Detaineereportedly received specialized training at Islamic militant training camps in Afghanistan (AF). JTF-GTMO determinedthis detaineeto be:

4. (S/NF) Detainee'sAccount of Events:

The following sectionis based,unless otherwise indicated, on detainee'sown account. These statementsare included without consideration of veracity, accuracy, or reliability.

a. (S//NF) Prior History: Detain-eespeaks Arabic ashis native language,but also speaks and understandsItalian and French.' Detaineehas an elementaryschool education. At the ageof 19, detaineedecided to immigrateto Italy. Detaineeused his passportto acquirea tourist visa to Trapani,IT, in 1989.3Detainee immediately traveled to Rome, IT. Detainee sold heroin for a living, but usedmuch of the incometo supportdetainee's own drug habit. Detaineereturned to Tunisia in 1993and worked as a barber. In September1995, detainee. moved to Milan and lived in a large dormitory and began attendingthe Via PaduaMosque.- ln 1998,detainee attempted to renewhis residencycard in Milan. Detaineediscovered he was sentencedto one and a half years in absentiafor a 1992 drug-relatedcharge. Detainee spentone year and nine months at the Pesaroprison in Milan.'

b. (S//ND Recruitment and Travel: Detaineemet Abdul Fatah,an Algerian, at the Via PaduaMosque in Milan. ln March 2000, detaineeand Fatah decidedto travel to Afghanistan to study Islam and live under Islamic law, but were unable to go at that time. In February Z0OI,detaineeagain decided to travel to Afghanistan. Fatah did not accompanydetainee,

but provided detaineea travel route and the name of Jafar al-Jazaiei as a point of contact.6 Detaineedid not tell anyonein his_family about detainee'sintended trip to Afghanistan becauseit was a "secretiveissue."' Detaineemade his way to Afghanistanthrough Tehran, Iran (IR) then Meshhad,IR, in February 200I. Detaineethen crossedthe border into Afghanistan through Teybad, IR, near Herat, AF. From Herat, detaineeflew to Kabul, AF, where detaineestayed at a guesthousefor one day.o Detaineewent to Jalalabad,AF, and stayedat an Algeriqn guesthouseowned by Jafar al-Jazaien,locatedbehind the Taliban IntelligenceOffice.'

c. (S/NF) Training and Activities: Detaineestayed for approximatelyone month at Jafar al-Jazaiei' s guesthouse.Jafar al-Jazaiei and Abdul Hafrz taught detaineehow to assemble and disassemblea Kalashnikov assaultrifle. Detaineereturned to a Kabul guesthouse located in the Wazir Akbar Khan areato study under an Afghan named Yousef Khan, who owned the guesthouse.Detainee remained at this location with approximately fony-four other individualsfrom variouscountries until December2001.10

(S/Arff; The Sami Essid Ben Khemais Network was identif,redas the key memberof the TCG in Italy and is linked to other cells in the GJSN.lo The Essid Network was active in the falsification of travel documents,currency counterfeiting, stolen vehicles, and narcotics trafficking in coordination with the Mafia, ensuring financial support of terrorist groups within Europe. The former leaderof this cell Essid Sami Ben Khemaisaka (Abu Muhajir), a Tunisian,was arrestedby Italian authorities in April 2002." o (S/A{F) Detainee'sbrothers are also listed as part of the Sami EssidNetwork. Detainee'sbrothers are Samir Ben Mabrouk Ben Hmida Ben Mabrouk Bouehamiand 16 Faical Ben Mabrouk Ben Hmida Ben Mabrouk Boughami. . (S/A{F) In mid-July 2002,detainee's brother Samir was residingin Holland with Radi al-Fiqi a Libyan Islamic extremist. Al-Fiqi was an operativeof senior al-Qaida lieutenant Zayn al-ltbidin Muhammad Husayn aka (Abu Zubaydah), ISN US9GZ-010016DP(GZ-10016). Samir was alsomaintaining contact with a '7 large group of Islamic radicalsin Italy. Detainee'sbrother Samir reportedly sought assistancefrom the Tunisian governmentand ICRC to have detainee 18 releasedfrom JTF-GTMO. o (S/AIF) Abdul Fatah, assessedto be an extremist network recruiter, made arrangementsfor detaineeto travel to Afghanistan for jihadist training. Detainee statedFatah gave detaineejihadist videotapes. Fatah directed detaineeto an Algerian guesthousein Jalalabadmanaged by Abu Jafaral-Jazaieri.le (Analyst Note: Fatah alsorecruited Lufti Bin Swei Lufti, ISN US9TS-000660DP(TS- 660), in Italy. . (S/AIF) Abu Jafar al-Jazaiei aka (Omar Chaabani),was a known al-Qaida facilitator subordinateto Abu Zubaydah,and was financed by Usama Bin Laden (UBL). Abu Jafar ran a terrorist network which operatedsafe housesin Peshawar,PK, Jalalabad,and Kabul." Thesehouses were operatedfor the purposeof supporting and training North African recruits in Afghanistan.2a o (S) Detaineeacknowledged staying in Yousef Khan's guesthousein Kabul for eight months.2s lAnalyst Note: There is no additional reporting on Yousef Khan and the guesthouseis assessedto be a guesthouseoperated by Abu Jafarin Kabul.) o (S/A{F) Detaineereceived small arms training in Afghanistan and probably received explosivestraining as well. o (S/A{F) A Tunisian governmentservice report indicates detaineeattended militant training at Khaldan and the Derunta camp in Afghanistan.26 o (S/A{F) Detailee acknowledgedtraining on the AK-47 with Abu Jafar al-Jazaiei and Abdul Hafrz.'' MO-197 has also beenidentified as a chemicaland electronicsspecialist who, betweenlate 2000 and September200I, had beenresponsible for providing training on the use of electronic componentsfor fabricatingexplosive devices at the Algerian house,assessed to be the Algerian guesthouserun by Abu Jafar.2e . (S/AVF; Brahim Yadel, ISN US9FR-000371DP(FR-371, transferred), stated he receivedelectronic detonation training from Muhibullah (MO-197) at Abu Jafar'sguesthouse in Jalalabadfrom Januaryto March 2001.30 o (S/A{F) Detaineewas arrestedwith a CasioModel F-91W wristwatch.3rThose who completedelectronic explosives training typically carriedthis style of watch. This model hasbeen used in improvisedexplosive devices (IEDs) linked to al-Qaida and otherradical Islamic terroristsin the past. Its timing devicecan be setbeyond a

GSCO is known for engagingin extremist-relatedsupport activities, including 33 false documentprocurement. o (S/A{F) Detaineeadmitted to being presentat the PadrrS.Mosquein Milan and being approachedto cosignGSCO paperworkin late 2000.'" o (S/A{F) During the investigationof GSCO it was found detaineeowned the following: . (S/Affq A BMW stationwagon, LicenseMI2M8082, which had beendriven in the pastby MohamedBen Brahim Saidani. Saidaniwas arrestedby Italian police in August 2001 and extraditedto Tunisiawhere he is servinga life sentence.'- . (S/AIF) A GSM phonecard, number 00393475143199,used in January1998 by Hedi Ben Hedili Hammami aka (Abu Dar), a known memberof the Salafist Group for Call and C^ombat(GSPC) cell in Bologna,IT. The GSPC leaderwas identified as Saidani.'o o (S/A{F) Detaineewas identified as a memberof the Islamic militant movement al-Takfir Wa al-Hijra in Italy. Detaineewas reportedto haveclose ties with the group's leader,Mohammed Ben Brahim Saidani. Italian law enforcementofficials suspectedSaidani was involved in strengtheningties between Islamic extremist supportersin Milan and Bologna, and in identifying new recruits for al-Qaida.37 (Analyst Note: Mohammed Ben Brahim Saidani is the sameindividual identified in the GSCO investigation. It is evidentGSCO was usedas a front organizationfor extremistsupport elements in Italy.)

c. (U//FOUO) Detainee's Conduct: Detaineeis assessedto be a HIGH threatfrom a detentionperspective. Detainee's overall behaviorhas been semi-compliant and hostile toward the guard force and staff. Detaineecurrently has 28 Reports of Disciplinary Infraction listed in DIMS. The most recentinfraction occurredon 31 December2006. when

detaineewas found in possessionof contraband,including two piecesof unauthorizedlined notebook paper with writing in an unknown language. Other incidents for which detainee has been disciplined include assault,damage to govemment property, inciting a mass disturbance,unauthorized communications, failure to follow instructions and camp rules, and possessionof food and weapontype contraband.On2 June2003, detaineehad a flail-like weapon made from a towel that detaineewould swing around to hit things. Detaineehas a total of five Reports of Disciplinary Infraction for assault,the most recent occurring on 2 July 2006, when detaineegrabbed a guard's hands and pulled them toward himself. In2006, detaineehad a total of 10 Reportsof Disciplinary Infraction.

8. (S/NF) DetaineeIntelligence Value Assessment:

^. (S) Assessment: JTF-GTMO determinedthis detaineeis of MEDIUM intelligence value. Detainee'smost recentinterrosation -n.tuin.esession was on 28 November 2006.

b. (S/NF) Placementand Accesr, lived in Italy for over ten yearswhere detaineewas actively involved in illicit activity supportingIslamic extremism. Detainee admittedly trained under known senior al-Qaida member and facilitator Abu Jafar al-Jazaiei aka (Omar Chaabani).Detainee's placement at Abu Jafar'sguesthouse in Jalalabadwould havegiven detaineeaccess to the studentsand trainersof the explosivescourse, which detaineepossibly also attended. Detaineepossibly attendedDerunta and Khaldan camps and had accessto personneland training activities.

c. (S/NF) Intelligence Assessment: Detaineehas knowledgeof the TCG and Islamic extremist facilitators in Milan. Detaineeprobably has knowledge on how to produce or accessforged documentsthat allow for illicit international travel. Detaineemay be able to provide information on explosivestraining conductedat the camps and guesthouses. Detaineehas provided very little information on his contactsand activities prior to leaving Tunisia. Although detaineewas identifiedwith known Islamic extremistsupport cells, it is unknown if detaineeserved in a leadershipor critical role within those cells.
