Report on Overseas travel for Parliamentary Business

I undertook overseas travel from October 23rd to October 28th 2016 inclusive for the purpose of Parliamentary Business. The overseas travel I undertook was to Shanghai, China in conjunction with the Toowoomba Surat Basin Enterprise Group (TSBE) to pursue trade opportunities and build business relationships for businesses and individuals within the South West and Central regions.

The trade delegation was made up of approximately 200 people including Dr MP and myseli from the State Government level and a number of representatives from Local Government including the Mayor of the Toowoomba Regional Council, Mr Paul Antonio, and the Mayor of the Maranoa Regional Council, Mr Tyson Golder.

The business delegates involved in the trade delegation were drawn from communities across a wide area of Central and Southern Queensland including Biloela and Gayndah in my electorate and were involved in a wide range of industries including citrus, grains, mung bean, dairy and cattle production as well as mining, gas, energy and tourism.

While some of these producers such as the citrus growers from Gayndah and mung bean producers from Biloela already have seaborne trade w ith China for others the TSBE trade trip was their fi rst opportunity to visit China and establish linkages that will hopefully lead to them being able to take advantage of the emerging air freight opportunities for perishable trade goods through the Wellcamp Airport at Toowoomba.

The trade trip departed from the Wellcamp airport at Toowoomba and was tl1e first international passenger flight to leave Australia from this recently completed facility. It followed the first international freight flight late last year that has now led to regular weekly freight flights that are seen as presenting considerable opportunities for many businesses in our region.

The trade trip generated considerable media coverage with a number of representatives from Queensland's major media outlets accompanying the delegates during the week. I attach a number of examples of the media coverage that the trade trip generated.

I attach a copy of the itinerary for the week which included a conference attended by both Queensland and Chinese delegates as well as Austrade and Trade and Investment Queensland (TIQ) representatives.

There is no doubt that the presence of both the current Minister for State development and I, as the previous Deputy Premier and Minister for State Development, added greatly to the significance of the trade delegation. It was particularly important to the Chinese delegates that we met that there was bi-partisan support clearly demonstrated for the trade h·ip and the associated agreements that were signed.

I believe the trip was a great success and provided many valuable outcomes for my constituents and the broader community throughout South West and Central Queensland. Not only were existing linkages reinforced, but new contacts made and considerable opportunities identified which will prove productive in building trade between our region and China and contribute to the growth and strengthening of the Queensland economy.

IF DAVID House can sell lea to China it will be just one minor benchmark of success in an ambitious project designed to fire up the Queensland economy and open up extra­ ordinary opportunities for the state's primary producers. More than 220 people from across Queensland landed in Shanghai last night beginning an intensive four-day hard sell of all that Queensland has to offer. Everyone from lolly mak­ ers to graziers, private equity financiers and even a contin­ gent of bull bar makers are de­ termined to make inroads into the massive Chinese market by meeting with potential Chi­ nese customers and the high­ ranking officials who guide what will soon be the world's biggest economy. Organised hy Toowoomba and Surat Business Enterprise, the trip includes politicians such as State Development Minister Anthony Lynham and the LN P's Jeff Seeney. Mr House, who sells Aus­ tralian-grown, processed and packaged tea from the Dain­ tree, in the state's far north, is determined to sell tea to a country widely believed to have been the first to cultivate it more than 4500 years ago. Armed with hundreds of lea bags, Mr House (above) said the Chinese, who demand high standards in their teas, will recognise quality when they drink his. Qantas Airbus A330-300 VH-QPA operated the one-off charter to Shanghai, organised by the Toowoomba and Surat Basin Enterprise (TSBE) business group, carrying about 200 delegates to participate in a five-day AccessChina '16 business delegation visit.

As QF 169 the A330, bearing 'Toowoomba to Shanghai' decals plus AccessChina and Toowoomba Region logos, took off from Wellcamp bound for Shanghai a little after 0900 local time.

The TBSE-organised charter is designed to assist producers and other businesses from the region to learn about business opportunities for exporting into China.

"We're empowering small to medium sized enterprises to see for themselves where their products fit within the Asian market,'' project leader Dr Ben Lyons said.

Brisbane West Wellcamp airport chairman John Wagner said the AccessChina '16 flight was a huge milestone for the airport, with another landmark event to follow in November when Cathay Pacific commences a weekly freight service linking the region with Hong Kong.

"We are on the cusp of some ground breaking opportunities and to create strong links with the world's biggest consumer market, through an opportunity like AccessChina, is invaluable,'' Wagner said.

Federal Assistant Minister for Trade, Tourism and Investment Keith Pitt was due to deliver the keynote address at the opening of the AccessChina '16 conference on Monday.

He will join with Queensland Minister for State Development, Natural Resources and Mines Dr Anthony Lynham as well as Austcham Shanghai chairman and Elders China chief executive Craig Aldous, Zhongfu Group chairman Wu Puingai and

Pitt noted China was Australia's top agriculture, forestry and fisheries export market with exports valued at $11 billion in 2015.

A REGIONAL airport, built on an old cow paddock by one of Queensland's wealthiest families is about to reach another milestone, when it today announces its first passenger flight to China.

Brisbane West Wellcamp Airport, located on the outskirts ofToowoomba, is set to reveal the landmark journey to Shanghai in a bid to draw closer trade ties with the Asian powerhouse.

The Qantas charter flight, which is expected to take off in October this year, will be carrying an Australian delegation of business people and industry leaders as part of a push to develop stronger trade links with the manufacturing giant.

Toowoomba Surat Basin Enterprise CEO Dr Ben Lyons, who has helped spearhead the initiative, bas been integral in leading the charge to attract Chinese business back to the Darling Downs region.

"We are in the heart of one of the world's best food producing and value-adding regions and businesses and investors in China want to meet us," Dr Lyons said.

"It's not just about beef or infant formula, whilst China consumes across all commodity groups I would encourage people in the services sector be it health, education, construction, tourism, finance and investment to carefully look at this flight as an opportunity to investigate what those opportunities are.

"We can sit back here and wait for the Chinese opportunities to come, but I think there is much more to be said about being proactive about the China opportunity, and the Access China delegation is a big part of this."

TBSE has based its own fulltime employee in Shanghai to develop links and opportunities for companies from Toowoomba and the Darling and Western Downs right through to the Burnett region.

Wellcamp Airport, which is owned and operated by the well-known Wagner family, has already branched into the domestic market since opening in 2014, with return routes available to Cairns and Melbourne through Airnorth, which uses a code sharing agreement with Qantas.

The China charter flight comes on the back of a Boeing 747-8 freighter departing from the airport in November last year carrying tonnes of mangoes, pecans, lettuce and beef to Hong Kong.

Wagner's Global chairman John Wagner said any company considering doing business with China should be part of the delegation.

"This is a once in a lifetime opportunity to network with like-minded people who deal regularly with China.

Key action plan points from The Courier-Mail's recent #goqld campaign included developing Wellcamp as an export node, replicating the model at other regional airports and developing more direct air routes between Queensland and China.

"We are delighted to have a flight like this out of our airport, considering a few years ago the airpo11 wasn't built and we had no customers," she said.

"It opens direct export routes for grain, fmit and vegetable farmers across south-west Queensland."

The first international weekly scheduled air cargo service is set to sta11 on November 22, which will make a total of 72 services flying in and out of the airport.
