Two events took place in what is now the Federation of St Kitts & Nevis, forty three years apart, and totally unrelated- at least at surface value, but which have had tremendous impact on society. Both have recently been thrust into the national limelight. They are the Buckley’s uprising of January 28, 1935 and the introduction of Social Security in 1978 on February 1st.

In an article by Ian Hodge, the Buckleys uprising and riots “marked the transition from spontaneous violent protest and rebellion to disciplined and constitutional presentation of industrial grievances through the medium of recognized and legal institutions. It marked the emergence of recognition of a representative body for the working-class”.

The British recognized the significance of the uprising and sent a warship to help subdue the “riot”. (They also sent a warship in 1967 during the Anguilla revolution.) The presence of the ship did not halt the uprising, nor the spread of it within the region, because later, riots of a more violent na- ture happened in other British colonial territories, notably Belize, Jamaica, Trinidad and Barbados. The St Kitts riots was such a turning point in labour relations that it is better described as a Caribbean revolution, according to the current Minister of Labour, Hon Vance Amory. We concur with that re-definition. The second revolution was the transition from National Provident Fund to Social Security in 1978. This is an institution which is celebrating 40 years this year, and which has grown to become the single largest anti-poverty bastion in the country. It has amassed assets of almost $1.5Billion but more importantly, has returned almost $700Million to its members during their old age, illness, death and other periods with loss of income.

This revolution too was also met with hostility by sugar workers; and the early inspectors were threatened with machetes and other agricultural equip- ment. One of the last remaining Inspectors of those early years, Mr. Earl Clarke, often tells of the resistance that he experienced. Yet we persevered.

So two revolutions, 43 years apart, but inextricably linked. One demanding fair wages for fair work and the other seeking to protect the said fair wages. Both took vision.

The nation is the better off for both. Let us know our history and learn from it.

Hector fi led a petition at the High Court in Nevis on January 12 following the December 18 2017 Nevis Island Assembly Election when he lost his seat against the Concerned Citizens Movement candidate.

Hon Spencer Brand. Hector lost his seat by 11 votes (585 to 596) , ending his ten year hold of that constitu- ency. Overall, the NRP lost the elections to the CCM four seats to one seat. The petition is against Spencer Brand, (CCM Candidate) Elvin Bailey, (Supervisor of Elections) ,Calvin Fahie, (Registration Offi cer for the District of St. Paul) and the Attorney General of St. Christopher and Nevis .

On Tuesday (February 6) a case management hear- ing was held at the High Court in Charlestown with Justice Lorraine Williams presiding. The hearing was to discuss the issues involved in the case by the at- torneys, and the parties in order to get the case mov- ing forward.

Hector was represented by Patrice Nisbett and Saundra Hector of Hector and Nisbett, Spencer Brand represented by Brain Barns of Daniel Brantley and Associates, the Attorney General is represented by the Solicitor General Simone Bullen-Thompson and the Supervisor of elections and Registration Offi cer represented by Terrance Byron for Douglas Mendez.

It was concluded at the hearing that a number of af- fi davits would need to be submitted to the court prior to a trial date being set. Hector has until March 6 to fi le his affi davits while the respondents have until April 3 to fi le theirs. Thereafter both parties have a window of 14 days to answer to the affi davits. The Registrar will be responsible for setting the trail date. Hon Mark Brantley in 2011 fi lled a similar case at the high court following the 2011 NIA elec- tion. In 2012 Nevis high court judge, Justice Lionel Jones, ruled that the election results for the St John’s District on 11 July, 2011 are invalid and void.
