This is the 27th year that a report of this nature has been compiled and published. The report was begun in 1986 by Harvey Mudd, was taken on by Phil Davis in the early 1990s, and then was passed on to Norm Saunders with the 2001 List Report. After Norm’s decade or so of service, Russ Ruffing assumed the reigns beginning with the 2011 Report. This year’s report seeks to be more comprehensive than previous reports, which were essentially just compilations of birders’ lists. A summary of the birding year is included for the state as a whole, plus one for each county and the District of Columbia. The thought is that this will give a nice context to the report and allow readers to harken back to the report in future years and remember that 2012 was the year we had so many early arrivals, winter finches, etc. This report also includes all of the current Big Day data that is available for statewide, county, and major region Big Days. Acknowledgements A number of individuals assisted in the preparation of this report. I want to make special mention of Bill Hubick and Joe Hanfman; Bill for generally being a source of information, encouragement, and someone to bounce ideas off of; and Joe for providing information on the frequency of many rarities and all of the individual county maximum species numbers. That is a year-long job; and with the help of Bill and Jim Brighton via the Maryland Biodiversity Project, the all-time county lists are becoming ever more accurate. Both gentlemen also provided thorough editorial reviews as well. Bob Ringler provided numerous updates of early arrival records, and there were a lot of them to keep track of in 2012! Rob Ostrowski provided many of the ideas for the summary of the Maryland/DC birding year. Jared Fisher’s eBird report and David Kidwell’s Comprehensive List for 2012 are both invaluable tools for Maryland/DC birders, and both reports are included as appendices to this document. This report covers all of Maryland’s 23 counties plus the District of Columbia (hereafter, when referring to counties, it is inclusive of the District of Columbia). The following graphic shows all of the Maryland counties plus the District. The second graphic shows the demarcation line between Maryland’s Eastern and Western Shores - the C & D Canal in Cecil County. In Maryland, the C & D Canal begins at the MD/DE state line, continues due west through Chesapeake City, and connects with the Elk River. From there, the line of demarcation would be the center line of the Elk River as it flows southwest until it adjoins the Chesapeake Bay. Everything north of the Elk River in Cecil County is considered Western Shore, such as Piney Creek Cove, Turkey Point, and Elk Neck State Park; everything south of the Elk River in Cecil County is considered Eastern Shore, such as Herring Island, Hollywood Beach, Veasey Cove, and Cabin John Creek. This is an increase of five over last year. This year a larger number of birders also submitted lists in the month categories that were first instituted in 2011. Hopefully this category will continue to catch on with birders in the future, and that goes with Big Days as well. This report is the first time that Big Days are included; readers will note that there are precious few Big Days in the database for counties; most have none. It is the desire of the compiler to eventually see statewide, county, District, and region (Eastern/Western Shore) Big Days in every month of the year. Ambitious, yes…but if you list it, they will bird…er, come, right?! Eurasian Wigeon – Kent Island Joe Turner The current maximum number of species reported for each locality is shown at the top of the respective life list tables. Readers will likely note that the maximum number of species shown for each county in this year’s report are usually different (some less) than what was reported in the 2011 report; that is because of an ongoing effort – primarily on the part of Joe Hanfman and Bill Hubick – to accurately account for every species that has ever been recorded in each county. They are going through a rigorous process of nailing down the veracity of all species accounts for each county, and their efforts are very much appreciated. In following years, this report will include a list of species additions and subtractions that were made for each county from the previous year. Atlantic Brant – Fleming Park Jon Corcoran All Life Lists that met or exceeded the given threshold are included; thresholds are typically set at 50% of the maximum number known for each location. Space dictated how many Year Lists appear in the tables. With the inclusion this year of County Summaries and Big Day Reports as well as additional data not previously included in past reports, an effort was made to shorten the Year List tables. Life Lists are indicated by the last year that they were updated. Year Lists are indicated by the year in which the total was achieved. For Year Lists, red font indicates that it is a 2012 submission. This helps the reader pick out 2012 totals apart from older lists. Winter Wren – Meadowside Nature Center Chris Barnard Statewide and County Life Yard Lists – whereas last year only those Yard Life Lists that were updated in 2011 were included, this year’s report includes all Yard Life Lists that were updated within the last five years. The thinking here is that if a birder has not updated a Yard Life List within the last five years, they may no longer live at that location or are otherwise no longer keeping such a list. Had to cut it off somewhere, but one year seemed like too little and longer than five seemed like too long! Order of Counties – due to popular demand, the order that county lists appear in this report is arranged by geography, beginning with Garrett County in western Maryland and proceeding east and south to Worcester County on the Eastern Shore.

Building upon the goals and policies in the 1992 Economic Growth, Resource Protection, and Planning Act, more recent State legislation1 addressed priorities for public investments in infrastructure; linking infrastructure capacity to priorities for targeted future growth; and expanded planning visions that address quality of life, sustainability, public participation and community design. A package of Bills, collectively known as the Smart and Sustainable Growth Act of 2009, strengthened required consistency between Plan content and implementation ordinances. The 2009 Act requires documentation about local efforts to address Plan goals and implementation of the twelve Planning Visions through revised annual reporting to the Maryland Department of Planning (MDP) on a uniform set of smart growth measures and indicators.
