Iran and Central Asia: a Cultural Perspective1
Iran and Central Asia: A Cultural Perspective1 Davood Kiani One of the most important tools utilized by states to maximize their impact in foreign affairs is public diplomacy and to this extent, public diplomacy is considered a source of soft power. The robust use of public diplomacy can enhance and reinforce the soft power of countries. Central Asia is among the regions that have an ever increasing relevance to regional and international affairs in the aftermath of the collapse of the Soviet Union, and is currently considered a critical subsystem for our country. The foreign policy of the Islamic Republic of Iran towards this region is, on one hand, built on the foundation of converging factors in political, economic, and cultural arenas and looking towards opportunities for influence and cooperation. On the other hand, considering the divergent components, it also faces challenges and threats, the sum of which continues to effect the orientation of Iranian foreign policy towards the region. This article will study Iranian public diplomacy in this region and examine the opportunities and challenges, as well as, provide and proper model for a successful public diplomacy in the region of Central Asia, while taking into account the Islamic Republic of Iran’s tools and potential. The Call of the Siren: Bod, Baútisos, Baîtai, and Related Names (Studies in Historical Geography II) Bettina Zeisler (Universität Tübingen) 1. Introduction eographical or ethnical names, like ethnical identities, are like slippery fishes: one can hardly catch them, even less, pin them G down for ever. The ‘Germans’, for example, are called so only by English speakers. The name may have belonged to a tribe in Bel- gium, but was then applied by the Romans to various tribes of North- ern Europe.1 As a tribal or linguistic label, ‘German (ic)’ also applies to the English or to the Dutch, the latter bearing in English the same des- ignation that the Germans claim for themselves: ‘deutsch’. This by the way, may have meant nothing but ‘being part of the people’.2 The French call them ‘Allemands’, just because one of the many Germanic – and in that case, German – tribes, the Allemannen, settled in their neighbourhood. The French, on the other hand, are called so, because a Germanic and, in that case again, German tribe, the ‘Franken’ (origi- nally meaning the ‘avid’, ‘audacious’, later the ‘free’ people) moved into France, and became the ruling elite.3 The situation is similar or even worse in other parts of the world. Personal names may become ethnic names, as in the case of the Tuyu- hun. 4 Names of neighbouring tribes might be projected onto their overlords, as in the case of the Ḥaža, who were conquered by the Tuyuhun, the latter then being called Ḥaža by the Tibetans. Ethnic names may become geographical names, but then, place names may travel along with ethnic groups. -
Kashgar: Lost in the Mists of Time—A Photo Essay
Oh call back yesterday, bid time return. — Shakespeare, Richard II, 3.2 Every student of the Silk Roads has heard of Kashgar, one of the key nodes in the network of routes crisscrossing Afro-Eurasia. A city with an important if, surprisingly, understudied history, Kashgar has also featured in alarming news reports of recent years. The very fabric of its physical remains and the lives of its inhabitants have been rapidly and inexorably altered by government policies that have provoked moral outrage from those who deeply care about the people who have so been affected. That recent history has been amply documented, often with dramatic photographic evidence of the changes. My purpose is not to engage in the same discussion, even if my photos may be related to it. The brief essay at the end here will provide some references and also indicate my indebtedness to colleagues who have generously answered specific questions or provided a few of the images. PART III Nomadic Migrations Nomads and Their Origins In this book, the term "nomad" refers only to "predatory pastoralists." The reason? Only this category was engaged in a more or less constant interac tion with areas of high civilization and the forest tribes in the Eurasian steppe and adjacent areas. Among mobile groups only they fit within the framework of this book. Anatoly Khazanov defines pastoral nomadism as "a distinct form of food producing economy in which extensive mobile pastoralism is the predomi nant activity, and in which the majority of the population is drawn into periodic pastoral migrations" (Khazanov 1994, 17). In these societies (1) pastoralism is the main form of economic activity; (2) herds graze free-range without stables, year-round; (3) seasonal mobility is contained within a spe cific grazing territory (this particular characteristic does not apply to nomads of Sahara); (4) the entire population is mobile; and (5) production is geared to subsistence (16). In principle, pastoralism does not preclude agriculture, and some schol ars even include populations for whom herding is secondary. They call these populations "semi-sedentary" (Forde 1963, 404, in Khazanov 1994, 21), distinguishing them from semi-nomadic (for whom herding is primary). The term "herdsman husbandry" is used when only a part, often significant, of the population is engaged in cattle breeding. For the purposes of this book such distinctions are not very important, although we should keep in mind that pastoralism is a continuum. Nomadism lies at one end of this continuum. It implies no or little de pendence on agriculture and a predatory stance vis-a.-vis sedentary neighbors. -

BAKER III INSTITUTE FOR PUBLIC POLICY RICE UNIVERSITY – APRIL 1998 CENTRAL ASIA: CONFRONTING INDEPENDENCE Introduction After the euphoria of gaining independence settles down, the elites of each new sovereign country inevitably stumble upon the challenges of building a viable state. The inexperienced governments soon venture into unfamiliar territory when they have to formulate foreign policy or when they try to forge beneficial economic ties with foreign investors. What often proves especially difficult is the process of redefining the new country's relationship with its old colonial ruler or federation partners. In addition to these often-encountered hurdles, the newly independent states of Central Asia-- Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan-- have faced a host of particular challenges. Some of these emanate from the Soviet legacy, others--from the ethnic and social fabric of each individual polity. Yet another group stems from the peculiarities of intra- regional dynamics. Finally, the fledgling states have been struggling to step out of their traditional isolation and build relations with states outside of their neighborhood. This paper seeks to offer an overview of all the challenges that the Central Asian countries have confronted in the process of consolidating their sovereignty. The Soviet Legacy and the Ensuing Internal Challenges What best distinguishes the birth of the Central Asian states from that of any other sovereign country is the incredible weakness of pro-independence movements throughout the region. -

EASTERN CENTRAL ASIA the Early History of Central Asia Is Gleaned
CHAPTER FOUR EASTERN CENTRAL ASIA KASHGAR TO KHOTAN I. INTRODUCTION The early history of Central Asia is gleaned primarily from three major sources: the Chinese historical writings, usually governmental records or the diaries of the Bud dhist pilgrims; documents written in Kharosthl-an Indian script also adopted by the Kushans-(and some in an Iranian dialect using technical terms in Sanskrit and Prakrit) that reveal aspects of the local life; and later Muslim, Arab, Persian, and Turkish writings. 1 From these is painstakingly emerging a tentative history that pro vides a framework, admittedly still fragmentary, for beginning to understand this vital area and prime player between China, India, and the West during the period from the 1st to 5th century A.D. Previously, we have encountered the Hsiung-nu, particularly the northern branch, who dominated eastern Central Asia during much of the Han period (206 B.C.-220 A.D.), and the Yiieh-chih, a branch of which migrated from Kansu to northwest India and formed the powerful and influential Kushan empire of ca. lst-3rd century A.D. By ca. mid-3rd century the unified Kushan empire had ceased and the main line of kings from Kani~ka had ended. Another branch (the Eastern Kushans) ruled in Gandhara and the Indus Valley, and the northernpart of the former Kushan em pire came under the rule of Sasanian governors. However, after the death of the Sasanian ruler Shapur II in 379, the so-called Kidarites, named from Kidara, the founder of this "new" or Little Kushan Dynasty (known as the Little Yiieh-chih by the Chinese), appear to have unified the area north and south of the Hindu Kush between around 380-430 (likely before 410). -

Recording the West: Central Asia in Xuanzang’s Great Tang Dynasty Record of the Western Regions Master’s Thesis Presented in Partial Fulfilment of the Requirements for the Degree of Master Arts in the Graduate School of the Ohio State University By Laura Pearce Graduate Program in East Asian Studies Ohio State University 2018 Committee: Morgan Liu (Advisor), Ying Zhang, and Mark Bender Copyrighted by Laura Elizabeth Pearce 2018 Abstract In 626 C.E., the Buddhist monk Xuanzang left the Tang Empire for India in a quest to deepen his religious understanding. In order to reach India, and in order to return, Xuanzang journeyed through areas in what is now called Central Asia. After he came home to China in 645 C.E., his work included writing an account of the countries he had visited: The Great Tang Dynasty Record of the Western Regions (Da Tang Xi You Ji 大唐西域記). The book is not a narrative travelogue, but rather presented as a collection of facts about the various countries he visited. Nevertheless, the Record is full of moral judgments, both stated and implied. Xuanzang’s judgment was frequently connected both to his Buddhist beliefs and a conviction that China represented the pinnacle of culture and good governance. Xuanzang’s portrayal of Central Asia at a crucial time when the Tang Empire was expanding westward is both inclusive and marginalizing, shaped by the overall framing of Central Asia in the Record and by the selection of local legends from individual nations. The tension in the Record between Buddhist concerns and secular political ones, and between an inclusive worldview and one centered on certain locations, creates an approach to Central Asia unlike that of many similar sources.
