ESTABLISHMENT OF SIX (6) SUB OFFICES OF DEPED CEBU PROVINCE DIVISION AND WORK ARRANGEMENT OF PERSONNEL

1. The wreaked havoc brought by COVID-19 pandemic has greatly affected the day- to-day operations of any organization. In fact, it has caused high mortality rate that threatens the health condition of all the citizens in the entire country and the whole world as well. Hence, the Establishment of Six Sub Offices of this Division.
2. The Establishment of the Six (6) Sub Offices shall put in place strategic systems and processes to continually provide the basic services to the clients, stakeholders and community members. They are strategically located within the six (6) congressional districts of the Province of Cebu, namely: Municipality of San Fernando, Municipality of Dalaguete, Municipality of Badian, Municipality of Balamban, Municipality of Medellin, and Municipality of Carmen. Refer to Enclosure 1: List of Identified Schools Districts to serve as the Sub Offices with the Schools Districts that comprise each sub office.
3. To facilitate the effective and efficient delivery of services, this Office shall deploy personnel to compose the skeleton workforce in each sub office with their corresponding duties and responsibilities. Their names are reflected in Enclosure 2. Rationale of the Establishment of Sub Offices with Personnel and the Duties and Responsibilities of the assigned personnel for each section.
4. The deployment of personnel adheres to the government General Community Quarantine (GCQ) protocols, pursuant to the IATF Guidelines, CSC Memorandum Circular No. 10, s. 2020 (Revised Interim Guidelines for Alternative Work arrangements and Support Mechanisms for Workers in the Government During the Period of State of National Emergency Due to COVID-19 Pandemic), DepEd Memorandum No, 52, s. 2020 ( Advisory on Work Arrangement in the Department of Education in Light of Recent Developments in the COID-19 Situation) and the latest Executive Order of the Provincial Government.
5. Section 3 Guidelines for Areas Under General Community Quarantine of the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases states the following:
No. 4 Work in the government offices may be at full operational capacity, or under such alternative work arrangements as agencies may deem proper in accordance with the relevant rules and regulations issued by the Civil Service Commission (CSC).
In adherence to the issuance of the Civil Service Commission, this Office adopts the Other Alternative Work Arrangements, a combination of Work-from-Home (3 days) and Skeleton Workforce (2 days) in a week from May 20-29, 2020 for non- teaching personnel, related teaching and School Heads.
6. In reporting to the Office, all personnel and clients shall strictly comply with all the precautionary measures such as but not limited to social distancing at all times, wearing of masks and gloves, frequent washing of hands, bring own provision or buy food via drive through/delivery.
7. Quarantine/border pass shall be secured by the personnel concerned from their respective local government units to be presented in the different checkpoints.
8. Immediate dissemination of and strict compliance with this Memorandum is highly desired.

Rationale:
To effectively and efficiently deliver the services of the Department of Education, Cebu Province Division Office, to its clients, who may be prevented from personally transacting official business in its current office address at Sudlon, Lahug, Cebu City, due to the implementation of the ECQ.
The establishment of the said sub offices will only be effective within the duration of the ECQ status imposed in Cebu City, or as may be determined by the Head of Office.
It is understood that this scheme does not mean to alter the regular process or procedure of any official transaction, except that personnel assigned in the sub offices will facilitate, by accepting the documents upon evaluation and verification, and shall coordinate with the Division Office for the completion of the transaction.
The services offered in the sub offices shall be limited only to which personal appearance of the clients is required or when clients experience difficulty in using the Online Request and Tracking System (ORTS).
Everyone is encouraged to exhaust all effort in using the ORTS, as it is the most time-saving and economical way of filing and monitoring each transaction.
