TERMS OF REFERENCE

As approved by the competent authority, the subject work study has been undertaken by the GM’s Efficiency Cell of Eastern Railway in financial year 2017-18 under the following terms of reference:-

To review the workload and assess the requirement of safaiwala in the context of reduction of sweeping and cleaning activities in the car shed under electrical TRS department of SDAH division after introduction of contractual agency.

METHODOLOGY ADAPTED

During field study, the study team adopted the following methodology to ascertain the requirement of safaiwala deployed in different car shed over Sealdah division based on their existing workload. The following methodology is adopted:

1. Evaluate the existing workload.

2. Discussion with Controlling Officers and SSE/IC of different car shed over SDAH division.

3. Collection of data regarding the present activities catered by safaiwala in different car shed.

4. Critical analysis has been drawn based on the existing workload of safaiwala.

Justification

Assessment of staff of EMU car sheds under electrical TRS department over SDAH division has been made based on zero workload catered by safaiwala in regard to dry sweeping & cleaning of EMU/MEMU coaches after introduction of contractual agency.

CHAPTER-I

1.0 INTRODUCTION:

1.1 The organizational set up of electrical department of Sealdah like any other division is more or less the same, There are four wings of electrical department under Sr.DEE (G)/SDAH, Sr.DEE (TRS)/SDAH, Sr.DEE (OP)/SDAH and Sr.DEE (TRD)/SDAH. PresentlySr.DEE (TRS)/SDAH is looking after the operation & maintenance of traffic in Sealdah division.

1.2 The activities of operation under Sr.DEE/TRS/SDAH are stated as under.

Deployment & management of Loco Pilots, Loco Shunters and Asstt. Loco Pilots for EMU trains, conventional passenger trains, Rajdhani & Duranto Express, Other Mail/Express Trains & Freight Trains hauled by Electric Locomotives.

Booking of Loco Pilots are being done by 5 crew booking lobbies located at Sealdah/South, Sealdah/North, Jn:, Kolkata and

No. of EMU trains running in the Division – 801nos./day. Nos. of Mail/Express & Conventional Passenger trains running on Electric traction– 178 nos. /week.

1.3 The main object of the study is to evaluate the present workload under present pattern of working and to review the actual requirement of safaiwala deployed at four car shed viz , Sonarpur, and under over all control of Sr.DEE/TRS/SDAH in electrical department over Sealdah division. The method applied for conducting the subject study has clearly been stated in the chapter of methodology. Presently 18 nos.safaiwala as against the sanction strength of 20 are working in four car shed under directly control of different SSE/IC/TRS of four car shed.

CHAPTER-II

2.0 EXISTING SCENARIO:

2.1 Running staff and non-running staff of Electrical department over Sealdah division directly under the administrative control of Sr.DEE/TRS and Sr.DEE/OP. Safaiwala under the category of non-running staff are deployed in four car shed viz Narkeldanga, Sonarpur, Barasat and Ranaghat.

2.2 Previously the main activities of safaiwala deployed in different car shed was to dry sweeping and cleaning of EMU rakes at the car-sheds and major outstation points during day and night period. Presently mechanised washing and dry sweeping and cleaning of EMU rakes are being made by the contractual agency

2.2.1 Apart from the above cleaning activities of EMU rakes, other maintenance works at car shed catered by the TRS staff are as under:

 Scheduled and unscheduled maintenance of EMU Rakes at EMU car-sheds, outstation points and on line.  Trip inspection of Electric Locomotives at the trip sheds and attention of Electric Locomotives on line during unscheduled line failures/breakdowns. Two loco trip sheds are located at Narkeldanga and .

2.3 The details holding of EMU rakes under different sheds over SDAH division are shown as under:

2.4 The car shed wise sanctioned strength vis-a-vis men-on-roll position of Safaiwala as on 06.07.17 under Sr.DEE/(TRS) over Sealdah division are detailed as under.

2.5 During the period of study, it is noticed that existing safaiwala deployed in different carshed having no contribution towards their original duty of dry sweeping and cleaning of coaching rakes due to introduction of contractual system since march’ 2015. Car shed vis-a-vis section wise deployment of safaiwala and their present pattern of working are stated as under.

2.5.1 Narkeldanga car shed:- The oldest car-shed which was commissioned in 1963 after conversion from steam shed and is catering to EMU services of SDAH (North) Section. In the same compound it is maintaining both Electric Locomotive & Electric Multiple Unit.

2.5.2 Sonarpur car shed:- This carshed started functioning on 13th August’, 1979. With the increasing demand of a Car shed at Sealdah South Section of E. Rly, this Car-shed was built with a view 4

to look after the EMU rakes plying in south section of Sealdah division thus reducing the inconveniences faced by overburdened Narkeldanga Car-shed.

2.5.3 Barasat car shed:- This carshed was commissioned in 1990 to cater to the increased traffic requirement in BNJ section and electrified HNB and RHA-BNJ section. The present holding of this shed is 33 EMU rakes.

Serving of Tiffin & lunch to the car 1 Canteen shed staff and cleaning of canteen area is also to be made.

2.5.4 Ranaghat car shed:-

This car shed was commissioned in 2007 to cater to the increased traffic requirement in in RHA-GXD, RHA-LGL, and RHA-BNJ & RHA-STB-KNJ section including MEMU service in SDAH-LGL section. Present holding of the shed is – a) 12 Car EMU Rake – 14 nos, b) 8 Car MEMU Rakes – 03 nos.

Repairing of passenger seat & 1 Mechanical Sec. back rest,seat frame, passenger 2 door & window, entrance rod ,grip handle & grip handle rod, passenger side wall, painting of coach also to be done here. Serving of Tiffin & lunch to the car 1 Canteen shed staff and cleaning of canteen area is also to be made.

2.6 Previously the dry sweeping & cleaning work of EMU/MEMU rakes under 4 car shed viz Narkeldanga, Sonarpur, Barasat and Ranaghat had been made by departmental safaiwala by using Brooms coconut & Brush rubber squeezer with handle. It is also observed by the study team that the mechanised washing & dry sweeping & cleaning of EMU rakes as well as shed cleaning of 4 car shed are fully outsourced to private agencies. The details of the above mentioned contractual works executed by Electrical TRS Department are stated as under:

CHAPTER - III

3.0 Critical Analysis

3.1 As the objective of conducting the subject study is to review the work load of Safaiwala working under four car shed viz Narkeldanga, Sonarpur, Barasat and Ranaghat. of Electrical TRS department over SDAH division, it is firstly observed by the study team that these staff (i.e. Safaiwala) are deployed in different maintenance sections connected to the daily outturn of car shed after introduction of contractual system of dry sweeping & cleaning of EMU/MEMU coaches since the financial year of 2015. The study team has critically analyzed the present workload and effective involvement of Safaiwala in different maintenance sections under four carshed after introduction of contractual system..

In the past days, safaiwala was deployed to sweeping and cleaning of EMU rakes at the car-sheds and major outstation points during day and night period. This system had been phased out completely due to outsourced to a contractual agency as stated in para 2.6.

3.2 Previous and present working of safaiwala in different car shed and rake holding of shed during the period of 2015 are tabulated as under.

3.2.1 The above position reveals that the presently the existing safaiwala are deployed in different maintenance sections to cater the maintenance works stated in different paras which has no relation with the activities of safaiwala. Dry sweeping and cleaning of rakes prior to march 2015 made by the departmental safaiwala are now given to the contractual agency. It is also noticed during study that the activities of dry sweeping and cleaning of EMU/MEMU rakes under Ranaghat car shed had already been privatised since 2011. 3.3 It is noticed that the posts of safaiwala under EMU car shed of SDAH division were surrendered in phases consequent upon the work studies conducted by this cell in the past days. That time a strong recommendation was drawn to surrender all posts of safaiwala under EMU car shed after introduction of contractual system. but, during period of study, it is noticed that 18 posts of safaiwala has been there even after introduction of contractual system. Keeping this position in view, the subject study has been undertaken during the financial year of 2017-2018. 3.4 The activities of mechanised washing, dry sweeping and cleaning of EMU/MEMU rakes at car shed of SDAH division had already been privatised to contractual agency during the financial year of 2011 at RHA car shed and subsequently the year of 2015 at NKG, SPR and BT car shed for which the post of safaiwala has lost its necessity or utility. 3.5 On being scrutinized, the total cost incurred against - a) Mechanised washing & dry sweeping & cleaning of EMU/MEMU coaches (as shown in para 2.6.1). b) shed cleaning work (as shown in para 2.6.1). it is crystal clear that the existing posts of safaiwala being utilised in other field of work,

Therefore, in the current scenario of ‘zero workload condition of safaiwala’, posts of respective safaiwala may be declared as surplus from Electrical TRS wing of SDAH division and redeployed somewhere else accordingly.

3.6 Consequent upon the abolishment of such activities of safaiwala from different car shed under Electrical TRS wing of SDAH division, it is opined by the study team that all 18 posts of safaiwala, as shown in Para 2.4, should be declared as surplus from the existing 'Book of Sanction'.

As assessment, in this regard, is tabulated below:

The above table reveals that the actual requirement of safaiwala in the above four car shed is found to be nil as against a total sanctioned strength of 18 posts of safaiwala of four car shed under Elecrtical TRS department over SDAH division which would result in surrender of all the 18 (eighteen) posts of safaiwala from this Elecrtical TRS wing.

3.6.1 Recommendation

It is recommended that the revised sanctioned strength vis-a-vis revised deployment of safaiwala should be zero as against a total S/S of 18 posts of safaiwala which would result in surrender of 18 (eighteen) posts of safaiwala under Elecrtical TRS wing over SDAH division.

4.0.0. FINANCIAL APPRAISAL:

4.1.0. As per recommendation made in Para 3.6.1, the total surplus posts works out to 18 posts.

4.2.0. As per recommendation made in Para -3.6.1, Annual financial savings to be achieved on account of surrender of 18 posts of safaiwala under Electrical TRS department in Sealdah division is calculated on the basis of lowest pay band and Grade pay as under.
