HKGCC is organizing a mission to , Zhuhai, on 22 January, 2013, to update members on new developments on the island and future opportunities for cooperation.

Hengqin, located in southern Zhuhai, is a large island HK adjacent to . Hengqin covers 106 sq. km, and is a state-level strategic new area connected to and Zhuhai Macau under the ‘One Island, Two Systems’ policy. In August 2009, the State Council formally approved the ‘Hengqin Overall Development Plan.’ Hengqin is positioned as a pilot zone to develop cooperation within the Hengqin Delta region and provide services to Hong Kong and Macau.

In August 2011, the State Council officially announced special preferential policies for Hengqin, which are more specific than other special economic zones. These include customs clearance measures with Macau, which is the first-line of control, while a second-line control manages clearance measures inland. The island will concentrate on developing leisure and tourism, business services, financial services, cultural & innovative industry, Chinese medicine, scientific and technological R&D and high-tech industries.

Industries which meet entry requirements or are engaged in favoured projects, can enjoy lower tax rates and preferential individual tax rates. Imports of production-related products are managed as special cases and also receive tax incentives, i.e. duty-free or bonding. Trade of goods among enterprises located in Hengqin will be exempted from value-added tax and consumption tax.

Tentative Programme: 22 January, 2013 (Hong Kong–Hengqin )  Arrive at Macau by ferry, then travel to Henqin by coach  Meet and have lunch with governmental officials of Zhuhai Government  Visit Hengqin Exhibition Hall, , Shizimen CBD, Xinjiayuan Commerical Street, Zhuhai Hengqin Chimelong Ocean Resort, etc

Registration details: This mission is exclusively for HKGCC members. The participation fee for the mission to Hengqin, Zhuhai is HK$170 inclusive of local transport, souvenirs, meals and other related administrative expenses. Ferry tickets and interpretation fees are not included. Deadline for booking is: 28 December, 2012.
