CHSSA MISSION STATEMENT The California High School Speech Association will encourage, support and sponsor both curricular and co-curricular oral communication which will empower students to be productive participants in American society and the global community.

To accomplish this, we adopt the following goals:

1. Every student will participate in communication activities which promote self-worth and self-esteem. 2. Every student will develop the critical and analytical thinking skills necessary for academic success. 3. Every student will develop the skills necessary for success in a competitive environment. 4. Every student will develop the interpersonal skills necessary for productive employment. 5. Every student will develop the oral communication skills necessary for effective public presentations. 6. Every student will develop the listening skills necessary for reaching informed decisions. 7. Every student will develop skills necessary for the peaceful resolution of conflict. 8. Every student will develop interpersonal skills necessary for establishing understanding among members of a diverse society. 9. Every student will develop the communication skills necessary for effective and active participation in a democratic society. 10. Every student will demonstrate ethical responsibility in the acquisition and practice of communication skills. THE CHSSA STORY

The 2012 CHSSA State Speech Tournament at Lowell High School in San Francisco is the 54th State Champi- onship Tournament sponsored by the California High School Speech Association.

The California State Speech Council was organized in 1957, and the first state tournament was sponsored by the CSSC in 1958. Prior to that time, the state tournament was run entirely by college personnel. A total of twelve entries were permitted from the two qualifying tournaments: One held in the south at Redlands and one held in the north at College of the Pacific. At the state qualifying tournaments there were no limits on individual school entries; a school might enter twenty students in one event. In most cases, there was only one preliminary round; there might be eight or nine speakers in a panel with one judge, and only a first or second place would allow a student to advance. The college personnel wrote the rules for the events, and those rules could change each year. And the trophies were so small that one coach claims that if her student had won two, the student would have had a pair of earrings.

Today, the state speech tournament is managed entirely by California high school coaches. A total of 56 en- tries compete for the state championship in each of twelve individual events; 102 compete for honors in stu- dent congress; 64 in policy debate and Lincoln-Douglas debate, and 32 in Parliamentary debate and Public Forum debate. All state entrants must earn the right to compete through state qualifying tournaments held by each of the 11 official state leagues.

Through the years, the number of events has changed and some events have come and gone. The distribu- tion of student qualifiers has been improved. The number of preliminary rounds and the number of judges required for each panel have been increased. But, the coaches of California still — and always will — spend hundreds of hours each year to ensure that each student will experience an outstanding state tournament!

STATE CHAMPIONSHIP SCHOLARSHIPS

Since the 1990 California State Speech Tournament, the California High School Speech Association (CHSSA) has con- tributed over $65,000 in scholarship aid to state champions in every event at the state tournament. The scholarship awards were begun in 1990 through the generosity of many coaches who contributed money to establish a trust fund. Since that time $150 for each winner in each event is placed into the scholarship fund from state tournament entry fees. This year, for the first time, these scholarships have been increased to $500 per champion!

Many students have been repeat state champions over a span of several years and have received multiple awards. There are several three-time champions who received $450 for their outstanding effort and consistency. At each state awards ceremony, first place winners in each event receive a letter confirming their award. The students should pro- vide the information requested to the CHSSA treasurer, and a check for the proper amount is sent directly to the finan- cial aids office of the university where the student has been accepted. Checks are generally mailed in August to coin- cide with the beginning of the school year.

As noted, past state champions in each event have been awarded $150 in scholarship aid. Because of special dona- tions, students sometimes receive higher awards. This was the case for the congress champion in 1997. An additional $300 was donated by friends of Gary Reed, a longtime coach who passed away in 1997.

CHSSA students have also enjoyed the support of individuals wishing to provide private scholarships to students. Each year for the past six years the Stanford Debate Society has provided a $1000, camp scholarship to the highest placing non-senior in all speech events. Stanford Debate is excited to increase this great reward to $1250 this year!

In addition, this year Stanford Debate Society will be awarding four $500 scholarships in the name of beloved CHSSA Hall of Fame coach Donovan Cummings who passed in March of 2010.

The 2012 CHSSA State Tournament is dedicated to... Jack Anderson

The California High School Speech Association is honored to dedicate this year’s state tournament to renowned Lowell coach and former student Jack Anderson

An NFL two-diamond coach, Jack Anderson has been repeatedly recognized by the San Francisco Unified School District and in the San Francisco newspapers for his dedication and commitment to high school speech and debate.

Jack Anderson’s life in high school forensics includes more than 60 years of ser- vice, dating back to his days as competitor in oratory and humorous interp in the late 1940s at Lowell High School. Jack had the good fortune of competing under legendary coach, and CHSSA Hall of Fame member, George Lorbeer. Jack joined the Lowell faculty immediately after college and succeeded Lorbeer as the Lowell Forensic Society’s coach.

Jack was a co-founder of the Golden Gate Speech Association and served as its league President in the late 1950’s. From the outset, Jack’s teams enjoyed phenomenal success. In his first seven years of coaching, his teams earned more than 14,000 NFL points – the most earned by any NFL team in the nation over that time period. Even more impressive, the Lowell teams under coach Anderson won every sweepstakes award at every Golden Gate Speech Association tournament for seven con- secutive years from the mid-1950s through the early 1960s. Beginning with the very first CHSSA state tournament in 1958, Jack Anderson coached dozens of students who qualified for the state championships through the 1950s and 1960s including four state champions and one runner-up.

Jack coached a total of 13 students who competed at NFL nationals from 1957 through 1971. Lowell sent three students to the 1957 nationals in Lexington, Kentucky and four students to the 1958 na- tionals in Sioux Falls, South Dakota (each involved a multi-day bus trip from San Francisco). Jack and his wife Florence repeatedly went above and beyond to support Lowell speech and debate stu- dents, going so far as to drive Lowell’s 1959 NFL national tournament qualifier from San Francisco to Miami in a very cramped Morris Minor.

One of Jack’s most noteworthy accomplishments to benefit his fellow coaches came in 1962 when he staged a well-publicized one-man strike, putting the San Francisco Unified School District on notice that he would no longer serve as a speech and debate coach unless he and his fellow coach- es received the same $5 per hour stipend enjoyed by athletic team coach- es. After his strike received notice from the local newspapers, the SFUSD agreed to provide stipends to speech and debate coaches as well as to oth- er teachers who led after-school arts and music programs.

After more than 15 years of coaching, Jack Anderson turned over the reins of the Lowell Forensic Society to others in the early 1970s but he continued to teach at Lowell where he served as Visual & Performing Arts department head until his retirement in 1992. During that time, he continued to support and assist Lowell’s fo- rensics program. And during the nearly two decades after his retirement from teaching, Jack con- tinues to support the program both financially and personally, serving as a judge at NFL quals tour- naments and hosting gatherings of Lowell speech and debate alumni at his home.

For those of you who didn’t know Mike he was my co-coach for the Redlands High School Speech and Debate team for 4 years, and he started the speech and debate team at Citrus Valley where he coached until he died. His new team has qualified students to both the state and national tournament. In addition Mike served as the CBSR treasurer for 3 years and was the CBSR proxy to the council. Mike was not only my good friend, but a dedicated coach who truly loved speech and debate and was as good a friend to the activity and its students as there will ever be. It stands out to me that last year even though he knew his condition was worsening and he was undergoing the second regimen of chemo, Mike insisted on accompanying me to Stanford so he could be with his kids at what was ultimately his last tournament. -Steve Caperton, League President, CBFL

Scholarship fund established for Michael’s Children Cameron & Anne

The California speech and debate community celebrates the life and accomplishments of Michael Newbold, and extends our deepest sympathy to his family, close friends, and former stu- dents.

We are accepting donations to create an education fund for Michael's two young children Cameron age 6, and Anne age 3.

We have already received anonymous pledges of $1,000 toward this truly worthy cause, with my hope that the community can join together to make this fund many, many times larger and in so doing give back to Michael's family as they so generously allowed Mi- chael, through his coaching and travel with teams, to give to our activity and students, even during the final precious months of his life.

SUMMARY OF COMPETITION RULES PASSED AFTER STATE 2011—Refer to CHSSA Bylaws/Minutes for full rules and changes

DEFINITION OF A DEBATE ROUND:Article XI, Section 6, p.11: Section 6. Definition of a round. For the purposes of the rules listed in this Article, a round shall begin when the first speaker in the debate begins his/her speech, and shall end when the last speaker in the debate ends his/her speech. DRAWING OF BYES: Article XII, Section 1, p.1: Section 1. Drawing of Byes A. If the tournament is paired according to the procedures outlined in this Article, no byes should be necessary before Quarterfinals in events with 64 entries, or before Round 5 in events with 48 entries. If some unforeseen circumstance occurs (i.e. fewer than 64 or 32 48teams/individuals competing in Round 1, a team dropping from the tournament due to illness, the awarding of double wins as a resultof a protest, etc.), it may be necessary to draw byes in preliminary rounds. B. Byes in Rounds 1 through 6 should be drawn from the following brackets: Round 1. The bye should be drawn at random. All teams/individuals are eligible for the bye. Round 2. The bye should come from the one-loss bracket, and should be drawn so as to minimize the number of teams/individuals that have to be drawn to even up sides, as outlined in Section 3, Paragraph E.; Round 3. The bye should come from the two-loss bracket. Round 4. The bye should come from the one-loss bracket, and should be drawn so as to minimize the number of teams/individuals that have to be drawn to even up sides, as outlined in Section 3, Paragraph E. Round 5. The bye should come from the one-loss bracket. Elimination rounds. Rules for byes are outlined in Section 3, Paragraph G4. NO COMMUNICATION WITH OUTSIDERS DURING DEBATE: Article XI ,Section 7 , page #9; Section 7. During a round, a debater shall not communicate through any method with anyone other than that debater's partner (if applicable), the opposing debater(s), and the judge(s). EVIDENCE IN PARLIAMENTARY DEBATE: Article XI ,Section 4 , Paragraph D , page #6: D. Evidence: The intent of Parliamentary Debate is to encourage an extemporaneous or impromptu argumentation. Reference to “outside mate- rials” should be limited; instead, students should rely on general knowledge, common sense, and application of logic and analysis. Nevertheless, the use of “outside materials” is allowed within the following parameters: 1. No published materials or materials prepared prior to preparation time may be brought into the debate round for the debater’s use or refer- ence. The debaters shall be allowed to bring to the round the notes they have made on colored paper during the preparation period as refer- enced in subparagraph 3 below, and nothing else. 2. Debaters are not permitted to read from anything other than their notes prepared during preparation time. Those notes may contain specific factual information (such as statistics) and/or hand transcribed quotations from published materials so long as full quotations are included in the notes as opposed to ellipsed versions of quotes (ellipses occur after the first word of the quotation and before the final word). Full citation to the referenced information or quotation must be included. The citation must include the name of the author, the source title, and the date. The oppos- ing debaters may ask to see the debaters’ notes containing any cited material as part of a Point of Information and the team reading the cited ma- terials must show the handwritten notes, with citation, upon such request. USE OF NOTES IN PARLIMENTARY DEBATE: Article XI ,section 4 , paragraph D , page # 6 2. Debaters are not permitted to read published material in the speeches of the debate to support their argument claims from anything other than their handwritten notes prepared during preparation time. COMPUTERS IN POLICY DEBATE: Article XI ,section 2 , paragraph J , page #4 : Internet devices on any computers used in the round must be disabled. Other than three computers per team (a computer is defined as a laptop, netbook, iPad, or other portable electronic retrieval equipment; devices such as flash drives or external hard drives are not considered comput- ers for the purposes of this rule), one printer per team, and one electronic timer per debater that has no functioning capability other than to count time, the debaters shall not have access to or activate any other electronic device during the round, including, but not limited to cell phones. COMPUTERS IN PARLIAMENTARY DEBATE: Article XI , section 4 , paragraph C , page # 5 C. Preparation Time: During preparation time, Parli teams will report to designated Prep areas and remain there until dismissed to go to their rounds. At the end of20 minutes of preparation time, the First Proposition speech begins. 1. A topic is presented to both teams prior to the start of the round. The teams have 20 minutes of preparation time from the announcement of the topic to prepare for each debate. 2. Students may consult their partner, dictionaries, reference materials, and prepared notes during the preparation period. Each Parliamentary debate contestant may make use of an electronic retrieval device to store and to retrieve their subject files. Electronic retrieval devices are de- fined as laptop computers, netbooks, iPads, or other portable electronic retrieval equipment. Secondary devices such as flash drives or external hard drives are allowed as well. Cell phones or smart phones are prohibited. Power plugs or outlets may not be used in the prep room at any time. All computers used in the prep room must be battery operated at all times. Contestants shall not access the Internet or communicate. All wireless capability must be turned off. 3. The next speaker must get up to speak within 20 seconds of the preceding speech. 4. All speaking time must be timed, including “thank you’s” and “roadmaps.” USE OF COMPUTERS IN EXTEMP PREP 5. Use of Computers: Extemporaneous Speaking contestants may make use of electronic retrieval devices to store and to retrieve their subject files. Students can retrieve extemporaneous files to read, but cannot write speeches or organize their thoughts on the computers. There are no notations made within or on the saved article other than citation information. b. Any highlighting or underlining of the articles is done in only one color within each article. Bolding, italicizing, or any other manipulation of the original text of sources (other than highlighting or underlining as previously stipulated) is prohibited. Power plugs or outlets may not be used in the prep room at any time. All computers used in the prep room must be battery operated at all times. Extemporaneous Speaking contestants shall not access the Internet or communicate. All wireless capability must be turned off. SWEEPSTAKES AWARDS Article XIV, Section 3, p.5 : Section 3. Awards. A. Grand Sweepstakes: Sweepstakes awards will be presented to the 20 schools gathering the highest number of points on the basis of the point system outlined below. D. Plaques: Every school shall be presented with an appropriate plaque at Registration indicating their participa- tion in the CHSSA State Championships.

1962—50 Years Ago - State Tournament at UC Santa Barbara  Just prior to the tournament the State Council “passed unanimously ‘under a cloud of smoke’ that judges be instructed to abstain from smoking while judging.”  Following the tournament the council defeated a motion to alternate the state tournaments be- tween north and south regions of the state.  The State Tournament awards cost a total of $220.

1972—40 Years Ago – State Tournament at University of San Francisco  Prior to tournament, Father Dempsey (USF Forensic Dirc.) told us all that “everything is going well “ and that we should all stay at the Jack Tar Hotel on Van Ness.  Lowell High School (SF) won first place sweepstakes at the State Tournament.

1982—30 Years Ago—State Tournament at Point Loma College  The original 10 Members of the Hall of Fame were inducted at the State Tournament Awards  Following the State Tournament, CHSSA President Donovan Cummings reported the receipt of a letter from a male student interested in one of the female contestants…requesting her name and address or the name/address of her coach.  NFL Executive Director, Jim Copeland, after visiting our state tournament, became interested in our method of running individual events….Soon NFL would adopt, “The California Plan., “  Larry Smith and Bob Jones produced the first video tapes of final rounds at State.

1992—20 Years Ago—State Tournament at San Jose State  (Larry Smith remembers) “I think this could have been the sinking of the Titanic. We nearly had to cancel the entire tournament before we got started. The tourney was at San Jose. It was also the year of the Rodney King inspired riots in LA. Campus security informed us we might not be able to stay on campus. In fact, just as we were setting up to begin registration, there was a bomb scare and we had to clear the building. Security finally relented and said we could stay during daylight hours. Oops! We had rounds scheduled after sundown. Once again the resilience and adaptability of our coaches came through. We packed up and went to the tournament headquarters’ hotel where we conscripted hotel rooms from anyone involved with the tournament who would volunteer one. We ran the evening rounds there. I never knew if the judges got to recline on the beds. The state tournament Titanic sailed on to a successful conclusion.  First time for 18 contestants in semi-finals  Sweepstakes won by Bellarmine

David Matley

If on that fateful day David Matley had not walked past Sanford Chandler’s speech and debate portable at Washington High School and been introduced to forensics in 1988, his life may have taken a completely different turn. At St. Mary’s High School in Stockton, CA David Matley participated in drama and sports and gave little thought to speech and debate competition. After graduat- ing from Cal Poly, SLO in English and Mathematics, David was finishing his mas- ter’s degree in American Literature and student teaching at Washington High School when the forensics bug bit him.

“What excited me most about forensics” he explains, “was the fact that this activity challenged stu- dents on an intellectual and artistic level well beyond anything else in high school.” After accepting a teaching and coaching position at Monte Vista HS, Danville in 1989, David Matley never looked back. At Monte Vista, he taught all grade levels in English, two sections of drama, and a very popu- lar course in creative writing. But his speech and debate classes gave him the opportunity to en- gage his students on a much higher level in a variety of disciplines and soon became his sole focus and passion.

During his tenure at Monte Vista, David Matley has earned 4 diamonds and more than 23,000 NFL points. Two assistant coaches also earned diamonds under Mr. Matley. His many honors include Alamo Rotary Club Educator of the Year 1994, GGSA Coach of the Year 2002-03, San Ramon Valley Unified School District Teacher of the Year Candidate 2008, California State Assembly Commendation 2009, and Harry J. Aslan Fellow. He has qualified over 200 students to the State Tournament and over 120 students to Nationals. Mr. Matley has coached 20 State Champions including 9 State Champions in congress (five as speakers and four as presiding officers) and 6 State Champions in international extemp. Mr. Mat- ley’s students have also finished first in the State in humorous interpretation, dramatic interpreta- tion, original oratory, public forum debate, and impromptu. At Nationals, Mr. Matley’s students fin- ished in the top 10 in their event 22 times, including the 2000 National Champion in Lincoln Douglas Debate and National Champion Presiding Officers in 2003 and 2010. At Nationals, the Monte Vista squad has won 5 School of Excellence Awards and the Karl E. Mundt Award in Congress.

In addition to coaching and teaching, Mr. Matley has served as a leader in the forensics community through various roles including San Fran Bay District Chair, GGSA Congress Director, NFL Parliamentarian & Extemp Official, and as a member of the CHSSA Council since 2002. As CHSSA Congress Chair, Mr. Matley oversaw the development and modernizing of Student Congress at both the league and State level. Through his summer institutes, Mr. Matley has introduced foren- sics to 100’s of elementary, middle and high school students throughout the East Bay each year since 1992, and recently has added a Speech Outreach af- ter school enrichment program that utilizes high school students to teach speech and debate to middle school students.

But if you ask Mr. Matley, his greatest honor he explains “my family, of course--my two beautiful children, Emily and Jackson and my wife Lori. They have traveled with me to countless tourna- ments, put up with my March mood swings around qualifying time, and spend four weeks of their summer working as slave labor at our speech camps. The prestigious Donovan Cummings Service Above Self Award is given each year in honor of original CHSSA Hall of Fame member Donovan Cummings who gave selflessly to others until his untimely death in 2010. Donovan’s life was a life of service. During his long coaching career he coached at Edison, Stagg and Franklin (at some points simultaneously)! After his retirement, he was as active as ever spending thousands of hours helping to grow our community. He was a member of the CHSSA council from 1963 until May of 2008 — the longest tenure since CHSSA began in 1958. After retirement he taught speech to Migrant Ed students in San Joaquin County and returned to Stockton Civic Theater. When asked of his long career, he responded “YES…I WOULD DO IT ALL OVER AGAIN!!!! I CANNOT CON- CIEVE OF ANY PROFESSION MORE REWARDING.! Beautiful students, caring parents, bril- liant coaching friends!” Donovan was a generous, loving man who through his career and retirement was committed to the service of others. In recognition of Donovan’s passion for service the CHSSA began the tradition in 2010 of awarding the “Donovan Cummings: Service Above Self Award” at each state tournament to a coach who has gone above and beyond in the service of others. The California High School Speech Association is privileged to name Rita Prich- ard as this year’s Donovan Cummings: Service Above Self Award recipient. After her own successful high school and college speech and debate experience, she was determined to provide a like experience for her students. During her tenure Rita has run successful “one coach programs” at Galt and Granite Bay offering her students the opportunity to compete in all 12 IE’s and debate. Rita’s service, however, extends far past her own students. During her tenure, she served as the presi- dent of the Sacramento Forensic League for ten years, hosting the 1994 State Tournament at Sacramento City Col- lege and coordinating the judges in 2006 at the Sierra College state tournament. For the past 10 years, Rita has served as the NFL Chair for the Capitol Valley League recruiting new schools and students to make the league stronger than ever. In addition, she has established a JNFL program with feeder middle schools and almost sin- gle handedly brought young teams along, ones which eventually participate in CHSSA for Roseville Unified. Rita’s deepest service in speech and debate, however, has been through the work and tireless effort she has put forth as a member of the CHSSA Curriculum committee. Beginning with her contributions to the 1996 Coaches’ Handbook which served to provide a practical guide for developing and main- taining a competitive speech program. Rita has worked continuously on the develop- ment of curriculum materials for the CHSSA and its members. Following in the footsteps of CHSSA’s first VP of Curriculum Donovan Cummings, Rita has served as CHSSA’s 8th Vice-President of Curriculum since 2004. In her first year, the CHSSA published Speak- ing Across the Curriculum an educational guide to incorporating speaking and listening across the curriculum. Never has CHSSA invested so much time, money and energy into curriculum as it has under her leadership, and that commitment from the CHSSA council has come from the exemplary results it has seen from Rita’s work and the difference that work has made for hundreds of coaches in enhancing their preparation, and thus positively impacting thousands of students. Of all Rita’s impressive accomplishments for others, the exceptional DVDs that have been produced have been amongst the most remarkable. Over the past eight years, CHSSA, under Rita’s leadership, has produced professional quality instructional DVD’s in Expository, Original Advocacy, Student Congress, Thematic, Original Prose and Poetry, Oratorical Interp and this year Im- promptu. Known as the California Suite, these entertaining, student friendly DVD’s teach the process of prepar- ing and presenting speeches that are exclusive to California’s speech and debate competition. Rita has spear- headed the development of these professional quality DVD’s. Each DVD features powerful lessons and example speeches that serve to demystify the process to help students and coaches become more successful. Rita has nurtured each DVD from it’s original storyboard to the final packaging and distribution. With each DVD she takes great care to protect the integrity of the content and the quality of the presentation. CHSSA Hall of Fame member Shirley Keller Firestone says, “Rita has done a fantastic job of leading the Curriculum committee. It has been fun and productive! Her dedication and professionalism is an inspiration to everyone with whom she works.
