Box 5035 London, ON N6A4L9 London CANADA December 6,2005 Chair and Members Board of Control RE: Meeting of the National Board of Directors - Federation Canadian Municipalities Ottawa, Ontario - December I-3,2005 We are very pleased to provide the following summary and a copy of the FCM's election strategy for the Board of Control's information: INTRODUCTION Overview FCM's National Board of Directors met in Ottawa, December 1-3, 2005, for its regular meeting. With the January 23 federal election as a backdrop, the Board called on all federal parties to clarify where they stand on key municipal issues. Of specific concern during the course of the campaign, the Board identified the need to secure a long-term legislated commitment to eliminating the infrastructure deficit, as well as the need to secure the quick transfer of money for affordable housing and transit contained in Bill C-48, and to develop a strong partnership between the Government of Canada and the municipal sector. As part of this call, the Board urged the broadcasters' consortium that will organize the four scheduled leader's debates to guarantee municipal issues would be discussed (see attached news release). Televised debate In keeping with its proactive strategy, the Board kicked off the proceedings with a nationally broadcast town-hall meeting with representatives of the Liberal, Conservative and New Democratic parties to discuss and debate where the three parties stand on municipal issues. Board members heard and questioned John Godfrey, Minister of State for Infrastructure and Communities, and opposition critics Rahim Jaffer of the Conservative Party of Canada and David Christopherson of the New Democratic Party. -

Let me welcome you all with the greeting of Islam on behalf of the Canadian Muslim network; a network of Muslim organizations across Canada from BC to Alberta all the way to Ontario, Quebec and the Mari- times. The network was put in place to create an environment of collabora- tion and communication between Muslim organizations on issues of interest to Muslim Canadians nationally as well as to enhance communication and collaboration between Canadians of Muslim faith with Canadians of all other faiths. The list of names of the organizations in the network is at the back of your program (attached here as appendix), and I invite you to look at it in detail to appreciate the breadth of representation here tonight. This initiative is also supported by a multitude of other organizations that are also listed at the back. As you may expect civil liberties is high on our agenda. The Canadian Muslim Network is proud to have organized this incredible event to pay trib- ute to our cherished civil liberties in Canada, to recognize the massive effort that many in this room exerted to ensure we restore our civil liberties and pro- tect them for the future of our children and to remind ourselves that while we have reasons to celebrate our recent successes, the road ahead is still long. -

A Shared Struggle for Truth and Accountability Canada, Europe and investigations into the detention and abuse of citizens abroad CEPS Special Report/March 2009 Lindsay Aagaard Abstract The post-9/11 environment, in which inter-state and inter-agency cooperation has at times been preferred to the detriment of the security and rights of individuals, is a context that Canada and many European nations share. This broad survey is intended to provide those interested in government investigations into the torture and detention of their citizens abroad with food for thought. The Canadian experience reveals that there are costs associated with the involvement of state officials in the dubious treatment of citizens: costs for institutions, individuals and political parties. Furthermore, there is no doubt that investigations are an essential part of the accountability process and that setting up a process that is independent, public and effective is a significant challenge. The O’Connor and Iacobucci inquiries are important not just because of the themes we can extract from their findings – themes relating to the sharing of information, the training of officials, the provision of consular services and other issues found in the experiences of many different countries. They are also important because of the way they sought to balance the elements required for a legitimate and successful inquiry with the demands of national security confidentiality. Submissions to Commissioner O’Connor Commission of Inquiry into the Actions of Canadian Officialsin relation to Maher Arar I. INTRODUCTION 1. This inquiry is about Maher Arar, a Canadian citizen, a husband, a father of two young children, an engineer with a promising professional career whose life was dramatically and irrevocably changed due to circumstances which were completely outside of his control. On September 26, 2002, Mr. Arar was detained at John F. Kennedy airport in New York on his way back to Canada. Unbeknownst to him, Mr. Arar had become a person of interest in a national security investigation conducted by the RCMP because of a casual meeting with an acquaintance Abdullah Almalki. Based upon information which came from the RCMP, Mr. Arar had been put on a US terrorist lookout list. Prior to his arrival at JFK airport, the American officials made the decision that they were going to refuse Mr. Arar admission to United States based upon information that had been provided to them by the Canadians. 2. Before Mr. Arar arrived in the United States, an American official advised the RCMP of this decision and asked that they be provided with a list of questions for the purposes of interrogating Mr. Arar. The RCMP complied with this request, submitting the questions that they had compiled in preparation for an interview with Mr. Arar in Canada, an interview that did not take place because the investigators were unwilling to accept the conditions set by Mr. Arar’s lawyer. −2− 3. Mr. Arar was detained in the United States from September 26 to October 8, 2002. -

Box 16, Centre Block 22nd Floor, 66 Slater Ottawa, Ontario KlA 046 Fax: 613-995-7308 May 4, 2012 RE: Petition for investigations of, and rulings on, situations involving Conservative government representatives and Rahim Jaffer Dear Commissioner Dawson, After reviewing research conducted by the reputable group Democracy Watch, I am filing this letter to petition for, under the provisions of the federal Conflict of Interest Act (Act), an investigation of and ruling on the actions of Conservative government representatives. I submit this petition as the Member of Parliament for Saanich-Gulf Islands. According to thorough research by Democracy Watch, Rahim Jaffer communicated and/or met with various representatives of the Conservative government on behalf of various companies in 2009 and 2010, and in one case his associate Patrick Glémaud attended a meeting. Democracy Watch believes these representatives are covered by the Act and I tend to agree. Documents totalling 68 pages were disclosed on Wednesday April 28, 2010 to the House of Commons Standing Committee on Government Operations and after review, I agree with Democracy Watch's opinion that the documents provide reason to believe that the representatives of the Conservative government gave the companies and people preferential treatment because Mr. Jaffer was representing the companies and people. LETTER IN SUPPORT OF THE ROHINGYA PEOPLE BY E-MAIL February 8 2021 The Hon. Marc Garneau Minister of Foreign Affairs 125 Sussex Drive Ottawa, Ontario, Canada K1A 0G2 Dear Minister Garneau, We, the undersigned Senators, elected officials at the provincial and municipal levels and civil society leaders, write today to urge Canada to rapidly renew its crucial humanitarian support of the over one million Rohingya refugees who have fled to Bangladesh. We note that the aid approved in the spring of 2018 expires soon. The situation has grown more urgent in the last days. The coup in Myanmar is a major setback on the road toward democracy in that country, threatening the Rohingya still within the country’s borders and making the possibility of a political settlement allowing the voluntary return, in safety and dignity, of the nearly 1.2 million Rohingya now in Bangladesh close to impossible. Canada’s financial aid provides vital support and services to the refugees. Our commitment expires in only a few months and no announcement has been made toward its renewal. Moreover, the United Nations High Commissioner for Refugees indicates that there is a looming financial crunch that will oblige the cancellation of many of the most basic services to the refugees in the months to come. Bangladesh, the host country, does not have the financial capacity to make up the shortfall. The coup has made it even more vital for the international community to provide stable and predictable funding for the Rohingya refugees. We urge Canada to set an example and by its leadership convince the international community that the Rohingya people cannot be abandoned. -
