MDA and collaborate to foster productions of original digital branded entertainment in Singapore

Asia Television Forum, Singapore, 9 December 2010 – In a joint effort to develop the nascent online video market, which is set to grow as online video consumption goes mainstream, the Media Development Authority of Singapore (MDA) and MediaCorp jointly call for content proposals from Singapore independent production companies for digital branded entertainment. This collaboration, an extension of MDA’s Content 360TV Initiative, is designed to develop, finance, and distribute a slate of original Web productions through MediaCorp’s xinmsn video platform.

The MDA and MediaCorp invite applications from Singapore traditional or digital production companies for format-driven and sponsor-friendly Web productions that are aimed at the younger audience of 15 – 34 years old; who enjoy mainstream entertainment and are active users of social media but not necessarily early adopters.

Both MDA and MediaCorp hope that the producers’ ideas will take advantage of the richness of traditional TV, harness the power of the broadband like interactivity, mobility, social media etc to deliver compelling new entertainment for the connected audiences around the world.

Proposed projects should already have secured some financing to meet their production budgets, and preference will be given to projects with concepts, stories and themes that have international relevance and appeal.

Selected projects will be promoted through xinmsn and potentially on MediaCorp's extensive media network. MDA will co-invest up to 50% of the production budget of the selected projects, together with the production companies and their partners. There is also opportunity for the Web series to spin off into television productions, or syndicate onto the TV platform, internationally. The call for proposals will be open until 31 January 2011. Details of the Call application guidelines can be found in the Annex.

Producing content for the web also allows producers to push the envelope in terms of interactivity, and to tap on social networking tools to enhance reach”.

Xinmsn, the online bilingual entertainment and lifestyle portal jointly developed by and MediaCorp, has seen tremendous growth since its debut in April 2010 and has become Singapore’s top portal attracting more than 1.9million unique visitors according to comScore, an online measurement agency and preferred source of digital marketing intelligence.

The Content 360TV Initiative was launched by MDA in April 2009 to encourage content producers to develop episodic video programmes in partnership with brands and online publishers. The initiative, which provides partial funding for the early stage development of Web TV content, has since shortlisted nine proposals have been selected, of which four listed below are now in production:

• 1,000 miles by Threesixzero Productions;

• LoveQ.tv (working title) by The Very Love Company;

• NowShowingLife.tv (working title) by Interactive Digital Reality; and

• Terrorville (working title) by Oak3 Films

MDA -MediaCorp xinmsn Call for Proposals

Overview The MDA and MediaCorp jointly invite proposal submissions from Singapore-based producers to develop format-driven and sponsor-friendly original digital branded entertainment to be published on xinmsn video platform.

Scope The proposed original Web productions (scripted or unscripted) should aim at the younger audience of 15 – 34 years old; who enjoy mainstream entertainment and are active users of social media but not necessarily early adopters. The content ideas should take advantage of the richness of traditional TV, and harness the power of the broadband like interactivity and social media to deliver compelling new entertainment for the connected audiences.

Assistance Selected projects will receive production and marketing support from MediaCorp and MDA. Projects will be promoted through MediaCorp's extensive media network. MDA may co-invest up to 50% of the production budget of the selected projects, together with the production companies and their partners, under a co-sharing of rights and revenues arrangement. The level of MDA’s and MediaCorp’s participation is dependent on the scale, scope and merits of the project.

Eligibility The MDA and MediaCorp welcome submissions from media companies, and partnerships consisting of media companies. The media company (“Lead Applicant”) must: • be a company registered as a Legal Entity and incorporated in Singapore, having at least 30% local shareholding, with central management and control in Singapore, subject to the provisions of the Companies Act (Cap.50); • be the sole and absolute owner of the intellectual property rights to the proposed Programme; and • have the exclusive right to authorise or prevent any other person from making any remake, sequel or spin-off of the Programme or any work based on the Programme.

Programme Specification The proposed Programme must: • Be a new and original intellectual property; • Be a video programme created and designed for Internet consumption; • Be of relevance and interest to an audience of 15 – 34 years old; • Be format-driven episodic Web series that offers sponsorships/advertising opportunities; • Involve professional video production (scripted or unscripted), of which the total running time should not exceed 180 minutes ; • Not have commenced at the time of application.

4. Supporting Document: a. Registrar-of-Companies (ACRA) records of the Lead Applicant b. Any other documentation or supporting material that might assist consideration of the application.

Selection Criteria Submissions should demonstrate the following: • Compelling storyline and plot; • Concept applicable to international or regional markets; • Extendibility of the content, concept, and/or intellectual property e.g. evolvement into a TV format/programme; • Creative use of the best of media platforms and social media tools; • Engagement with the audience both on- and off-line (interactivity); • Brand integration; • A revenue model; and • Capacity and commitment of the applicants and partners to undertake development.

General Conditions • Submissions must reach MDA by 31 January 2011, 1800hrs . • Proposals are subject to verification and will be declared invalid if they are illegible. Incomplete Proposals will be rejected. In such an event, participants will be informed via email. Notwithstanding any provision herein, MDA and MediaCorp shall have the sole discretion to reject any Proposals. • Submitted Proposals including any audio-visual materials will not be returned. • All information submitted to MDA and MediaCorp will be used only for the purposes of the Call unless otherwise agreed by the applicant. • Applicants shall consent to the dissemination of the Proposals to an appointed advisory panel comprising local and international industry professionals.

• MDA and MediaCorp reserve the right not to disclose/ discuss its reasons for approving or disapproving any Proposal. MDA and MediaCorp may also review, withdraw or suspend the Proposal full or in part if any of the rules and conditions are not met. MDA and MediaCorp’s decision is final and no correspondence will be entered into. • Applicants agree to indemnify, defend and hold MDA and MediaCorp, and all their officers, directors, owners, agents, employees, content and information providers, affiliates, partners, licensors and licensees (collectively, the “Indemnified Parties”) harmless from and against any and all liabilities and costs incurred by the Indemnified Parties in connection with any claim arising out of any information or Proposals submitted, including any third party claims for infringement of intellectual property rights or defamation on a full indemnity basis. • Applicants shall co-operate as fully as reasonably required by MDA and MediaCorp in the defence of any claim. • The MDA and MediaCorp reserve the right, at their sole discretion, to modify, cancel or suspend the Call. • By submitting a Proposal, applicant companies agree to these rules. • Subject to all applicable laws and regulations, these rules govern all aspects of the Call and bind all participating applicants.
