042/18 BABTAG Cllr Owen Bentley reported on BABTAG. Since the mast meeting BABTAG has held its AGM on the 8th May. Doreen Shuttlewood has retired as treasurer and George Braybrook was elected treasurer in her place. Jim Sallis was elected to the management committee. Latest on the 4500 houses – There was a liason meeting with developers on the 3rd May. Because of the churn of Charnwood and Council Council officers the early summer target of reserved matters for phase 1 will not be met though CEG is still hopeful of getting them through by late summer. This will knock on the target of house building which now seems unlikely in the early months of 2019. We learnt that John Pochin is taking close interest in the detail of the look of the houses and that he and CEG are still committed to getting traffic restrictions in place at the start of house building. Progress was also slow on the southern relief road which has to open once the 475th house is occupied. Strategic Growth Plan - BABTAG has sent in its comments on the and strategic growth plan questioning the need for the A46 extension and the 40000 houses along its route. The new group that has been set up in partnership with the CPRE to oppose the road has been named SELAG (South East Leicester Action Group) and is recruiting members. Charnwood Local Plan - BABTAG has commented on the discussion paper on the options for development being considered for the new local plan to be published this Autumn. BABTAG has objected to those options which envisage major housing estates close to Barkby. Page 252

150 Houses opposite Rugby Club – Charnwood plans committee have turned down the application for 150 houses off Barkby Road . Data Protection – BABTAG has sought permission from all of its members to continue to hold their contact details. There has been one refusal but a minority of members including members of the Parish Council have yet to respond.

045/18 Borough Councillor Report Cllr Daniel Grimley reported on the below. MP and Councillors Surgery Currently looking at holding a MP and Borough / County Councillor’s Surgery. Roots

have said they will provide a venue. Trying to agree a date for this at the moment.

P/18/0309/2 Residential development for up to 150 dwellings. Land off Barkby Road,

Queniborough, Leicestershire – APPLICATION REFUSED

The above planning application has been refused by Charnwood Borough Council.

The main reason for the refusal was due to the development being in area of separation

between Queniborough and and outside of the limits of development for Queni

borough. The concerns by officers, echoed by myself, were that this could a demonstrable

effect on the character of Queniborough.

As well as letter of objections from local residents objections had been sent from Edward

Argar MP, BABTAG, Queniborough Neighbourhood Steering Group and the surrounding

Parish Councils.

P/18/0611/2 Outline planning permission for up to 220 dwellings with associated road

infrastructure, landscaping, drainage and associated works (considering access from Page 253

Melton Road, Queniborough only with all other matters reserved)

A planning application has now been submitted my main concerns here include the impact on the infrastructure, development outside the boundary of the settlement, and, highways

locally.

P/18/0338/2 (Pre Application Advice) Erection of up to 195 dwellings land north of

Barkby Road and West of Queniborough Road, Syston, Leicester.

Although not yet a planning application developers have make a pre application enquiry

about building on this land on the land close to Barkby.

Charnwood Borough Council has published its annual statement on the five year sup

ply of housing land.

National planning policy requires local authorities to maintain a five year supply of housing

land and the annual figure, based on the situation as of 31 March, is used to inform plan

ning decisions for residential development.

The Planners closely monitor housing supply and delivery and this year’s assessment shows

that Charnwood has a 4.93 years supply as of 31 March 2018. This is a slight improvement on the position last year of 4.68 years supply. It is clear that whilst there is a significant amount of land with permission for housing in Charnwood the amount that is expected to be

built within the next five years is still not sufficient to meet the amount required. It is im

portant in this regard to recognise that the council has no control over delivery – it cannot

make developers build homes.

Being able to demonstrate a five year housing supply is important because the National

Planning Policy Framework says that local plan policies for the supply of housing should

not be considered up-to-date if the local planning authority cannot demonstrate a five-year

supply of deliverable housing sites. This means some of its local plan policies will have Page 254

less weight when making decisions on planning applications affecting how the Council can

control the location of housing development in Charnwood.

Garden waste bins to be removed

Residents are being advised that any garden waste bins which are not displaying valid sub

scription stickers will be removed from June 25, 2018.

Members Grants

The Members Grants Scheme received publicity following it being approved at Cabinet on

the 12th April 2018. Following the end of Purdah on the 21st June further promotional

activity will take place.

The deadline of the 31st December 2018 has been proposed to enable all applications to

be received, processed and publicised before the start of Purdah in the run up to the Local

Elections in May 2019.

046/18 County Councillor Report Cllr Brenda Seaton confirmed that she is now the chair of a panel who are looking into the 5 year housing supply plan.

047/18 Financial Reports: Bank Reconciliation:

Mrs Doreen Shuttlewood kindly attended the Parish Council meeting to inform them that all the accounts were correct and balanced for the period April 2017-March 2018. Balance as at 31st May 2018 is £5733.21

048/18 Leicester & Leicestershire Strategic Growth Plan & New Local Plan As covered above.

049/18 Community Speedwatch Activity The clerk has agreed to co-ordinate this activity planned in from 22/9/18 to 05/10/18. The clerk will request help via the pink peril and the Parish Councils website. At least 6 volunteers are required, a number of people have contacted the Clerk however still a few more volunteers required.

050/18 Clerk’s Report 1) All GDPR complete and uploaded onto the Parish Council website. 2) Street Lighting – Cllr Chris Thompson to look through all the information and feedback comments to the Parish Council.

. 051/18General Correspondence 1) The hedge along the property of 5 Road has been cut back however the Parish Council have requested further works to take out some of the height of the trees. 2) Cllr Lynn Stewart has this evening tendered her resignation as Parish Councillor due to a move away from the parish. The Parish Council would like to Thank Lynn for her continued commitment and hard work as part of the Parish Council and wish her well with her new adventure. The clerk has included in the next edition of the pink peril an advert for new councilors.
