The general objective of the ROP is to support competitive development and employment in all of the Regional territory. From analysis of the Regional situation some areas are highlighted for their specific social, economic and geographical nature that require further and more targeted intervention, ad- ditional to those of a general nature and provided for across the entire Region. They are urban, mountain and lagoon areas. Axis 4 of the ROP “Territorial Development” provides for a group of measures that, being concentrated on restricted areas of the territory, respond more effectively to local needs and can therefore contribute to a reduction in the specific imbalances that characterise such areas. Activity 4.2.a. puts into effect the territorial development strategy for the mountain areas through the exploitation of the natural, cultural and local scenic resources to support productive activities able to positively impact upon economic growth and to augment the attraction of the territory. Operations car- ried out under Activity 4.2.a, like all the measures under Axis 4, must form part of an integrated territorial programme. In the case of the mountain areas, the Region has adopted C.I.M.A, the instrument for Coordination and Integration of Mountain Areas in the sphere of ROP ERDF 2007-2013. This instrument is adopted for integrated local planning represented by the Local Action Plans (LAP) presented by the mountain Municipalities and by the Provinces of Gorizia and Trieste (for the Karst area) to the Region, as per Regional Law 4/2008, and coordinates them into a Regional brief that is also in keeping with the purposes of the ROP. In the context of intervention within Activity 4.2.a of the ROP and C.I.MA, the Regional Council has approved in December 2009 four grant schemes for the award of contributions to Municipalities, businesses and private individuals from mountain areas in the Region.
