PIC Opening remarks

The Chairperson welcomed the various committee members and representatives of government departments to the 12th Meeting of the Cultural and Leisure Services Committee under the Wan Chai District Council. The Chairperson said that district councilors Dr. CHOW Kit-bing, Jennifer and Ms. CHUNG Ka-man, Jacqueline had informed the Secretariat before the meeting that they had taken leave of absence for personal reasons. Under Section 51 (1) of the Wan Chai District Council Standing Orders, the District Council would only approve leave applications on the grounds that the applicants were sick or required to attend another activity on behalf of the Wan Chai District Council. Therefore, the two district councilors were considered absent from the meeting.

Item 1: Confirmation of the Minutes of the 11th Meeting of the Cultural and Leisure Services Committee, Wan Chai District Council

2. The Secretary received a proposal for amendment before the meeting. As Members did not propose any amendments at the meeting, the amended minutes were confirmed after the motion was moved by Mr. LAM Wai-man, Wind, Anson and seconded by Mr. LEE Man-lung, Joey.

PIC Matters arising Item 3: Inquiries into Wan Chai’s public library services and feedback (CULTURAL AND LEISURE SERVICES COMMITTEE Paper No. 80/2017)

4. Mr. SIN Yiu-shun of the Leisure and Cultural Services Department introduced the document.

5. The Chairperson said the suggestion of installing book sterilization boxes in Wan Chai’s libraries was raised at the previous meeting, and he requested more concrete proposals from the Department, including when the initiative could be launched for discussion at the next meeting. The Committee could subsequently discuss how the transparency of handling readers’ book purchase suggestions could be increased by the libraries.

6. Mr. SIN Yiu-shun replied that the Wan Chai District Council could follow the practice of the Central and Western District Council by hiring library assistants to provide support services. In this way, the service programme could be launched immediately. Otherwise, it would be necessary to wait for the completion of Shek Tong Tsui public library’s pilot programme in order to review the necessary manpower requirements, before submitting funding applications to the District Council.

7. Miss YEUNG Suet-ying, Clarisse said that if the pilot programme of the Central and Western District Council was found unsuccessful, the Wan Chai District Council would hope to find out the reasons and the details of the implementation by the Central and Western District Council to facilitate discussion by district councilors and their decision on whether the programme should be implemented in Wan Chai. Some time ago, in a meeting with LCSD’s Chief Librarian, she brought up a report issued by the Office of the Ombudsman in July, “Ombudsman’s probe into Leisure and Cultural Services Department's criteria and procedures for procuring and withdrawing library materials,” which aroused public discussion. She hoped that the District Council could remind the LCSD of the need to maintain an open and transparent communication channel and keep the public abreast of how library materials are handled, including the reasons for withdrawing books, how public feedback on book purchase is handled, problems encountered in the book purchase process and the proportion of library

PIC books available in different languages. In addition, she suggested that the LCSD could display the books in the children’s library based on the age groups of the target readers, making it more convenient for the public to use library materials. Concurrently, the extension of library opening hours could be considered, in keeping with the modern lifestyle habits of users.

8. The Chairperson noted that at the previous committee meeting, Members were not in favour of waiting for the Central and Western District’s pilot programme to conclude before considering its introduction in Wan Chai. She requested the Department to start exploratory work as soon as possible, with the suggestion for a thorough review of public library services at the next meeting.

9. Mr. SIN Yiu-shun replied that when the Central and Western District prepared for the implementation of the pilot programme, the LCSD took a long time to discuss staffing arrangements. Therefore, to ensure service consistency LCSD across different districts, it was necessary to wait for the programme’s completion before deciding if it should be introduced in Wan Chai. However, the programme has not officially commenced in the Central and Western District.

10. The Chairperson emphasized that she was only urging the Department to start looking into how the book sterilization boxes could be installed in the public libraries of Wan Chai as soon as possible, with no regard to whether the District Council is willing to hire additional staff or not. Mr. SIN Yiu-shun agreed to commence the exploration work.

13. The Chairperson said that collaboration proposals from sports groups are always welcomed by the Committee. But the Wan Chai District Council did not own any sporting venues and the Committee could only secure the priority usage of some venues under the LCSD. She asked whether the association had any tangible projects in mind when seeking the Committee’s collaboration.

14. Mr. FONG Kun-sheng, Raymond replied that he hoped to partner with the Committee to jointly host The Hong Kong Lacrosse Open and the 2019 Asia Pacific Championship (Asia Pacific Cup). Due to venue limitations, the association had to limit the number of competing teams participating in the open match this year. If more suitable venues are available in the years ahead, the scale of the competition event could be expanded. The Asia Pacific Cup is a sporting event of the highest level within the Asian region. The association was recently invited to host the event in 2019. However, if no venues are found suitable, then the event could not be held in Hong Kong.

15. A Member said that there is room for the development of the lacrosse sport in Wan Chai and asked about the preparation schedule and venue requirements of the competitions. The information was needed to facilitate the Committee’s search for suitable venues and optimize existing sporting venues in the district, such as the Hong Kong Stadium.

16. Mr. FONG Kun-sheng, Raymond added that a standard lacrosse playing field is 110 metres long and 60 metres wide, which is equivalent to the size of a football field. Generally speaking, natural and artificial turf pitches could be used for holding competitions, and at least two pitches (best of all, three) are needed to host large-scale events. A large-scale competition usually lasts one week to ten days and is mostly held from April to July.

17. Ms. NG Kam-yim, Maggie of the LCSD added that the Hong KongLacrosse Association had previously applied for the use of the Happy Valley Racecourse football fields for training purposes. The Department was willing to arrange sports LCSD venues for sports groups to host competitions.

The Chairperson suggested a joint meeting with the LCSD and the association’s representatives after this meeting, to explore the possibility of jointly hosting the aforesaid large-scale sports events and introducing lacrosse training in the Wan Chai district. She also reminded the association that social class should not be considered in promoting the refined sport and that it should be popularized especially among youths in Wan Chai.

Item 5: Application for District Council funding 20. The Chairperson said that the Secretariat has received one application for funding. The applicant requested to jointly host an event with the Committee. The Chairperson reminded the Committee members to complete the forms of declaration of interests and withdraw from discussion if necessary.

21. Ms. Chan Hau-li, Chairperson of the Lai Tak Yin Ngai Society, and Dr. Ng Shu-sun, Secretary General of The Federation of Broadwood Associates, attended the meeting and introduced the document.

22. Members raised the following queries and feedback: (i) Miss YEUNG Suet-ying, Clarisse asked the Group about how it planned to reach out to prospective participants, Stubbs Road and Happy Valley residents. She also asked if a screening mechanism is in place if large numbers of applications are received. In addition, she queried whether the expenditure item (16) on red carpet was necessary and if the expenses could be reduced as much as posible; and (ii) As the event should not only cater to the residents of individual small

PIC districts, the Group was asked if it would promote the event to residents of other small districts in Wan Chai.

23. The Chairperson reminded the Group that the District Council’s fund allocations in support of any events should meet the needs of the Wan Chai District as a whole and that applicants must treat participants fairly and openly. Dr. NG Shu-sun’s responses are summarized as follows: (i) He clarified that when he introduced the document, he only mentioned that the co-organizing organization The Federation of Broadwood Associates primarily serves Broadwood Road, Happy Valley, and Stubbs Road residents and that the guided tour “V54” is conducted in the Happy Valley district. However, the proposed event does not only serve the residents of the three districts; (ii) Targets of the event promotion include secondary schools and community groups of the entire Wan Chai district. Priority will be offered to Wan Chai residents for participation. However, if these participants fall short of the requirements of the Group and cheongsam instructors, the event will be open for participation of young people from other districts; and (iii) The idea of renting red carpets is to decorate the stage as a fashion runway, but whether this expense could be scrapped would be considered.

24. Miss YEUNG Suet-ying, Clarisse recalled Ms. CHAN Hau-li saying that the event primarily targets Stubbs Road and Happy Valley residents. That was why she asked the Group again how it would screen and pick prospective participants if Wan Chai residents register for the programme enthusiastically. The Chairperson reminded the Group that it should distribute its publicity materials to all stakeholders in the district. She also questioned why the participants have to meet the instructors’ requirements before they are allowed to join, given that the cheongsam workshop should be set up for beginners.

25. Dr. Ng Shu-sun replied that applications are accepted on a first-come-first- served basis. As the applicants’ gender and backgrounds were not known yet, it was impossible at this stage to ascertain that all applicants are eligible for participation in the cheongsam workshop.

26. The Chairperson summed up the views of Members, then reiterated that events sponsored by the Committee must focus on serving the entire Wan Chai district, without any limitations (such as education level and gender) being set and the first-come-first-served principle should be the sole criterion for handling the applications. The Group accepted the above principle.

27. The meeting moved into a closed discussion. The Chairperson added that she understood that the participants would each make a cheongsam, while the instructors would help them to complete part of the basic production procedures in advance, letting the participants complete an entire cheongsam within three workshop sessions. In addition, the finished products of cheongsams would be used as exhibits at a later stage. Hence, the District Council funding for this project expense is not applied for the purchase of uniforms.

28. After discussion, the Committee confirmed the amended content of the event proposal made by the Group. The document would be circulated for the Committee’s deliberation on the funding application for this jointly-hosted event.

(Post-meeting note: The Group referred to the suggestions raised by the Committee at the meeting, and amended the content of the event proposal and budget accordingly. The funding amount applied for was adjusted upwards from $81,201 to $91,540. On 17th October 2017, the Committee confirmed the above funding application for the jointly-hosted event via circulation of the amended document. PIC 29. The Chairperson welcomed Mr. NG Man-ching, Simon, Project Director, Ms. FOK Tin-man, Iman, Executive Director, and Ms. NG Hiu-tung, Cathy, Project Manager of Hulu Culture for joining the meeting and introducing the document to the Committee members.

30. Miss YEUNG Suet-ying, Clarisse asked the Group if it had ever collected teacher and student feedback at school workshops before and how participants could be encouraged to explore community history through the cheongsam workshop.

31. Responses from Mr. NG Man-ching, Simon and Ms. FOK Tin-man, Iman are summed up as follows: (i) About 1,000 tertiary students joined the event in the past. Through the workshop and guided tour, teachers and students were able to deepen their understanding of the history and culture of the community. (ii) Professional designers or artists would provide instructions in 6 to 8 sessions of the parent-child cheongsam workshop. Through incorporating local elements into their works, the exhibition aims to reflect the district’s unique character more; and (iii) The exhibition has an annual theme and contains the district’s characteristics, such as cheongsam. Half a year before the event’s opening, the research team had started collecting the information and data with an emphasis on how the community’s cultural background and history could be best presented to arouse audience’s interests.

32. The Chairperson said that cheongsam is just one of the workshop themes, according to the document presented. At the same time, she noted that cheongsam is not a unique cultural theme exclusive to Wan Chai. Rather, the district’s identity is more underpinned by its heritage and spirit of innovation, along with the various old architectures located there. She requested the Group to clarify its objectives and themes.

33. Ms. Iman FOK Tin-man offered supplementary information as below: (i) There are plans to collaborate with tertiary students and Foo Tak Building to hold the relevant tram and recycling workshops. (ii) Cheongsam is only a part of the entire exhibition. There are plans to invite Wan Chai-based artists (such as Kevin Cheung

and KaCaMa) to produce exhibition items jointly with students and residents. (iii) “Hong Kong self-guided tour” is the theme this year. Covering the Eastern and Southern districts, the exhibition content will feature transportation tools such as the sampan.

34. The meeting moved into a closed-door discussion. Members had the following feedback: (i) Miss YEUNG Suet-ying, Clarisse reiterated that she hoped to understand how the Group would help students and teachers deepen their explorations and experiences of the district’s community history. She also reminded the Group to provide participating artists with reasonable remuneration. How to attract elderly participants and bring longer-term community impacts via this project were also her concerns. (ii) District councilor Ms. LEE Kwun-yee, Kenny hoped the Group would provide more concrete programme content and details in its application for co-organization with the Committee. She also hoped that the guided tour and oral history activities listed under the programme would differ from similar events conducted in the district before and will be able to deepen participants’ understanding of Wan Chai’s history.

35. The Chairperson stressed that the Group was not applying for co-organization of this project with the Committee. It also did not apply for District Council funding. She suggested the Group to update the content of its event proposal according to the Members’ suggestions, then circulate to the Committee to seek its deliberation on becoming the programme’s partner.

36. The Committee confirmed the above arrangements.

(Post-meeting note: Hulu Culture modified the programme, in reference to the Committee’s feedback. On 24th October 2017, the Committee approved the proposal via circulation with its decision to become the programme’s partner. (b) City Smarts: Density 2.0 (CULTURAL AND LEISURE SERVICES COMMITTEE Paper No. 84/2017)

37. The Chairperson welcomed Dr. CHAN Lai-kiu, Chief Curator of The Hong Kong Institute of Architects Biennale Foundation, “The 2017 Bi-City Biennale of Urbanism\Architecture (Hong Kong)”, to join the meeting and invited him to introduce the document.

38. The Committee raised the following queries and feedback: • By what format would the Group seek to collaborate with the Committee; and • District councilor Miss YEUNG Suet-ying, Clarisse asked whether there are other location options, such as some unutilized public spaces with special architectural designs.

39. Dr. CHAN Lai-kiu replied that the Pak Sha Road pedestrian street in Causeway Bay has been picked to stage the event due to its high pedestrian flow without causing much road traffic disruptions. She hoped the Committee would become the event’s “partner”.

40. The Chairperson suggested the Group to consider adding sections into the events, such as sharing sessions and exhibitions in order to explore unutilized public spaces.

41. Dr. CHAN Lai-kiu informed that the exhibition would last two months. Finding timeslots and venues outside the “Five Senses City Jukebox” closing carnival to hold the thematic workshops could be considered.

42. The meeting moved into a closed-door discussion. The Chairperson requested the Group to provide supplementary information and details on the event’s programme itinerary after the meeting. Members did not raise other feedback. The Committee’s decision to become the event’s partner was unanimously confirmed.

Item 8: Bimonthly Report on Recreation and Sports Programmes held by the Leisure and Cultural Services Department in Wan Chai (CULTURAL AND LEISURE SERVICES COMMITTEE Paper DocumentNo. 76/2017)

45. Ms. NG Kam-yim, Maggie of the LCSD introduced the document and thanked Mr. LAM Wai-man, Wind, Anson and Ms. LEE Pik-yee, Peggy for their participation in the Sport For All Day held at Lockhart Road Sports Centre on 6th August. The Department also held several other recreation and sports programmes designed for public participation during the summer holidays during July and August, including Family Sports Day, Toy Formula Day and Gym Monthly Pass Programme. She encouraged Members to join the tree- planting event and “Wan Chai District Age Group Competitions 2017” scheduled on 18th and 19th November respectively.

46. A Member reminded the Department to send out invitations for “Wan Chai District Age Group Competitions” early, for the convenience of district council members and sports teams to participate in the event. In addition, Ms. LEE Kwun-yee, Kenny indicated that the Outreaching Sports & Games listed under Appendix I fell short of the expected participant turnout. She asked for the reasons of this shortfall and questioned the Department whether it would realign its event resources in the coming year.

47. Ms. NG Kam-yim, Maggie replied that the Outreaching Sports & Games cater to elderly citizens. The event is free-of-charge and it offers on-the-spot

registration. The turnout rate is subject to weather conditions. To encourage citizens to exercise more, the Department hoped to continue holding the event. The Department would strengthen the promotion of the event through the participants, trainers and the sports training classes conducted in the district.

48. The Chairperson reminded the Department to pay attention to the number of participants and consider this factor when planning event budgets in the coming year.
