    ELECTION MANAGEMENT AND PARTY DECISION MAKING IN PAKISTAN1 Sameen A. Mohsin Ali (SOAS) Work in Progress – Please do not cite ABSTRACT This paper argues that while the election was definitely a step in the right direction, a great deal needs to be done before democratic consolidation takes place in Pakistan. I argue that electoral mismanagement; the powerlessness of the ECP; and, the intervention of an activist Supreme Court in the run up to the election shaped how parties made candidate selection decisions, and in turn, impacted the voters‘ choices. In order to highlight these issues with the electoral process, I will discuss (1) the structure and staffing of the ECP, linking the notion of bureaucratic agency to malpractices within the Commission; and (2) the powerlessness of the ECP in light of 4 issues that were relevant in the run up to 11 May 2013, leaving a gap for the Supreme Court to fill. This is not a normative argument; instead, this paper present a picture of how the actors involved in the electoral process are interlinked, influencing each other‘s decisions and behaviour, leaving loopholes for other actors to fill. It indicates how these interactions might impact the electoral process in Pakistan, and suggests that further research on the issue may yield observations of interest. INTRODUCTION Following the May 2013 election, there have been numerous accusations of misconduct, mismanagement, and rigging. With some of these accusations, the Election Commission of Pakistan (ECP) has dealt promptly and well, for example, re-polling at polling stations in Khyber Pakhtunkhwa where women were barred from voting.

    01 Centre for Investigative Journalism (CIJ) Pakistan succeeded to prove its reports regarding large-scale green channel smuggling as the Honourable Chief Justice of Pakistan Mr Justice Mian Saqib Nisar took notice of this mega scam and copy of the Orders sent to the Honourable Chairman NAB Mr. Justice (R) Javed Iqbal for necessary action. After CJP’s notice, DG Customs Intelligence, in his report submitted to the then FBR chairman Tariq Pasha, admitted that green channel facility has been ‘mercilessly abused’ by some syndicates in connivance with a few corrupt customs officers. Another FBR official admitted that almost 10 million containers have been cleared through green channel which shows the exact scale of this scam. It is actually a scam equal to 1000 Avenfields. Customs Today has been reporting on abuse of green channel since past many years. An appeal regarding Rs 1000 billion green channel scam was repeatedly published in the newspaper by senior Journalist Asad Kharal and then the complaint was lodged before the Chief Justice in Supreme Court’s Lahore registry. After this complaint, the CJP took notice of the issue and ordered the quarters concerned to submit reply within 10 days. Earlier, Customs Today reported extensively on misuse of green channel facility at Karachi ports where mega brands like Mobilink and QMobile were reported to be grossly abusing green channel facility with connivance of Customs staff. Customs Today exposed mega smuggling scam of Digicom Company (Q-Mobile) as the company cleared more than 750 containers through green channel.     BRIEFING Pakistan ahead of the 2018 elections SUMMARY Pakistan will hold general elections on 25 July 2018. This event deserves attention for several reasons. With around 200 million inhabitants, Pakistan has the sixth-largest population in the world. One of the world's nine nuclear powers, it is the only Muslim country among them. It is strategically located between India, China, Afghanistan and Iran. It plays a major role with regard to Afghanistan's stability and the fight against terrorism, for which it has often been accused of connivance with militant groups. Finally, it is home to the world's second-largest Muslim population. The election is set to secure the second consecutive democratic transition of power in a country marked by chronic dualism between political and military power. The event is particularly important, given the current political turmoil following the removal of Prime Minister Nawaz Sharif from office. Pakistan is accused of giving support to terrorist groups. However, after the Taliban massacred 132 children at an army-run school in 2014, the authorities adopted a number of provisions to curtail terrorism. Nevertheless, the US administration, which considers Pakistan one of its key allies in the Afghanistan war, is unsatisfied with its record of fighting terrorism. The resultant US freeze on military aid to Islamabad may force the latter to switch allegiance to China and Russia, which could jeopardise Washington's efforts in Afghanistan. The China-Pakistan Economic Corridor (CPEC) of infrastructure projects is an example of the already flourishing relations with Beijing. The day-long festivities began with thanksgiving prayers and the hoisting of the national flag at all important public buildings in the country, which had been decorated with bunting and lights ahead of August 14. The day began with a 31-gun salute in the capital, followed by 21-gun salutes in all four provincial capitals. The main ceremony was hosted at Islamabad’s Jinnah Convention Centre, where President Mamnoon Hussain hoisted the national flag. Even a 60 days stint as the Prime Minister of 210 million Pakistanis, is a matter of great honour and pride. Restrained by the law to matters of routine banalities, you must have considered the dilemma of performing something different, creative and profound that would leave your mark on the pages of history. A previous Prime Minister suffering from a similar consideration, performed a very unusual task, moments before finally stepping out of the Prime Minister’s house. He went back to his office and signed documents that authorised himself and his friends to obtain five licenses each for weapons of prohibited bore. Clearly this is how some people perceive the meaning of ‘profound’ and ‘extraordinary’. Instead of waiting for the last day, you took off to Swat on the very first weekend after taking over as the prime Minister. You went to offer prayers at the graves of your parents and to meet your hometown friends and relatives. This was indeed noble, gracious and thoughtful. But you used an official helicopter and over 20 government vehicles to undertake this trip. Your trip was entirely personal and private - but you made it look official and had it fully covered by state funds and tax-payers’ sweat. Here is an opportunity for you to redeem the situation you have been trapped into by your overzealous bureaucrats. Simply ask the finance department to send you a bill of all expenses incurred in this visit and refund the amount from your own pocket.
