MINUTES The Parish Council Meeting of Catworth was held on Wednesday 11 December 2019 at 7.30pm at Catworth Village Hall

Present P Carr (Chair), A Moore, J Hurley, J McAuley and Stuart Rupp, Parish Councillors. 1 member of the public R Mimiene, Clerk

OPEN Each person wishing to address the council will be allowed to speak for a maximum of 3 minutes MEETING subject to the Chair’s discretion. This part cannot be longer than 15 minutes.

Chairman welcomed everyone. It was brought to PC attention that piece of land next to the garage on the left has a small lorry and a car for sale now parked there with numbers whom to contact. A Moore joined the meeting. The area is believed belongs to the garage. 2019/20 12/733 To Receive Apologies and Reasons for Non Attendance 12/733.1 Cllrs C Wilson and C Ellson sent apologies for absence.

12/734 Declarations of Interests for Members (Disclosable Pecuniary Interests) 12/734.1 None.

12/735 To Receive and Approve the Minutes of the Parish Council Meeting 13 November 2019 Proposal: Proposed by Councillor JH, seconded by Councillor SR, all in favour and it was RESOLVED Carried that the minutes be accepted and signed as a true record of the meeting. Chair signed the Minutes.

12/736 Planning One application missed the Agenda: Change of use of former shop/post office (A1) to residential (C3) including alterations to a listed building. Site Address: 41 High Street Catworth Reference: 19/01217/FUL Change of use of former shop/post office (A1) to residential (C3) including alterations to a listed building. Site Address: 41 High Street Catworth Huntingdon Reference: 19/01218/LBC – comments within 21 days from 10 Dec 2019 Extension sought till 9 Jan 20.

12/737 Clerk’s Report 1. Precept request has to be submitted HDC by 12 Dec 2019 2. CIL report on Income & Expenditure for 2018/19 has to be submitted by 31 Dec 2019 (We did not receive any income in 2018/19, so only £0.00 reported for that Financial Year). 3. Pot hole outside 21 Church Rd - potholes were ordered for repair, these works were promised to PC to be completed by the 29th November 2019. To check with PC. PC were previously notified that although there are currently no plans to undertake carriageway patching (side of the road where the biggest trip hazard is), Highways Manager have requested Local Highways Officer to monitor the location, carry out works in the next financial year. No further feedback – it was reported that this is now been repaired. 4. Draft Budget for 2020/21 uploaded to PC website, a copy on the PC Notice Boards.

12/738 To Consider and Discuss NP for Catworth Feedback after the HDC workshops on LP provided by Cllr JH. No more development in St Ives due to flooding issues. The plan was signed off by the inspector. What are the next steps in moving towards one for Catworth. Planning advice needed. Chair and PC the Clerk to list the consultants down who could be approached. Clerk

12/739 Finance - Budget Reports 12/739.1 Finance report: To note a Bank Reconciliation, Cashbook and I&E up to 30 Nov 19. Noted. Bank Balance and Cashbook balance as at 30 Nov 2019 was £46,090.33, no outstanding payments. Noted. 12/739.2 To Consider Budget proposals for 2020/21 Financial Year: Note: Precept has to be submitted to HDC by 12 Dec 19. No increase. Proposal: Proposed by Councillor JH, seconded by Councillor SR, all in favour and it was RESOLVED Carried that the Budget of £18,797 and Precept of £14,581 are approved. 12/739.3 To Consider Support to Brington School for children’s computers, Cllr J McAuley Following by the presentation carried out by the headmaster Ramune Mimiene Catworth Parish Council Cllr JMcA to provide more details. Clerk had an action to find out the info re: S137: The Department for Communities and Local Government has confirmed that the appropriate sum for Parish Councils in for purposes of section 137(4)(a) of the Local Government Act 1972 (‘’the 1972 Act’’) for the financial year 2018/19 the limit is £7.86 per registered elector. (For 2017/18 it was £7.57 per registered elector). There are 305 registered electors (data from HDC Dec 2018) therefore PC could spend £2,397. Note: It has no impact on the budget. 12/739.4 To consider the expenditure of the CIL funds received £2,564.16 – 1st instalment received in Apr 2019 is ring fenced for footpaths LHI scheme £7,692.51 – 2nd instalment received in Oct 2019 to be used for completion of the streetlights project In principle support this subject to estimates we received to the cost of completing the project. Agreed in principle. Will be an Agenda item. 12/739.5 Expenditure for approval 11 Dec 2019

Proposal: Proposed by Councillor JH, seconded by Councillor AM, all in favour and it was RESOLVED Carried that all items tabled in 12/739.5 are to be paid. Councillors PC and AM agreed to authorise the CW, PC online payments.

12/740 Hedges and Paths in the Village - trees 12/740.1 Feedback re: Church Lane hedges, update by the Clerk Cllr PC tried to issue a map but could not do one. Need to think about another way forward to issue PC a plan to Bletsoes. 12/740.2 Feedback re: The offending hedges in the village, report by Cllr S Rupp It has been brought to the Parish Councils attention that there are several properties in Catworth SR where the boundary hedges have become overgrown and are now encroaching on to pavements & footpaths, restricting access rights of the general public. Cllr SR will draft a letter to be sent to residents.

12/741 Highways issues in the village: Outcome after meeting with CCC Highways 12/741.1 LHI scheme application: No feedback from CCC yet. Await further contact. 11/727.2 Pot hole outside 21 Church Rd reported to CCC and feedback received. Now repaired.

12/742 Streetlighting – Ongoing 12/742.1 Cllr AM circulated the spreadsheet showing 2014 costs for works on High Street. PC8 on list for replacement. BB, Streetlighting contractor wrote on Mon 9 Dec 2020 that they fixed a fault with one of PC lights PC8E on the High street - 80w mbfu lamp fitted, but informed PC that this light could do with new AM lantern as had to repair oasis base, the fittings severely corroding. It has been suggested that the lantern needs replacing, a quotation can be provided. PC agreed to seek a quote for installation per lamp. Cllr AM will list the questions down for the Clerk Clerk to forward BB.

12/743 Correspondence – Noted. The resident’s letter received. Discussed. Cllr PC will draft a reply. PC History Festival – letter shared and interest expressed. Letter passed to the volunteer. A14 maps shared.
