Hampshire Rugby Football Union Limited Annual Report – 2020-2021

I think I can safely say that we have just experience a rugby season like no other before us! Lockdowns stretched for most of the season and rugby was only interspersed at points when activity was permitted. I think everyone has been well and truly tested, however, I do believe that our clubs have come out of this season intact and raring to go as well as being financially sound.

These have certainly been challenging times and I have been ensuring that any information from the RFU gets out to all the clubs as soon as possible to assist them. To catch all demographics we have been using email, website, Facebook Page and Group and Twitter to get the messages out there. The team in the County Office have been continuing to work hard for our Hampshire clubs and schools and are doing our best to make Hampshire a leading Constituent Body (CB).

Hampshire Rugby and its Clubs are fortunate to have the incredible support of its volunteer members, without whom rugby in Hampshire would just not happen. I would therefore like to thank all the officials, club volunteers whether it be a manager, coach or parent; who stand on the touchline in all weathers, and of course the players themselves from U6s and upwards who commit to their clubs so that they can enjoy the game we all love and enjoy.

No Club, School or County competitions took place this season due to the Covid restrictions. We did however have success in the County with some of our Ex Hampshire players taking to the stage in the men’s and women’s Six Nations tournaments. In the women’s six nations we had a first cap for Donna Rose ex Trojans, and on one weekend had 5 ex Hampshire women players playing in the tournament, a proud moment.

Mark Castle our Club Development Chair has been busy ensuring that clubs access as much money as they can from rate rebates, grants and loans. Thank you to Nicola McCombe (RFU Club Developer ) and Mark for doing this so effectively.

The Game Development Committee has been run by Gary Self. It has been a frustrating season for all the Sub Committees within this Committee, to keep in touch we have been having meetings almost every month to keep up to speed with the ever changing Covid climate. The safeguarding team has been run very well this season by Sarah Whatmore, who has expanded her safeguarding team and with the help of our new Diversity and Inclusion lead Mat Mason-Hames put on some much needed Mental Health training for our clubs. We have recently been audited by the RFU on our Safeguarding and can proudly say we had green lights all the way, so a big thank you to Sarah and her team. Thank you to everyone in all the Sub Committees for all the hard work this season.

Hampshire rugby are always striving for better communication with its clubs and schools by using email, website, Facebook, Twitter. Hopefully you will all have had a chance to see the new website using Pitchero which is a vast improvement on the old website.

Communication is key but this goes two ways, so please ensure ALL your clubs GMS golden roles are kept up to date throughout the season and especially before September 2021.

FINANCE REPORT 2020-21

I am shortly to complete my fifth year as Finance Chair, and at last, I now feel as though I am beginning to have a better understanding of the financial situation as a whole, and of the financial workings of The RFU in particular! Once again, my thanks to my predecessor, Jed Stone, for his willingness, always, to offer help and advice, and my special thanks to our Executive Director, Julie Greenslade, and to members of The Board, for their support on all financial matters.

The final June 2020 Accounts showed a loss of £5,452 compared to a budgeted break-even position. This compared to a surplus of £6,275 for the previous year. As a result, our reserves decreased from £107,567 to £102,115. For the 2020-21 season we had budgeted for a small surplus. However, the period since March 2020 has obviously seen an unprecedented set of circumstances, and the financial outcome for the current year to June 2021 is likely to see a further loss, which I currently estimate to be around £7,000, which will clearly reduce our reserves still further to approximately £95,000.

Our “core funding” from The RFU has historically been just over £68,000 per annum for several years, but for season 2020/21, this was cut to just over £10,000, a reduction of 85%, which has obviously had a significant and adverse effect on our spending on the “Local Rugby Plan” (LRP). We have now been informed that the same level of core funding (just over £10,000) is to be provided for season 2021/22. As we normally use 25% of the core funding (£17,000) towards our fixed costs of running the County Office, it is clear that next season is likely to see another reduction in our reserves. There are some positives to report, in that we have some £32,000 remaining in what The RFU describes as the “Immediate Support Fund”, although at the time of writing, we still await confirmation of the permitted use of these funds, which were provided for in the June 2020 accounts. We have also received £12,500 for Age-grade County rugby, and we had contributions from parents and supporters which were unused because of the pandemic and which we have carried forward. But there is unlikely to be funding for senior County rugby in the immediate future.

I am hopeful that our administration costs will come in under budget (again) this year, and our Executive Director has initiated and overseen the move to smaller premises in Wickham, resulting in a substantial saving in rent. These costs are normally funded two-thirds by the RFU from the Core funding received, and one-third by our Clubs and Associates, but the reduced funding from The RFU will mean not only that we will be much less able to provide funding for the Local Rugby Plan (LRP), but also that our fixed costs of administration and of running the office at Wickham will need to be funded from own Clubs and Associates and from our reserves, until The RFU is once again able to fill Twickenham to capacity!

So, in summary, my feelings are that we will end the year to June 2021 with a current year deficit, although there are some uncertainties which might have an impact on this year’s figures. The detailed report and final figures will be provided at The Financial AGM, of course, in November. As I said at last year’s AGM, my aim from now on will be a have a balanced budget, but the unprecedented nature of the current situation may require us to provide further and unforeseen financial support, but at least we will still be doing so from a position of relative financial strength.

Let us hope that by the time this report is read, we are in a more positive situation as regards “unlocking”, with the distinct prospect of a full season of rugby to come from September this year.

DISCIPLINE REPORT 2020-21 The season was virtually non-existent in Hampshire with only a few friendly fixtures being played in May and there were no reported red cards from those games. Unfortunately, there were two red cards at Junior level during May.

I will therefore take this opportunity to remind clubs that were a red card has been issued and the offence involves contact to the head the entry point is Mid-Range on the Sanction Table. Secondly may I remind clubs that they must report any red cards to either myself or the County Office within 48 hours of the game ending. We will not deal with any cases until such notification has been received from the club. This will mean the player concerned cannot play until the case has been dealt with through the appropriate procedure.

CLUB DEVELOPER REPORT 2020/2021

Firstly, may I begin by extending a huge thank you to everyone in Hampshire for the warm welcome they have given me since coming into post. After a time of uncertainty, furlough and restructure it has been reassuring to work with such enthusiastic people.

Since coming into position, I have been working on the following; · Introductory phone calls to Club Chairs when I was new in the post to introduce myself and hear how each club has been coping. These were followed by virtual Club Cluster Meetings to show the new RFU structure and to look at new ways of working and to identify club needs. · Winter Survival Funds – Grants and Loans; supporting clubs by ensuring they were aware of the funding opportunities and answering any questions they may have throughout application process. · Inner Warrior Support. · Attending various Hampshire CB meetings to support and answer queries (Game Development, Winter Survival Fund, Communications, Mental Health, Youth Forum and Girls Forum) · Working closely with Mark Castle to develop clubs’ volunteers offer and delivery of Hampshire Club Volunteer meeting. · Establishing relationships with Energise Me (Hampshire Active Sports Partnership) and Hampshire Schools Union to look at sustaining and growing school activity.

CLUB HAMPSHIRE REPORT 2020-21

Covid regulations have prevented any form of rugby taking place, this season. Our efforts have been to keep the players involved with School and Clubs.

We will return to rugby as and when we are permitted but this season has been a very difficult one as we must try to keep the players interested in rugby, and not move to other sports, which have less restrictions.

Let’s hope the coming season allows us to get back on the Rugby pitch and not just for walking the dog!

CLUB DEVELOPMENT REPORT 2020–2021

The Club Development Committee delivers across the Rugby scene in Hampshire to assist and help our Member Clubs provide a welcoming and safe environment for everyone. We work closely with the RFU Professional Staff and provide a conduit through which your Club can access expertise, funding support and guidance.

This season as per last season has been a strange one caused by CovID-19 pandemic however it was great to see games eventually played, especially with clubs taking advantage of the pitch maintenance grants and the extended rest period of pitches. Hopefully the pitches will get a full season of use coming up.

From a lockdown and budget perspective coupled with the reduction in RFU staff we have been limited to the projects we could run and our main focus has been helping behind the scenes with the RFU on Club submissions for Survival grants & loans. It's good to see a number of clubs taking advantage of these.

Volunteers continue to be vitally important to the delivery of Rugby in Hampshire, whether it be at a Club or County Level, you can never have enough Volunteers and the reality is that many Clubs and the County Committees rely on a small and ageing group. We MUST find, and engage with, the new blood within the Hampshire Rugby Family that will take us forward into the future seasons. As the focus looks to the new season you will see a ramp in projects looking at re-engaging people with rugby from players right through to volunteers, referees, coaches etc. Please keep your eyes peeled for these and also the new County Volunteer recognition program.

Next season will also be our County's turn to run Leadership Academy and I ask you to think about worthy candidates from your clubs who could be nominated to attend this course. As a CB we are also planning the new Local Rugby Plan for next season and your clubs will all have received communication to get club input into this and help set the strategy and priorities. We are in the process of collecting this input and will share as per before the LRP with you all for transparency.

On behalf of all Hampshire Clubs and the Hampshire Committees, a very big ‘thank you’ to our RFU professional staff. Whilst we no longer have RDO's or CRC's we still interact heavily with RFU staff, Nicola McCombe our club Development Officer, Kieran Spencer & Rick Bruin Facilities and Alex Thompson for the Leadership Academy.

Lastly, I would like to take a moment to Thank everyone on the Club Development Committee for their support, help and innovation over the last season especially in preparing for next season.

YOUTH REPORT 2020–2021

Stating the obvious, but it has been one of the strangest rugby seasons of 'our' time. Despite all that has been thrown at us, there has been positives. The clubs have rallied, we've accommodated revised rules and so far, we don't believe that it has been detrimental to numbers, however the stars have without doubt been the players. They have adapted, got on with it and showed the adults how to lead the way with their resilience and enthusiasm.

We have had lively debates by Zooms that have been well attended and the RFU have listened to our concerns. We can only hope that Youth rugby can return to normal in September, allowing the age groups to develop new skills and play with their team mates before moving on.

Thanks to our volunteers that organise and facilitate playing rugby and to Julie and the county office. Their enthusiasm, commitment and continued support is very much appreciated and Hampshire Youth Rugby is nothing without you all.

Welcome and thank you for attending – we can see from the participants list that we are undoubtedly quorate, but would still like you all to sign in, either by using the chat facility or via an email to the office, stating your full name and your club. This is because the participants list only shows the name you use for your computer, often just a Christian name or nickname, so please do sign in.

We asked for questions on tonight’s motions and reports to be submitted in advance after reading the AGM brochure, and will cover any received as we progress. The chat facility can also be used to submit questions, as we need those not speaking on “mute”, otherwise every cough, dog barking, door closing or similar household noises will change the display and disrupt the sound. Our AGM normally includes prize-giving and awards, but we will be saving those for a later date when we can physically be together, ideally at the next Clubs’ meeting, so this meeting will concentrate solely on the formalities required at the AGM.

There were no questions regarding the Executive Directors report.

Item 5 – To receive a Financial Report – The President invited Finance Chairman Richard Showan to speak: -

1. We were budgeting to break even for this year to 30th June. Because of the Covid 19 situation, we have committed over £14,000 from our reserves to assist the clubs. However, we expect savings of about £8,000 in administrative costs, thus meaning that we are likely to show a deficit of about £6,000 - £7,000. 2. Reserves are thus expected to reduce by circa £7k to around £100,000, once we have finalised the figures.

3. County Office and administration costs are again under-budget (again), largely due to Julie's careful control of costs.

4. Of the £68,136 "Core-funding" from the RFU, we will continue to put 25% (£17,034) towards the costs of running the County Office and administration, but this figure (£68,136) may well reduce by 70% for next year, as The RFU seek to reduce costs in the wake of the current pandemic. Clearly this will present a severe challenge, but at least we start from a position of relative financial strength.

5. The funding of Club Hampshire Age-Grade rugby this year has been greatly helped by approximately £13,000 from parents, businesses and other helpers and sponsors.

The President declared the Financial Report received, and there were no questions.

As in previous years, the President requested it minuted that he expresses his thanks and appreciation for the work of our Chairman of Finance Richard Showan and our office team in managing our finances.

There were no questions regarding the Financial report. The President introduced items 6 and 7.

Item 6 - To consider a resolution dis-applying the provisions of the Act relating to the obligation to appoint Auditors.

The Management Board proposed that the Accounts for the year from 1st July 2019 to 30th June 2020 be subjected to an Accountant’s Report and that the requirements for a full professional audit be dispensed with.

The Management Board recommended Rothman Pantall LLP Eastleigh to be appointed.

Item 8 -To elect the Management Board

You will have noticed in the AGM brochure that our Chairman, Ed Neville, has also accepted a Board nomination to be Deputy President and therefore become my successor as President in 12 months’ time.

This is good news for the County, but also means that Ian Kerr’s services on the Board are coming to an end. Ian was, of course, President himself from 2013-16 and has served as Deputy since, for Rick Scott and with me as well, when Rick decided not to continue. We are both grateful and indebted to Ian for is extended service and the way in which it has been carried out, and will be making a presentation to him to express that appreciation when we can all get together in the near future.

I would also like to thank Richard Isaacs for his two years running Competitions before having to stop through work commitments, and indeed anyone else ending a term of office for the county, both on and off the field.

The President then addressed all at the AGM...

When I made the President’s address last year, one of the things I reflected upon was the joy I had (re-)discovered by watching more age group rugby than I had been used to and admiring the skill levels displayed by our young players. This, in turn, is a tribute to the coaches we have in our clubs and schools. Brilliant work, all voluntary and about which we remain both grateful and impressed. This healthy pleasure was continuing as the U15s and 16s pursued their programme of fixtures and I looked forward to seeing other age groups and our girls’ teams, only to have it all taken away by a nasty little bug that I can’t even see. My frustration is your frustration, as thousands of us have been affected by the interruption of our much-loved game - yet ALL of that is, of course, insignificant compared to those unfortunate few who have lost family and close friends.

We had enough of a season to determine ups and downs in our competitions, and are just coming out of it to a point where we can start making plans for training if not just yet for matches. I pray that we don’t have a second spike that sends us back where we’ve just been. I worry that the RFU is having to make more cuts (another 139 jobs announced on Monday, but we don’t know where yet) and that reductions will again hit the community game rather than the professionals. The handful of professional clubs with 68% of the RFU budget are having to make cuts of their own. Hampshire Rugby has maintained a sensible level of reserves; we can and will use this in support of clubs, whose money and whose game it really is. We in Hampshire are less “hand to mouth” than our governing body has become, but the RFU is doing its best in difficult circumstances, even though these are partly of the Union’s own creation, financially at least. We were informed on Monday that the “Aspirational Pathway” budget has been removed for at least next season, so no county rugby funding for 18s, Under 20s or full county teams. No county championship this year or next - where will it end? The RFU thinks recovery will take four to five years, and this assumes no more similar setbacks. So, is there anything positive going on? Well, there is in Hampshire clubs and much of it has made me very proud of those clubs and of all our volunteers. Yes, we’re looking to get back to training very soon and playing not too long afterwards, hopefully before Christmas, hopefully before that. What filled me with pride and admiration, though, was the community spirit displayed from the start of lockdown, as clubs started to apply their thinking and effort firstly to how they could survive and then immediately after that, what they could do in their community. There have been some outstanding examples of selfless activity, community spirit, teamwork and caring usually only seen in the NHS.

Two examples: One of Alton’s main sponsors is a gin distillery, who changed to producing hand sanitiser, which was distributed locally through Alton club members. And Basingstoke, started a food bank part way through lockdown, with contributions invited every Monday, distributed by club members during the week. There are other examples across many of our clubs and this is what rugby people are like. I have no doubt that our clubs will use this spirit to survive and play rugby. I have nothing but admiration for the work that has been done and look forward, with you, to it bearing fruit. Thank you. And to everyone on our committees who have kept the county running, particularly those in all the committee chairs, Club Hampshire and, of course, the two ladies in the office, they haven’t BEEN in the office but have somehow kept everything going seamlessly. They have kept us well informed, as has Terry through his Council role, where our interests have been fully and well represented. Spare a thought too for some of the work and planning that was in place and can’t be used. Budget and project planning, age group training, the coaching conference, tournaments, tours, even the annual lunch to thank the partners of our volunteers. To paraphrase the (Coldplay) song: “when you love someone and it goes to waste - I will try to fix you”. Well, we love our game and our clubs - and we’ll try to fix things so that as little as possible is wasted. We started when lockdown started and we’ll gather pace through the summer till we can get on the field. Thank you for all you are doing now to get us there. It remains a pleasure and a privilege to be Hampshire Rugby’s President.

RH welcomed everyone and thanked them for all they are doing in their clubs in these challenging times. RH asked RDS to present the accounts.

Summary

RDS shared the financial booklet to all attendees, he explained that in some areas there would be a need for further explanation. RDS showed the last page of the account booklet and explained the following

INCOME - The RFU core funding normally 68k will be cut this year to 15% of that around £10k - The item Covid19 Fund of £14k refers to the grant that the RFU gave us – if we matched it with the same amount, which we did. - IOW travel was new as the RFU gave us the grant this year instead of administering it themselves and we passed it onto travelling clubs.

EXPENDITURE - £15K was spent this season on developing club facilities – mainly pitch maintenance – this was considerably more than in previous seasons. - The Rugby director value is now £0 thanks to TA doing the role as a volunteer. Thank you, Tim., - The Covid-19 fund reads £39k as in addition to the £14k from the RFU and the £14k from HRFU we had an unspent surplus due to a truncated season of £11k and we added that to this Immediate support fund. - Taking it all into account we had a deficit of around £5k for the year.

RDS handed back to RH, RH asked if there were any questions from the floor. There were no questions so using the Poll system on zoom all clubs present were asked to vote for the item 1 below.
