Sellnow, Professor of Communication Lexington, Kentucky 2013 Copyright © Elizabeth Lauren Petrun 2013 ABSTRACT OF DISSERTATION ORGANIZATIONAL RESPONSE TO PERCEPTUAL RISK: MANAGING SUBSTANTIAL RESPONSE TO UNSUBSTANTIATED EVENTS Analysis and perceived severity of risk influences organizational decisions to anticipated threats. As economic development and technology improve our standards of living, they also create new challenges to conceptualizing concrete and abstract threats. Organizations that face new threats, along with agencies that oversee these organizations, produce tightly coupled systems that increase risks for direct, indirect, and future stakeholders (Perrow, 1999). Natural disasters, political misbehavior, organizational corruption, financial collapse, food and water contaminations, chemical or nuclear accidents, international tension, to name a few, all present risks and challenges. Unfortunately, many of these situations endanger the lives and well-being of persons. The ability of individuals to conceptualize, prioritize, and respond to myriad threats ultimately determines their risk perception and intention to act accordingly. Individuals often exaggerate some risks, while failing to acknowledge the severity of others (Sandman, 1989; Lachlan & Spence, 2007). This study will contribute to the understanding of subjectively constructed threats by examining three specific perceptual crises: A hoax, near miss, and risk misconstrual event. Each of these cases relies on robust newspaper descriptions, content analysis of media, and confirmatory organizational interviews. They are documented through a level of legislative action to determine real and structural changes incurred from perceptual crises. From these investigations this dissertation articulates how perceptual crises challenge organizations and governments, ascertains the viability of actional legitimacy theory, and observes variance in communication challenges between differing crisis contexts.     CONGLOMERATION UNBOUND: THE ORIGINS AND GLOBALLY UNPARALLELED STRUCTURES OF MULTI-SECTOR CHINESE CORPORATE GROUPS CONTROLLING LARGE FINANCIAL COMPANIES XIAN WANG, ROBERT W. GREENE & YAN YAN* ABSTRACT Unlike other major financial markets, Mainland China is home to many mixed conglomerates that control a range of large financial and non-financial firms. This Article examines the Leninist origins of these financial-commercial conglomerates (“FCCs”), and how legal and policy changes in the 1980s and 1990s enabled FCC growth during the 2000s. An underexplored topic of research, Mainland China’s FCCs are mostly not subject to group-wide regulation and this Article finds that due to complex ownership structures brought about, in part, by legal ambiguity, potential risks these entities pose to financial markets can be unclear to regulators—in 2019, issues at one FCC-controlled bank ultimately sparked market-wide distress. The government of China, its state-owned enterprises and independent Chinese companies have aggressively pursued agricultural and food assets worldwide, including here in the United States. This agricultural acquisition strategy is an extension of China’s food security policy designed to ensure that it can guarantee food self-sufficiency. The purchase of U.S. food, farm and agricultural assets can have substantial effects on the food system. Converting U.S. farms and food enterprises into export platforms for the Chinese market can raise domestic food prices, disadvantage U.S. farmers and accelerate global consolidation in the agriculture sector to the detriment of American farmers, rural communities, and consumers.
