Universitat de Lleida [email protected], [email protected] Spain’s territorial diversity and its evolution over recent centuries have given rise to a municipal map of great complexity and plurality. Indeed, the administrative map can only be explained from a historical angle and it is therefore from this perspective that we will start this classification of the municipalities of Spain. The municipal map is a particularly suit- able subject for the geographer on account of its overlapping political, cultural, physical and historical phenomena. I. EVOLUTION OF THE MUNICIPAL MAP IN THE CONTEMPORARY PERIOD Today’s municipal map is a product of history and it remains in a state of constant evolu- tion. Though only briefly outlined here, the main milestones in the historical development of the local map should not be overlooked, and particular those which have occurred in recent times and which might therefore be said to form part of the “constitutional municipality”. Up to five constitutional municipal maps could be identified during the last two centuries. 1) The first municipal map came into being as a result of the Constitution of Cadiz, in two phases: 1812-14 and 1820-23. Though based on the final jurisdictional map of the Ancient Regime, the legislation facilitated and legitimised an evolution towards greater fragmenta- tion.

Sin embargo, no es la primera vez que se debate sobre la ne- cesidad de una norma de estas características, ni tampoco la pri- mera que se aprueba una ley singular para Madrid. No obstante, esta vez se da un salto cualitativo importante al tratarse de forma conjunta en un único texto normativo esos dos hechos diferen- ciales de Madrid. Para cobrar conciencia de ese valor añadido, resulta proce- dente atender tanto al desarrollo histórico de este aspecto, como a las experiencias más cercanas dentro de nuestro entorno europeo inmediato. Por lo que se refiere a este último, cabe señalar que París cuenta con una ley especial que se aplica también a Lyon y Mar- sella. En el caso de Berlín concurre una circunstancia especial, pues esta ciudad, junto con Bremen y Hamburgo, tienen el esta- tuto de ciudad Estado.

This is a new formulation that joins, within neighborhood scale, purposes of environmental sustainability with social and economic aims. First, we make a general approach reviewing the initiatives proposed in the capital city and then we will make an analysis of the eco-neighborhood of Vallecas, the only one still working. We have looked through the official approach, the present bibliography, the official statements, the interpretations of the technicians, the resident’s opinions exposed in websites, social networks and press. The field research and the collection of information through conversations with the agents involved were the keys to verify the real results of the projects. We consider that the development and the conclusion of these initiatives have been a failure. The reasons are in its origin and the process of realization, but mainly in the confused premises that were the foundation of its design and localization. The absence of dialogue with neighbors and associations turned the official speeches and plans in something strange to the citizen’s necessities of the southern area, with the lowest rents of Madrid.     LOS HOMBRES DE CIENCIA EN EL AYUNTAMIENTO DEMOCRÁTICO DE GRANADA: DE LA TIMOCRACIA A LA SOFOCRACIA. 1922-1932 Roque Hidalgo Álvarez Departamento de Física Aplicada, Facultad de Ciencias, Universidad de Granada Carmen Morente Muñoz Asociación Historia Actual, Universidad de Cádiz Recibido: febrero 2021/ aceptado febrero 2021 RESUMEN En este artículo se estudia la evolución experimentada por el Ayuntamiento de Granada desde febrero de 1922 hasta septiembre de 1932, analizando la estructura socioprofesional de los ediles que formaban parte de la Corporación municipal. Se ha hecho hincapié en el periodo que va desde la dictadura con rey de Primo de Rivera hasta las elecciones del 12 de abril de 1931, que hicieron posible la constitución del Ayuntamiento democrático. Dicha ruptura democrática elevó al gobierno local a parte de la intelligentsia de la ciudad, en la que abundaban profesores universitarios y médicos, desplazando a los propietarios y abogados que durante décadas habían dirigido la administración municipal. Se trató de una transición de la timocracia a la sofocracia, con presencia muy significativa de hombres de ciencia. Se ha realizado un análisis crítico de la labor realizada por los ediles del Ayuntamiento democrático de una ciudad que en 1930 era la décima en pagos al Tesoro por el impuesto de utilidades industriales y la novena por población. Se ha prestado especial atención al catedrático de Química Jesús Yoldi Bereau, que fue alcalde de la ciudad en 1932 y a José Saldaña Pérez, catedrático de Matemáticas del Instituto General y Técnico, primer teniente de alcalde durante el mandato de Yoldi. Por último, se ha mencionado a José Domingo Quílez, catedrático de Física Teórica y Experimental y presidente del Consejo Local de Izquierda Republicana en Granada en 1936.

    LOCAL STRATEGIES FOR IMMIGRANTS’ INTEGRATION IN SPAIN: CASE STUDIES OF THE CITIES OF MADRID, BARCELONA AND BILBAO José Manuel Rodríguez Álvarez (Universidad Complutense de Madrid, Spain) ABSTRACT Spain is the European country that has received the largest number of immigrants during the last decade, and the second in the Western World after the U.S.A. The country has changed dramatically since the 1990s, and today more than 5.6 million of foreigners live in a country with 46 million of inhabitants, which means 12 per cent of the Spanish population. Even in a framework of economic recession, and after several amnesties in the past years, most of immigrants prefer to keep in Spain. In this context, the priority is now the complete integration of immigrants in the Spanish society, in a most complicated framework due to the economic crisis. The three levels of government existing in Spain (central government, autonomous communities and, at the local level, a set of large cities) have drafted strategies for the integration. Within this context, this paper presents from an institutionalist comparative perspective the main trends and goals of the integration strategies of three Spanish cities (Madrid, Barcelona and Bilbao. All they are large cities and they are governed by mayors belonging to different parties. I. INTRODUCTION Spain is the European country that has received the largest number of immigrants during the last decade, and the second in the Western World after the U.S.A. After being an emigration country since the late decades of the 19th century until the 1970s, sending millions of citizens to Latin America, first, and to Europe, later, Spain has changed dramatically since the 1990s, and today more than 5.6 million of foreigners live in a country with 46 million of inhabitants, which means 12 per cent of the Spanish population, when in 1991 there were in Spain just 0.36 million foreigners.

Abstract In the 17th Century, New Spain transpacific relations were more intense than is commonly supposed. Trade in goods and migration of people from both shores of the Pacific Ocean were boosted by the Nao of China voyage that each year linked the Mexican port of Acapulco and the Asiatic port of Manila, capital of Philippines which at that time was an Spanish colony administered from New Spain. It was through these contacts that were woven many stories of Asian migrants in Mexico. This article reports on one such story: that of two Japanese entrepreneurs who joined the Guadalajara society. One of them advanced to the highest rungs of that society to become the administrator, for two decades, of the tributes that Catholic Church collected in the region named New Galicia. We present here the results of a thoroughly research which supposed scrutinizing each day of that century in the historical archives of the city.
