Humbly, we seek the guidance of our Divine Providence in all our undertakings. 2011 NSO Annual Report 3 This year, we celebrate the 71st Anniversary of NSO, which coincidentally marks another decade of my government service as NSO Administrator and Civil Registrar General. MESSAGE More significantly, I am proud that we have from the made progress in delivering statistical and ADMINISTRATOR civil registration products and services in accordance with our mandate. As the exclusive general purpose statistical agency and civil registration authority of the government, we have accomplished tasks as designated and even beyond. In statistical services, NSO did not only engage in regular, designated census and survey operations, but has also collaborated with external institutions in the conduct of various ad-hoc projects. One of these was the Registry System for Basic Sectors in Agriculture (RSBSA) which is among the core projects of the Cabinet Cluster on Good Governance and Anti-Corruption. The RSBSA, whose primary objective is to create a registry or database of those engaged in the basic sectors of agriculture, particularly farmers and fisherfolks, was piloted in 20 provinces. In civil registration services, NSO launched the Free Birth Registration Project for the potential beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps). The Project aimed towards providing free birth registration services in support to the poverty reduction program of the government through the 4Ps which provides social assistance to poor households. 4 2011 NSO Annual Report The NSO also conducted the sub-national level assessment of the vital statistics system. It has facilitated also the conduct of a series of International Classification of Disease (ICD-10) coding modules’ training for medical officers, medical records staff, civil registrars and NSO personnel. The objectives of these endeavors are geared towards improvement in the quality of vital statistics, particularly on the derived mortality statistics which is among the core indicators of the Millennium Development Goals (MDG). Our continued success over these seven decades exhibits the strength of our vision and mission as an organization. Above all, it reflects the strength of our people, values and culture. These have been cultivated and nurtured vigorously through the years in tracking up good governance, in the service of statistics and civil registration that constitute most of the government’s official statistics. As we strive for excellence in everything that we do in bringing statistical and civil registration products and services to the public, NSO officials and employees alike, have brought our core values and culture to life. I attribute the progress that NSO has achieved to the hard work and dedication of all the NSO employees and thus I express my heartfelt gratitude to all of them who through the years have remained steadfast and committed in providing quality service to the people. Here at NSO, the recognition we put to our human resources strengthens our commitment to continue delivering government service that exemplifies integrity, transparency and accountability that is worthy of public trust. The NSO, as a symbol of these values, is determined to continue working to realize its core values and goals. I am certain that as long as we continue to live out these values, we will continue thriving and succeed over the next decade.
