The United States must be prepared to use chemical and biological weapons in general war, to the extent that the military effectiveness of the armed foraes will be enhanced by their useo b. Radiological Warfare? The sole United States ability in radiological warfare as presently defined is to produce contamination by the use of nuclear weaponu. Hence, the National Policy for RW is necessarily the same as that for nuclear weapons. This latter policy requires specific direction by the President for the initiation of nuclear warfare.
