AGENDA ITEM-2 FUND EQUALIZATION FORMULA

While developing a fund equalisation formula in order to determine the resource envelope of states, it was important that broad and common indicators of higher education trends and needs are adopted and appropriate marks (out of 100) assigned to them. Thus the indicators of population (18-23) - 40 marks; institutional density – 10 marks; state govt.’s expenditure on higher education as a % of GSDP – 10 marks; Gross enrolment Ratio (GER) – 10 marks and; special problems -10 marks have been used in the fund equalisation formula. The indicator ‘special problems’ refers to conditions such as hilly and difficult terrain, insurgency affected areas which may exist in some states which must be recognized and compensated. There would of course be an underlying base funding of 20 marks will be provided to all States as an equal

amount. The marks have been assigned proportion to the relative importance of the six criteria. Table 1 refers.

While base funding remains equal across states, in order to evaluate states on the criteria of Population, Institutional Density, Spend on Higher Education and GER the states were categorised into 4 clusters for each of these criteria. States with higher population, lower institutional density and greater spending on higher education and lower GER get more marks. Marks on special problems are assigned only to states with these attributes. Table 2 refers.

Once marks have been given to states on these 6 criteria, a tentative allocation is arrived at for each state. The states are then evaluated on an Incentive -Disincentive Compatibility Framework to determine the final allocation to states based on (1) willingness, (2) adherence to timelines and (3) submission of SHEPs. Depending upon their performance on this framework, states are eligible to receive 100%, 66.7% or 33.3% of their tentative allocation as the final resource envelope for the year. Table 3 refers. The final resource envelope of states for the year 2014-15 is at Annexure 2.

AGENDA ITEM-3 APPRAISAL OF STATE HIGHER EDUCATION PLANS

The State Governments of Gujarat, Himachal Pradesh, Jammu & Kashmir, Manipur, Nagaland, Punjab, Haryana and Uttarakhand have submitted their State Higher Education Plans (SHEP) till date. The TSG has appraised all the plans and two States (Uttarakhand & Haryana) have been asked to resubmit their plans to the Ministry as they have been found to be incomplete and the DCFs of these States had not been adequately filled for consideration.

The SHEPs of the rest of the Six States were appraised along with their DCFs. The observations and recommendations of the TSG have been summarised in an Appraisal Note for each of the SHEP which are placed at Annexure 3A to 3F.

Revisiting the decision of PAB taken in its 1st and 2nd meetings held on 06th November, 2013 and 12th March 2014 regarding approval of 60 Model Degree Colleges at an financial out lay of Rs. 238.5 crore for 12th Plan Period.

The Project Approval Board in its 1st and 2nd meetings held on 06th November 2013 and 12th March 2014 had approved a proposal of 60 New Model Degree Colleges during 12th Plan with an outlay of 238.5 crore, state-wise as per Annexure 5. Out of this, Rs.177 crore were released for 45 New Model Degree Colleges to Andhra Pradesh, Odisha, Uttar Pradesh, Andaman and Nicobar Islands and Tripura. The funds for remaining 15 Model Degree Colleges (08 in the State of Karnataka, 04 in the State of Kerala and 03 in the State of Uttar Pradesh) could not be released because Karnataka could not submit revised Detailed Project Reports for the MDCs, the proposals of Kerala and Uttar Pradesh for 04 and 03 MDCs respectively were rejected on account of non-fulfilling the criteria.

Meanwhile the proposals for 07 new MDCs (02 from Punjab, 01 from Nagaland, 02 from Manipur and 02 from Himachal Pradesh) have been received. In view of this it is proposed that PAB may please consider revisiting its earlier decision taken in its 1st and 2nd meetings to approve 60 new MDC and revise it as the approval of 45 new MDCs for an outlay of Rs. 177 crore to the States to whom the finances have been released i.e. Andhra Pradesh, Odisha, Uttar Pradesh, Andaman and Nicobar Islands and Tripura.

The assistance for remaining 15 new MDCs may be given to other States on merit after processing their proposals.

The matter is placed before PAB for consideration and approval.

Approval Sought

The Project Approval Board may consider and approve release of funds to the states of Gujarat, J&K, Punjab, Himachal Pradesh, Nagaland and Manipur to the extent of support sought by them under the RUSA components for the financial year 2014-15 as proposed in Annexure 3.

Annexure 3A

Appraisal Note of Gujarat’s State Higher Education Plan

1. Status of Prerequisites:

1. State Higher Gujarat has created Knowledge consortium of Gujarat (KCG) Education Council which was registered on 7th March 2009. The same KCG is operating as SHEC for the Gujarat state. The KCG though functioning for 5 years as a Society came up with an advisory committee in 2010. It is mandated to have 10-15 members representing different areas like arts, science and technology along with three vice-chancellors of state universities and two principals from autonomous/affiliated colleges. All these conditions have been fulfilled by the constitution of this committee. The KCG is created under society registration act 1986. The state has opened a bank account with Canara bank, Account Number: 0176101011745 account holder: Knowledge Consortium of Gujarat- RUSA 2. State Perspective The plan has been submitted with annual financial break-up Plan of minimum three years and maximum 8 years varying for different components. However, the financial break-up is not in accordance with the prescribed guidelines in all the components. 3. Financial State has spent 0.27%, 0.27%and 0.26% of GSDP for the Contribution to Higher & technical education in 2011-12, 2012-13 & 2013-14 Higher Education as respectively. a % of GSDP State has committed to increase the GSDP to 0.28 % from existing 0.26 % for the plan period 2014-17. Till now 220 colleges have been accredited. State has proposed to get 300 colleges accredited in this plan period.

State has developed an internal body, Academic and Administrative Audit to look at these reforms. 7. Affiliation State govt. Follows the affiliation norms as mandated by UGC, NCTE and other statuary bodies. The data for number of colleges affiliated per university is unavailable. State is requested to provide the same 8. Academic & KCG has facilitated reforms by introducing Choice based Examination credit system since 2011. Learning outcome oriented Reforms curriculum and on demand online examination is being developed. Training programs for capacity building of faculties is also proposed. 9. Governance Mechanism called Mission Mode Implementation is Reforms developed through which information can be exchanged. It operates through cluster coordinators. District coordinators and zonal and state coordinators.

2. WORK TO BE DONE BY STATES: a. PREPARATORY FUNDS – The state has recently opened their bank account with Canara Bank in the Name of Knowledge Consortium of Gujarat- RUSA. The necessary procedures for the transfer of funds through contingency funds Mechanism is in process. b. STATE SHARE: The procedure to transfer state share in the funds has been initiated. State has marked RUSA as new budget item in state Budget Session which will be held in the legislative assembly.

3. SUMMARY OF SHEP/DCF SUBMITTED: A. PHYSICAL AND FINANCIAL DETAILS – 3 YEAR PERIOD, BROKEN INTO ANNUAL PLANS AS SOUGHT BY THE STATE

1) Conversion of autonomous colleges into University: State had submitted a plan for conversion of college to University. The amount sought by the state was 55 crores. However the state has requested not to consider the plan at the moment.

2) Conversion of university by clustering of colleges to University: the state has sought a total of 120.26 for the 3 proposal of Cluster University. The yearly break-up was 40.09 Crores for the year of 2014-15, 2015-16 and 2016-17. Since the state provided incomplete information and sketchy plan and requested to not consider this plan at the moment, the proposal is not recommended.

3) Infrastructure Grants to Universities: Out of the 9 University state proposed for funding, 8 were shortlisted for funding with an amount of 20 crores per university for the plan period. The state asked for a total funding of 180 Cr, broken into 60 Crores each for the year 2014-15, 2015-16 and 2016-17.

4) Setting up of New Model Degree Colleges: the state had proposed 4 MDCs at a cost of 12 Crore each. The total funding sought by the state was 48 Crores, further broken into 16 crores each for the year 2014-15, 2015-16 and 2016-17.

5) Up gradation of existing degree college to Model degree college: state proposed 4 colleges for up gradation at a cost of 4 Crore each. The total amount sought by the state is 16 Crores and yearly break-up comes to 5.33 Crore for the year 2014-15, 2015-16 and 2016-17.

6) New Colleges (Professional): The state has proposed 5 professional colleges in under-served areas of the state. The total funds sought by the state for the plan period under this component is 130 crores, which is further broken into 43.33 Crores each for the year 2014-15, 2015-16 and 2016- 17.

7) Infrastructure Grants to Colleges State gave a proposal for 45 colleges to be upgraded under this component. However, 35 proposals were considered. The total financial outlay for 45 colleges for the plan period is 90 Crores and 30 Cr for the year 2014-15, 2015-16 and 2016-17.

8) Research, Innovation and quality improvement The state proposed a research plan for 457 Crores which was above the ceiling of 120 crores mandated by RUSA. The amount sought for the year2014-15 is 47.11 Crores, for 2015-16 is 108.25 and for 2016-17 it is 301.94 Crores.

9) Equity Initiatives The state has given a proposal of 5 Crores for the plan period. Hence an amount of 1.66 Crores each is recommended for the year 2014-15, 2015-16 and 2016-17.

10) Faculty Recruitment Support: the state has given a proposal for a total amount of 268.7 Crore. The yearly allocation comes to 81.5 Cr for the year 2014-15 and 89.1 Cr for the Year 2015-16 and 98.08 Cr for 2016-17.

11) Faculty Improvement The state has proposed capacity building and faculty training as measures to improve quality of faculty. For this state sought a total of 10 Crores in the plan period. An amount of 3.33 Crore is recommended each for the year 2014-15, 2015-16 and 2016-17.

12) Vocationalization of Higher Education State has proposed a total of 500 institutions at a costing of 3 lakh each to be supported to strengthen Vocationalization and introduction of new courses catering to market need and thus improving employability of the state youth. An amount of 15 Crore is sought by the state over the plan period. An yearly amount of 5 Crore is recommended for the year 2014-15, 2015-16 and 2016-17.

14) Institutional restructuring and reforms: State has submitted a proposal for 3.38 Crores for the plan period with an annual break-up of 1.03 Crores for the year 2014-15, 2015-16 and 2016-17.

15) Capacity Building, preparation, data Collection and planning: State sought a total funding of 5.15 Crore and an amount of 2.50 Crore for the year of 2014-15 and 1.55 Crore for 2015-16 and 1.10 Cr for the period of 2015-17.

17) Support to polytechnics: State has asked funding under this component under 3 sub components. The amount totally claimed by the state as 121.50 Crores. Since this is an existing scheme and has its own prevalent norms and only a part of the proposal could be considered and a total of 37 Crores is recommended for strengthening of polytechnics and construction of women hostel in Polytechnics identified by AICTE. Out of this an amount of 12.33 Crores is recommended each for the year 2014-15, 2015-16 and 2016-17.

18) Management, Monitoring, Evaluation and Research: State sought a total funding of 58.0 Cr. The yearly break up for which is 17.5 Cr for 2014-15, 19.28 for 2015-16 and 21.21 for 2016-17.

PRIORITIZATION OF COMPONENTS DONE BY STATE - WITH RATIONALE

1. Research, Innovation and quality improvement: i. The state has a high focus on research and proposes faculty training, scholarships, PhD support to faculties, using NRI faculties for capacity building, research grants and creating research culture. ii. Strengthening of CBCS by introducing LOOCS methodology iii. Other focus areas are documentation, seminar and publications. iv. Support to better performing college & university v. Use of ICT in education vi. Setting up of a dedicated education zone and multiversity concept vii. Support to students

2. Infrastructure Grants to Universities: This is required such that the SHEP goals of increase in intake capacity, quality improvement of Higher Education and thus attain the state goal of accessibility 3. Infrastructure Grants to Colleges: These colleges are Non-12 B colleges and are relatively new in their establishment 4. Support to Polytechnics: The polytechnics are a backbone to the state and serve the purpose of increasing employability. Hence it is important to strengthen the existing polytechnics. To increase gender parity and equity setting up of women hostel is proposed. Setting up of polytechnics has been suggested in five educationally backward & under-served districts with no polytechnics. 5. New Colleges (Professional): Proposed in view of 2-D approach of knowledge and employability. Out of the 5 districts proposed, 4 have no engineering college, and 1 with one engineering college. The state envisions these colleges to be interdisciplinary and with a 5 year integrated program 6. Vocationalization of Higher Education: This is one of the thrust areas the state focuses on when it comes to higher education. State aims to set up vocational training centres in the aided colleges for drop outs and enrolled students. Courses under CBCS will be designed and implemented 7. Equity Initiatives: State wants to ensure that the women are given a safe and an equal opportunity environment to learn and grow. For this the state proposes equal opportunity cells, sensitization of stakeholders and mentoring and counselling .For ensuring equity, state proposes to start weekend colleges where the girls can enrol while fulfilling their other responsibilities 8. Faculty Improvement: The state plans to set up an ADC to provide quality training .The teachers would be offered 4000 days of training in next 5 years.

GENERAL COMMENTS ON COMPONENTS PROPOSED/NOT PROPOSED, PRIORITIZATION:

The state has been able to identify the key areas they seek funding and have prioritized accordingly. However, certain components were not recommended as they fail to fulfill the criteria’s allotted for the funding. For the component not considered for funding the state either s not ready to rationalize and utilize the funds or the details provided were sketchy and incomplete. For certain components like faculty recruitment the state was not eligible for receiving funding. Some other components like MIS, Leadership development are centrally administered at the moment and hence no funding is given to the states. For components capacity building and institutional restructuring the funding has been already given in form of preparatory grants and further funding would be made subject to submission of the utilization outlay for the grant given.

6. Approval sought from PAB: i. INFRASTRUCTURE GRANT TO UNIVERSITY: An amount of 10 Crores is recommended for each university for the year 2014-15. The state may be funded with a condition that state submits a detailed project report for each of the 5 universities being funded. The list of 5 universities is provided in Table 1. ii. NEW PROFESSIONAL COLLEGES: the state has been recommended two professional colleges, 1 each in Porbandar and Dang districts. The cost for these colleges for the plan period would be 52 Crores and the amount recommended for year 2014-15 is 26 Crore. The state is requested to provide the outcome for the proposed engineering college in terms of increasing enrolment, equity and gender parity and employability. The state is expected to hence provide a detailed rationale on the colleges proposed along with a detailed project report. iii. INFRASTRUCTURE GRANTS TO COLLEGE: A total of 35 colleges with a non 12 B status are recommended for funding. The total amount recommended for the year of 2014-15 is 35 Crores.

iv. RESEARCH, INNOVATION AND QUALITY DEVELOPMENT: the state is recommended for a funding of 14.81 Crores under this component for the year of 2014-15. However, the funding may be made with a condition that State needs to provide a detailed Research and Innovation Plan with details of the institutions prioritized (if any) and detailed Funding. v. EQUITY INITIATIVE: a total funding of 1.66 crores is recommended for the year of 2014-15 under this component. vi. VOCATIONALIZATION OF HIGHER EDUCATION: The state has already implemented in the state. A comprehensive list of 104 vocational courses which are covered under the 11 sectors identified under NVEQF. The state has given a proposal of 500 colleges with a cost of Rs. 3 lakh per college for the period of 2014-17. The recommended funding for 2014- 15 is 5 Crores. The funding may be made with a condition that state submits the financial outlay and justification for the amount sought. vii. FACULTY IMPROVEMENT: the state has sought an amount of 10 Crores for 2014-17. The plan provided by state under this component needs further detailing. Hence the recommended amount of 3.33 crores can be given with a condition that state provided a detailed plan with innovative measures to train and develop faculty. Also an understanding of the 4000 days of training may be provided.

THE TOTAL FUNDING RECOMMENDED FOR THE STATE FOR 2014-15 IS 135.80 CRORES. THE CENTRAL SHARE FOR THE SAME IS 88.27 AND STATE SHARE IS 47.52.

3. Summary of SHEP/DCF submitted:

1) Component 1: Creation of Universities by way of Upgradation of existing Autonomous Colleges

The State of Himachal Pradesh doesn’t have any autonomous colleges. Hence, no such university is proposed by way of upgradation and the component is not considered for funding.

2) Component 2: Creation of Universities by conversion of colleges in a cluster

This component is allocated Priority 1 during appraisal. The state has proposed three cluster universities at Shimla, Mandi and Dhaamshala districts by clubbing 3 to 5 nearby colleges & claimed a sum of Rs. 165 crores during 12th Plan and Rs. 30 crore for the current financial year 2014-15. TSG recommends funding @ Rs. 18.3 crores per Cluster University. The observations during the appraisal can be outlined as follows:

 Shimla: Lead College- GC Sanjuli, 05 Cluster Colleges-RKMV, Shimla; RGGDC, Chaura Maidan; St. Bede's; GC Theog; GNSKTC Phagli: The proposal adheres to maximum RUSA norms of distance, accreditation, student enrolment, has three colleges as CPE, etc. but has high Student-Teacher Ratio & low teaching-non- teaching staff. Out of 5, only 4 cluster colleges can be considered (excluding GNSKTC Phagli) for it is a Sanskrit college & doesn’t fit the other RUSA norms. But even though the proposal best fits the norms, it should not be considered ideally for funding in lieu of spatial distribution of universities within the state. Shimla is already saturated with institutions and has the highest CPI (11.3) and GER (43.3).

 Mandi: Lead College-GC Mandi, 03 Cluster Colleges-GC Darang at Narla; GC Bassa; MLSM Sunder Nagar: The proposal doesn’t best fits the norms as cluster colleges are located at very high distances (27-32 kms) and none of them are accredited or CPE; and have high student-teacher ratio. But the proposal may be considered as Mandi doesn't have any University, even though it ranks 4th in GER (22.4) & has Institutional Density of 15.9. The norm of distance (15-20 kms) needs to be relaxed to consider the proposal for funding.

 Dharamshala: Lead College-GC Dharamshala, 05 Cluster Colleges-GCTE Dharamshala; GC Nagrota Bagwan; GC Shahpur; GC palampur; DAV Kangra: The proposal doesn’t best fits the norms as cluster colleges are located at very high distances (27-32 kms) and none of them are accredited and have high student- teacher ratio. But the proposal may be considered as Dharamshala falls in Kangra district which has highest population of 18-23 age students. Though Dharamshala has the Central University of Himachal Pradesh & an Agriculture University, both are non-affiliating. The norm of distance (15-20 kms) needs to be relaxed to consider the proposal for funding.

In lieu of above observations, the final decision to consider the proposals is left at PAB’s discretion.

3) Component 3: Infrastructure Grants to University

This component is allocated Priority 3 during appraisal. The state has proposed two Universities for infrastructure grants & claimed a sum of Rs. 40 crores during 12th Plan and Rs. 13 crore for the year 2014-15. First proposal of Himachal Pradesh University is considered for it adheres to the RUSA norms, included in 12B, NAAC accreditated and has already implemented academic reforms. Also, It is the sole university imparting General Education in the state and the funds would be used for upgrading infrastructure of its constituent colleges. The second proposal of Himachal Pradesh Technical University is not considered for it doesn’t adhere to RUSA norms. The university is recently established in 2011 but is non-teaching and hence funding won't be utilize for upgrading any existing academic infrastructure. TSG recommends funding per proposal @ Rs. 10 crores.

4) Component 4: New Model Colleges (General)

This component is allocated Priority 4 during appraisal. The state has proposed three new Model Degree Colleges at Chamba, Sirmour & Shimla districts with total fund claim of Rs. 36 crores during 12th Plan and Rs. 12 crore for the current financial year 2014-15. TSG recommends funding per proposal @ Rs. 6 crores. The observations during the appraisal can be outlined as follows:

 Proposal A: Chatrari, Chamba & Proposal B: Sarahan, Sirmour Both the districts are EBD under existing 374 MDC scheme & have not been supported so far. The proposals adhere to RUSA norms and the districts have low CPI, high population of SC/ ST and low female GER and are characterized by difficult terrains with poor road connectivity. But state data shows that both the districts have already 6 Government colleges functioning with very low student strength. Hence, the state needs to justify its rationale for proposing a new Model Degree College in the same.

 Proposal C: Ghanahatti, Shimla: The district is non-EBD and the proposal doesn’t adhere to any of the norms. Hence, doesn’t qualify for funding under this component.

In light of above observations, if states are able to justify their proposals for Chamba & Sirmour Districts, they can be considered for funding & the final decision is left at PAB's discretion.

5) Component 5: Upgradation of existing degree colleges to model degree colleges

This component is allocated Priority 5 during appraisal. The state has proposed upgradation of three degree colleges at Chamba, Sirmour & Kinnaur districts with total fund claim of Rs. 12 crores during 12th Plan and Rs. 4 crore for the current financial year 2014-15. TSG recommends funding @ Rs. 2 crores per proposal. The observations during the appraisal can be outlined as follows:

 Proposal A: GC Recong Peo, Kinnaur: The proposal adheres to RUSA norms. The district is EBD, has 100% rural and tribal population with low CPI and female GER. The district has only one college which needs upgradation to MDC to enrich its infrastructure and increase access to quality education in such a far flung and difficult area. Hence, this proposal can be considered, if norm of non-EBD is relaxed.  Proposal B: GC Tissa, Chamba & Proposal C: GC Sangraha, Sirmour: Both the proposals adhere to RUSA norms. The districts are EBD, have high concentration of SC/STs, low CPI and low female GER. But both the districts have already proposed for new Model Degree College in component 4. Hence, funds can be sanctioned either for a new MDC or an upgradation to MDC.

Out of the three proposals, one college in Kinnaur District is considered for upgradation to MDC. But the remaining two proposals may only be considered if they are not approved for creation of New Model Degree College under Component 4. The final decision is left at PAB's discretion.

6) Component 6: New Colleges (Professional)

This component is allocated Priority 2 during appraisal. The state has proposed one Engineering College at Kangra district & claimed a sum of Rs. 26 crores during 12th Plan and Rs. 9 crore for the year 2014-15. The proposal adheres to the RUSA guidelines as the district falls in category A with no professional college. Kangra District has highest 18-23 year population (20.7%) & also has a high concentration of SC/ST/OBCs. Other 2 Engineering colleges in state located in Shimla and Mandi, which are educationally strong districts. The new college will cater to large fraction of rural population The Financial Plan is also as per RUSA norms. Hence, the proposal is considered. TSG recommends funding @ Rs. 13 crores per proposal.

7) Component 7: Infrastructure Grants to Colleges

The component is allocated priority 6 during appraisal. The state has submitted proposal for 84 Colleges for consideration with total fund claim of Rs. 189.8 crores during 12th Plan and Rs. 74.5 crore for the current financial year 2014-15. Out of the 85 colleges, 30 Non 12B Colleges were shortlisted and 25 Colleges were further prioritized on the basis of year of establishment, No. of students enrolled and High percentage of SC/ST/Women students. Since none of the 25 shortlisted colleges are accredited, the proposal can be considered with funding @ Rs. 1 crores per colleges, only if state applies for accreditation for these 25 colleges before 1st June, 2014 (as per UGC norms). The list of 25 shortlisted colleges is given in Table I.

8) Component 8: Research, innovation and Quality Improvement

During appraisal, the state was asked to resubmit the plan for this component as the financial amount claimed was exceeding the RUSA norm/ limits. Since the revised detailed plan was received by RUSA Technical Support Group late, it could not be appraised. Hence, the component would not be considered in this PAB.

9) Component 9: Equity Initiatives

The component is allocated priority 7 during appraisal. The state has submitted proposal for Himachal Pradesh University and 79 Colleges for consideration with total fund claim of Rs. 5 crores during 12th Plan and Rs. 2 crore for the current financial year 2014-15. Out of the 79 colleges, 30 colleges in weaker (EBD) districts have been shortlisted in consultation with the state to ensure better participation of rural, SC/ST popuation as mentioned in the RUSA guidelines. The The proposal adheres to RUSA norms and Department wise detailed financial breakup is given for HPU to carry out different initiatives. Hence, the proposal is considered with funding @ Rs. 2.34 crores. The list of 30 shortlisted colleges is given in Table II.

10) Component 10: Faculty Recruitment Support:

The state has given this component the highest priority. But RUSA norms require the state to hire teachers and fill vacant positions to achieve the Student-Teacher ratio of 1:20. Only then it would be eligible to get funding under this component. Hence, the component is not considered.

11) Component 11: Faculty Improvement

The proposal submitted by the state looks sketchy. The state is required to resubmit the detailed plan of this component. Hence, the component would not be considered in this PAB.

12) Component 12: Vocationalisation of Higher Education

The state has notifies that school enrolment under NVEQF has started this year with 100 student enrolment. Hence, the graduate degree course on the same will commence only in the next session and the component will not be considered in this PAB.

13) Component 13: Leadership Development of Educational Administrators

This is a Centrally Administered Scheme and hence, the component would not be considered for funding under RUSA.

14) Component 14: Institutional restructuring & reforms

The component comes partially under the ambit of preparatory grants which have already been sanctioned to the state @ Rs. 3,60,00,000 on 24th February, 2014. Hence, the component won’t receive any additional funding for this year.

15) Component 15: Capacity building & preparation, Data collection & planning

The component comes partially under the ambit of preparatory grants which have already been sanctioned to the state @ Rs. 3,60,00,000 on 24th February, 2014. Hence, the component won’t receive any additional funding for this year.

16) Component 16: Management Information System

This is a Centrally Administered Scheme and hence, the component would not be considered for funding under RUSA.

17) Component 17: Support to Polytechnics

The state would propose the plan for strengthening Polytechnics in the 13th Five Year Plan. Hence, the component would not be considered for funding in this PAB.

Annexure 3B

Appraisal Note of Jammu & Kashmir State Higher Education Plan

1. Status of Prerequisites:

State Higher State has constituted State Higher Education Council, Jammu & Kashmir, vide Education Government Order No. 363-HE of 2010 dated Council 11.10.2010 of the Higher Education Department, with Hon’ble Chief minster as the Chairperson, Education Minister as the Vice-Chairperson and Chief Secretary as a member. As per the RUSA Guidelines, if the Chairman is not an academician then the Vice-Chairperson, should be an eminent academic administrator with proven record in the rank of a Professor. Hence, the State needs to change either the Chairman or the Vice-Chairman ; (ii) SHEC has been constituted vide an executive order dated 27th December, 2013, issued by Secretary to the Government, GAD Department. The details of composition & roles are spelt out in the Order, placed at Annexure JK-I. The State has not fixed any timeline for the enactment of these provisions and may be asked to do so; (iii) The SHEC has opened a bank account for RUSA, namely, SAVING BANK Account for RUSA, bearing No: 0110040500000044 with Jammu & Kashmir Bank, Civil Secretariat, Moving Branch, Srinagar (Jammu & Kashmir) 2. State Under the “DCF on Details”, the State Government has submitted annual work plan Perspective and budget plan in good details. They have proposed it for three years. However, the Plan State also needs to furnish its eight-year perspective Plan as well. 3. Accreditation The data has been provided by the State for 98 government colleges out of which reforms only 21 have received accreditation grade. 57 colleges are established by 2006 or before hence completing the 6 year bench mark but does not fulfil the accreditation criteria. These institutions should be taken up on a priority basis by the State for accreditation.

Similarly, 3 out of 5 state universities does not fulfil the accreditation criteria. The State needs to submit action plan/ timeline according to which it proposes to obtain/apply for their accreditation. 7. Other reforms The state needs to initiate reforms in these areas. For example, University of Kashmir - and University of Jammu have more than 100 colleges, hence they need to reduce Affiliation, colleges. Governance, Further, State’s Plan needs to provide information/ plan of action for :- Administrative 1.More financial, academic and administrative autonomy to universities reforms at 2. governing model of the university State and 3. 2. Work to be done by State: a) Preparatory funds – The State has received preparatory grants in March, 2014 and it proposes to utilize it under the following heads: (i) Undertake baseline surveys, (ii) Data collection and compilation, (iii) Organise meetings, consultations, workshops, trainings, (iv)Hire consultants and (v) Preparation of State perspective plans/strategy reports b) State share - The state share along with central share, in respect of preparatory grants has not been transferred to the SHEC. c) Model Degree College proposal - 11 Model Degree Colleges were sanctioned under the Old UGC Scheme titled “Establishment of Model Degree Colleges in Educationally Backward Districts of the Country.” An amount of 16.00 crore @ Rs 2.00 per college has been received for the eight colleges already approved by the UGC. The three Model Colleges sectioned at Marwah, Mahore and D.H. Pora are yet to receive the funding from the MHRD. It is stated that further funding to the afore-mentioned Colleges can be done only after State’s adherence to the Utilization norms.

Comments on State Higher Education Plan

B. The State has prioritized these Components in terms of its higher education needs and goals. The State of J & K wants to create new cluster Universities to reduce the burden of excessive number of colleges affiliated with the University of Kashmir and the University of Jammu (Affiliation Reforms). Similarly, since the GER of technical education is low, it wants to set up New Professional Colleges. Infrastructure grant to Colleges and Infrastructure grant to Universities have been proposed in order to cater to needs of many of the colleges which are quite new and also to the needs to its two heritage-type of Universities at Jammu and at Kashmir. The State has also asked for grants under Vocationalization of Higher Education by proposing a number of Vocational Specialisations identified under National Vocational Education Qualification Framework [NVEQF]. It is felt that the State has come up with adequate justification for getting support under the afore-mentioned components. Further, the State has also proposed Up-gradation of Government colleges to Model Degree Colleges to improve the class/quality of these institutions. It has further asked funds for Faculty Recruitment, Faculty Improvement, Equity Initiatives and also for Research, Innovation & Quality Improvement. However, in these areas, currently the State does not fulfill norms under RUSA Guidelines and hence they cannot be supported in the present form as they need to revise their State Higher Education Plan.

C. Gaps, deficiencies in SHEP – The major gaps in the SHEP of J & K has been its inability to complete their DCF on “State Plan at a Glance.” Discrepancies were noticed in the population data and GER data. Broad-basing of data across different socio-economic categories is required. Perspective plan is missing in certain key areas, namely, Accreditation Status, CPE status, Faculty Status etc.

D. Although the State has done a detailed work on the DCF on Component-wise Details, the State needs to address the critical gaps (in respect of Access, Equity & Excellence and their correlation with each of the components under RUSA) for which filling up of the DCF on “State Plan at a Glance” is a must as it would help identify those critical gaps.

E. General comments on components proposed/not proposed, prioritization: The State has not given any proposal under Component No. 1(Creation of Universities by way of Upgradation of existing Autonomous Colleges) The State needs to address this Component as it does have an Autonomous (GDC, Parade). This will also address Academic & Governance Reforms as setting up of new Universities will not only reduce the burden of existing universities but also induce a performance-based work-culture in all the Universities of the State since adherence to RUSA Guidelines are targeted towards achieving that. The State does not have any University in Laddakh region, it can address this issue in its next round of revision of the SHEP. As regards prioritization, the general scheme of prioritization submitted by the State has been based on good rationale in terms of currently available data with them. However, with respect to the Component on Vocationalization of Higher Education, it is felt that the State should accord greater priority to this component as this component has the potential to link the students to the needs of the industry. Although, the State has submitted a very detailed and thought-out proposal on Vocationalization of HE, but it has been accorded lower priority in asking for funds. It has been felt that this Component should figure higher in the list of Priority for funding;

6. Approval sought from PAB:

In view of the appraisal of the State Higher Education Plan of the State of Jammu & Kashmir, and face-to-face discussions with the representatives of the State Government, it is felt that the State of Jammu & Kashmir may be funded under five components of RUSA (enumerated below) and for which kind approval of the PAB is sought hereby:

(i) Creation of Universities by conversion of colleges in a cluster (02 Universities, one each at Kashmir and Jammu) with a funding of 18.30 crores each and amounting to a total of 36.60 crores. The State may be advised to take active steps to improve its STR and also improve quality of institutions in terms of CPE or Centre for Excellence Status, which are important aspects of RUSA Guidelines under this Component;

(ii) Creation of New Professional Colleges (02 Colleges, - College of Engg. & Technology (CET), University of Jammu at Kathua and College of Engg. & Technology (CET), University of Srinagar at Kupwara) with a funding of 13.00 crores each and amounting to a total of 26.00 crores. The State may be advised to establish these New Colleges where the STR benchmark is pegged to a level which does not go below STR= 20:1;

(iii) Infrastructure Grants to Colleges (22 colleges, listed in order of priority by the State Government and which includes two colleges in the extremely educationally backward region of Laddakh ). An amount of 98.95 lakhs to each of these colleges (total = 21.77 crores) is proposed to improve the infrastructure of all these colleges, which have all been newly constituted (after 2010/2011) with the purpose of improving higher education scenario in the State;

(iv) Infrastructure Grants to Universities (02 Universities, namely, University of Jammu and University of Kashmir) which are also satisfying accreditation norms as per RUSA Guidelines. An amount of 10.00 crores to each of these Universities (total = 20.00 crores) is proposed to improve the infrastructure of these Universities. The State has been able to submit a detailed physical and financial plan in respect of these Universities;

(v) Vocationalisation of Higher Education (20 Colleges spread over the entire State) in which State’s need-specific disciplines like to Food Processing, Hospitality & Protocol, Green House Technology etc. are proposed to be taken up. Out of these two colleges, namely, GDC, Leh and GDC, Kargil are in the most backward Laddakh region of the State. It is felt that this region should be specifically promoted by the State. Hence, it is proposed before the PAB that the Capital component proposed for these two colleges may also be allowed which are in the nature of building classrooms and workshops / laboratories, apart from the revenue component which consists of honorarium, procurement of equipments etc. The total outlay proposed for these colleges is 207 lakhs (2 x 103.50 lakhs each) in the XIIth Plan period. The other 18 colleges have been selected, 09 colleges from Kashmir division and 09 colleges from Jammu Division by selecting the first 09 colleges from each division in the list submitted by the State. The total outlay proposed for these 18 colleges is 540 lakhs

(18 x 30 lakhs each) in the XIIth Plan period. This makes to a total amount of 747 lakhs, 50% of which is 373.50 lakhs or 3.735 crores. Thus, a total amount of 3.735 crores is proposed to improve the employment opportunities of the passing-out students from these colleges, by providing them specific skills as per local requirements;

(vi) Hence, a total amount of Rs. 108.11 crores (Central Share = 97.30 crores and State Share = 10.81 crores) is recommended for approval before the PAB.

The PAB is further requested that the State of Jammu & Kashmir may be advised to give greater focus to Laddakh region in its next revision of the State Higher Education Plan as this region is the most backward region of the State, in terms of both enrolments and facilities for higher education.

Filling Faculty State Cabinet had taken a decision in its meeting on 23rd Oct, Vacancies 2013 to lift ban on creation of posts, recruitment and filling up Faculty positions in State Universities / Govt. and Aided Colleges / Hr. & Tech. Edn. Dept. Ban on recruitment removed. Process for direct recruitment of 25 Principals on regular basis underway. Even when ban on appointment was imposed by the State Cabinet, 3 (three) Depts., viz, Health, Home & Education Depts. have been given need-based approvals for recruitments of staff.

Accreditation All necessary actions have been taken for assessment & reforms accreditation by all 28 Govt Colleges and 12 Aided Colleges in the State as per the UGC (Mandatory Assessment and Accreditation of Higher Educational Institutions), Regulations, 2012 as published on 19th Jan, 2013 in the Gazette of India. All Govt. & Aided Colleges are either assessed & accredited or have applied for assessment & accreditation by NAAC. Timelines indicated for obtaining/applying for accreditation was as per the UGC notification dt. 19.1.2013 which was 19th July, 2013 but the process is not yet completed due to time taken by NAAC.

Other reforms - Manipur State had initiated implementation of reforms in Affiliation, Higher Education sector since Feb, 2013 in particular. Governance, Reforms necessary for Aided Colleges have been under the Administrative study of a Committee constituted by the State Cabinet in its meeting on 28th Feb, 2013. The Committee headed by the reforms at State Commissioner & Secretary (Hr & Tech Edn), Govt. of Manipur and had submitted its Report to the Govt. on 4th Sept., 2013 and Institutional levels the State Cabinet had deliberated the recommendations of the Committee in its meeting on 29th Jan, 2014. Similar Reforms for Govt. Colleges have also been initiated and the Dept. of Hr & Tech Edn is in the final stages of making various Recommendations which will now be submitted to the Govt. through the Manipur SHEC.

2. Work to be done by State:

a) Preparatory funds - How have the preparatory funds been utilised/proposed to be utilised? Sanction Orders for Preparatory Funds released by MHRD, Govt. of India were handed over during the 2nd PAB Meeting on RUSA at New Delhi on 12th March, 2014 by Officials of the Ministry to Commissioner & Secretary (Hr & Tech Edn), Govt. of Manipur in person and process

for its encashment and utilisation initiated immediately thereafter. But the State Finance Dept. could not authorise the amount during FY 2013-14 as it was received at the fag end of the FY. The amount is now being released by the State Finance Dept. and is expected anytime after 16th May, 2014. The State RUSA Project Directorate was therefore compelled to utilised necessary funds of the Dept. to tide over the situation and meet the time-bound need for fund.

b) State share - Whether state share along with central share has been transferred to the SHEC? As the Sanction Orders for Preparatory Funds released by MHRD, Govt. of India were handed over during the 2nd PAB Meeting on RUSA at New Delhi on 12th Marc, 2014 only, the State Finance Dept. could not authorise the amount during FY 2013-14. The amount alongwith the State Share is now being released by the State Finance Dept.

Summary of SHEP/DCF submitted:

b) Component 2: Creation of Universities by conversion of colleges in a cluster has been proposed as Priority No. 1. The State of Manipur has proposed setting up of 1 University namely DM University as a new State University by clustering DM College of Science , Imphal as Lead College and 04 Cluster Colleges, namely, DM College of Arts, Imphal; DM College of Commerce- Imphal ; LMS Law College and GP Women's College. Currently, there is no State University in Manipur, hence TSG recommends setting up of this University. The total proposed amount for the 12th Plan Period is Rs. 5500.73 lakhs and the fund sought for 2014-15 is Rs. 2500 lakhs. The TSG recommends that Rs. 2500 lakhs be granted to the State of Manipur.

c) Component 3: Infrastructure Grants to University has not been proposed

d) COMPONENT 4: New Model Colleges is proposed as Priority No. 5. The State has proposed 4 new model Degree Colleges. 2 colleges fall in Category A(0-1 College) namely Tamei Govt. Model College, Tamenglong District and namely Phungyar Govt. Model College, Ukhrul District. The remaining 2 colleges falling in Category B are Thanlon Govt. Model College , Churachandpuir District and Sugnu Govt. Model College Thoubal District. All four districts have high percentage of SC and ST population and low percentage of female students and SC/ST enrolled. The total proposed amount for the 12th Plan Period is Rs. 4800 lakhs , the fund sought for 2014-15 is nil. However, the TSG recommends that one new model college be set up in Tamenglong District in 2014-15. The TSG also recommends that amount granted for this component be Rs. Six crores.

e) Component 5: Up gradation to MDC has not been proposed

f) Component 6:New Colleges (Professional) has been proposed as Priority No. 2.It has been proposed by the State of Manipur to set up 03 professional colleges namely GEC Thoubal; .GEC,Churachandpur and GEC Ukhrul. All 03 proposed colleges fall in Category A(District with 0-1 Professional Colleges); have high percentage of SC/ST and Low GER for Women, SC and ST. The TSG recommends setting up of 1 New College ( Professional) in GEC Thoubal on priority basis for the year 2014-15. The total proposed amount for the 12th Plan Period is Rs. 7569.72 lakhs and the fund sought for 2014-15 is Rs. 1000 lakhs. The TSG also recommends that the amount to be granted to the State of Manipur be Rs. thirteen crores.

g) COMPONENT 7: Infrastructure Grants to Colleges is proposed as Priority No. 3. 20 government colleges have been proposed to receive a grant of Rs. One Crore each for infrastructure up gradation. The P.A.B. might note that though all the proposed 20 colleges are receiving funding under UGC 12B, the funding is not need based especially for academic needs like building classrooms, laboratories etc. The TSG recommends that all 20 government colleges in descending order of priority be granted infrastructure funds. The total proposed amount for the 12th Plan Period is Rs. 6000 lakhs and the fund sought for 2014-15 is Rs. 2000 lakhs. The TSG also recommends that amount granted for this component be Rs 2000 lakhs . For further details please refer to Annexure 1.

h) COMPONENT 8: Research ,Innovation and Quality Improvement (College and University) is Priority no. 7. The State has proposed 12 colleges to receive grants under this heading. The total proposed amount for the 12th Plan Period is Rs. 12000 lakhs and the fund sought for 2014-15 is Rs. 5760 lakhs.. However, the TSG recommends that allocation in this component be considered at a later date after an extensive research and innovation plan is submitted by the State.

i) COMPONENT 9: Equity Initiatives is Priority No. 8. The State seeks a grant for all 40 government and government aided colleges to ensure better participation of SC/ST/ OBC through for building equal opportunity cells, creating financial scholarship, equity and gender sensitization campaigns. The total proposed amount for the 12th Plan Period is Rs. 500 lakhs and the fund sought for 2014-15 is Rs. 80 lakhs. The TSG recommends allocation that allocation in this component be considered at a later date.

j) COMPONENT 10: Faculty Recruitment Support is proposed as Priority No. 4 to facilitate faculty recruitment for the Cluster colleges in the new state university being set up. The State has committed to take over the liability of faculty positions at end of scheme and seeks relaxation on the student teacher ratio which is 1:26. The State has submitted a detailed plan for hiring of Assistant Professor / Equivalent cadre of candidate in different post graduate departments along with their salary component. The total proposed amount for the 12th Plan Period is Rs. 2175 lakhs and the fund sought for 2014-15 is Rs. 435 lakhs. The TSG recommends allocating the total amount of Rs.435 lakhs to the State of Manipur for this component.

k) Component 11: Faculty Improvement is proposed by the State. The total proposed amount for the 12th Plan Period is Rs. 1000 lakhs and the fund sought for 2014-15 is Rs. 1000 lakhs. The TSG recommends that since the proposal submitted is not supported by sufficient data, it may be considered by the P.A. B. at a later date.

l) COMPONENT 12: Vocationalisation of Higher Education is Priority No. 6. The State has sought a grant of Rs. Two lakhs to each of the 40 government and government aided colleges to introduce a trade/vocation according to the NSQF. The total proposed amount for the 12th Plan Period is Rs. 1500 lakhs and the fund sought for 2014-15 is Rs. 80 lakhs. The TSG recommends allocation of Rs. eighty lakhs to the State. For further details please refer to Annexure 3.

m) Component 13: Leadership Development : The State has sought a total grant of Rs. 934 lakhs in the 12th plan period but no funds in this financial year. The TSG does not recommend any funding as this component is centrally administered.

n) Component 14: Institutional Restructuring and Reforms: The total proposed amount for the 12th Plan Period is Rs. 1000 lakhs and the fund sought for 2014-15 is Rs. 300 lakhs. The TSG recommends allocation of no amount to the State as it comes partially under ambit of preparatory grant.

o) Component 15: Capacity Building and Preparation, Data Collection and Planning: The total proposed amount for the 12th Plan Period is Rs. 500 lakhs and the fund sought for 2014-15 is Rs. 300 lakhs. The TSG recommends

5. Approval sought from PAB:

Appraisal Note of Punjab State Higher Education Plan

1. Status of Prerequisites:

State Higher The State Higher Education Council was created by an Education Council executive order( order no.9/1/2013/115985/1-18, dated 29- 10-13) with the Chief Minister as the Chairman, Higher Education Minister as Vice-Chairman and Principal Secretary, Higher Education as the CEO. The composition of the SHEC is not in accordance with the RUSA norms. According to RUSA Guidelines, the Vice-Chairman of the SHEC must be an eminent academic administrator with proven record (rank of a Professor) and the Member Secretary should be an eminent academic of the rank of Professor (see page 150, RUSA Document).

The State has not indicated anything about the Act that needs to be passed by the State Legislative Assembly with regard to the creation of the State Higher Education Council.

The State’s RUSA bank account has been opened at Canara Bank, Sector 17-C, Chandigarh. The details of the same are A/c. no. 0385101803475, MICR 160015008 and IFSC code CNRB0000385.

2. State Perspective Yes, the State has submitted the SHEP for five years (2014-15 Plan to -2018-19,but not complete with annual work and budget plans 3. Financial The State’s expenditure on higher education as a %age of Contribution to GSDP in last three years 2010-11,2011-12, 2012-13 (in Rs. Higher Education as crores) has been Rs 343(0.15%), Rs.386 (0.15) and 816 a % of GSDP (0.28%) respectively. The State has committed to raise its expenditure on higher education. The state budget clearly reflects this commitment as it has allocated Rs. 1407.03 crore for higher education in the year 2013-14. This is 0.44% of the GSDP. By 2016-17, the State envisages to raise it to 0.5%.

4. Agreement to A separate budget head (Scheme No. HE-17 under Program create separate CSHE-44) has been created. The amount will be shown fund for RUSA separately under this head.

5. Filling Faculty Yes, the State agreed to fill up vacant faculty positions. Vacancies The State has committed to initiate the process of filling up of 960 (revised to 1392) full-time posts of Assistant Professors to improve the student-teacher ratio from 51:1 to 40:1 by the end of 12th five year plan. However, the timelines are not indicated.

There was no ban in the State on recruitment and filling up faculty positions in the State public universities and public and public aided colleges. 6. Accreditation The State has committed itself for accreditation based on reforms continuous evaluation and monitoring as developed by NAAC. (Additional information awaited from the State.) 7. Other reforms - Has the state initiated implementation of reforms in any of Affiliation, these areas? Governance, Administrative (Information awaited from the State) reforms at State and Institutional levels

2. Work to be done by States

a) Preparatory funds – The State has proposed to be utilise Preparatory Grants for setting up of RUSA directorate, base line survey, data collection, preparation of SHEP and other related reports, hiring of consultants, contingency etc. b) State share – The State Govt. has informed that its Finance Department has given in principle sanction for the State share of Rs 1.4 crore and the funds have been granted to SHEC, but yet to be released to the State’s RUSA account. c) Model Degree College proposal – All the 11 MDC are fully functional now.

3. Summary of SHEP/DCF submitted: A. Physical and financial details 1) Up-gradation of existing autonomous college to universities: No proposal from the State Govt.

2) Conversion of college to cluster universities: Proposal not as per RUSA norms. Hence, not recommended for funding.

3) Infrastructure Grants to Universities The State has submitted three proposals under infrastructure grants to universities; two proposals: (1) Punjabi University (proposed total requirement is Rs 200 crore); (2) Guru Nanak Dev University (proposed total requirement is Rs 103.11 crore); and (3) Punjab University, Chandigarh (proposed total requirement is Rs 72.6 crore). Funds for 2014-15 are

recommended for Punjabi University (Rs 10 crore) and Guru Nanak Dev University (Rs 10 crore) for a total of Rs 20 crore for 2 universities.

4) New Model Colleges The State has submitted proposal for 22 New Model Colleges at a cost Rs 16 crore each. Punjab has 13 EBDs and Model Degree Colleges have been approved for 11 EBDs (Gurdaspur and Ferozepur not covered). Of the 22 proposals, one is for Ferozepur district (an uncovered EBD). One MDC has been proposed for Pathankot, which has been carved out of Gurdaspur, an EBD which does not have a MDC yet. Hence, out of proposed 22 MDCs, 2 MDCs at Ferozpur and Pathankot are recommended (with the condition that the State could only propose for upgradation of a degree college to an MDC in Gurdaspur). Funding recommended for 2014-15 is Rs 12 crore for 2 MDC (at Rs 6 crore per college), on the condition that the State submits complete DPR.

5) Upgradation of Existing Degree Colleges to Model Degree Colleges The State has proposed upgradation of 13 degree colleges to MDC in 10 districts. Of these, 9 colleges are proposed in 07 EBDs and 4 colleges are proposed in 03 non-EBDs. Upgradation will only be considered in non-EBDs, as EBDs are covered under ‘New Model Colleges’. Out of 4 colleges proposed in non-EBDs, 2 colleges are proposed in one district of Ludhiana. Hence, priority is given to Govt Girls College, Ludhiana. For the year 2014-15, the proposal for upgradation of 4 degree colleges to MDC in 3 non-EBDs are recommended at Rs 8 crore (Rs 2 crore per college), as against the total proposed requirement of Rs 46.67 crore for 4 colleges, , on the condition that the State submits complete DPR.

6) New Colleges (Professional) One aircraft maintenance engineering college (offering diploma course) and one sports college have been proposed by the State government at Rs 52 crore (at Rs 26 crore per college). Funding is recommended for two colleges at Rs 26 crore (at Rs 13 crore per college) for 2014-15, on the condition that the State submits complete DPR. As the colleges proposed are not engineering colleges (but are colleges proposing professional course in aircraft maintenance and sports), it is for the consideration of the PAB to decide on the proposals.

7) Infrastructure Grants to Colleges The State Govt. has proposed 34 (originally 49) Govt. Colleges for infrastructure grants. Out of these, three colleges (including two newly established colleges) are not included under 12B. Funds are recommended with first priority to non-12B colleges (03), followed by 12B colleges (26 colleges comprising of accredited colleges (19) and colleges applied for accreditation (7)). The proposal for 5 colleges covered under 12B, but not accredited/ have not applied for accreditation are not supported now, but would be considered after LoI for accreditation is submitted by these colleges. The State has requested for a total funding of Rs 68 crore (at Rs 2 crore per college for 34 colleges). Out of the 34 colleges proposed, 29 colleges (accredited/ applied for accreditation under non-12B (3) and 12B (26)) are recommended for funding, with priority given to 3 non-12B colleges. Total funds recommended for 2014-15 is Rs 29 crore for 29 colleges (Rs 1 crore for 29 colleges) (List of colleges enclosed).

Only 3 skills (labs) proposed are covered under 3 sectors of NVEQF and the remaining 5 skills (labs) are more of finishing school category. The State has requested for a total funding of Rs 18.24 crore (Rs 38 lakhs per school consisting of 8 skills labs, for 48 colleges) for the first year i.e. 2014-15. Though only 3 skills labs come under NVEQF, the State has indicated that Skill Schools is a composite concept with all the 8 Skills Labs. Hence, the proposal for Skills School (with all 8 Skill Labs) is recommended only for 4 Govt. Girls/ Women colleges (Amritsar, Ludhiana, Patiala, Jalalabad). Funding is recommended for 4 Govt Girls/ Women College at Rs 1.52 crore for setting up Skills Schools with 8 skills labs (at Rs 38,00,000 per School) for 2014-15. PAB may consider the proposal.

13) Leadership Development of Educational Administrators: To be Centrally administered.

Annexure - VI

Item 3 - Additional Model Degree Colleges for consideration

3.1 The Mission Director stated that four new proposals had been received for establishment of Model Degree Colleges in the educationally backward districts of North Tripura, South Tripura and Dhalai and South Andaman and sought the approval of the PAB for them.

3.2 The JS&FA pointed out that in the Cabinet had given approval to set up 60 Model Degree Colleges of which 56 have already been approved during the last PAB. He informed that with the approval of these 4 Model Degree Colleges there would not be any scope to support additional request for the establishment for any new Model Degree College without Cabinet approval to increase the number under this component.

3.3 The Mission Director was of the view that a greater number of model degree college proposals (beyond 60) can be considered, since some of the approved proposals may not finally materialize given a number of challenges that they may encounter during the implementation of this project. The JS&FA disagreed by stating that there is a need to stick to the number of colleges approved by Cabinet, and any increase to this number will require further approval from the Cabinet.

3.4 The Advisor, Planning Commission concurred with the views of JS & FA on the need for Cabinet approval for additional Model Degree Colleges beyond the stipulated number under the 12th plan. The Advisor Planning Commission re-emphasized the support of the Planning Commission in the implementation of RUSA. He was of the opinion that there still seems to be a lack of clarity on role of UGC vis a vis RUSA (under the various schemes and components respectively) and the support that they will provide to State institutions. He emphasized the need to have more comprehensive SHEPs and mainstreaming different sectors of education including agriculture and health under a single umbrella. He clarified that funding for agricultural and medical education would be separately sought and not from the resources allocated under RUSA. He also raised the issue of getting competent professional institutions to undertake support activities under RUSA mainly under the nature of capacity building, training and felt that wide range of institutions needed to be involved in this exercise. He also cautioned against giving projects to some institutions on nomination basis and advised competitive mode for selecting institutions. Prof. Shailendra Raj Mehta, member PAB

emphasized that institutions like TISS need to be fully supported by MHRD for RUSA implementation.

3.5 Responding to the observations made by the Advisor Planning Commission, the Chair emphasized the need for a more holistic approach in dealing with State institutions by creating a synergetic approach between UGC and RUSA. He asked the Mission Director to undertake an exercise to clearly define their respective roles. The Mission Director gave a recent example of synergetic arrangement between UGC and RUSA in better and effective targeting of resources for need based institutions in the North Eastern Region.

PAB approved setting up of 4 Model Degree College and approved the release of first installment of central share to these colleges.
