NDCC UPDATE Sitrep 5 Re Effects of Tropical Cyclones: TD“CRISING” and TD “DANTE”

1.0 Situation TD Dante Issued as of 5:00 AM 02 May 2009 1.1 At 4:00 AM, 02 May 2009, TD Dante has slowly moved northeastward as it maintained its strength. It was estimated in the vicinity of or at 80 kms east southeast of Legaspi City (13.0º N 124.5º E). It has a maximum center wind of 55 kph near the center and its movement is almost stationary . It is expected to be at 50 kms south southeast of Virac, by tomorrow morning and at 40 kms southeast of Virac, Catanduanes by Monday morning and at the vicinity of Virac, Catanduanes by Tuesday morning.

1.2 Public Storm Warning Signal No. 1 is raised over , , , Sorsogon, Catanduanes, including Island, Southern Quezon and Northern .

TD Final Bulletin Crising Issued as of 5:00 AM 02 May 2009 1.3 At 4:00 AM, 02 May 2009, Tropical Depression Crising has weakened into a low pressure area over South China Sea. It was located 220 kms northwest of City. (11.7ºN,117.7ºE. No public storm signal raised. However, southern will continue to have occasional rains becoming frequent over the provinces of Quezon, Camarines Sur, Camarines Norte, Catanduanes, Albay, Sorsogon and which may triggers flashfloods and landslides. With this development and unless re-intensification occurs, this is the final bulletin.

2.0 Effects

Casualties Region IV-A 2.1 Ricardo Cañones, 60 yrs old, who was reported missing since 30 April 2009 was found dead in Brgy Talao-Talao, City by the Bantay Dagat of said city

Region V 2.2 Body of Joel Acal, a 19 yrs old fisherman who was reported missing since 28 April, 2009, was also found dead at Brgy San Jose, Talisay, Camarines Norte.

Stranded Passengers and Transportation 2.5 As of 4:00 AM, 02 May 2009, a total of 2,384 passengers, 45 small cars, 60 trucks, 13 passenger bus, 12 motor bancas and 16 vessels are stranded in the following ports namely: : City, ; Roxas, Oriental ; , Albay; Bapor, Masbate; Pilar and , Sorsogon; and City, Occidental. The PCG Unit Commanders in the area are closely monitoring and rendering assistance for the security and safety of stranded passengers and vessels.

Flooded Areas 2.6 Twelve (12) barangays in San Miguel, Catanduanes namely: San Juan, Salvacion, Sta Elena,Ubo, Dayawa, Siay, Pakugon, Tobrehon, GMA, San Marcos, Balatohan and Katipunan were flooded.

Status of Roads in Catanduanes 2.7 The following road network are either impassable/hardly passable due to recurring landslides, flooding and cut road/slip embankment:

2.7.1 Circumferencial Road (Virac-Bato-San Miguel-Viga-Panganiban- - Pandan--San Andres-Virac Road Section -The following sections are hardly passable/impassable due to recurring landslides: (KM5+260), Balongbong (KM8+150), Boton (Km12+500), Paraiso (KM 27+000), Km+000, Kanlanka Spillway (KM 39+440), Panabanon, Caramoran (KM 144+750) Actions Taken - Removal of landslide debris is ongoing utilizing private-owned equipment and installation of proper warning signs advising traveling public.

2.7.2 Junction–Panganiban–Sabloyon Road Section -Km 60+000.73+400 ; km 73+400- km 83+000; Km 184+800; km 60+000- km 73-400; and Km 73+400-km 83+000 are hardly passable due to landslides at various sections and washed-out SBBS: Actions Taken – DPWH is still awaiting for the immediate release of Calamity Fund for road restoration. : 2.7.3 Junction Bato-Baras Road Section (Km12+350-Km12+450; km 12+500; Km 13+000- Km16+000; and Km16+000) - impassable due to recurring landslides Actions Taken - Removal of landslide debris is ongoing utilizing private-owned equipment. 2.7.4 Baras--Viga Road Section : Agban Section (Km 37+420; Doririan Section (km 47+300) - impassable due to washed-out RCBC

2 2.8 The following Provincial Road Sections in Catanduanes are hardly passable/impassable due to cut off approach; damaged concrete shoulder; scoured embankment; washed–out surface materials, drainage, gravel and earth road; inundation; and damaged spillway :

2.8.1 Manalili concrete spillway in Danicop Road; Gogon Provincial Road concrete shoulder in Junction NR to Gogon Painab; Junction Bato to Pananaogan-Bote Provincial Road in Bato-Batalay-Bote Carurian Road; Casoocan-Magnesia Provincial Road in Casoocan, Virac; Junction Ogbong-Alinawan Provincial Road in Viga-Payo; Junction Ogbong Abni Provincial Road, San Rafael-Salvacion Provincial Road, Bato- Batalay-Bote Provincial Road, Oco–Burgos Almojuela Provincial Road, Rojas- Osmena- Provincial Road all in Viga; Ingasan Spillway and Pajo-Daguindingan Road all in Virac; and Panganiban-Cabuyuan Road in Panganiban Road.

3.0 Humanitarian Efforts

3.1 OCDRC 5 coordinated with DSWD 5 on the reported evacuees from Mercedes and Camarines Norte for possible relief operation and deployment of relief assistance thereat; confirmed reported dead fisherman in Mercedes, Camarines Norte; coordinated with PCG on the status of stranded passengers; and provided media interviews on the latest weather disturbance. 3.2 DPWH Catanduanes is now undertaking road clearing operations/removal of landslide debris in areas affected by landslides utilizing privately owned equipment. Restoration will start as soon as Calamity fund is released. 3.3 SWAD team in Camarines Norte and Catanduanes continue monitoring the flashflood and landslide occurrences. 3.4 The 901 st Bd, PA prepositioned M-35 trucks for immediate deployment/use for emergency operations.
