For many there has been a dark cloud over the sports subsector for second part of the financial year, but in this message, I want to look at a few particular moments through the year where I have been especially proud of what has been achieved. The end of a year is a good time to look back, reflecting on achievements, and to look forward, And at the outset I want to thank you all, to see what we still need to accomplish. especially those of you who are far from your homes, working in remote or difficult places. 2 2.1 The Council Membership The Council is composed of eleven members including the Chairman with the General Secretary as an Ex-official. The current Council was appointed and inaugurated by the Hon. Minister of State for Sports on the 14th, February 2020 in exercise of the powers conferred upon him under Section 4 of the NCS Act 1964. 8 ANNUAL REPORT 2019/2020 2.2. Role of the Council The Council is appointed by the Hon. Minister of State for Sports. The council is the policy making organ of NCS. The policies of the Council are implemented by the General Secretary through various departments and Units. The Council works through five standing committees whose decisions are recommendations to the full Council for consideration. The following are the various committees and there composition.

2.2.1. Technical Committee The committee is responsible for providing oversight on all matters of sports promotion and development on behalf. Its membership is as follows; (i) Ms. Anyakoiti Cecilia - Chairperson (ii) Mr. Mark Ssali - Member (iii) Dr. Galiwango George William - Member

2.2.2. Finance and Administration Committee It is responsible for overseeing the financial management of the NCS resources. In addition, the committee is also responsible for all administrative and human resource matters. The committee is composed of the following; (i) Mr. Otengo Andrew Owiny - Chairperson (ii) Hajji. Galiwango Zubairi - Member (iii) Ms. Namirembe Agatha - Member (iv) Ms. Piloya Evelyn Gloria - Member

2.2.3. Business and Investment Committee The committee is mandated to oversee all business and investment decisions on behalf of the Council with the aim of improving the internally generated revenue and maximize the use of the Council facilities. The committee is made up of the following members; (i) Mr. Asiimwe Stephen - Chairperson (ii) Mr. Luswata Paul - Member (iii) Mr. Ssali Mark - Member (iv) Mr. Otengo Andrew Owiny - Member

2.2.4. Audit Committee This is responsible for ensuring the effective utilization of all Council resources and is composed of the following. (i) Ms. Abalo Grace - Chairperson (ii) Ms. Anyakoiti Cecilia - Member (iii) Mr. Asiimwe Stephen - Member (iv) Mr. Luswata Paulo - Member

Council Operations To provide oversight and direction to the operations of the NCS Secretariat, Council and committees sat a total of 41 sittings during the year as indicated below; • Nine full Council sessions • Nineteen committee sittings • Thirteen select (adhoc) committee sittings

2.4 MANAGEMENT OF NATIONAL COUNCIL OF SPORTS The National Council of Sports Act cap 13 mandates the General Secretary to oversee the administration and day to day operations of the Council. The General Secretary is responsible for the overall accountability, strategic planning and execution of the of the NCS organizational mandate. Administration of NCS is implemented through two departments and five Units as indicated below. • Technical department • Administration department • Finance and Accounts Unit • Procurement and Disposal Unit • Internal Audit Unit • Business & Investment Unit • Human Resource Unit During the year ended 30th June 2020, NCS recorded a number of achievements, experienced constraints and laid out priorities as elaborated below.

ANNUAL REPORT 2019/2020 23 2019 Annual Games Medalists with members of NCS at a welcome dinner at Lugogo ATHLETICS World Athletics Championships Team Uganda collected two gold medals at the World Athletics Championships in Doha- Qatar from the 28th September to 6th October 2020. Halima Nakaayi won Gold in 800m (1:58:04) and Joshua Cheptegei won a Gold medal in 10,000m. He also set up a new world record after winning 10km road race in Valencia, Spain on 1st Dec 2019 posting 26:38 seconds.

ROWING FISA Africa Rowing Olympics Qualifiers -13th October 2019 Uganda’s Kathleen Noble Won Gold Women’s singles at the FISA Africa Rowing Olympic qualifiers championships held in Tunisia on the 13th October 2019 and consequently qualified for the Tokyo 2020 Olympics. POOL All Africa Black Pool Championship Uganda’s Women Pool National team emerged Champions at the All Africa Black Pool Championship in South Africa from 24th – 28th October 2019. The Men’s team won Silver after losing to South Africa in finals at the same championships.

MOTOCROSS FIM Central Motor Cross Championships MX Cranes won FIM Central Motor Cross Championships after collecting 596 points for a total of 2075 over both legs compared to their opponents Kenya who collected 696 points to make 952 points in both legs. HANDBALL Africa Youth Handball Championships Uganda’s U-18 (women) emerged 3rd in Africa Youth handball championships in Conakry Guinea from 23rd -29th July 2019. POWERLIFTING WPA World Cup International Championships - 6th August 2019 –Alaska USA Roy Mubiru won Four Gold Medals; First, he won the 2019 WPA World Cup Powerlifting Invitational Championship in October 2019 in USA before winning another Gold at the WPA World Cup Powerlifting Championships in Ukraine in May 2019. BADMINTON East Africa Badminton Challenge Tournament The Uganda Badminton team emerged champions in the National Category at the East Africa Badminton Challenge Tournament that took place from the 04th to 06th October, 2019 at the MTN Arena Lugogo. Six Countries participated including Uganda, Kenya, Somalia, India, China, USA, 57 schools, 10 Universities, 19 Corporate companies, 3 Chinese teams, 19 Indian teams, and over 40 Professional players FOOTBALL African Cup of Nations Football Tournament (AFCON) - Egypt-2019 The Uganda Cranes participated in the 2019 AFCON finals in Egypt. Uganda managed to advance to the knock out stage after registering impressive results in the group stages where they beat D.R. Congo 2-0, drew with Zimbabwe 1-1, lost 0-2 to Egypt. In the knock out stage, Uganda was eliminated by Senegal after losing 1-0.

The National Football Team, the Uganda Cranes at the 2019 AFCON finals in Egypt CHAN 2020 Cameroon April 2020 Uganda qualified for the 7th edition of the CHAN finals after trouncing Burundi (3-0) on the 19th October 2019 and therefore advancing to the finals on 6-0 aggregate. The finals that were scheduled to be held in April 2020 in Cameroon have since been rescheduled following the outbreak of covid-19.

COSAFA Region U-Girls Football Championship Uganda’s U-19 women’s team, were crowned COSAFA Region championships after defeating South Africa 2-1, in the COSAFA finals on 29th September 2019, in Mauritius in a tournament that attracted 8 countries.

CECAFA U-15 Boys Football Tournament Uganda’s U-15 boy’s football team won the CECAFA tournament in Eretria from 16th -30th August 2019.

CECAFA Women Football Championships Uganda Crested Cranes won a Bronze medal after beating Burundi (2-0) at the CECAFA Women Football Championships in Chamanzi Stadium Dar salaam – , on 25th November, 2019.

The National Women’s Football Team, the Crested Cranes finished in third position at the 2019 CECAFA Women’s Football Championships in Tanzania

AFCON Qualifiers 2021 The Uganda Cranes by the time of compiling this report was leading Group B after drawing (0-0) with Burkina Faso in Ouagadougou- Burkina Faso on 13th November 2019, and winning against Malawi (2-0) at Mandela National stadium Namboole - Kampala on 17th November, 2019.

U-17 Girl World Cup –India October 2020 Uganda’s U-17 women Football team qualified for the U-17 Girl World Cup earlier on that was due to be hosted in India in October 2020. However due to the COVID-19 pandemic, the tournament has been postponed to 2021.

30 ANNUAL REPORT 2019/2020 TENNIS East African Junior Zonal Tennis Championships The U-14 and U-16 Tennis teams represented Uganda at the East African Junior zonal championships in Dar-es Salaam-Tanzania from the 5th to 17th January 2020, and subsequently the U16 boys and girl’s teams won silver, while the U-14- team won bronze, hence automatically qualifying for the Africa U-14 junior championships, that were to be hosted in Togo in April 2020.

East Africa Junior Team Championships Uganda’s Boys Tennis Team finished Runners up, while the Girls teams were third overall in a 7 Team, East Africa Junior Team Tennis contest held at Lugogo Tennis complex from the 3rd -7th March 2020.

Motor sport: Yasin Nasser won the National Rally Champion for the first time. Basketball: City Oilers were crowned champions of the 2019 Basketball league for the 7th time in a row. Rugby: Betway Kobs beat Hima Cement Heathens to win the 2019. Taekwondo: Children Sports Charity academy won the Korean Ambassador cup 2019. Netball: NIC Netball Club was crowned champions of the league 2019. Cricket: Busoga College Mwiri was the winner of 2019 School cricket week at Lugogo. Handball: Nkumba won the girls Handball league season 2019 while Uganda Prisons won the Handball league season 2019. Ludo: Kamwokya Ludo Club was the winners of the 2019 Ludo league Badminton: Kakungulu Memorial won the Boys National School champions 2019, while Mbogo High won the Girls National School Champions 2019. Hockey: Girls Hockey league was won by Wanainchi Hockey club.
