During 2011, the Foundation was immersed in issues concerning water. That’s appropriate, considering we live in Louisiana, where the differences between land and water are not always distinct. First, there was the $100 million granted to us by BP in 2010 for helping deepwater rig workers following the oil spill disaster. The Foundation paid out two rounds of grants to rig workers and those who supported the drillers, with about $80 million remaining in a fund to benefit Matthew G. McKay, the Gulf Coast. Chairman of the Board After assisting those deepwater rig workers impacted by the moratorium, we discovered what the oil industry already knew. Oil companies valued their skilled workers, retaining them to improve the rigs during the drilling halt. What’s especially encouraging is that 80% of these prized employees are Louisiana residents.

Under terms of the act of donation, what’s left of the money is being granted to nonprofits that are working to benefit the people, wildlife and ecology of the Gulf Coast.

The BP oil spill was an abrupt and unexpected blow for the region, and recovery is ongoing. But there is a larger, more ominous threat to our precious coastlands that we must confront. Rising seas and subsiding land, both in Louisiana and in other river deltas, are causing the loss of entire coastal communities. The persistent erosion of our coastline may not be a sudden, shocking disaster like the oil spill, but its consequences are ultimately far more devastating, displacing not only our neighbors but eventually requiring billions upon billions of dollars in infrastructure.

In December of 2011, we culminated nearly two years of work by convening the first official meeting of The Water Institute of the Gulf—a research resource that we believe will emerge as a leading world authority for the science and solutions of managing deltaic areas threatened by rising waters and subsiding land.

One of our most ambitious civic leadership projects, The Water Institute has begun its work in 2012. Our economist friends tell us that the Institute could spin off thousands of related jobs over the next 10 to 20 years. What’s more, Louisiana can proudly show the world that it is home to this forward-thinking knowledge enterprise.

The Foundation’s staff couldn’t do this work—and the other efforts detailed within this annual report—without our fund donors and members. As you may know, fund donors provide most of the funding for grants. Meanwhile, members are our advocates and underwriters for civic leadership initiatives, such as The Water Institute.

Looking back on 2011, we expressedly thank our fund donors and members. Because of you, more than 1.5 million people living across South Louisiana are able to overcome the challenges that confront their communities—making each year a little better than the one before.

Tribute to John W. Barton Sr. by John G. Davies, Baton Rouge Area Foundation CEO and President.—Annual Meeting, March 21, 2012

In March 2012, John Walton Barton Sr. died shortly after his 95th birthday. His life was a model for others. It was a rich, rewarding and meaningful life.

Much has been said about Mr. Barton and his extraordinary and varied contributions to the region.

Yes, he was the father of modern Baton Rouge and he stewarded our region to this exciting and promising point of our evolution.

Yes, he was an outdoorsman extraordinaire who played a major role in bringing back the wild turkey populations throughout the country.

Yes, he built a successful company in our community that brought him recognition as an astute businessman.

Yes, he held precious, above all, his children, grandchildren and great grandchildren.

And yes, he founded or shaped virtually every important notprofit organization to have served our community in the last 50 years.

What a life. What a rich life.

But there are two points I would like to make tonight about our founder.

People puzzle over the concoction of qualities in John W. Barton Sr. that allowed him to have a broad and deep impact. Was it his compassion for his fellow man? Was it his abiding love for the region of South Louisiana? Was it his significant business acumen? Was it his deep understanding of human nature? Or was it his twinkling eyes and magnetic charm?

It was probably all of the above.

What I can affirm is that a singular quality of Mr. Barton was that he connected with people at a level that led each individual to believe that she or he had a very special bond to him. There are hundreds of people who believe that their relationship with this remarkable man was profound and unique.

And it was.

It is this magical quality of connectivity to people at a very human level that helped Mr. Barton move our community progressively forward to be increasingly a better community. All of us wanted to embrace his vision, his passions.

Secondly, Mr. Barton represents the end of an era to many of us. He was the last surviving of our 11 founders; 12 if you properly include his wife, Scott Duchein Barton. That era of ladies and gentlemen—of true ladies and gentlemen—who shaped the community we now live in is gone. The mantle has been passed to those of us 50 and older who inherit the significant responsibility to mentor the next generations and to pass on as great a number of achievements as Mr. Barton’s generation passed on to us.

MISSON

The Baton Rouge Area Foundation unites human and financial resources to enhance the quality of life in South Louisiana. We are a community foundation, a nonprofit that pursues its mission in two ways. 1. We are intermediaries between philanthropists and the causes they seek to support. Generous donors open charitable funds with us; to help them promote their causes, we provide them with knowledge about local needs and opportunities. We also manage the funds and the paperwork, making their philanthropy effortless, effective and enduring. Our donors have granted hundreds of millions of dollars to nonprofits over nearly five decades. 2. Our civic leadership staff takes on essential projects, which we believe will fundamentally alter the direction of South Louisiana in good ways. Among our largest ongoing initiatives was creating The Water Institute of the Gulf, which aims to become a global leader among scientific resources, providing intelligence to combat rising seas and land loss. You have seen some of our other civic leadership projects: downtown and inner-city redevelopment, education reform, health care reform, and urban planning in Baton Rouge and across Louisiana.

How we are governed

The Foundation is governed by up to 15 directors who are elected by members to three-year terms. Directors may serve two consecutive terms. The immediate past Board Chair serves as a member of the Executive Committee and member of the Board, as does the CEO of the Foundation.

Who we serve

The Foundation and our affiliates, the Northshore Community Foundation and the Community Foundation of Southwest Louisiana, serve more than 3.5 million people who reside across South Louisiana. But our efforts don’t end at those borders. Our donors have made grants to assist people in Africa, Mexico and Eastern Europe. Where they reach, we go.

Assets

The Finance Committee and the Investment Subcommittee oversee the Foundation’s stock and bond investments, which are managed by Goldman Sachs and JP Morgan. The list of committee members is on page 27. The Foundation’s assets include real estate held by the Wilbur Marvin Foundation, a supporting nonprofit. The Wilbur Marvin Foundation is overseen by a board, which is listed along with other supporting organization boards on page 28. Assets of the Wilbur Marvin Foundation include shopping centers and other real estate in Louisiana, Puerto Rico and North Carolina. In Baton Rouge, the Wilbur Marvin Foundation owns retail centers, including Acadian Village on Perkins Road. Real estate is largely managed and developed by Commercial Properties Realty Trust. The Foundation has also invested in venture capital funds that provide seed and growth capital to promising Louisiana companies—a means to improve the economic prospects of the state.

Enhancements to the Shaw Center, which includes the Manship Theatre, were initiated. Among the upgrades, the Manship, an asset of the Foundation, will have a marquee entrance for the Hartley/Vey Studio on North Boulevard. Construction begins in spring 2012. | Victor Lavalle won the fourth annual Ernest J. Gaines Award for Literary Excellence. Foundation donors established the prize to honor Mr. Gaines, a world-renowned author, and to support rising African American writers. | Created by the Foundation and city government, the EBR Redevelopment Authority entered its second full year with a flurry of activity. The Authority issued neighborhood improvement plans, granted New Market Tax Credits to projects in underserved and rural areas, and invested with businesses in façade improvements. | The Hilton Baton Rouge, an asset of the Wilbur Marvin Foundation, celebrated its fifth year and opened the first Viking Cooking School Outdoors in the nation. Our civic leadership initiatives are intended to steer communities toward solutions for primary problems. These projects are undertaken by our civic leadership staff, with John Davies, our CEO, in charge of short-term efforts of less than a year, and John Spain, our executive vice president, leading initiatives that can take years to complete. But before the Foundation commits to a project, a case for it must be made to our civic leadership committee, whose members are listed on page 27. Our endeavors in civic leadership have produced substantial results, including the creation of the East Baton Rouge Redevelopment Authority, which has moved quickly to assist in the rebirth of neglected neighborhoods. We are now working with school officials on educational reforms, and we have engaged health care leaders in an effort to establish an economic corridor based on their services. Listed below are select civic leadership projects that were begun or advanced in 2011.

the water institute of the gulf

All along our coastline are storm-tossed houses, tilting on their stilts, and abandoned homesteads where the water has crept in under them. They are the evidence of invisible but powerful forces working to wash away Louisiana’s coastlands and the communities that inhabit them. We believe that The Water Institute of the Gulf will be a convincing response to the problem of eroding marshes, rising seas and a changing climate. With government and university leaders, the Institute began to operate late last year, first defining its work as scientific research to inform public policy, then hiring an interim director and working to secure steady funding sources. As a stand-alone nonprofit, the Institute could one day employ hundreds of researchers and anchor Louisiana’s reputation as a leader in scientific solutions to the problem of eroding coasts around the globe.

smiley heights

Redevelopment requires patience and persistence. Smiley Heights began as a Foundation project following Hurricane Katrina. It was intended to provide a community for East Baton Rouge’s rapidly growing population. But it fizzled because the federal government didn’t come through with financing. Nearly six years after the storm, the smoldering idea for Smiley Heights was rekindled, this time with education facilities envisioned as anchors for the community. Located on 200 acres surrounding North Ardenwood Drive, and bordered by North Lobdell Boulevard and Greenwell Springs Road, the neighborhood will feature a career high school operated by EBR Schools and a proposed automotive training center, all surrounded by mixed-income homes. Greenspaces and shops will also be an integral part of the community. The Smiley Heights neighborhood is one of the visionary undertakings of the East Baton Rouge Redevelopment Authority, which was also formed with the Foundation’s assistance. In 2011, the Authority secured funding for the project and signed contracts to buy the land that will become Smiley Heights.

companion animal alliance

Among the Foundation’s projects was the collaboration with animal advocates in forming the Companion Animal Alliance. The CAA is an independent nonprofit that is dedicated to humane alternatives to euthanasia for the problem of unwanted dogs and cats. The CAA took over management of the EBR Animal Shelter in mid-2011. Within just three months, the percentage of dogs and cats saved from certain death more than tripled, from 20% to 66%. In cooperation with Yelp BR!, Project Purr and Friends of the Animals, CAA has found homes for thousands of adoptable companion animals. The Alliance has set a goal of saving 90% of the animals that come through the doors of the shelter. In light of what they’ve done already, that goal no longer seems audacious; it is now within reach.

old south baton rouge

The collection of neighborhoods stretching between downtown and LSU is known as Old South Baton Rouge. Despite its prime location, the community is a patchwork of poverty and decay, resulting from the flight of middle-class African American residents searching for better opportunities in the suburbs and in larger cities. But, recently, the outmigration has been reversed, and the neighborhoods have seen a small surge in growth. Repopulation has mostly been on the edges of Old South Baton Rouge, where there is an economic base comprised of LSU students and staff. But now adventurous developers are beginning to build houses deep within the community. What’s driving the rebirth of these neighborhoods? In part, it is the Foundation’s framework for revival, which was written by urban planners and residents, working together, in 2006. Since then, the Foundation, the East Baton Rouge Redevelopment Authority and the Center for Planning Excellence have provided resources to rebuild Old South Baton Rouge. From this have come the stirrings of new life: homes are being fixed up, community gardens are being planted, the Lincoln Theater is being reimagined as a cultural resource, residents are receiving job training and gathering places are being improved. In the battle against blight, there is still much to do before victory can be declared there. But, rather than being a place that people seek to escape, Old South Baton Rouge is once again becoming a place that people want to call home, as it was for so many generations before.

futureBR

Traffic in the parish is a tangled mess. Streets don’t connect, main thoroughfares are heavily congested, and at rush hour everything comes to a standstill. FutureBR is a way out. With ideas and input from residents, Fregonese Associates has created a new comprehensive plan for the parish. It’s called FutureBR. Think of it as a blueprint for growth over the next three decades. That includes repairing the broken street grid, turning select thoroughfares into destinations and aligning medical centers along Essen Lane and Bluebonnet Boulevard into a crucial health care corridor. The Foundation provided money to review the previous comprehensive plan, which ultimately led to the creation of FutureBR. Parish government adopted the new plan in 2010, and Mayor Kip Holden was set to hire a cabinet-level person to implement it. If we follow the plan, the city will function much better in the coming years, and, among other great benefits, that means fewer traffic jams.

Is Baton Rouge really divided into four sectors with competing interests—North Baton Rouge, South Baton Rouge, Southeast Baton Rouge, and Baker/Central/Zachary? Or do the people who live in these areas, in fact, share a common vision for the future of Baton Rouge? In fall 2011, a CityStats survey found the answer. Studying those four regions of the parish, the survey sample was deep enough to draw some surprising conclusions. For example, there was unexpected agreement among the majority in wanting government to spend the same amount of money—or more—on downtown over the next decade. Respondents also told us what they would support with taxes, providing clear policy directions for elected leaders. In each of the past 11 years, the Foundation has honored people working at the region’s nonprofits. Our fund donors nominate people for the John. W. Barton Sr. Excellence in Nonprofit Management Award, which is named after Mr. Barton, among the founders of our community foundation. Past chairs of the Foundation choose winners from the nominated list, and awards are bestowed upon the selected at the annual meeting in March. Each receives $10,000 with the requirement that they spend it on themselves.

The Barton Award winners for 2012

Michael Manning, president and CEO of the Greater Baton Rouge Food Bank. Food distribution has grown by nearly 60% since Manning was chosen in 2004 to run the nonprofit. Most recently, his organization raised more than $10 million to retrofit a donated warehouse that will improve efficiency while expanding reach, such as permitting the repackaging of bulk orders into sizes fit for families.

Keith Ouchley, executive director of The Nature Conservancy of Louisiana. Under Ouchley, the Conservancy has preserved thousands of acres of land in the state. In Morehouse Parish, the Conservancy also has removed levees to reconnect the Ouachita River with a 25- acre plain, hoping that the experiment produces new forest land while reducing nutrients that flow into the Gulf of Mexico to create a dead zone.

Michael Tipton, executive director of Teach for America for five years. Tipton joined TFA as a corps member and zoomed up the ranks. When hired, he was the second youngest executive director. Under his leadership, local funding support has grown from $600,000 to $2.5 million. He wants to expand TFA here by 33% to 200 teachers in the next two years.

Donors come to us with a desire to change the world, and we make it easier for them. The Foundation is here to help them give their neighbors a chance to prosper. With a minimum of $10,000, philanthropists can open charitable funds—a donor account for doing good. Donor Advised Funds and Corporate Advised Funds are the most popular, comprising more than 40% of all funds at the Foundation. They allow the donor to recommend grants to nonprofits, which are voted on by the Foundation board, as required by the IRS. To donors, we also offer: 1) Designated Beneficiary Funds, which automatically give to a nonprofit of their choice; 2) Field of Interest Funds, which are dedicated to a particular area of concern, such as education or the arts; and 3) Scholarships to cover tuition and education expenses. The Foundation’s Donor Services department works with donors to open and then oversee charitable accounts, while the Partnership Relations department provides information about nonprofits.

Food bank

Our donors provided millions to help the Greater Baton Rouge Food Bank reach an ambitious goal: $12.1 million to retrofit a warehouse to expand its facilities. The 174,000-square-foot warehouse was donated by Albert Fraenkel and his family through the Foundation at a value of $2.2 million. Facing a ticking clock, the Food Bank raised $10.5 million, including the value of the warehouse, to secure a challenge grant of $1.2 million from the Kresghe Foundation. The Food Bank expects to be in its warehouse later this year. Among other things, the facility will let the nonprofit repackage bulk food in a “clean room” to sizes fit for families and buy larger amounts at lower prices and divide the purchases with other food pantries for the hungry. (In 2011, the Foundation and our donors granted $293,580 to the Food Bank.)

Opening Doors

Innovations coupled with an understanding of community needs is the trademark of Opening Doors, a nonprofit that was born from St. John’s United Methodist Church to serve children in the dangerous Gardere Lane neighborhoods. Opening Doors, for instance, offers points to parents who support their children at the Charlie Thomas Head Start program. That program has grown to more than 120 children in 2011 from 19 when it began in 2002. In December, parents trade their points for clothes and toys on their children’s wish lists. Another program offers a party as an incentive for middle school children to take the LEAP tests, while summer camps ensure that children are prepared for the upcoming school year. (The Powell Group Fund at the Foundation granted $2,000 to Opening Doors in 2011.)

45 Alzheimer’s Services

Alzheimer’s Services of the Capital Area teamed with other nonprofits to care for lesbians, gays, bisexuals and transgenders, who sometimes have been abandoned by family members or have weak family structures. ASCA also created Memory Café in 2011 for group counseling of people with early onset Alzheimer’s. (Grants by Credit Bureau of Baton Rouge, a supporting organization of the Foundation, to this organization was $12,442. In total, the Credit Bureau Foundation gave $780,000 from its charitable fund last year.)

Asparagus Club Scholarship

The Asparagus Club scholarships at the Baton Rouge Area Foundation are partly responsible for well-run neighborhood groceries. Affiliated with the National Grocers Association, the Asparagus Club was created in 1909 to generate a spirit of cooperation among members of the grocery industry. To improve the industry, the Club began offering scholarships to students who wanted careers in the industry, particularly those wishing to work at independent grocers or wholesalers. The Club’s scholarship program is among 16 scholarships managed by the Foundation.

Catholic Charities Archdiocese of New Orleans

In 2011, the Gulf Coast Restoration and Protection Foundation, a supporting organization of the Baton Rouge Area Foundation, granted $18 million to nonprofits to benefit the people, wildlife and ecology of the Gulf Coast. Among the grantees were Catholic Charities Archdiocese of New Orleans, which received $15 million to serve residents in communities recovering from the oil leak. BP donated $100 million after the Deepwater Horizon oil spill for grants to workers on deepwater rigs and those directly supporting the deepwater rigs, which were told to stop drilling by the federal government. The Foundation met the demand from the deepwater rig employees with about $12 million and is granting the rest to nonprofits that are working on behalf of the coast. We expect all the funds to be granted over the next two years.

Baton Rouge Speech and Hearing Foundation

Baton Rouge Speech and Hearing Foundation has some new wheels for its eventual new home. With gifts from Foundation donors and others who share its vision, the Speech and Hearing Foundation is building a $7 million, 26,000-square-foot headquarters at LSU’s South Campus on GSRI Road. At the center, which is two-and-a-half times the size of the current facility, the nonprofit will provide therapy to more autistic patients, regardless of their ability to pay. What’s more, the organization has added mobile services that will offer services to rural communities, reaching a population that is often underserved with social services. (Donors of the Baton Rouge Area Foundation gave $37,084 to BR Speech and Hearing Foundation in 2011.)

Academic Distinction Fund class projects

Through an endowment managed by the Baton Rouge Area Foundation, the Academic Distinction Fund makes grants to support East Baton Rouge public schools. Many of the grants underwrite direct projects by teachers. Teacher projects in 2011 included Scope On A Rope, in which school students used LSU’s digital microscopes to study the details of nature; and Project Learning Tree, which followed a national curriculum to teach about trees, including students creating models to understand how seasons impact tree growth and development. (Grants from the ADF endowed fund at the Foundation totaled $219,234.)
