STRATEGY AND POLICY COMMITTEE 7 MARCH 2013 REPORT 5 (1215/52/IM) REPORT BACK ON ATTENDANCE AT THE EMERGENCY MANAGEMENT CONFERENCE – FEBRUARY 2012 1. Purpose of Report To report back to all Councillors on the Conference including the subjects covered and an opinion of the value of attendance by Elected Members. 2. Purpose of Report It is recommended that the Strategy and Policy Committee 1. Receive the information. 3. Details of the Conference On February 22nd 2011 I was attending an Emergency Management Conference. Guest speakers spoke of how lucky Christchurch was to have survived the previous September 4th quake with no loss of life. We broke for lunch and at 12.51pm Christchurch suffered another major earthquake. This time it was not so lucky and it became obvious, from the experts in the room that this would be serious. The conference was cancelled and I went home to watch the grim news unfold on television. In February 2012 the conference reconvened. This time there was much to discuss. I was unfortunately not able to attend all sessions as a fellow councillor who was to also attend and do some of the sessions was not able to be there. The first day started with keynote speakers: Clive Manley, head of Auckland Council Civil Defence, Hon Chris Tremain Minister of Civil Defence and Mayor Bob Parker. Bob told us 71,000 homes were affected, 40,000 chemical toilets were distributed, half a million tons of silt was moved and $1billion of damage was done to the waste water system alone. After morning tea we heard from Dr Richard Sharpe of BECA. -

This manuscript presents an overview of observed geotechnical aspects of this earthquake as well as some of the completed and on-going research investigations. A unique aspect, which is particularly emphasized, is the severity and spatial extent of liquefaction occurring in native soils. Overall, both the spatial extent and severity of liquefaction in the city was greater than in the preceding 4th September 2010 Darfield earthquake, including numerous areas that liquefied in both events. Liquefaction and lateral spreading, variable over both large and short spatial scales, affected commercial structures in the Central Business District (CBD) in a variety of ways including: total and differential settlements and tilting; punching settlements of structures with shallow foundations; differential movements of components of complex structures; and interaction of adjacent structures via common foundation soils. Liquefaction was most severe in residential areas located to the east of the CBD as a result of stronger ground shaking due to the proximity to the causative fault, a high water table approximately 1m from the surface, and soils with composition and states of high susceptibility and potential for liquefaction. -

The information has been gathered using the best available technical data held by a number of agencies and organisations. It does not identify or assess land use options or the feasibility of land uses. The information in this document is not, and should not be interpreted as, a pre-determination, recommendation or decision about future use. No decisions regarding the future use of this land have been made. Overview of Richmond residential red zone (Area 15): Area 15 is approximately 27 hectares in area and adjoins River Road along the margins of the Ōtākaro/Avon River from Banks Avenue to the east and Fitzgerald Avenue to the west. To the north and west, Area 15 adjoins existing urban areas. This Area had a number of significant home gardens with mature trees some of which are still being tended. Area 15 is susceptible to a number of natural hazards, which can potentially occur either in isolation or collectively leading to a number of adverse cascading effects. The risk from many of these hazards will increase over time due to the accelerating effects of sea level rise. The area is particularly prone to lateral spreading. Land contamination may be an issue for much of the site. I (1) Consider the overarching principles governing the delegation of Parliament’s law-making powers in the context of recovery from a national emergency A Introduction Delegation of Parliament’s law-making powers in the context of recovery from a national emergency involves several competing principles. It is important to uphold and conform to these principles in order to prudentially legislate such power-conferring statutes. B Advantages The delegation of Parliament’s law-making powers has several positive factors that should be considered when assessing its necessity in the context of recovery from a national emergency. In particular, we can look to the powers delegated after the 2011 Christchurch Earthquake for a recent New Zealand example of the implications of such delegation. 1 Speed and Efficiency The primary advantage that comes with delegating Parliament’s law-making powers is speed and efficiency. In theory, speed is critical in emergencies; during the Christchurch earthquakes, there was a need to provide fast and decisive action unhindered by bureaucratic process. -
