RECENT GENOCIDAL VIOLENCE IN OROMIA REGION

I. EXECUTIVE SUMMARY Over the past two years, the power gap created by the transition has made more unstable, insecure and disorderly. Rival centers of power have proliferated vying for dominance against each other and the central government. Due to the ethnic formation of these rivalries, communal conflicts, destabilization of communities and ethnic cleansing have been evident in almost every region in the country.

Despite the lack of proportionate attention by domestic and international observers of human rights, Oromia region has been the epicenter of ethnic-based attacks particularly on the Amhara and other Orthodox Christian residents of the region.

Abetted by a strain of Wahabist Islam extremism, regions of Arsi, Bale and Hararghe have witnessed the height to such egregious violations of the right of ‘others’ in the region. It has only been a year since the massacre of 96 innocent peoples, most of them Amharas, by a mob army calling itself “Qerro” or youth.

NaMA is gravely concerned about the continued human rights violations, ethnic cleansing and genocidal violence against the Amhara and other Orthodox Ethiopians in Oromia region.

The focus of this report, however, is the recent genocidal violence in various areas of central and western Oromia following the assassination of a popular Oromo singer named Hachalu Hundesa, allegedly by Oromo radical elements, on the night of 29 June 2020.

The Federal Government of Ethiopia has frequently neglected its obligations to enforce peace and order in Oromia region, to defend the Amhara and other ethnic groups from repeated violence, bring transgressors to the court of law, and even properly acknowledge and communicate such egregious violations.

The Oromia Regional State has been both an active and passive accomplice to the genocidal attacks perpetrated by radical Oromo nationalist groups and youth armies organized under their auspices, known as Qerro.

Most cities and towns in Eastern Shoa Zone, Western Aris Zone, and Western Hararaghe Zone, prominent among these (Debre Zeit), , Metehara, Zway (), Adami Tulu, Bulbula, Meqi, Shashemene, , have been targets of ethnic violence.

Though the attacks had started in some places on the very night the singer was fatally wounded, 29 June 2020, full-scale attacks were conducted on all major towns the whole day on 30 June 2020.

It was an organized and planned attack orchestrated by ethnic Oromo extremists often in concert with regional and local government apparatus. The federal army was also unresponsive to calls by harassed victims.

The spearhead of the rampages and destructions was the Qerro youth army, which is allegedly organized both by the regional government, Oromo opposition groups, shady notables like Denku Deyas. The other prominent elements in the genocidal attacks, in cities such as Adama, were Muslim Oromos resettled from Somali region.

The Oromia security apparatus did nothing to stop the violence. In fact, many members of Oromia Special Forces, the local paramilitary police have taken part in the killings in various towns.

Attacks on non-Oromo, Orthodox, and Amhara were selectively done based on lists prepared by perpetrators.

Attacks were based on an ethnic profiling by Oromo extremists which used the genocidal code word “Nefetegnya”, merging both ethnic Amhara and believers of Orthodox Christianity. Eventhough non-Amhara Orthodox Ethiopians, including Orthodox Oromos, were targeted, Amhara Muslims were not spared from the attacks.

II. RECENT CASUALTIES IN LIFE AND PROPERTY FROM ETHNIC VIOLENCE IN EASTERN SHOA, WESTERN ARSI, EASTERN AND WESTERN HARARGHE ZONES OF OROMIA REGIONAL STATE

2.1.EASTERN SHOA ZONE 2.1.1. Debrezeit (Bishoftu) Town In Debre Zeit (Bishoftu) town of Ada’a district in East Shoa, at a distance of 40kms from the capital, more than 10 hotels owned by Amharas and Orthodox Christians were robbed and burnt down by the extremist “Queros” on 30 June 2020 (23/10/2012 E.C.). Lists of examples include:

1. Ato Melaku (Orthodox Christian): Shakach Meathouse and 3.5 million birr valued car. 2. Ato Tesfaye (Orthodox Christian): Bin International Hotel (the destruction is estimated to be 80000 Ethiopian Birr). 3. Gold Mark Hotel (owned by Orthodox Christian): the destruction is estimated to be 750000 Ethiopian Birr. 4. Tsehay Hotel (owned by Orthodox Christian): the destruction is estimated to be 450000 Ethiopian Birr. 5. Abiy Chanie Building (owned by Orthodox Christian): the destruction is estimated to be 5000000 Ethiopian Birr. 6. W/ro Liyu (Orthodox Christian): Ziquala Hotel (the destruction is estimated to be 500000 Ethiopian Birr). 7. Ato Addis (Orthodox Christian): Addis Building (the robbery is estimated to be more than one million Ethiopian Birr). 8. Ekshak Hotel (owned by Orthodox Christian): the destruction is estimated to be 30000 Ethiopian Birr. 9. Mamsha Hotel (owned by Orthodox Christian): the destruction is estimated to be 90000 Ethiopian Birr. 10. Yuforya Bar and Lounge (owned by Orthodox Christian): total destruction and huge loss.

2.1.2. Nazreth (Adama) Town: Adama is the largest town in Oromia targeted by ethnic attacks. On 30 June 2020, an army of Qerro invaded the town killing of three Orthodox believers and vandalizing and destroying of many people’s homes and properties. Most buildings and homes close to government offices suffered serious destruction.

Most of the ethnic attacks and destructions on private and government property were conducted by groups illicitly organized by the Oromo tycoon named Dinku Deyas, who recently fled the country to avoid government pursuit. At the forefront of the mob army were also extremist Muslim Oromos who were resettled in the outskirts of the town due to ethnic conflicts in Somali Region.

The following are instances of ethnic killings in Adama town on 30 June 2020:

1. Ato Tilahun Getachew, Orthodox Christian, was killed by rioters at a place known as Zhekale Gebeya, under the railway in 07 kebele. 2. Ato Fasil Ambesaw Endale, Orthodox Christian and resident of 07 kebele, was killed by a police officer named Abdulhakim, sympathizer of the genocidal attacks. 3. Ato Gezahegn Hailu Tesegaye, Orothodox Christian, who lived at about 105 and worked as a proter in part of the town known as Tele Garage, was killed by a shot from a member of Oromia Special Police Force. Regarding damages to property, about 5 shops of Orthodox Christians were looted and vandalized.

1. Amen Laundry, owned by Ato Wondwossen Hailegebriel, besides 04 kebele office, totally destroyed.

2. Amen Fashion, owned by the above individual, besides the kebele 04 office, totally destroyed.

3. Fenet Plumbing and Building Materials, owned by Ato Mengistu Bayissa, besides Ato Wondwossens’s shops, was set on fire and suffered serious property damages. 4

4. Liquors Grocery, owned by Ato Ayele, was looted and vandalized.

2.1.3. Zway (Batu) Town On 30 June 2020, Zway town in Eastern Shoa had suffered very serious and widespread ethnic attack and destruction. Over 102 living homes, more than 52 shops and enterprises, and 28 vehicles owned by Orthodox Christians were selectively and studiedly destroyed.

Security forces were bystander observers who did nothing to prevent the mayhem throughout the day.

Only properties of Amharas and Orthodox Christians were selectively targeted. Muslim properties suffered attacks only rarely as collateral damages and even in such instances the perpetrators quickly stopped the destruction and put out the fire.

Among the property damages in Zway town are (absolute majority of them ethnic Amharas):

7. Ato Zewudie Argaw – Huge Building Materials’ Shop, Car spare parts shop, and worth estimated above 50 million Birr.

45. Ato Mulugeta Arega (Oromo Protestant) – Pesticide and Insecticide shop.

46. Ato Mohammed (Muslim Amhara) - Living Home.

47. Ato Kedir Hamid (Muslim Amhara) - Living Home, two new automobiles, unknown amount of gold and money in cash.

2.1.4. Adami Tulu Town Adami town, situated a few kms away from Zway was attacked by the “Qerro” mob of Oromo youth on 30 June 2020.

Five members of a family of Amhara Orthodox followers were brutally murdered by the extremists “Queros”.

1. Ato Geleta Awulachewu (Husband/Father). 2. W/ro Tsehay Amare (Wife/mother). 3. Netsanet Geleta (Daughter and College student). 4. Samuel Geleta (Son and Secondary school student). 5. Wassie Ageze (youth and cousin of Ato Geleta).

A total of about 110 living homes, 37 organizations, 3 cars and 1 motor cycle of Amharas and Orthodox Christians were destroyed in Adami Tulu town: 1. Ato Awoke Yeznegawu: Living home and shop.

2. Ato Ashagrie Worku: Goods shop, household utensils’ shop and motor cycle.

3. Ato Mindaye Wekenie: Household utensils’ shop.

4. Ato Zeleke Nigussie: Household utensils’ shop.

Bulbula is a small town located around Ziway. In this place, ethnic Amharas and Orthodox Christians were identified and killed. More than eight private organizations and five living homes were destroyed by the Qerro attackers.

2.1.6. Meki Town Meki is another town of district, Eastern Shoa targeted by the Oromo mobs.

Ato Gonfa Tuji, an elderly man of 60, resident of kebele 03 and owner of Ijnori Hotel was murdered by Qerros on the pretext of refusing to close his hotel.

More than 10 properties of Amhara and Orthodox individuals suffered damages. Among the destructions in property are:

1. Ato Solomon Tena (Resident of 03 Kebele of Meki town): Grain store and grinding mill. 2. Ato Abera WoldeAregay (Resident of 03 Kebele of Meki town): Saint Gebriel Hotel. 3. Ato Manale Abera (Resident of 03 Kebele of Meki town): Yenezer Restaurant. 4. Ato Ephrem Soreso (Resident of 03 Kebele of Meki town): The compound of his hotel and the building partially destroyed. 5. Merigeta Mussie (Resident of 03 Kebele of Meki town): Jewellery and Building Materials’ shop. 6. Ato GebreHiwot GebreEgziabher (Resident of 03 Kebele of Meki town): Jewellery. 7. Ato Hailu Tesfu (Resident of 03 Kebele of Meki town): Grain store and grinding mill. 8. Ato Abebe Turufi (Resident of 03 Kebele of Meki town): Mobile phones Shop. 9. 11. Ato Mesfin Getu (Resident of 02 Kebele of Meki town): his electronics shop was looted and then destroyed.

2.1.7. Metehara Town In Metehara town in Eastern Shoa, Axume Hotel owned by an Orthodox individual was partly destroyed by the attackers.

2.2.WESTERN ARSI ZONE Arsi Zone has been an epicenter of anti-Amhara and anti-Orthodox carnages in the entire Oromia regional state over the past three decades. The past two years of the transition has made this area, paralleled by Bale & Hararghe, a free kill zone costing the lives and properties of hundreds of Amharas and their incalculable amount of properties.

Towns such as Shashemene, Assasa, Dodola, Aris Negele have witnessed the most severe carnages by Oromo extemists, abetted by Wahabist Islam ideology, following the assassination of Hachalu Hundessa on 29 June 2020.

At least seventeen (17) Amharas were murdered in the most inhuman manner in Arsi Zone. The destruction in private and government property was so severe that some town like Shashemene were considered by the residents as a reasonable parallel to Aleppo of Syria (see annex 1).1

2.2.1. Shashemene Town Shashemene, the largest city in Western Arsi Zone of Oromia, was most affected by the genocidal attacks which commenced on the night of 29 June 2020. The selective destruction ethnic Amhara and Orthodox believers’ properties continued for thirteen hours until 5 pm the following day.

Even though the federal army base was situated at a distance of only 10 kms away from the town, and dispite repeated pleas via telephone for assistance by Orthodox fathers, the commanders of the army refused to send help on the pretext of not receiving command from higher authorities.

Moreover, on the orders of the town police commander, Gadissa Nigussie, members of the city police and security were all summoned and restrained in the police meeting hall until 12:00 am, 30 June 2020. Some members of the police have confirmed that they were prevented by their superiors from intervening and stopping the ethnic violence against the Orthodox population of the town.

Orthodox fathers’, including the head of Arsi Diocesse, demand for zonal officials to safegurard them from the severe ethnic attacks were neglected and even outright rejected. The Administrator of West Aris Zone and the Mayor of Shashemene Town had both switched off their cellphones to avoid victims’ calls for help.

Representative of the West Arsi districts police, Commander Dejene Wessene, is another prominent official responsible for deliberate negelict of duties by refraining from passing order to distict officers to stop the etnic violence outside the town.

Similarily, members of Dodola town police force have been ordered to handover their guns which were kept in the police directorate. They were also prevented from leaving the meeting hall while the ethnic attacks were undergoing.

On 30 June 2020, attempts made on the residence of His Holiness, the Bishop of Diocese, were prevented by a concerted effort of some local Muslims and Orthodox Christians.

Like other places in Oromia, the ethnic attacks in Shashemene town and surrounding areas were made on the basis of a printed ethnic profiling. The attacks were very organized and commanded. Sometimes, different groups repeatedly came one after the other to the same house. The identification of victims’ identities and whereabouts was made by notable Muslims and some kebele wrokers of the town.

The houses and properties of most Orthodox Christians in the town were destroyed. Only properties of a few local Orthodox Christians were left due to entreaties and bribes. Muslim houses and properties were seldom burnt down or attacked unless by mistake or as collateral damages. Even then, the attackers stopped destroying or helped save properties from the fire. For instance, the building called Arabs was left untouched by order of the riot leaders (see Annexes 2 – 5).2

A number of Amhara and Othrodox individuals were brutally murdered and seriously wouned on 30 June 2020:

1. Ato Wondwossen Birhanu, resident of kebele 01 in the town, was hanged by rope and flag and pulled around the town for more than four hours; and finally he was brutally killed by severing his neck.

2. W/o Konjit, resident of kebele 02 in the town, who was lying sick at her home was brutally attacked and murdered. The killers’ pretext was that the victim had been sleeping at home while they were struggling.

3. W/o Meron Tesfaye, a 9 months pregnant mother, suffered severe beatings and wounds by machetes on 30 June 2020 died after 10 days. The attackers looted the entire property and more than 420, 000 birr of the victim, forced her to lie naked and beat her severly by machetes threatening to slaughter her. The victim couldn’t survive the shock for more than 10 days.

5. Ato Birhan Kassaye, severely beaten and hospitalized.

6. Ato Shumye Tesfaye, severly beaten and hospitalized. Propety damages in Shashemene town in part include (Most of them Amhara, and some of them Othodox Chistian Gurages):

1. Ato Yohannes Wolde (Gurage), a devoted Orthodox who supported the church both in service and money, and who previously suffered repeated attacks on his property, has lost an estimated 12 million birr worth of property this time: two schools, living home, 1 Dolphin vehicle, 1 student service autobus, a computer center, library and other facilities in the schools were completely destroyed. As evidence of a pre-planned schedule, attackers directly went to the residence of the victim and burnt it down within 30 minute intervals.

2.2.3. Arsi Negele Town In Arsi Negelle, the following four Orthodox Christians were brutally murdered by the Qerro on 30 June 2020.

The destruction of properties was done on every ethnic background identifying with Orthodox Christians. The attackers tried to save properties of Muslims and Protestants from burning. The focus and greater destruction was on ethnic Amharas. Examples are listed as follows:

2.2.4. Dodola Town Dodola town in Western Arsi Zone was also attacked by the Qerro mob army on 30 June 2020. People suffered severe beatings simply for being Amharas or Orthodox Christians. A number of large and medium shops and enterprises owned by Amharas and Orthodox residents of the town were partially or totally destroyed, properties looted.

2.3.EASTERN HARARGHE ZONE Several places in Eastern Hararghe were attacked by Oromo extremists on the pretext of the assassination of Hachalu Hundessa. The attacks took place between the night on 22 June 2020 and 24 June 2020.

Areas in the zone which witnessed widespread attacks on Amharas and Orthodox Christians include: Haramaya and Bati towns under Haramaya city administration, Melka Rafu town in district, a rural keble known as Alle in Jarso district, Fugnan Birra town in Gursum district, Babile town in Babile district, and Midaga Tola distict.

In general, in the ethnic attacks leveled at Amhara and Orthodox Christians in the seven districts of Eastern Hararghe zone, about 198 households along with 682 family members have suffered various levels of harassment, beatings, physical wounds, property destructions and very gross violations of human rights.

2.3.1. Haramay Town Properties and houses of 5 Orthodox Christians were set on fire and destroyed. Preoperties of 8 Amharas and Orthodox Christians were vandalized and completely destroyed.

About 71 peoples were forced to take refuge in Churches for about 15 days; they left their refuge only after the belated arrival of security forces.

An elderly woman, named W/o Mestawet Gebremariam Woldeyes who came to visit her son from Karamile to Haramaya town suffered serious wounds from beatings while in Ato Tewodros’s home and died in hospital. Ato Tewodros’s wife also suffered serious wound on her legs and is hospitalized.

2.3.2. Bate Town (Haramaya) About 14 households of Amhras and Orthodox Christians were totally burnt to the ground. Properties of 40 other individuals were vandalized and destroyed. About 18 large and medium commercial enterprises were destroyed.

2.3.3. Kombolcha Distict Six service giving hotels with the properties were completely destroyed. Two liquor groceries were also totally destroyed. One photo shop with a fully equipped studio and recreation park was destroyed. One metal workshop was burned; 6 houses were burnt down. Properties of 3 individuals were looted and their houses damaged partially. Houses and properties of 34 Amharas and orthodox Christians were singled out and looted.

An assassination attempt on a notable elder of the town, named Ato Endeshaw, was unsuccessful. However, the man is seriously wounded from the beatings by Orom extremists and is hospitalized. Similarly, his wife is also seriously wounded and hospitalized.

2.3.4. Haramaya District A rural clinic, owned by Ato Mesfin Bogale, providing service for farmers in Oda Belina area was destroyed with all its medical equipments. Another clinic and pharmaceuticals owned by Ato Hibret Bogale was destroyed. Similarily, a rural clinic and pharmaceuticals shop owned by Ato Tewodros Alemayehu in a place known as Melka Gemechu was burnt to the ground.

2.3.5. Gursum District 24

The commercial enterprises of 8 people were totally destroyed. For instance, Ato Ephrem Zerihun’s hotel and the bedrooms serving visitors of the town were entirely destroyed. Similarly, the hotel and grocery of W/o Asnaku Shega with all the properties were destroyed. In addition trading equipment of 9 people was destroyed; living homes of 6 other people were partially damaged; vehicles of two individual were broken down; and farm crops of two persons were also damaged.

2.3.6. Jarso District (Alle Town) Living homes of seven Orthodox residents of the town were highly damaged. Shops of 6 people with all the properties were destroyed. For instance, a shop and a cereal store owned by Ato Masresha were completely destroyed with all the property.

About 48 households were attacked by the mob armies and forced to take refuge in churches along with 180 family members. They were repatriated to their partially destroyed homes after 15 days with the intervention of local notables and residents of the area.

The attempt to burn down the St. George Church in the town was foiled by inhabitants of the area. However, the Bethelhem roof corrugated iron was pierced by avalanche of stone by the Muslim Oromo attackers. In addition, the women entry on the main building was also partly damaged.

2.3.7. District At least the properties of twelve Public servants in service of the locality were taken out of the rented houses and entirely set on fire.

2.3.8. Babile District Though details are yet unknown to our organization, properties and hotels of at least two residents of the town were vandalized by Oromo attackers.

2.3.9. Harari Regional State In Harari region, areas which experienced widespread ethnic attacks were districts in the city, such as Hakim, Jenila, Shenkor and Abaker, and the rural district known as Dire Teyara. In general, evidence collected so far indicates 19 households had suffered destruction of their properties.

Ethnic attacks targeting Amhras and other Orthodox Christians of Harari region has become frequent in recent years. In this round of attacks following the death of Hachalu Hundessa, Orthodox Christians were attacked and their properties destroyed. In addition, two historical statues of Ras Mekonnen were destroyed by rioters.

In addition, due to the widespread beatings, knifing and attempts to kill on the Orthodox residents of the city, 10 youngsters in Qelad Amba and Werwari area were wounded and hospitalized.

The unpreparedness and lethargic response of the regional government security forces in the town and their failure to protect citizens from ethnic attacks has been a serious concern for resident of Harari town, who now feel more insecure than ever.

The attackers have entered town in numbers from the surrounding kebeles the morning of 30 June 2020. These were joined by collaborators from the city and started destroying properties and firms owned by Orthodox Christian residents of the town. They specially targeted service institutions such as hotels, groceries, shops, vehicles, farms and storehouses. Among the major property destructions are:

1. W/o Sinidu, a female peasant and resident of Aboker Muti in Dire Teyara district; perennial plants and crops, and farm machinery were destroyed; 4 residence compounds (12 classes) along with the entire properties were looted, vandalized and burnt down. An estimated 80 quintals of cereals stored in 4 ground storages was looted. In attacks conducted on Orthodox residents of Arategna area and Hakim district, the following were destroyed.

2. Ato Daniel Wineta’s, Wineta Hotel glasses broken by stones and attempt was made to set it on fire. 3. W/o Etenesh’s Hotel, all properties in the hotel were destroyed. 4. Ato Seyfu’s, Ker Hotel, looted, vandalized and destroyed. 5. Ato Maedot Tefera’s Hotel, glasses on the building were broken down. 6. Ato Million’s Grocery, property looted and building glass was broken down.

7. Ethiopia Restaurant, found in kebele 17, all properties in the grocery were destroyed; bajajs in the compound were burnt down.

8. Ato Worku Alemu’s 2 houses, glass windows destroyed; his bajaj was also damaged. 9. Elsa Grocery, in kebele 17, entire property was looted and destroyed. 10. Ato Mesfin Bekele’s, butchery and grocery both looted and destroyed.

In Aboker district, areas such as Qelad Amba and Werwari also suffered attacks on properties of Orthodox Christians;

2.4.WESTERN HARARGHE ZONE

2.4.1. Chiro (Asebe Teferi) Town Chiro or formerly Asebe Teferi has been a sight of repeated ethnic violence over the past two years. This time the town experienced one of the most severe raids of destruction on the Amhara and Orthodox Christians of the town in western Hararghe. An Amhara man named Birhanu Zefargachew was brutally murdered by Oromo Qerro on 30 June 2020. Another resident of the town named Ato Fikre was severely beaten and suffered serious wounds.

Amhara and Orthodox Christians whose homes and properties were totally destroyed by fire were: Melaku Kefyalew (also his bajaj was burnt), Lemlem Yilma, Aschalew Hofer, Tigist Kefyalew, Ato Ayele, W/o Etabezaw, and Liqe Birhanat Kehali Bekalu, the former administrator of west Hararghe diocese.

In addition, Amharas and Orthodox Christians whose homes were looted and burnt were: Ato Teshome, Meaza Mulu, Fitsum Melaku, Tsadiqu, Simegn Nishan, Meseret barbery, Lemlem Suf (shop), Fire Woldeyesus, W/o Kelemwa (ale house), Mahder Ketema, Ato Desta (shop), Ato Ketema (shop), Mulugeta Belay, W/o Tsehay, Deacon Haile

Yematawork, Ato Tasew, Ato Goitom, W/o Nishan, Zinabua Gebremikael, Ato Yirgalem Chekol, Deacon Melaku (butchery), and Rediet caffe (see Annex 9).4

2.4.2. Miesso Town The town of Miesso was invaded by a huge mob of “Qerro” army on the morning of 30 June 2020 and pre-planned and selective attacks on the Amhara and Orthodox residents went on unabated the whole day.

The attackers were armed with the traditional “mecha” or machete, sticks, stones, and carried supplies of benzene to set houses and institutions on fire. Though the main force of the attackers is said to come from Assebot town, there were many collaborators from Miesso itself particularly tasked in the identification of Amhara and Orthodox Christian homes and institutions.

The damages to Orthodox Christian properties and homes in Miesso twon is incalculable. Innumerable homes of Amharas and Orthodox Christians in the twon have been assaulted by an avalanche of stones, properties and household utensils vandalized, and homes, shops, cars, bajajs, etc set on fire.

In Miesso, the religious element was stronger than other areas in Oromia so that even Muslim Oromos who rented homes from Orthodox Christians were harassed and assaulted. The attackers have gone house to house to tear off the “matebs” or religious symbols worn on the neck by Ortodox Christians. They also chanted “Alah wakbar!” while destroying and attacking the Christians.

Like other places in the region, the federal and regional security and police forces did not attempt any intervention to protect citizens from ethnic violence. In Miesso, the extent of the possible damage by the extremist Oromo mob was moderated by some notable Muslims of the town, who also managed to protect Orthodox Churches from destruction (see Annex 10).5

2.4.3. Asebot Town Asebot town, which is in the Miesso district of Western Hararghe Zone, also suffered ethnic attacks by Oromo extremists on 30 June 2020. A pre-planned and selective attack on the Amhara and other Orthodox residents of the town resulted in serious casualties in life, limb and property. At least one individual named Ato Tedla Lemma was brutally murdered by the attackers.

The attackers were armed with the traditional “mecha” or machete, sticks, stones, and carried supplies of benzene to set houses and institutions on fire. Like other places in the
