridors and extensions must meet.

Universal Criteria 1 - Resources must be visible from the roadway.

Each of the intrinsic resources that determine the eligibility of a corridor for consideration as a Florida Scenic Highway are present within the PSSH extension corridor. Here are highlights of the corridor conditions and brief explanations of why they are worthy of protection, enhancement and promotion.

o Cultural- The cultural resources of the PSSH include the recreational boating, • swimming and commercial fishing culture of the surrounding communities as well as the local tradition of residents and visitors to gather together at the popular Manatee Public Beach with its main entrance at the western endpoint of the proposed extension. This beach was created in 1947 by a special legislative act and ratified by voters. A building with restrooms, lockers, showers and a small concession stand was financed with a tax of one mill for five years. The public beach and the building officially opened on December 16, 1951 and has been packed ever since with swimmers, dancers, photographers, fishermen, couples, children, families and anyone else wanting to access the sandy beaches and wann waters of the Gulf of Mexico. Today, there are volleyball nets, playground equipment, picnic tables and grills, a restaurant with live music and lots of good times for all.

o Historic and Archeological - Land in the PSSJ-1 corridor in Holmes Beach and Anna Maria Island has been inhabited by humans for hundreds of years. Early records show that Anna Maria Island was discovered by Spanish explorers around 1530. Conquistadors described the Timucuan Indians who inhabited the island as fierce fighters. Burial mounds were discovered on Anna Maria Island but destroyed when the island was opened to homesteaders. The Anna Maria Island Historical Society Museum (originally an icehouse built in 1920) today houses rare

Palma Sola Scenic Highway Corridor Extension Application December 2010 • 32 old photographs, maps, records from the earty 1900s, newspaper clippings, period outfits, jewelry, and videos from times past. According to the society's • website, a library was recently created where "people may peruse archival records as well as beautifutty bound copies of the original Islander newspaper dating from 1954 to 1990." Displays of period clothing and items of interest are presented on pedestals and in glass enclosed cases. A restaurant themed vignette includes many menus of businesses past and present. The walls to the rear of the museum tell"fish tales" from long ago and host a salute to the veterans of Wortd War I and II. Music from the turn of the century through the 1940s plays from an old Atwater Kent radio. Several of the cases offer displays that are changed regularly to bring fresh interest. Docents trained in island history are available to answer questions. A visit to the museum, located on the grounds of the AMIHS Historical Park, is a memorable trip down Island history lane.

o Recreational -There are two major recreational areas on the PSSH extension. One is the Manatee Public Beach, which has a large parking area for visitors, a restaurant, a covered pavilion with seating, wide sandy beaches and recreational equipment for children and adults. People gather every evening to watch the sunset and take photographs. This beach is widely known for its open access, free parking, welcoming culture and all-you-can-eat pancake breakfasts. The other major recreational area in the PSSH extension corridor is the 34-acre Grassy Point Preserve, which borders East Bay Drive. The city is working with other groups and agencies to develop plans for a trail through the preserve as well • as an observation point. o Natural - Natural resources include an extensive tree canopy along the extension roadway, including a recently-planted line of 10 gumbo-limbo trees, as well as established palm trees and other native vegetation. The Grassy Point Preserve, which is laced with mangroves and other wonders, is another natural resource that attracts protected Roseate Spoonbills and other water birds.

o Scenic- Stunning views of the turquoise waters of the Gulf of Mexico are visible from the Manatee Avenue extension and some other spots along the extension corridor. The East Bay Drive extension offers a close-up look at Grassy Point's thick green forest and a small roadside clearing that sometimes attracts Roseate Spoonbils.

All of these resources and elements are accessible at points along the corridor extension .

Palma Sola Scenic Highway Corridor Extension Application • December 2010 33 Universal Criteria 2 - The corridor must tell a story that relates to its intrinsic • resources.

The origins, history and story of the PSSH extension is provided in the Background Conditions of this document. Opportunities to communicate the Corridor Story to travelers Include the creation of brochures that can be displayed at the Manatee Public Beach pavilion, the Anna Maria Historical Society and other public places where visitors are likely to be looking for information about the corridor and its history, origins and story. There may be other opportunities to tell the story using websites and other electronic forms of communication.

Universal Criteria No. 3 - The roadway must be a public road that safely accommodates two-wheel drive vehicles.

Most of the PSSH corridor extension is on SR 64 and SR 789. A portion of the PSSH extension also runs along a city street. All of the corridor extension roadway accommodates two-wheel drive automobiles as well as non-motorized modes of travel such as pedestrians and bicycles. Additional and more detailed information about the public roadway is provided in the Background Conditions.

Universal Criteria No. 4 - The corridor must exhibit significant. exceptional and • distinctive features of the region It traverses.

• Significant- The PSSH extension corridor is surrounded by the waters of the Gulf of Mexico and the Intracoastal Waterway.

• Significant - The history of the PSSH corridor extension goes back to the 1500s when Spanish conquistadors visited Anna Maria Island and found it inhabited by the fierce Timucuan Indians, who were weavers of fishing nets and baskets and experts in shellcraft, pottery, and the use of large war clubs and powerful bows.

• Exceptional - The environment surrounding the corridor extension indudes several environmentally sensitive areas, including the Grassy Point Preserve.

Exceptional - The PSSH extension corridor provides present-day users an opportunity to experience some of the same views of Anna Maria Island and Holmes Beach that greeted Spanish conquistadors when they sailed into the surrounding waters in the early 1500s.

Palma Sola Scenic Highway Corridor Extension Application December 2010 • 34 Universal Criteria No. 5- The roadway must be at least one mile in length and if flPPropriate provide access to ~he resources. • The corridor extension is 2.1 miles in length. The eastern terminus of the extension is the Manatee Avenue/East Bay Drive intersection. The western terminus is Manatee Public Beach at the Manatee Avenue/Gulf Drive intersection. The southern terminus of the extension is the Holmes Beach city limits.

The PSSH extension corridor is unique in that it provides access to such intrinsic resources as the Manatee Public Beach, the Grassy Point Preserve and other important points.

Universal Criteria No. 6 -A maiori'iy of the corridor must exhibit the quallfytlng resources: these resources should be as continuous as possible. for the present and the future.

The PSSH corridor extension contains resources - such as the Manatee Public Beach and the Grassy Point Preserve - that are continuous for the present and for the future.

Universal Criteria No. 7- A Corridor Advocacy Group must be organized ~o support the scenic highway designation.

The Holmes Beach Parks and Beautification Committee has voted to support the Palma Sola Scenic Highway corridor extension and to work with the Palma Sola Scenic Highway CME to enhance the extension. The committee consists of five members and two • alternates appointed by the mayor of Holmes Beach. Universal Criteria No. 8 -A Community /Participation Program must be developed and implemented.

Weekly newspapers- The Anna Maria Island Sun and The Islander- cover each CME meeting and inform Anna Maria Island residents of the extension. The public is invited to attend CME meetings, and to provide comments and inquiries. Public comment has been made available at the Holmes Beach City Commission meetings as well.

Universal Criteria No. 9 - Strong local support must be demonstrated.

Letters of support from organizations, local businesses and residents are included in the Appendix. In addition, the Holmes Beach City Commission has voted its support for the corridor extension, as seen in its letters to the PSSH. The Holmes Beach Parks and Beautification Committee also has voted to support the corridor extension and to work with the CME to enhance the extension .

Palma Sola Scenic Highway Corridor Extension Application • December 2010 35 Universal Criteria No. 10 -A Corridor Management Plan must be developed with the endorsement of local governments. • In letters dated February 26, 2009 and July 21, 2009, the Holmes Beach City Commssion declared its support of the corridor extension. In addition, Joe Duennes, the director of public works for the City of Holmes Beach is vice chair of the Palma Sola CME and helped to developed this corridor extension document. Mr. Duennes, along with other members of the CME and the Holmes Beach Parks and Beautification Committee have worked together on the Corridor Management Plan for the corridor extension, which includes its vision, goals, objectives and strategies, in keeping with the PSSH Corridor Management Plan.

The Palma Sola Scenic Highway is a 4.5-mile segment of SR 64, locally known as • Manatee Avenue West that connects Anna Maria Island and the mainland. Located in Manatee County, Florida, the roadway spans the waters of Sarasota Bay - Anna Maria Sound, Perico Bayou and the Palma Sola Bay. The designation limits include East Bay Drive in the City of Holmes Beach on the west and 75th Street in the City of Bradenton on the east. The Palma Sola Scenic Highway Corridor Management Entity has received a request from the City of Holmes Beach to extend the western endpoint to the Manatee County Public Beach at Manatee/Gulf Drive and then south along Gulf Drive to the Holmes Beach city limits. The extensron would also include the East Bay Drive roadway from East Bay/Manatee to East Bay/Gulf.

• INTRODUCTION The Florida Department of Transportation has designated the Palma Sola Scenic Highway as a Florida Scenic Highway.

The Corridor Management Entity (hereinafter CME) has been formed to serve as the caretaker of the Palma Sola Scenic Highway by ensuring that the Action Plan is executed, and corridor activities are monitored and implemented, in accordance with the Corridor Management Plan (hereinafter Plan). Membership in the CME constitutes acceptance of responsibility to ensure implementation and consistency in carrying out the goals and objectives of the Plan. However, any CME Member may terminate its participation in the CME upon thirty (30) days written notice, as specified under Article Ill below.

These Bylaws, entered into this 14 day of November, 2007, by the Members of the Palma Sola Scenic Highway CME, constitute the rules and procedures approved for the guidance of the CME in the regulation and management of its affairs, and a process for accommodating potential new members.

ARTICLE I- ORGANIZATION

A. Name. The name of the organization shall be "The Palma Sola Scenic Highway • CME." The CME, by a two-thirds majority vote of the membership, may change its name at any time.

B. Geographic Responsibility. The designated corridor of the Palma Sola Scenic Highway in Manatee County is a 4.5-mile segment of S.R. 641ocally known as Manatee Avenue West from East Bay Drive in the City of Holmes Beach on the west and 75th Street West in the City of Bradenton on the east.

C. Dissolution The CME will continue to fulfill its role as caretaker of the Palma Sola Scenic Highway until such time as it is determined by its Members, in consultation with the Florida Department of Transportation, that its services are no longer required.

ARTICLE II - POWERS

The primary purpose of the organization is to serve as the caretaker of the Palma Sola Scenic Highway and to preserve, protect, enhance, and expand the intrinsic resources found along the Scenic Highway by monitoring, implementing, and updating plans, strategies, and programs included in the Corridor Management Plan. The organization shall have all powers as are now, or may hereafter be, granted by law.

It is desired that the CME General Membership represent a broad • cross section of interested residents, organizations, and businesses, as well as local, regional, and national governmental entities, within the area affected by the Scenic Highway. The CME General Membership shall be composed of nine (9) designated representatives of any municipality, governmental agency, group, business, or citizen organization willing to enter into a partnership or agreement with the CME. Member entities shall include Manatee County, a political subdivision of the State of Florida, the City of Holmes Beach, a municipal corporation of Florida, the City of Bradenton, a municipal corporation of Florida, Sarasota Bay Estuary Program, a governmental entity, corporate and politic; and other governmental, political or private organizations in partnership with the corridor. Municipality and governmental agency representatives shall be staff. Each member entity shall have one representative on the CME, except the CME shall have at least three private citizens. Each Member entity shall be entitled to one vote, and shall inform the CME Chairperson in writing of the name of the representative, and/or alternate representative, authorized to cast its vote in CME meetings.

The CME Technical Advisory Membership shall be composed of any technical and/or advisory "signed" partners, who shall serve as non-voting members. The Technical Advisory Members shall include the Florida Department of Transportation, a governmental agency of the State of Florida, and Sarasota/Manatee Metropolitan • Planning Organization, a governmental entity, corporate and political; and other governmental, political or private organizations in partnership with the corridor.

B. Role of Members. Each Member shall provide assistance and/or advice to the CME in such areas as data collection, research, historic preservation, planning, engineering, architecture, economics, marketing, public relations, communications, community organizing, environmental management, etc. as appropriate to the Member's interests and purposes.

C. Term. Membership in the CME shall begin when the municipality, agency, business, or citizen organization enters into the CME Agreement. Any Member may voluntarily terminate its participation in the CME upon thirty (30) days written notice.

D. Quorum. The presence of representatives of a simple majority of voting CME Members at any properly noticed meeting shall constitute a quorum to transact business, which must include the Chairperson or Vice Chairperson. The act of a majority of voting Members present at a meeting when a quorum is present shall be the act of the CME.

Public or formal resolutions, actions, activities, and financial investments of the CME shall be decided by a simple majority vote of the Member representatives at any meeting duly called and convened at which a quorum is present. Each voting Member shall be entitled to one (1) vote on each item of business, except CME • Technical Advisory Members. In the event that no representative of a Member entity can attend a scheduled meeting of the CME, that Member entity shall have the right to submit a written statement of position on a specific issue or proposal announced for consideration at the meeting, which shall be accepted by the Chairperson as the vote of the Member entity. Proxy votes will not be accepted.

F. Conflict of Interest. In order to assure the fairness and reasonableness of all contracts and transactions of the organization, no Member shall vote on any contract or other business transaction in which the Member, or any employee or family member of an employee, has a direct financial interest in the outcome. In the event that such a conflict of interest is known to exist, the Member's representative shall abstain from voting and such abstention shall be noted in the minutes with an identification of the member's conflict.

G. Termination of Membership. Membership in the Palma Sola Scenic Highway CME will terminate in the following circumstances:

1 . For cause in the case of any action inconsistent with membership or any conduct in violation of the conflict of interest provision. In such a case, the Member entity may be removed by a simple majority vote of CME representatives present in person at any regular or special meeting called for that purpose, at which a quorum is present, whenever in the membership's judgment the best interest of the Palma Sola • Scenic Highway thereby would be served. Any such Member proposed to be removed shall be entitled to appear before and be heard at such meeting, at which time the Member may present such witnesses and make such defenses as it may deem advisable.

2. For voluntary or involuntary dissolution of the Member business, corporation, partnership, agency, organization, or other entity.

3. For failure to send a representative or an alternate to two (2) consecutive properly noticed meetings of the CME without prior indication of inability to attend, except in cases of illness, incapacity, or other special circumstances. In such cases, this action may be waived by an affirmative vote of two-thirds of the Members represented at any regular meeting or special meeting called for that purpose.

ARTICLE IV - OFFICERS

The Officers of the Palma Sola Scenic Highway CME are responsible for maintaining the daily operations of the organization and representing the Scenic Highway to the public. At a minimum, Officers shall include Chairperson and Vice Chairperson.

The Chairperson shall convene regularly scheduled meetings, and • shall preside or arrange for the Vice Chairperson to preside at each meeting. The Chairperson has and shall exercise general charge and supervision of the affairs of the organization and shall perform such other duties as may be assigned to him/her by a majority vote of the membership.

B. Vice Chairperson. At the request of the Chairperson, or in the Chairperson's absence or disability, the Vice Chairperson shall perform the duties and possess and exercise the powers of the Chairperson; and to the extent authorized by law, the Vice Chairperson shall have such other powers as may be assigned to him/her by a majority vote of the membership.

C. Other Officers. The CME may elect other officers as deemed necessary by the membership.

D. Executive Committee. An Executive Committee, comprising the elected officers of the CME (Chairperson and Vice Chairperson) plus a maximum of three others who may be elected by the voting membership, shall be authorized to act on behalf of the CME, if necessary, between meetings of the voting membership or on any issue requiring urgent decision or action. Actions may be taken by the Executive Committee with the approval of a simple majority of Executive Committee members.

G. Elections of Officers. All candidates for an officer position must have been a • member of the Palma Sola Scenic Highway CME. Election of Officers will occur as the first item of business at the Annual Meeting of the CME membership. Officers shall be elected by a simple majority vote of the current CME Members.

H. Terms. Officers shall be elected to hold office for a term of one (1) year, but are eligible for re-election.

I. Compensation. No Officer shall receive compensation through the CME.

J. Transfer of Authority. In case of the absence of any Officer of the Palma Sola Scenic Highway, or for any other reason that the membership deems sufficient, the voting membership may transfer the powers and duties of that Officer to any other Officer, provided a majority of the membership concurs. K. Annual Meeting. The Palma Sola Scenic Highway CME shall hold an Annual Meeting on the last meeting of the fiscal year, at which time Officers will be elected for the succeeding year. The Officers shall select, and announce to the membership, the specific date, time, and place for such an Annual Meeting at least thirty (30) days in advance. Failure to hold the Annual Meeting at the designated time shall not cause a forfeiture or dissolution of the organization, provided that an alternative date and time is specified to the membership.

Any vacancy occurring in an Officer position between Annual Meetings shall be filled by a vote of the majority of the CME Members. Vacancies • shall be filled only for the remainder of the term of the Officer being replaced. M. Regular and Special Meetings. Regular meetings of the CME shall be held no less than quarterly. The dates and times of regular meetings shall be determined by the Officers. Special meetings to address urgent issues may be scheduled at any time at the discretion of the Officers.

N. Notice of Meetings. Notice of regular meetings shall be given by mail or electronic mail to each Member at least seven (7) days before the date designated for meeting or, in the case of special meetings, no less than twenty-four (24) hours before the meeting. The notice shall specify the time, place, and agenda for all such meetings. Public notices, including the time, date, location, and general purpose of all meetings shall be posted at one or more public places. Such places may include public libraries, city/county offices, public bulletin boards, and the prospective site of meetings. If possible, notices shall also be published in local newspapers. For the purposes of this section, any gathering-in person, by telephone, or by computer (e­ mail), whether formal or informal, of two or more CME members with the goal of making decisions about the Scenic Highway corridor-shall be considered subject to Florida's Sunshine Law .

0. Public Access. All CME meetings and activities shall be open to the public in keeping with Florida's Sunshine Law. Individuals who are not representatives of CME • Member entities will be free to ask questions and share in discussion at CME meetings, at the discretion of the Chairperson or other presiding Officer, but are not eligible to vote on issues under consideration by the CME. Minutes of CME meetings shall be recorded and made available for public inspection. The Chairperson shall also ensure that public records (including CME documents, papers, letters, maps, tapes, photographs, films, sound recordings, e-mail, data processing software, and other official materials) are available for public viewing on request.

ARTICLE V - COMMITTEES

The CME may create and dissolve committees as needed for the responsible conduct of its work. The Chairperson shall be responsible for appointing and removing committee chairs, and for ensuring representative participation of CME Members on committees.

ARTICLE VI - FISCAL YEAR

The fiscal year of the Palma Sola Scenic Highway CME shall begin on October 1st and end on September 30th .

Palma Sola Scenic Highway Corridor Extension Application • December 2010 43 ARTICLE VII - NON-DISCRIMINATION • In all matters pertaining to the operation of the Palma Sola Scenic Highway, including the election and appointment of CME Officers, the provision of services to eligible groups, and the conduct of Palma Sola Sc~nic Highway business, the Palma Sola Scenic Highway and its CME Officers and Members shall not discriminate against any person on account of age, race, gender, religion, national origin, or physical or mental impairment.

ARTICLE VIII - RULES OF ORDER

The current edition of "Robert's Rules of Order'' shall be the parliamentary authority for all meetings and matters of procedure specifically covered by these Bylaws.

ARTICLE IX -AMENDMENTS TO BYLAWS

The Members of the Palma Sola Scenic Highway CME may amend, revise, alter, or rescind these Bylaws, in whole or in part, by a simple majority vote of the representatives of Members of the Palma Sola Scenic Highway CME present at any meeting duly called and convened at which a quorum is present, provided that • reasonable advance notice thereof shall have been given in writing or by electronic means to each Member.

2. Each member entity shall have one representative to serve on the CME except as follows: a. The Corridor Management Entity shall have at least three private citizen representatives. • Membership may be expanded or reduced by majority action of the existing CME members.

3. Each member entity shall provide technical advice in the areas of planning, engineering, architecture, economics and environmental management, as may be appropriate to the member entity.

4. This agreement is a continuing contract and program; however, member entities may seek to dissolve their participation in the CME with a 30 day written notice in advance of the termination to the remaining parties. The CME will terminate if no party remains legally active.

5. Partnerships: The CME may enter into formal partnership agreements to incorporate various participating partners in the CME in addition to those identified as parties to this agreement. Partnerships may be long term or activity specific in nature.

The Palma Sola Scenic Highway intrinsic resources have improved since its designation in 2004. The following are brief descriptions of the changes of the • corridor's intrinsic resources have gone through. The intrinsic resources are divided into the following six categories, consistent with the Florida Scenic Highways Program: cultural, archaeological, historic, scenic, natural, and recreational. Under each resource category is a brief assessment of the individual intrinsic resources and the change that has occurred.

Cultural The cultural resources of the Palma Sola Scenic Highway include the recreational boating and commercial fishing culture of the surrounding communities as well as the local tradition of residents and families to gather together at the causeway. It is not uncommon for people to celebrate family reunions, national holidays and birthdays at the Palma Sola Causeway Park. Taken together, these cultural resources provide a picture of how the Palma Sola Scenic Highway is incorporated in the way of life of local residents.

Natural Natural resources include extensive hardwood hammocks, mangroves and saltmarshes, as well as colorful and rare live-bottom reefs in the shallow waters offshore. The Perico Bayou has been described as "a beautiful mosaic of habitats and life forms." It is home to a dozen species of birds, sea grasses, and other marine life. Nearby are protected roseate spoonbill and manatee habitats. The Perico Bayou Bridge brings the viewer close enough to this natural wonder to enjoy its beauty yet protects the bayou from the destructive "footprints" that people often leave behind.

48 Changes that have occurred include exotic species removal, the installation of 75 native trees on the northwest and southwest shores of Palma Sola Causeway, • installation of two scenic highway signs and regulatory signs for manatee protection, and creation of a passive park at the east endpoint of the scenic highway.

Palma Sola Scenic Highway Park was created on Manatee Avenue West at the intersection of 75th Street West. This corner lot is the east endpoint of Palma Sola Scenic Highway, which runs westward and ends at East Bay Drive. Entities contributing to the creation of this passive park were the Florida Division of Forestry, Keep Manatee Beautiful, Manatee County Government, and Turner Tree and Landscaping. A total of 25 native trees of the following species were planted: gumbo limbo, live oak, Little Gem southern magnolia, sugarberry, green ash, sweetbay magnolia, redbay, Chickasaw plum, black cherry, myrtle oak, coastal plains willow and winged elm.

Robinson Preserve restoration is complete and 90% of the proposed amenities have been mstalled by Manatee County Government. It was opened to the public in July 2008, and now connects to the Palma Sola Scenic Highway. Manatee County Government also purchased the northeast quarter of Perico Island called Penco Preserve, which would have been developed with condominium units by Arvida if purchased by them. Perico Preserve will be restored to native habitat and offer a passive recreation experience.

Recreational The eastern third of the project falls within Palma Sola Causeway Park and the scemc highway serves as the only vehicular access to the park's shoreline facilities. The park permits vehicles to pull up on to the shores of Palm Sola Bay. Pets are allowed and encouraged to enjoy the parklands - even horses are brought to romp in the water at the park's eastern end. At the western end of the corndor on Anna Maria Island, lies the Kingfish Boat Ramp.

Changes that have occurred include installing two small watercraft launching areas on Palma Sola Causeway, with one • located on the southeast shoreline and the other across the highway on the northeast shoreline. New small watercraft launching aroa on

Crews with the City of Bradenton currently are leveling out the shell parking lot of the new Palma Sola Boat Ramp. The new boat ramp was built June 2008 using Manatee County Government funding. The boat ramp was relocated to a more spacious and safer location at the southwest end of Palma Sola Causeway, and will hold 17 boat trailers and 3 passenger vehicles. The Corridor Vision, wh ich follows, as developed by the Corridor Advocacy in July 2002, continues to be an accurate statement of the future of the Palma Sola Scenic Highway.

The Palma Sola Scenic Highway is a gateway between the City of Bradenton and the Gulf Coast Islands. It is also a destination and educational opportunity, a window into Florida's past. The highway corridor is engulfed in natural greenscapes and surrounded by magnificent waterfront vistas that recall the sights the Spanish first encountered as they sailed into Tampa Bay.

The corridor's illuminated wide bike paths, sidewalks and numerous crosswalks provide safe areas for residents, their pets and visitors to move safely amid the natural beachscape and enjoy the Florida sunshme.

The corridor's beautiful, well maintained, family oriented recreational areas are landscaped with native vegetation, which also provides a natural barrier between shoreline activities • and cars traveling along the roadway. The corridor's unique park-like environment has enhanced picnic areas, restrooms and Palma Sola Scenic Highway many amenities that allow families to enjoy the unlimited water related activities such as fishing, sailing, boating and water skiing along the causeway. The renourished beaches provide areas to relax, sit and read a book, pitch horseshoes, or view the sunset during a romantic stroll along Palma Sola Bay or Perico Bayou.

The CME considers these goals valid and • strives to meet the objectives and strategies. The strategies that have been implemented have worked thus far in achieving the Corridor Vision. Some of the goals, objectives and strategies still need to be implemented. No new ordinances are required to support corridor goals.

Resource Protection, Maintenance, Preservation and Enhancement GOAL 1 The Palma Sola Scenic Highway corridor shall maintain the historic character within which it is located through preservation and enrichment of its natural habitat areas, use of native plant material and enhancement of waterfront vistas.

Objective 1.1: Preserve and protect historic structures and sites that serve as evidence of prehistoric settlements in the area. Strategies 1.1.1 - Limit development on the western peninsula of the Spoonbill Bay DR I. 1.1.2 - Preserve and protect the historic shell middens on the western peninsula should the area ever be developed. 1.1.3 - Initiate a program for the long-term protection of the historically rich areas of the corridor .

Objective 1.2: Preserve, enhance and restore native vegetation and wildlife • habitat within the corridor. Strategies 1.2.1 - Provide natural buffer requirements for conservation areas. 1.2.2 - Protect and promote native vegetation along the banks of waterways for the purpose of controlling erosion. 1.2.3 - Remove exotic vegetation and replant native vegetation along the entire corridor. 1.2.4 - Coordinate with and support the Neal, Perico and Robinson Preserves planning and design effort.

Strategies 1.3.1 - Coordinate with the Sarasota Bay National Estuary Program to assist with efforts to preserve and enhance Sarasota Bay. • 1.3.2 - Protect mangroves and water quality as part of development approvals. 1.3.3 - Prohibit the alteration of natural shorelines with artificial structures except for public or recreational access points, boat launching ramps and recreational erosion problems.

Objective 1.4: Maintain the high level of landscape and architectural quality of existing development. Strategies 1.4.1 - Develop and implement a landscape pallet for the entire corridor that incorporates native and drought- and salt-tolerant vegetation. 1.4.2 - Promote the use of natural buffers between future development and the existing corridor right-of-way. 1.4.3 - Encourage and support homeowner associations to pursue beautification grants and efforts. 1.4.4 - Coordinate and provide aesthetically pleasing waste management along the corridor and at recreation facilities. 1.4.5 - Provide pedestrian-oriented lighting along SR 64 (Manatee Avenue).

Transportation and Safety GOAL 2 The Palma Sola Scenic Highway shall provide safe access to and • from adjacent beaches, businesses and residential properties for people utilizing different modes of travel.

Objective 2.1: Enhance bicycle and pedestrian facilities along the corridor. Strategies 2.1.1 - Provide continuous sidewalks along both sides of the roadway. 2.1.2- Construct a separate bike path along SR 64 (Manatee Avenue). 2.1.3 - Provide a paved connection to the existing bike lane at SR 64 (Manatee Avenue) and East Bay Drive. 2.1.4 - Provide adequate parking for motorized and non-motorized cycles at public recreation facilities. 2.1.5 - Replace and replant shade trees along the length of the corridor. 2.1.6 - Provide adequate pedestrian-oriented lighting along the residential section of the corridor.

Strategies 2.2.1 - Manage vehicular access to and from the Palma Sola Causeway • Park from SR 64 (Manatee Avenue). 2.2.2 - Formalize parking at the Causeway Park with landscaping and natural material. 2.2.3 - Evaluate the feasibility of a flashing pedestrian signal at the Causeway Park's restrooms. 2.2.4 - Evaluate the feasibility of crosswalks at points along the Kingfish Boat Ramp and the Causeway Park. 2.2.5 - Provide restrooms on both sides of the Causeway Park and Kingfish Boat Ramp. 2.2.6 - Coordinate enforcement of traffic regulations along the recreational areas of the corridor by frequent and consistent issuance of citations to violators.

Objective 2.3: Encourage the use of public transit to points along the corridor. Strategies 2.3.1 - Provide a bus stop at the Causeway Park's restrooms and Kingfish Boat Ramp. 2.3.2 - Educate and encourage drivers of overflow cars to utilize the park-and-ride lot at SR 64 (Manatee Ave) and 75th Street. 2.3.3 - Provide shade landscaping at bus stops to shelter transit users from the weather. • Community Support and Participation GOAL 3 The implementation of the Palma Sola Scenic Highway Corridor Management Plan shall be community driven and financed through collaborative funding efforts from government, private businesses, civic/non-profit organizations and local citizens.

Objective 3.1: Encourage and organize local support of the Palma Sola Scenic Highway. Strategies 3.1.1 - Coordinate the Corridor Management Entity that includes a diverse range of governments, residents, local activists, business owners and professionals. 3.1.2 - Cultivate relationships with existing organizations such as local Chambers of Commerce, Convention and Visitors Bureau, homeowner associations and such civic non-profit organizations as Keep Manatee Beautiful and the Sarasota Bay National Estuary Program, to educate the community about the resources of the Palma Sola Scenic Highway. 3.1.3 - Publicize and hold regular meetings in a public location .

Strategies • 3.2.1 - Identify potential funding sources and encourage members of the Corridor Management Entity to meet the managers of these organizations to learn about their programs and funding policies. 3.2.2 - Pursue grants and voluntary contributions to kick-off planned projects and provide momentum for continued improvements to the Palma Sola Scenic Highway. 3.2.3 - Sponsor and plan an annual fundraising event, such as a walk-a­ than, 5K-run or road race along the corridor. 3.2.4- Sponsor and plan an annual cultural event.

Education and Corridor Story GOAL 4 The Palma Sola Scenic Highway corridor shall offer residents, their pets and visitors opportunities for passive recreational areas and provide educational amenities about the area's rich history and unique natural resources.

Objective 4.1: Provide adequate recreation and support facilities. Strategies 4.1.1 - Provide interesting and aesthetically compatible recycleables and trash cans. 4.1.2 - Maintain the existing picnic facilities and renovate as needed. 4.1.3 - Efficiently manage existing boat trailer parking spots.

Objective 4.2: Provide users of the corridor with opportunities to learn about the area's natural resources. • Strategies 4.2.1 - Install a native plant landscape area at a point along the corridor. 4.2.2 - Utilize volunteers and resources, such as high school students, existing garden clubs and non-profit organizations, to plan, develop and install the native plant landscape area. 4.2.3 - Identify native plants with a simple non-intrusive marker. 4.2.4 - Provide connections to and identification of the planned Robinson Preserve.

Strategies 4.3.1 - Work with Keep Manatee Beautiful to install a Boaters and • Anglers Environmental Service Center at the Palma Sola Causeway Parkway. 4.3.2 - Re-construct the fishing pier at the Palma Sola Causeway Park to incorporate a design that hugs the shore in a boardwalk manner. 4.3.3 - Coordinate with the Gulf Coast Heritage Trail, Blueways Guide and Paddle Manatee to include identification of the Palma Sola Scenic Highway in future editions.

Objective 4.4: Maintain the pet-friendly atmosphere of the Causeway Parkway. Strategies 4.4.1 - Maintain pet waste stations on a regular basis. 4.4.2 - Designate an area of the Palma Sola Causeway Park for users with horses.

Economic Development and Tourism GOAL 5 local governments having jurisdiction over the Palma Sola Scenic Highway corridor shall encourage residential and commercial development that preserves the natural habitat and wildlife, scenic vistas of the corridor and historic resources of the community. • Objective 5.1: Support commercial users that complement the mission and users of the Palma Sola Scenic Highway. Strategies 5.1.1 - Encourage the re-use of existing commercial properties for public concession areas. 5.1.2 - Enhance the water amenities and activities for people, pets and wildlife.

Objective 5.2: Support residential development that complements the mission of the Palma Sola Scenic Highway. Strategies 5.2.1 - Encourage multi-family and clustered housing to preserve as much land area as possible in its natural state. 5.2.2 - Study the intensities of future development, so as not to negatively impact the scenic vistas of the corridor.

Existing protection techniques that may be used for protection of the scenic highway • corridor are found in comprehensive plans of the City of Bradenton, City of Holmes Beach and Manatee County as well as the Federal Clean Water Act. The consistency and complementary nature of the Palma Sola Scenic Highway to these existing policies and plans are examined in the Local Government Comprehensive Plan Relationship section.

THE CORRIDOR STORY

The Corridor Story remains the same as presented in the CMP. Exterior historical murals that wrap the public restroom tell tourists and local residents about: • The archeological significance of Perico Island in the pre-European history of Florida, particularly the Gulf Coast region. The significance of Palma Sola in shaping the development of the area, from the permanent disenfranchisement of the Spanish to the importance of the Solitary Date Palm to cross-water visitors.

Implementation of the Community Participation Program has been effective in achieving enhancement progress. As reflected in the CME member list on page 2, the • CME consists of appointed staff members from the City of Bradenton, City of Holmes Beach, Sarasota Bay Estuary Program, Sarasota/Bradenton Metropolitan Planning Organization, Florida Department of Transportation and private citizens and businesses representing geographical areas of the scenic highway. Manatee County staff members as well as elected officials attend on a regular basis. The CME scheduled meetings have been well attended by members. With all party members attending, planning and progress are not stalled due to lack of communication, the inability to make decisions or tasks not being accomplished.

Many volunteers participated in public events to remove litter along the scenic highway for the annual Great American Cleanup in April and Florida Coastal Cleanup in October with check-in centers at Palma Sola Causeway and Kingfish Boat Ramp. Routine quarterly cleanups are done by the Adopt-A-Highway and Adopt-A-Shore groups of this corridor. Keep Manatee Beautiful, the local Keep America Beautiful affiliate and nonprofit organization, contributes staff time and supplies for these cleanup events and adoption programs. Keep Manatee Beautiful also funded tree plantings and trucking of the sand for beach renourishment, and obtained from in-kind hauling from private trucking companies. They also obtained several grants and donations for Palma Sola Scenic Highway: $10,000 grant from the Tampa Bay Estuary Program for eight (8) the pet waste stations, $1,000 grant from the Sarasota Bay Estuary Program for the murals, and supply donations from the Kiwanis Club of • Bradenton for the mural. Public events to install the landscaping included Florida Arbor Day in January and National Arbor Day in April. The Palma Sola Scenic Highway Enhancements Ribbon Cutting on National Arbor Day 2008 that recognized contributors was filmed, then aired by Manatee Educational Television. Bay News 9, Bradenton Herald, Anna Maria Island Sun and The Islander covered all these events described.

LOCAL SUPPORT

The goal of community support is continually being addressed when specific projects are presented at public meetings. The Anna Maria Island Sun and The Islander continually cover each meeting and inform the residents of forthcoming projects, such as the new boat ramp and restroom, exotic species removal, new landscaping and protective bollards, and Kingfish Boat Ramp improvements. The Bradenton Herald and Bay News 9 covered the landscaping, protective bollards and boat ramp relocation. The public is invited to attend CME monthly meetings, and to provide comments and inquiries. Homeowners and homeowner associations along the corridor have provided support letters, and have landscaped their abutting properties to compliment the native landscaping .

Additional funding is needed for continual exotic species removal , maintaining the new landscaping and supplemental tree plantings along Palma Sola Causeway, as well as for large-scale beach renourishment at Palma Sola Causeway that would require a perm1t from the Florida Department of Environmental Protection.

CORRIDOR PROMOTION AND MEASURING SlJCCESS

Press releases are sent out for special enhancement and annual events held on the Palma Sola Scenic Highway that include: beach renourishment, the painting of murals, Ribbon Cutting 1n Apnl 2008 that included a Program Agenda distributed at the event, Arbor Days, Great American Cleanup in April , and Florida Coastal Cleanup in October.

More than 50 parking signs and 8 pet waste station signs at Palma Sola Causeway include the Palma Sola Scenic Highway logo. Websites that highlight the Palma Sola Scenic Highway include those of the Florida Department of Transportation and Vis1t Florida. The Flonda Scenic Highway map includes this highway as well.

A measuring success is the observation of more family-oriented use, as opposed to past unsafe or illegal activities. •

LOCAL GOVERNMENT COMPREHENSIVE PLAN RELATIONSHIP

City of Bradenton Comprehensive Plan The City of Bradenton Comprehensive Plan includes three elements that highlight and protect land, water and sites along the Palma Sola scenic highway corridor. • Future Land Use • Coastal Zone Management I Conservation • Historic Preservation

Recreational / Conservation use is proposed for all existing and proposed recreation areas and conservation areas in the coastal zone, including the wetland areas of Perico Island.

Applicable recommendations for the Perico Island neighborhood include the following requirements. • Strictly enforce buffer requirements for the conservation areas. • Require mangrove and water quality protection as part of development approvals. • Require the preservation of and protection of the historic shell middens on the western peninsula if the peninsula is ever developed.

Palms Sols Scemc H1ghwsy Comdor Extens1on AppllcBIIon Docombor 20 t 0 60 The Coastal Zone Management I Conservation Element includes all incorporated areas north of Manatee Avenue and the Causeway from 75th Street to Perico Island. • The north and south half of Perico Island is outlined as a "Land of Environmental Concern." These lands are valued as coastal lands with abundant sea life and habitat. In an urbanized area where much of the natural shoreline has been destroyed, the element recommends that these remaining lands be protected because of their intrinsic value as well as because of their dwindling supply. The element also highlights the protection of the historic shell mound, severely damaged by erosion and people, on the western peninsula of the site. The Historic Preservation Element's map of historic districts and sites identifies the Perico Island Shell Mound.

City of Holme~ Beach Comprehensive Plan The City of Holmes Beach Comprehensive Plan includes three elements that highlight and protect land, water and sites along the Palma Sola scenic highway corridor. • Future Land Use • Infrastructure • Coastal Zone and Conservation

Preservation and Conservation land use categories are provided within the Future Land Use element of the City of Holmes Beach. While parcels adjacent to SR 64 in Holmes Beach are not designated as Preservation or Conservation, land along the Gulf of Mexico is mapped as Conservation. The Preservation Land Use Category is intended for areas considered to be vital for the maintenance and recharge of water resources, areas of unique or valuable topographic or subsurface features, and areas • of significant environmental or ecological importance, which should be preserved. The Conservation Land Use Category is intended for low intensive preservation, conservation and recreation.

The Infrastructure Element includes many of the measures identified in the Sarasota Bay National Estuary Program's Comprehensive Conservation Management Plan including the following recommendations. o Reduce or mitigate the impact of future development on storm water loadings to Sarasota Bay. • Recreational Use: Promote the Sarasota Bay region as a "paradise" reclaimed. Sarasota Bay includes the waters surrounding the corridor, Anna Maria Sound, Perico Bayou and Palma Sola Bay.

The Coastal Zone and Conservation Element's goals include the desire to conserve, protect and appropriately manage the natural resources of the City of Holmes Beach to ensure the highest environmental quality possible and responsible development that preserves the integrity of its natural environment.

The designation of the corridor as a Scenic Highway will move Manatee County towards achieving many of its goals: protection of native flora and fauna, preservat1on of the County's history, development of active recreational and passive open spaces, and the development of multimodal greenways. Moreover, complementary efforts by the County to enhance beachfronts, expand multimodal options for its citizens and visitors, allocate funds for recreational facilities, as well as encourage the use of native plants to enhance landscaping options will greatly assist in the development of a workable corridor management plan that may be effectively integrated into the County's existing land use, transportation and conservation regulations.

Clean Water Act - Outstanding Florida Water The Palma Sola Scenic Highway is surrounded by the waters of Anna Maria Sound, Palma Sola Bay and Sarasota Bay, all of which are designated Class II , Outstanding • Florida Water, as defined by Section 401 of the Clean Water Act. Cities and Counties must avoid any development activities that would degrade the existing water quality and must initiate management and monitoring activities that preserve this designation.

PARTNERSHIPS

On April 25, 2008 the CME had a ribbon-cutting for National Arbor Day to showcase the enhancements completed. All contributors were recognized for their roles.

The City of Bradenton was a 2008 Tree City USA Growth Award for demonstrating progress in its community forestry program in the following activity areas: • Local awards program for the Bradenton's Notable Tree Program that highlights trees having qualities that mature trees can achieve in its climate and soil • Partnerships for Bradenton's involvement with other organizations in native tree plantings on Palma Sola Scenic Highway

PROBLEM AREAS

Consensus was reached within the CME in the drafting its bylaws to establish procedures, elect officers and approve new memberships, with unanimous CME approval in November 2007 .

Consensus was reached with newspapers for all to use the modular newsrack to • replace each having its own newsrack. Positive and negative public comment was received regarding the removal of exotic invasive Australian pines, species selection of the new landscaping to replace exotic invas1ves, and protective wooden bollards. Consensus was reached between the CME, citizens attending CME meetings, City of Bradenton and Manatee County Government regarding native landscaping species and protective wooden bollards.

Controversy still exists with the Stop Taking Our Pines citizen group regarding the removal of Australian pines determined as an exotic invasive by the Florida Department of Environmental Protection.

The public has been and will be invited to each CME meeting, and has the opportunity at the beginning of each CME meeting to comment. The CME made substantial changes and compromises and is open to doing so. At this time, the CME recommends completion of the project as contractually specified and planned. Upon completion of the scope of services and grant reimbursements, the CME will re­ evaluate and discuss possible revisions.

63 ACTION PLAN UPDATE

The Action Plan of the Palma Sola Scenic Highway contains implementation • strategies, which include guidelines and incentives, capital improvement programs and a monitoring program to ensure successful achievement of the Corridor Management Plan's vision. This Action Plan works in conjunction with the Conceptual Master Plan to form the Corridor Management Plan. It prioritizes proposed improvements along the Palma Sola Scenic Highway, funding and partnership opportunities as well as the agency responsible for implementing the task. At the City of Holmes Beach Commission meeting on July 14,2009 approval was given to request the CME to add two more highway sectors to its letter of request to FDOT. These sectors are East Bay Drive from Manatee Avenue to the City limits at Bradenton Beach and Old Gulf Drive from East Bay Drive to Manatee Avenue.
