The Sydney Coastal Councils Group Monthly Update www.sydneycoastalcouncils.com.au Welcome to the Sydney Coastal Councils Group (SCCG) Monthly Update. The aim of the update it to provide Member Councils and interested stakeholders with a quick and easy to read summary of the Group’s recent activities. SCCG Key Activities

SCCG Grant Applications The SCCG has partnered with Think Insight and Advice to develop an application for

the Sydney 2100: Managing Perceptions of Changing Coastal Environments Project under the NSW Environmental Trust Environmental Research Program. The project will develop and apply a method to assess community knowledge, attitudes, values and beliefs in response to the impacts of climate change. The outcomes will include messages and tools for consultation and communication on climate change impacts, such as sea level rise. These will then be applied to develop a broad vision for Sydney 2100 which will articulate the required levers for behaviour change to be applied when

selecting and implementing the desired adaptation responses of coastal communities. Ultimately the project will generate new information and tools to facilitate the identification of local solutions to the impacts of climate change. These outcomes will provide all spheres of Government with the necessary resources to build the resilience of communities to climate change.

Sydney Coastal Councils Group Strategic Plan Following the second meeting of the SCCG Strategic Planning Directional Committee the SCCG Strategic Plan for 2010 – 2014 is being finalised. The plan which will set out the Group’s strategic direction for the next four years will be provided to Member Councils for their endorsement in June. Once finalised, the plan will be available on

the SCCG website.

Water Recycling opportunities forum recommendations In March 2010 the SCCG and Sydney Water partnered to facilitate a workshop for SCCG Member Councils to discuss actions and projects that facilitate water recycling and re-use projects in Sydney. The forum was attended by 27 participants from 12 SCCG Member Councils and 10 representatives from Sydney Water. Representatives

from the NSW Office of Water, the Department of Climate Change and Water as well as the National Water Commission were also present at the forum. Specific recommendations coming from the forum were made in relation to the following actions or issues: • The establishment of a joint SCCG Sydney Water Working Group. • The Development of “Handbook” which provides all SCCG Member Councils with information on issues, including processes for identifying, implementing and evaluating projects. • Ongoing collection and access to technical and project specific information. The SCCG intends to work with Sydney Water on implementing the actions identified during the forum. This will ensure that the forum achieves its aim of improving collaboration and assisting with the identification and implementation of water

recycling and re-use projects.

Member Council Actions and Issues Every month the SCCG uses this section of the update to provide a summary of some of the actions being undertaken and emerging issues for Member Councils.

My Green My Green Apartment is a North Sydney Council initiative aimed to assist residents of apartment blocks within the North Sydney Local Government Area, to reduce their environmental impact. The program will actively engage apartment residents, body corporate members, and managing agents to increase their capacity to engage in environmentally sustainable behaviour and streamline their access to sustainable technologies. One apartment block will be selected to undergo a 'green make-over'. The apartment block will also serve as a demonstration site for My Green Apartment case studies, resource kit, forums and open days to assist other local apartment blocks to undergo their own green transformations. Sutherland Councils offers Enviro-Works Course Sutherland Council is offering an Enviro-Works Course for residents. The free environmental course for residents covers a range of information on smart shopping, energy and water efficiency, composting and worm farming, reducing chemicals at home. The course runs on Wednesday evenings between 6.30-8.30pm and two Saturday morning practical sessions 26 June and 17 July 8.30 - 12.30pm. Participants are eligible for a subsidised compost bin, worm farm and green cleaning kit. Hilltop to Headland Environmental Lecture Series ’s Hilltop to Headland Environmental Lecture Series 2010 is well underway and the line-up includes some of 's most respected environmental leaders, including Professor Tim Flannery. Cities as Water Supply Catchments - Water Sensitive Urban Design In what is considered a world first, researchers from Monash, Melbourne and Queensland Universities have collaborated with industry, Local, State and Federal Government partners from around Australia, including some SCCG Member Councils, to develop an innovative, multi-disciplinary 5-year research program - harnessing the potential of stormwater to supplement water usage and build resilience to the challenges of housing a growing population in an era of climate change. Resources Free In-house Sustainability Training An exciting sustainability training opportunity is available for staff and councillors. The Urban Sustainability Support Alliance (USSA) has adapted the Sustainability Intensive Training Program for 2010 and is pleased to offer a full day sustainability training opportunity within 10 councils. The training aims to help councils develop a better understanding of sustainability concepts as they relate to Local Government practice. Norman Wettenhall Foundation Environmental Grants The objectives of the Norman Wettenhall Foundation are: to support and encourage research, education and recording of all aspects of Australia's natural environment; and to build capacity in local communities to effect long-term beneficial change in the natural environment. NSW Heritage Grants . The NSW Department of Planning Heritage Branch runs a diverse and targeted funding program to assist owners and managers of state significant heritage items, Aboriginal heritage and local government heritage management in . Invitation to submit proposals funded from the Recreational Fishing Trusts All money raised by the recreational fishing fee is placed into two Trust Funds dedicated to recreational fishing. Any organisation can apply for funding and projects must have direct benefits to recreational fishing. These include funds for fish cleaning tables, fishing platforms, fish measuring stations, upgrading fishing access points, fence stiles and other on-grounds work. IB-10 Maintenance and Construction Report

Report dated 25 June 2010 from the Director of Public Works and Services

Recommended: That this report be received and noted.

The following information is a summary of the activities of the Maintenance and Construction Division of Public Works and Services to from 1 May to 18 June 2010.

1. Maintenance and Construction Unit

This unit provides trades services to various departments within Council and infrastructure repair and reconstruction. The following information summarises activity by this unit.

Unit Activity

Maintenance Teams

Plumbing Service Clearing of sewer chokes due to Council owned trees.

A total of 74 sewer chokes were cleared, 18 by contractor and 56 by Council’s own plumbing team.

4 Taps were repaired at Curlewis Street, Bronte Pool and Barracluff Park.

9 Bubblers were repaired at Calga Reserve, Bondi Junction Mall and Waverley Oval

6 blocked stormwater pipes were cleared from Stanley Street, Rose Street, The Avenue, Wallis Parade, Murriverie Road and Warners Avenue.

3 Showers were repaired at Bondi 3 toilets were repaired at Bondi Pavilion and Waverley Oval

3 seepage repairs at Bronte Park and Curlewis Street

4 broken water services were repaired at Bondi Park, Zetland Depot, Calga Reserve and North Bondi Park.

Painting Service Painting of amenities was carried out at Marks Park.

Painting out of Graffiti was carried out on bus shelters at Simpson Street, Bondi Road, Hewlett Street, Blair Street, Mitchell Street, Victory Street, Alfred Street, Liverpool Street, Wairoa Avenue and Peel Street

Painting of fences was carried out at Bondi Beach, Birrell Street, Bronte Park, and Varna park

Painting of bench seats was carried out at Bronte Beach, Bronte Park Zetland Depot, Bondi Pavilion, Blair Street, Murray Street, Barracluff Park, Ocean Street, Cadigal Place, Bondi Pavilion and Cadigal Place

Line marking was carried out in Birrell Street.

Office painting was carried out at the Waverley Works15 Depot Administration Building.

Carpentry Service 5 Traffic signs and 42 street name plates were replaced or repaired.

Fencing repairs were carried out at Craig Avenue Closure, Murray Street, Clemenston Park, Simpson Street, Wairoa Reserve, Ormond Street, Francis Street, Waverley Park and Coastal Walk.

Handrail repairs were carried out at Francis Street, Simpson Street, Tipper Avenue, Pacific Street and Waratah Street.

Bus shelter repairs were carried out in Albion Street.

Repairs carried out to benches at Waverley Park, St James Reserve, Palmerson Avenue, Varna Park, Barracluff Park, Military Road, Blair Street, Bondi Park, Zetland Depot, Gilgandra Reserve, Craig Avenue, Bronte Road, Fletcher Street, Liverpool Street, Oxford Street Mall, Marks Park, Calga Reserve and Forest Knoll Avenue Reserve.

Miscellaneous work included: Replace locking mechanism on gates at Waverley Oval, Repair broken table and light bollards at Eora Park. General Maintenance works were carried out at Administration Building at Zetland Depot.

Pool Cleaning Bronte Pool was cleaned on 5 & 20 May and 8 & 22 June 2010.

Bondi Pool was cleaned on 6 & 21 May and 9 & 23 June.

Pit Cleaning A total of 392 pits were cleaned.

131 Random Pit Inspections.

Total weight collected: 6.98 tonnes

Construction Teams

Paving Repairs Paving repairs were carried out at the following locations:

Bronte Road, Hall Street, Kimberley Reserve, Spring Street.

Footpath Repairs Footpaths were repaired at the following locations:

Langlee Street, Glenayr Avenue, Watson Street, Wiley Street, Shaw Street, Rawson Avenue, Bronte Road, Liverpool Street, Bondi Road, Ocean Street, Spring Street, King Street, the Avenue, Birrell Street, Carter Street and Hall Street.

Unit Activity

Bondi Beach Wayfinding Scope: The fabrication and installation of a series of double Signage sided blade signs and four sided ‘kiosks’ in the Bondi Beach area with guide maps to assist local residents and visitors find their way around the Bondi Beach area and its environs.

Installation of footings has been completed with kiosks and blade signs to be installed by end of May 2010.

Bondi Beach Tunnels – Scope: A series of tunnels are located beneath Queen Refurbishment Elizabeth Drive, Bondi Beach. Additional storage facilities are also located under ramps at the beachfront. These facilities have deteriorated over time and are now found to be in unsound condition and have been strengthened with props.

Stage 2 of the project, the construction of utility space below the promenade is currently in the design review phase with an alternate construction methodology currently being considered.

Waverley Child Care Scope: This Project entails upgrading of the play area as Centre – Play Space follows:

 Improve user safety by improving access to and within the play area.

 Remove the existing play equipment and increasing the number and variety of play opportunities available to users.

 Improve the surrounding landscape of the play area to enhance the aesthetic quality of the play space. Construction works were completed at the end of April 2010. An official opening of the new play space was held on 26 May 2010.

A subsequent variation to the scope of works will require the contractor to return to the site. Owing to the recent inclement weather, the additional works have been re-scheduled for completion in June 2010.

Unit Activity

Waverley Bike Plan Stage Scope: The Waverley Bike Plan involves the upgrading of two sections of the bicycle route that traverses Waverley 2 Sections a and C Street, Waverley Park and Henrietta Street in Bondi Junction and Blair Street, Wairoa Avenue and Campbell Parade in Bondi.

The works include the installation of bike lane line marking, signage and the construction of a 3 metre wide shared path through Waverley Park. The estimated value of this project is $350,000 with part funding being provided via the Federal Government’s Job Funds - National Bike Path Project and Council contributing the balance of the funds.

Works commenced in late March 2010. To date all of bike plan signs have been installed. The construction of the first section of widened shared path in Waverley Park commenced in late March 2010 and was completed in mid April 2010. The second section, involving path reconstruction, will be completed in May. The installation of line marking commenced in mid April 2010 and is expected to be completed by the end of May 2010.

The inclement weather being experienced in May and early June has impeded completion of some works which are now expected to be completed by the end of June 2010.

SAMP5 – Pit Amplification Scope: Works are being carried out throughout the Waverley Council area in two stages as part of an ongoing program to improve stormwater collection into the drainage system and to also improve safety through installation of bike safe drainage grates. 130 pits will have new bike safe drainage grates and/or new lintels installed. Work on each pit is anticipated to be completed within 5 days of commencement. Contractors will be working on multiple pits at any one time.

Stage One works commenced in the North Bondi area on 12 April 2010 and has been completed with the exception of one pit. Stage Two works have now commenced.

The recent inclement weather has impeded progress. The assessed revised completion date for stage two works is now the end of July, 2010.

Roscoe Street Mall Civil & Scope: The Roscoe Street Mall Civil & Landscape Works Landscape Works project involves lengthening the mall in a westerly direction between Campbell Parade and Gould Street, Bondi, through demolition of the small cul-de-sac and realignment of the kerb and gutter. The pedestrian pavement on the northern side of Roscoe Street will also be widened and paved in materials to match the mall.

Tenders for the works opened on the 25 May 2010 and closed on 18 June 2010. A report concerning the tenders will be considered by Council at its July meeting. It is anticipated that the works will commence on site in early August and be completed prior to the end of October21 2010.

Simultaneous Storytime at Waverley Library

On 26th May 2010 the National Simultaneous Storytime was held in libraries all over Australia.

This year’s book, “Little white dogs can’t jump” was written and illustrated by award winner Bruce Whatley. Now in its ninth year, Simultaneous Storytime is designed to promote literacy, reading and a love of books.

Approximately 30 children, parents and carers attended the session at Waverley Children’s Library and the event concluded with a jumping dog craft activity.

Working with Teens

“Working with teens” was a conference hosted by Waverley Library on 9th June 2010.

Sally Dowling reads for Simultaneous Storytime This workshop was attended by 45 public library staff from libraries all over Sydney. The program Book Launch included sessions on teen advisory boards and measuring the performance of youth programmes, On 6th June 2010 prolific and award winning youth programs that worked and those that didn’t, children’s author Moya Simons chose Waverley teen reading groups, working with teens in general Library to launch her new book. “Let me whisper and teens in cyberspace. you my story” is moving tale about the Holocaust and is based on real events. Senior Citizens Concert

Another successful seniors’ concert took place on Wednesday 16 June at the Bondi Pav. Over 100 seniors and their carers were entertained by local jazz singer Susan Gai Dowling. All enjoyed a wonderful afternoon of music and afternoon tea.

The next Seniors Concert will be on Wednesday 21 26 July 2010.
