United Nations Educational, Science and Cultural Organization (UNESCO) hereby invite qualified organizations/entities to submit their interest for a planned solicitation process as follows:

Objectives and scope

UNESCO Office in Iraq is implementing the project “Reviving Mosul and Old City” which main aim is to foster resilience, social cohesion and reconciliation through the creation of job opportunities and the rehabilitation of urban cultural heritage in Mosul and Basra. The project is funded by the European Union, and is being implemented within the framework of the Revive the Spirit of Mosul flagship initiative launched by UNESCO in February 2018. The overall objective of this project is to contribute to economic recovery and social cohesion through creation of decent jobs in re-construction of historical urban centres of Mosul and Basra. In addition to the rehabilitation of the built heritage, “Reviving Mosul and Basra Old Cities” project focuses on skills development and revival of the cultural life by promoting art and artists, books and literature, crafts and cultural events.

UNESCO is inviting culture, arts\crafts, women and\or youth led organizations/entities specialized in cultural development to propose interventions that will meet the following objectives: a) Providing income to support the livelihood of young artists from Mosul and to allow them to continue pursuing their creative work b) Building capacities of young artists c) Contributing to revival of cultural life in Mosul through organization of cultural events, promotion of public awareness and appreciation of Mosul’s cultural diversity and creativity, and its potential for social cohesion and reconciliation.

Activities; In order to support cultural industries and revival of cultural life in Mosul, proposed activities should address the above-mentioned objectives and thus focus on providing direct support to artists, and organization of training and culture events. The Contractor is expected to identify actors and develop a programme that will support individuals in their creative expressions, promote their work and contribute to social cohesion. The Programme will outline methodology that may include skills development and paid training, provision of materials and equipment, small grants scheme etc. In case of small grants, a clear approach to grant allocation should be outlined including eligibility criteria and measures for maximizing the efficiency and

sustainability of grants. Individual grants should not exceed 5,000 USD per person. Moreover, the Contractor will prepare a programme for different cultural events that will be held in collaboration with local artists and organizations, and will include participants from different communities in order to promote cultural diversity and social cohesion. Activities could promote contemporary or traditional arts, and cultural heritage and practices. One or more forms of arts and/or crafts can be supported. Involvement of diverse groups of different ethnic, religious and\or cultural background in order to promote dialogue and cultural diversity and contribute to social cohesion is encouraged. All activities need to comply with safety and health regulations of the Iraqi Government in relation to COVID-19 pandemic.

Duration of the activities is 11 months (January to December 2021). All activities (apart from those held online) will take place in Mosul.

The purpose of this notice is to provide general information on the requirements for the procurement process and to inform interested suppliers how to obtain a copy of the Solicitation Documents.

Interested organizations/entities who wish to participate in the OIC must request for a complete set of Solicitation Documents, available free of charge, from UNESCO contact person at the address shown below.

UNESCO reserves the right to amend the documents at any time during the solicitation process. Any amendments or clarifications will be communicated directly to all Bidders who have requested for a complete set of solicitation documents and officially confirmed their intention to submit a sealed tender. No remuneration will be made to companies for preparation and submission of their tenders.
