An association of synagogues and other religious, education, fraternal and community organizations, the Northeast Queens Jewish Community Council (NEQJCC) covers Bay Terrace, Bayside, Bellerose, Douglaston, Floral Park, Fresh Meadows, Glen Oaks, Hillcrest, Holliswood, Hollis Hills, Jamaica Estates, Little Neck, New Hyde Park, Oakland Gardens and Queens Village (north).

Council projects include neighborhood development, Jewish continuity, Lay Leadership, social action, fostering intergroup understanding and building a multi-cultural coalition. The Council combats anti-Semitism and discrimination, sponsors forums with major public figures, Jewish cultural events, open discussions with local Rabbis and represents community concerns. As part of its Neighborhood Development efforts, the Council helped form the NORC-WOW, a pilot program to serve seniors in one and two family homes. The Council publishes a (4-fold 8.5 by 14-inch) brochure, You Can Have It All, touting life in northeast Queens Communities, including a map locating its member synagogues and institutions. The NEQJCC hosted two Israeli Gifts Fair with Queens Region Hadassah and the Consulate of Israel, where thousands purchased direct from Israeli merchants and listened to Israeli entertainers 2002’s Ben Yehuda Street Comes to Bayside and last year’s Jerusalem's Ben Yehuda Street and Beyond Comes to Bayside Hills, Queens.

Its annual programs include its Installation of Officers and Awards Reception each fall, the lighting of the largest Chanukah Menorah in Queens, a Purim Carnival at the Samuel Field YM&YWHA, a Pre-Passover Food Drive and a Food and Clothing Drive before the Jewish New Year, and its annual Legislative Forum each Spring, co-sponsored by the the Metropolitan Council on Jewish Poverty, the Jewish Community Relations Council of Greater New York and Queens Region-Hadassah, at the Y.

A UJA-Federation beneficiary, the NEQJCC works closely with Metropolitan Council on Jewish Poverty ("Met Council"), the Samuel Field Y, and the Jewish Community Relations Council of Greater New York.

Senator Frank Padavan was appointed Vice President Pro Tempore of the New York State Senate in 2003 and was chosen to Co-chair the State Senate Task Force on Government Reform in 2004. Senator Padavan previous served for 10 years as Chairman of the Mental Hygiene and Addiction Control Committee (1977- 1987).The Senator authored numerous laws over a 32-year legislative career. Senator Padavan is the legislature's leading opponent of casino gambling and the state lottery and authored several reports on the negative consequences of state sanctioned gambling. The Senator is also an advocate for tough laws to fight crime; a pioneer in welfare and Medicaid system cost containment and a principal architect of legislation. As former Chairman of the Senate Committee on Cities, Senator Padavan has played a key role in most significant New York City education advances, including increased Mayor control and accountability. Senator Padavan was a key architect of New York City's "Safe Streets/ Safe City" program, which contributed to the dramatic decline in reported crime. Senator Padavan also authored New York's landmark Criminal Asset Forfeiture Law. Community Residence Site Selection ("Padavan")creating the State Commission on Quality of Care for the Mentally Disabled; opening basic group health insurance coverage for alcoholics and their families; making mental health coverage possible for New Yorkers in group health plans; and, making 21 the State's minimum legal drinking age. Law His laws govern Business Improvement Districts (BIDs) . Senator Padavan's report, "Our Teeming Shore," calculated the annual cost of federal immigration policy to New York City and State at $5.6 billion. Accomplishments for Queens include securing financing to modernize and expand Flushing Hospital Medical Center and Jamaica Hospital and Medical Center, providing the Lifeline Center for Child Development with a permanent home; supporting the Bayside Historical Society's restoration of the Fort Totten Officers Club; creating the Colonial Farmhouse Restoration Society and providing land to develop senior citizen housing in Bellerose. Senator Padavan also passed legislation transfer State land to the Queens Center for Progress (QCP). Senator Padavan has also been a leader in Queens environmental action, establishing the Northeast Queens Nature and Historic Preserve Commission and helping to create and maintain the Alley Pond Environmental Center. Senator Padavan's lawsuit restored parkland threatened by the State Department of Transportation's expansion of Long Island Expressway through Alley Pond Park and the front yards of Little Neck homes, Numerous New York City and statewide organizations have honored Senator Padavan including the Alliance for the Mentally Ill of New York State, Pride of Judea Mental Health Center, Samuel Field YM-YWHA, and veterans groups including the Jewish War Veterans. A graduate of Newtown High School and a member of the Queens school's Alumni Hall of Fame, Senator Padavan earned his bachelor's degree in electrical engineering from Polytechnic University (1955) and master's degree in business administration from New York University (1963). A recipient of NYU's Distinguished Graduate Award, Senator Padavan became a member of Brooklyn Polytechnic's Board of Fellows in June, 1988. Prior to his 1972 election to the Senate, he was employed for 14 years with the Westinghouse Electric Corporation and served four years as Deputy Commissioner of the New York City Department of Buildings. Attaining the rank of Colonel, Senator Padavan's 30-year career in the Army Corps of Engineers included serving as commanding officer of the 411th Engineer Brigade and chief of staff, 77th ARCOM, headquarters for New York State's Army Reserve. He is a graduate of the U.S. Army Command General and Staff College and completed the Defense Strategy Course. He is a life member of the Alley Pond Environmental Center and a member of the American Institute of Electronic and Electrical Engineers, Army Reserve Officers Association, American Legion and various civic, fraternal, and community service organizations.

Outstanding Service to the Northeast Queens Community Linda Eichhorn

Linda Eichhorn began her career at the Samuel Field Y as a bookkeeper in November 1981. She was promoted to assistant controller in 1985. Linda became controller in 1991when the “Y” separated from the Associated Y’s of Greater New York and became incorporated. Since 1995, Linda served as the Y’s Chief Financial Officer. She works closely with the Northeast Queens Jewish Community Council.

Linda was born in Brooklyn and attended James Madison High School and New York University. In 1996 she completed an intensive training and received certification from the Institute for Not-For-Profit Management of Jewish Communal Organizations, a program sponsored by UJA-Federation and the Columbia School Business.

Linda moved to Great Neck in 1971 with her husband Marvin and their two daughters, Ronda and Dara. She volunteered with the Girl Scouts of America, serving as a Troop Leader, Cookie Chairman, Sustaining Membership Chairman and Financial Chairman. Now that both daughters are married, she is delighted to spend as much time as possible with her five beautiful grandchildren. Outstanding Service to the Community of Greater New York Queens

Hali Herman

Hali Herman began her BBYO career in 1981 when she joined a local chapter in Canarsie. Hali became involved on the fundraising committee and was elected to the chapter executive board for the following year. During her senior year in high school, she was elected to the regional executive board as Brooklyn/Manhattan area vice president where she helped recruit and educate future BBG’s. It was also during her BBYO youth career that she met her husband, Michael Herman. Hali and Michael have two children, Brian - 8 1/2 and Elizabeth who is 4. Hali’s returned to BBYO in March 1989 to advise her old chapter and became a field worker in Howard Beach. Hali help plan and supervise a variety of regional programs during this tenure. In January, 1995, Hali became the assistant regional director, working directly with regional youth, and helping develop regional conventions, leadership training programs, and a new regional yearbook. Almost three years later she became regional director for the Big Apple Region. Hali is committed to every part of BBYO’s mission. She works hard to encourage teamwork and leadership development. She aims to give every Jewish teen a safe, secure environment and tries to ensure that every member has a place to call home. She encourages participation in such local and national fundraising and awareness programs as the March of Dimes WalkAmerica and Making Strides against Breast. Hali has staffed the BBYO delegation at the International March of the Living (`96), directed BBYO International Summer Programs including the Chapter Leadership Training Conference (CLTC) and International Kallah. She has worked on task force projects and has assisted in developing leadership sessions for the International Staff Conferences for BBYO employees. Hali’s involvement with the Northeast Queens Jewish Community began several years ago. Hali taught at N’arienu, the Hebrew High School program sponsored by the Samuel Field Y and NEQJCC for three years. While working with N’arienu, BBYO became a partner in NEQJCC’s programs such as the Councils’ Mitzvah Day. Hali has worked with synagogue leadership to help create new program initiatives and new BBYO chapters. BBYO’s community outreach includes inter-agency programming with the Samuel Field Y, the Chabad of Northeast Queens, and the community at large. Whether it be Family Fun Day, food and clothing drives, community Chanukah and Purim celebrations at the Y, Project EASE or temple-based programming, Hali always has her teens, as well as herself, totally engaged and on task, working hard to represent the Jewish future proudly in all they do. As a product of BBYO, Hali’s own experience helps to help guide the members of the Big Apple Region to succeed and be proud of their efforts. The future of the Jewish community lies in her hands and remains her focal point. She knows what she got out of being a B’nai Brith Girl..and its something that she aims to give to each of her members as they come into her program. This is no 9-5, Monday- Friday job for her…this is her life…and her commitment!
