Briefing Report A272 Speed Management Scheme Section between and Billingshurst

10 March 2009

1. A key element of the County Council’s approach to road safety and speed management strategies is the development of route safety management schemes. This report is to advise the Committee of the speed management measures that are proposed for the A272 between the West County Council boundary with Hampshire and Billingshurst.

2. A number of route safety speed management schemes have been introduced to the County’s strategic road network as part of the current speed management strategy. These schemes have been successful in reducing both traffic speeds and road casualties, with an initial reduction of over 80% in the annual rate of killed and seriously injured casualties.

3. The evaluation of these schemes has shown that a package of measures along a route where high casualty rates are occurring can be very successful in reducing vehicle speeds together with the number and severity of accidents. A programme of route safety management schemes is being developed for implementation in 2009/10 to assist the meeting of a casualty reduction target of 40% fewer killed and seriously injured by 2010 (compared with the average for 1994-98).

4. Informal consultation with respect to the A272 proposals has been carried out, including , , with , with Redford, Midhurst, , , Tillington, Petworth, and Parish Councils. The Parish Councils and local residents have in general supported the proposed measures. Comments made during the consultation process have been incorporated within the design, wherever possible. Notes taken from the meetings are attached in Appendix A.

5. The A272 from the Hampshire boundary to Billingshurst is approximately 33 kilometres long. During the three years period to 30th June 2006 there were 150 injury accidents resulting in seven fatal, 43 serious and 146 slight injury casualties.

Six injury accidents occurred at the Rother Lane, Trotton junction with the A272, and three at the Terwick Lane, Trotton junction with the A272. Four injury accidents occurred at the June Lane / A272 Road junction, Midhurst.

The length of A272 between Easebourne and Halfway Bridge saw 21 injury accidents occur of the following severities: three fatal, nine serious and nine slight. Four injury accidents occurred at the Pound Street / Tillington Road mini roundabout at Petworth.

Four injury accidents occurred at the Crimbourne Lane crossroads junction with the A272 at .

6. The accident rate during the study period (July 2003 to June 2006) is of sufficient concern to justify remedial measures.

7. Since this study period, a further eight injury accidents have occurred between Easebourne and Halfway Bridge, and six injury accidents have occurred at the junction of the A272 and Road at Shurlands Corner near Wisborough Green.

8. The package of measures proposed for the A272 between Billingshurst and Buck Barn is outlined as follows: a) A272 Section: Hampshire to Midhurst:

 Vegetation clearance at junctions and bends to improve visibility  Improvements at the Durleighmarsh and Durleighmarsh Farm junctions, including upgraded warning signs  Improvements at the Slade Lane junction, including upgraded warning signs  Provision of improved warning and direction signs through Rogate  Improvements at the Garbitts Lane and Fyning Lane junctions, including upgraded warning signs  Speed limit sign upgrades at Fyning  Provision of new direction signs to St Peter’s Church, Fyning  Provision of new warning and speed limit signs through Trotton, particularly on bends  Improvements at the Chithurst Lane junction, including upgraded warning signs  Provision of new advance direction signs, and high friction surfacing at Iping crossroads  Improvements at the School Lane junction, including upgraded warning signs and high friction surfacing  Provision of new pedestrian refuge island and advance direction signs at Stedham crossroads  Improvements at the Severals Road junction, including upgraded warning signs  Upgraded direction signs and high friction surfacing at the Woolbeding road junction

b) A272 Section: Midhurst Town Centre:

 Improvements at the June Lane junction, including upgraded warning signs  Provision of new speed limit signs adjacent to June Lane junction  Improvements to Petersfield Road, including upgraded warning signs and reapplication of high friction surfacing on approaches to the pelican crossing at the Heatherwood junction  Provision of improved road markings at the Petersfield Road / Rumbolds Hill mini-roundabout  Upgraded warning and direction signs at the Petersfield Road / Rumbolds Hill mini-roundabout  Improvements to North Street, including upgraded direction signs and high friction surfacing on southbound mini roundabout approach

c) A272 Section: Midhurst to Petworth:

 Vegetation clearance at junctions and bends to improve visibility  Improvements at the Wheelbarrow Castle and Easebourne Lane junctions, including upgraded warning and signs  Improvements at the Slade Lane junction, including upgraded warning signs  Provision of improved warning signs between Easebourne and Lodsworth road junction, west of Halfway Bridge  Improvements at the dual carriageway located west of Halfway Bridge, including upgraded warning signs and road markings  Replacement safety barriers at Halfway Bridge, including secondary rails beneath barriers to cover exposed posts. Northern barrier to be extended eastwards to minor road junction  Application of no overtaking road markings between Halfway Bridge and dual carriageway located east of Halfway Bridge as significant vegetation growth to the road’s south has removed the forward visibility necessary to safely overtake slower vehicles on this bend  Improvements at the dual carriageway located east of Halfway Bridge, including upgraded warning signs and road markings  Improvements at the Brookfield Lane junction, including upgraded warning signs  Provision of new warning signs at the Dean Lane and New Road junctions, Little Common  Improvements at the dual carriageway at Little Common, including upgraded warning signs  Provision of new warning signs, and high friction surfacing at the bend adjacent to Tillington House

d) A272 Section: Petworth Town Centre

9. Other measures include the provision of white reflective marker posts to highlight junction locations and installation of verge marker posts on the more severe bends to highlight the carriageway alignment, particularly during periods of poor visibility and darkness.

10. The application of some of the high friction surfacing is currently under review and will form part of a separate programme of work. This is because of the increasing capital and maintenance costs of high friction surfacing materials.

11. The proposed measures are expected to significantly reduce the casualty record of the road in the future. The approach adopted has been successful in other parts of the County and there is reason to believe it will be successful on this section of road. Improvements to the road’s safety record will be monitored post-completion with initial records available after one year and full records after three years.

12. The works are due to be undertaken through the Alliance Term Contract and are programmed to commence in April 2009 and take approximately 3 months. Traffic management requirements will at times create delays to traffic but every effort is being made by the Alliance to keep congestion to a minimum.

A272 Route Management Scheme

WSCC Meeting with Rogate Parish Council 5th December 2007, 10am

 Speed Restrictions on Parsonage Estate: The estate is within a 30mph speed limit and has no street lighting. Parish would like to see repeater signs or other measures to show the speed limit.

 Lay-by on western side of Parish: Extra marker posts are not needed, would prefer no marker posts but will accept posts at entrance to lay-by.

 Central hatching by White Cottage: People generally do not overtake at this point and the Parish feel the existing hatching is currently fine.

 Slow markings with red bands east of White Cottage: The Parish feel the use of red bands here is not necessary.

 Slade Lane junction: Parish feel this junction is currently fine as it is.

 Heavy ponding of water by where proposed warning signs are being located. Possible gully clearing required.

 Gap in tree line on bend heading into Rogate travelling eastbound: The gap causes lights from Parsonage estate to mislead road users into not seeing the bend.

 Existing gateway: Parish believe the use of red bands here have helped but would like to see a white lining carriageway narrowing appearance to create a pinch point.

 ADS near Parsonage estate: It is a new ADS. Is it located correctly (on correct side of road)? The post partly encroaches the pavement. The Parish feel the ADS would be better suited to the opposite side of the carriageway if possible.

 Some marker posts through the village need replacing.

 Location of School Signs travelling eastbound into the village needs looking into. Currently 2 signs, one on each side of the carriageway. Parish feels that one sign on the left hand side would be better.

 Is the double bend sign at the same location as the 2 school warning signs necessary? Oncoming vehicles in centre of road only maybe better.

 Slow marking with red bands in Rogate Village: the Parish do not see any validity in these.

 School Patrol Sign on the eastern side of Rogate may need relocation.

 New ADS sign on the eastern side of Rogate has been located behind an existing sign obscuring it and causing visibility issues.

 Could the 30mph speed limit in Rogate be extended through to Fyning Lane?

 Rogate Village sign at Garbetts Lane. This could be moved further east as it is currently obscuring visibility at the junction. Possibly remove the sign as Rogate has a gateway village sign close by.

 Sign completely covered by hedge. Totally invisible. Possibly remove the sign.

 Fyning Lane: it is difficult to see when turning right. Hedges need cutting. Owner of the hedge does not appear to maintain it.

 Improved bus stop areas. The Parish do not feel hardstanding bus stops are needed here. They view them as urbanisation and would like to not tarnish Rogate’s rural ideals.

St.Peter’s Church sign: Currently very small and difficult to see. The Parish realise this needs changing but would not like to see a large sign put in and would prefer to stick to smaller signs. A compromised sign size was agreed.

General points

 Parish prefers carriageway markings as opposed to road signs.

The Department for Transport will only authorise signing in the carriageway in conjunction with upright signing.

 40mph repeaters needed as only two repeaters are located both of which are on the left side of the carriageway when heading west.

We will check the position and spacing of the repeaters.

 White painted SLOWS on the carriageway can be dangerous to motorcyclists if located on a bend.

The position of SLOW road markings will be checked.

 Traffic light sign (coming from Rogate) could be moved back.

Traffic light signs are being relocated as part of this scheme.

 A councillor made a request that the 40mph speed limit be reduced to 30mph.

This was discussed at the meeting and it was explained that this section of road would not meet the present WSCC criteria for a 30mph limit.

Gatehouse Lane Junction

 Councillor queried if the high friction surfacing (HFS) was working on the bend, also that there was a pothole on the bend. There have been no accidents on this bend in the last three years. The Area Office has been notified about the pothole. Rother Lane Junction by Corner Cottage

 4 small manhole covers (3 stop valves and 1 fire hydrant) in driving line – poses a hazard for motorcyclists. Notified Parish Clerk that MH covers with high friction surfacing had been investigated but at the moment they were experimental and only produced in one large size.

 Concern was expressed that lorries have shed their loads; the Parish Council requested additional hedge trimming to improve visibility. Hedge trimming has been carried out as part of an AIP scheme.

 Parish would like a second chevron to reinforce long bend at Corner Cottage. AIP scheme has recently been completed on this bend this will be monitored and an additional chevron will be considered if remedial works are needed.

Terwick Lane Junction by the The Keepers Arms (PH)

 Keepers Arms pub owner offered to sell a piece of their car park to realign the junction to improve visibility for right turn manoeuvres towards Southdown’s Hotel. The wall is often hit. Land take and realigning the junction is outside our remit. Moving the junction slightly east would improve visibility for right turning vehicles but, and of motorists tuning right but reduce visibility of right turning vehicles by eastbound vehicles possibly causing rear end shunts.

 Would like a footpath from the bridge to Keepers Corner. At the moment there is no connection to other paths. Verge width here is average, but a footpath may affect sign location.

 New vehicle entrance to 2 Holme Hill. Parish are happy with the proposal but have requested that the bank be lowered. Outside our remit, will be dealt with by development control.

Chithurst Lane Junction

 Width restriction in Chithurst Lane (‘The Forge’) largely ignored. Lorries driving over the grass triangle. Improved signage required; sign for width limit needs repositioning for eastbound traffic to be visible from the main road.

 Reduce speed now sign approaching Chithurst Lane is wrong.

Minstead Road / The Street Junction

 Outside of the parish kink in the road with 2 verge marker posts just beyond the junction (northern verge).

Drainage

 Water ponds on the west side of the bridge (mainly on the north). Gullies by Trotton Farm entrance and Rectory Lane have been blocked for some time. Checked records on ‘Ibrowse’ - drains were cleared spring 07. We will contact Area Office. A272 Route Management Scheme

 Main point of concern: new crossing point. Proposed island could be vulnerable. Possible 2nd island provision?

 Double white lining requested though bend section - Cars overtake and accelerate ferociously along this section.

 Right turn manoeuvre into Iping Lane very dangerous. Junctions are difficult to see, and possible shunts at this junction. Possible right hand turn lane? HFS as an alternative solution?

 Driver awareness of the junctions along this section of A272 is poor, and measures to improve the awareness are needed (HFS, advance signs, markers posts etc…)

 Road alignment appears hazardous in some locations, especially at Stedham crossroads junction, where alignment is causing vehicles to perform dangerous over and undertaking manoeuvres as road appears to widen when it actually remains a single lane.  Bikes and cars travelling route greatly in excess of speed limit. Would seek to reduce the speed limit along this stretch of the A272 accelerating away from Midhurst when 30mph limit ends.

 Possible speed limit extension of the 30mph coming out of Midhurst?

 Part of road is used as a pedestrian / cycle crossing point, with walking routes either side of the A272. Crossing is very difficult due to speeds of traffic. Crossing point needs to be considered and looked at. Future footpaths and cycle tracks are proposed. Cyclists need to use footpaths as road is dangerous.

 It is a cycle route between Stedham and Easebourne but this isn’t being used because of a lack of crossing points and the danger of the road.

 Badger crossing points due to a rare badger set in the area. Possible slow down for wildlife type signs.

 Possible vehicle activated signs? Especially at junction with Woolbeding lane.

 Visibility of junctions is poor and they need to be made more visible. HFS on approach?

 Lay-by occupied by kebab lorry is heavily used. The lay-by exit has bad visibility, with the west access being particularly difficult.

 Loose grit builds up on bends.

 Footpath from the lay by to Manor Cottage has extreme drainage problem and often turns into a quagmire. A272 Route Management Scheme

 The Parish Council are concerned that the Midhurst / Petersfield road is dangerous due to vehicles ignoring the 30mph speed limit. Parish believe a small VAS would help as standard signs are not effective enough.

The request has been noted and is being investigated as part of this scheme

 Mini-roundabout entrance to car park at the northern end of Midhurst is very difficult to see when travelling south; it is often misused and treated like a junction. The Parish wondered if there is a possibility of doming or moving it to create a better deflection.

Improvements to highlight the min roundabout are being looked at.

 Would like to see more school warning signs.

The number of school warning signs is being reviewed.

 Parish raised the possibility of an alternative HGV route?

As explained at the meeting this is not feasible

 Concern expressed about poor parking enforcement in Midhurst, delivery and loading bays often blocked by cars, vehicles also park on double yellow lines and zig-zags causing congestion.

WSCC are in the process of adopting decriminalised parking enforcement in town centres, this approach has improved levels of enforcement. Midhurst will be considered in due course. A272 Route Management Scheme

 30mph into Easebourne (westbound) is not very clear and needs emphasising.

 VAS: The Parish would like consideration for 2 VAS signs, 1 on the A286 and a possible sign on the 30mph limit westbound.

 Playground located just inside the 30mph limit nearly opposite the church entrance means that people (especially children) cross the road at this point. It is a difficult part of the road to cross and considered dangerous.

 The Old Toll Cottage: the footpath stops by this and causes people to walk on carriageway around the cottage. Parish would like to see measures allowing people to walk past the cottage more safely. Possible kerbing?

 The Petrol Station opposite Lutner Road is due to be renovated and could double in size. A272 Route Management Scheme

 Right turn manoeuvre onto A272 – very dangerous due to the high speeds of traffic here. Few people turn right despite it being a legal manoeuvre. Even more difficult during the daytime. The turn goes straight into a dual carriageway section of the A272.

 Halfway Bridge Public House entrance. Dangerous entrance/exit. Parish would like to see a 50mph speed limit through Halfway Bridge junctions. VAS alternative measures were discussed and supported by the parish council over that of a 50mph speed limit. A speed limit could affect further sections of the A272 (in particular in Easebourne CP) whereas a VAS will highlight the junction hazards whilst also hopefully lowering speeds through Halfway Bridge.

 Bus stop eastbound at Halfway Bridge – would like a pull in Bus stop as current one is perceived dangerous.

 The factory at Halfway Bridge has over 100 employees, with many turning right.

 Heath End Lane, Lodsworth: Single track entrance to Longsmead Farm, huge ruts in tarmac that cause flooding. Steve Johnson is aware of this. A272 Route Management Scheme

 Concern about the bend east of Tillington. Heavy pedestrian use because of paths and walks here. Heavy concern one day a pedestrian will be killed due to traffic coming off the road at the bend.

 Possible crash barrier around the bend.

Try cold applied HFS on bend and approach.

 Possible supplementary plate ‘Maximum Speed Advised’ sign.

 VAS bend warning sign is not working effectively. Sign stays on too long / constantly in heavy traffic.

VAS to be commissioned; hopefully early in the New Year.

 Parish would like to see more enforcement by the police.

 HGVs are using unsuitable side roads (directed perhaps via sat-nav systems, especially through Upperton Road. Parish would like to see a width restriction implemented on this road. Area Office dealing with this.

Area Office is in talks with Bernard Handley about signing (not a TRO)

 30mph VAS coming into Tillington from the west. Believed to be activated at a speed limit too low. Would like to see it flash when vehicles are travelling 30mph or above and not below this as it looses its effectiveness.

VAS to be commissioned; hopefully early in the New Year.

 Some have difficulty getting out of private drives and entrances.

 Mirrors are in use. There appears to be no room for marker posts due to the verge.

 Would like the speed limit terminals to be more obvious – rumble strips

Enhance gateways with red HFS speed limit roundels and approach banding. Renew existing worn gateway features.

 Deviation of Route Signs (Chevrons) were missing on the bend east of Tillington

Contacted the Area Office with details of the proposed chevrons.

 Vehicle has left the carriageway and damaged the footway and footway fence.

WSCC Meeting with Petworth Parish Council 12th December 2007, 5pm

 Roundabout at northern end of Petworth is often overlooked. Vehicles travelling south into Petworth are often not aware of the roundabout. Parish are happy with the use of red antiskid here.

HFS and improved signing, renew lining

 No visibility to the right when leaving Moore Farm due to the cottage being there.

Possible tractor turning sign and bollards

 Roundabout at South Petworth disappeared and needs to be remarked. Area office has already remarked the roundabout and white hatching adjacent to Sadlers Row.

 Casualty warning signs (i.e. “12 casualties in 3 years” are not liked by one member as they are obtrusive.

 Fishers Street Crossroads (A283 to ) are horrendous.

 Parish believes yellow box markings in Pound Street/Park Road junction with Sadlers Row are not required as the problem only occurs when a lorry blocks the southern area. The new lorry route scheme should fix that.

 Kirdford junction (Foxhill). Difficult visibility turning right onto the A272.

 Wisborough Green Lay-bys. These are down to be removed on the plans. Agricultural vehicles use these to allow vehicles to pass; removing the lay-bys could therefore cause problems as passing places are needed. Would like to see 1 lay-by remain. A272 Route Management Scheme

 The Parish Council generally support the proposals and have no objection to the use of coloured High Friction Surfacing.

 Crossroads and junctions do not stand out. New marker posts are to be erected to highlight the junctions.

 Sat Nav causing lorries to use Glasshouse Lane (and Crimbourne Lane to some extent). Many roads around here have width restrictions not being adhered to. This is a countrywide issue that is currently outside the scope of this scheme. A272 Route Management Scheme

 Newbridge – narrow bridge. Bridge has been rebuilt in past. From a traffic management view the lights seem very dangerous. Could use signal control like Trotton. Many lorries use the route to / from Worthing. High Friction Surfacing (HFS) is being placed to highlight the bridge and aid braking. New ‘slow’ carriageway markings are also to be implemented. There is an insufficient collision rate at this bridge to justify the introduction of traffic signals as part of this scheme.

 Serious drainage problem at western side of road just east of the B2133 junction where a depression causes large puddles. This forces cars into the opposite carriageway. Also a further drainage problem where a stream passes the A272. This is a maintenance issue and has been passed on to the area office.

 Vegetation clearance deemed needed, although the problem occurs at the base of the vegetation preventing it being cut back, meaning there is a lack of a verge which means additional danger for cyclists. Vegetation clearance will take place where possible.

 Concerns over the very short overtaking distance on the section of the A272 leaving Wiseborough Green to eastbound. Would like to see double white lining. Hedge conditions affect visibility and at full growth visibility is reduced greatly. Would take a powerful vehicle to achieve an overtaking manoeuvre in such a short distance. This has been noted, although the current collision history indicates this is not a priority. This issue will be revisited if this situation changes.

 Speeds through the village are bad still. The 40mph buffer does help. The VAS is becoming less and less affective. VAS has no ‘wig-wags’. The parish received no consultation on the implementation of the VAS. The gateway on approach to the village is to be enhanced to help raise awareness of the speed limit.  Requested measure to reduce traffic speed between the post office and the start of the 30mph speed limit at the western side of the village. Repeaters are hidden / obscured. See note above.

 The Post Office has a lay-by outside and a junction with an un-adopted road. U-turns occur there. Cars parking in the lay-by obscure visibility and also can stick out into the carriageway forcing vehicles into opposite side of road. Would like to see measures to make the driver slow down in this section. Suggested another set of traffic lights. Enhanced road markings and signing within and on approach to the village are included in the proposals to support and emphasis the existing speed limit. An extra set of traffic signals is not a priority given the current personal injury accident history.

 Possible VAS on approach to Wiseborough Green travelling eastbound. The proposed measures will be monitored and further consideration to this will be placed following post monitoring.

 Shurlands Corner: Many accidents, always going into hedge here. Anxious of safety (especially as children often play in the garden). New HFS possible? Possible VAS? 2 further accidents within the last 2 weeks. Would like to see a crash safety barrier installed. Issue noted. Consideration is being made on the use of HFS on the bend. Having considered the site, vehicle safety barrier is not considered viable for this area.

 Temporary surface warning signs – need looking into as been up a very long time (need to contact area office). This issue is being followed up through the area office.
