According to records, the highest number of dengue cases that were reported was 54. This year, the mark has been crossed. Ward 12, 15 and 16 are the most affected regions of the city. The state government had sanctioned Rs. 66 lakhs to the State Health Department for conducting a survey that would eventually help them to curb dengue. The Siliguri Municipal Corporation has also instructed the Councillors to collect the information about the menace of dengue in their Wards by reaching out to each house of the area. Moreover, arrangements are being made for sprinkling bleaching powder, fogging and for filling the drains with mosquito repellent oils in each Ward. The Mayor of the city, Ashok Bhattacharya has come forward himself to make the people of the city aware about dengue. He also visited some of the wards to review the situation there. He alleged that the preventive measures for dengue cannot be carried out because of the Mayor’s absence. Ashok Bhattacharya shared that the municipal corporation has done all the arrangements, which is why the affect of dengue is lesser in Siliguri as compared to the other areas of the state. The field activities were conducted during October 2008 and March 2009. By and large, the meetings were well attended with a substantial / significant presence of the the poor including women and SC/ST people. The participation strength ranged between 21 and 70. A preliminary list of the adverse environmental impacts were prepared on the basis of secondary information and the reconnaissance visits prior to the field studies. These were raised at the stakeholder consultation meetings (SCM) and focus group discussions (FGD) held in the project blocks. The objectives of the study were: (a) to understand the ground-level perception and experience of the environmental impacts of minor irrigation from the multiple points of view of the stakeholders; (b) to get an idea of the diverse environmental impacts of the MI schemes in the sample blocks; (c) to identify the reasons of the present status of the existing MI schemes as perceived by the different stakeholders; (d) to elicit the stakeholders’ suggestions about rehabilitation of the existing MI schemes in their respective areas and their views on viable alternatives; and, (e) to make a rapid environmental assessment of the project sites with reference to known environmentally sensitive areas.

Bhattacharya stated that the outbreak of his fever is from last two months along with some cases of Dengue.     CHAPTER FIVE PEOPLE AND DEVELOPMENT : SILIGURI MUNICIPAL CORPORATION AREA Participation of a city-citizen in development of a city/town majorly imply five aspects- (a) duty to comprehensively avail the existing rights laid down by constitutional provisions, acts, laws, bye-laws and government notifications; (b) duty to press for more justified rights; (c) duty to practice and follow the urban rules and regulations; (d) duty to lodge protest against undutiful behavior of others in public life and (e) duty to vision and initiate newer ideas of development. Let us begin with a unique example of participation of Siliguri dwellers .unheard of, perhaps, in any other ULB of the country. It was in Siliguri and first time in India, perhaps, that a formal referendum was used by any ULB to decide the fate of an important municipal project (The Update 2003 : 2). Its history can be traced to the visit of the Municipal Affairs and Urban Development Minister of the State, Shri Ashok Bhattacharya to the United States in June, 2002 to gain knowledge about better urban environmental management, solid waste management policy and technology options that could benefit ULBs of West Bengal. The tour was sponsored by the US-AEP. There the Minister was introduced to the system of 'referendum' employed by many U.S. States. Such system allows the public to vote on specific initiatives requiring more immediate resolution outside the traditional election periods. This system forced the Minister to comment it as 'real democracy at the grassroots' which was in contrast to what prevailed in India where urban planning decisions are usually not open to public discussion at all, except for electing representatives based on a five-year election system.
