Crushed Stone Sand (CS-Sand) 101 INTRODUCTION Public Works Department Buildings Organisation is playing vital role in creation of capital assets of the Government with Technical expertise in Engineering for the development of Tamil Nadu. This Department is the oldest and primary Technical Department in implementation of building works of various Government departments. The important activity of this department is creation of public buildings and monuments. Public Works Department, Buildings Organisation functions as the parent department for all other Engineering Departments. Public Works Department is playing very important role in creation of buildings for various Government Departments with Technical and Architectural value and carrying out the maintenance and renovation of the Government buildings. PUBLIC WORKS DEPARTMENT BUILDINGS 1.0. ACTIVITIES Planning, Technical and Architectural Design, Construction and Maintenance of the buildings of various Government Departments are executed. OTHER ACTIVITIES To undertake plan scheme works based on the allocation of funds to the Member of Parliament and Member of Legislative Assembly towards the constituency development works. Issuing of Stability Certificate for Stage erection, barricading arrangements, lighting arrangements and public address system for VIP & VVIP Visits and also execution of Electrical works related to Government Functions and VVIP Visits. Periodical and regular maintenance of Secretariat, Raj Bhavan buildings at Chennai and Udhagamandalam, Hon’ble Judges, Hon’ble Ministers and other VVIP’s Bungalows, Inspection Bungalows, Circuit Houses and other Government Buildings. Preservation of Heritage Buildings by renovating and restoring without damaging Architectural, Aesthetic, Historic and Archaeological values. 1 Construction of Manimandapams, Memorials and Monuments. Valuation of buildings based on the demand of Judicial and Vigilance and Anti-corruption Departments. Execution of Internal and External electrical works and maintenance works in Government Buildings and Campus. Fixation of Standard Schedule of Rates, Plinth Area Rates and Plinth Area Rates for Rental Valuation for every year. In order to conserve the environment, the quality of Crushed Stone Sand of manufacturing units as an alternative to the natural river sand are approved. Issue of Structural Stability Certificate for various public buildings such as Cinema theatres, Schools & College buildings. Issue of Reasonableness Rent Certificate for Private Buildings occupied by Government Offices and for Government Buildings. Providing technical guidance / training to the Students from more than hundred Engineering Colleges for the improvement of technical knowledge & technical growth. 2 2.0. ARCHITECTURAL WING Architectural wing evolves preliminary drawings, detailed drawings, front elevation and cross sectional drawings for new buildings suitable to site keeping in mind the rules in force. Architectural Wing also evolves building plans for the barrier free environment to Differently abled persons on the basis of Bureau of Indian Standards and based on International guidelines. 3.0. PLANNING AND DESIGN CIRCLE Public Works Department, Planning and Design wing plays a vital role in preparing best structural drawings for building construction complying to the Indian Standard Codes with modern technology utilizing the technical wisdom and practical experience acquired over a period of years. 3.1. TAMIZHAGA ARASU BUILDING RESEARCH STATION, CHENNAI In order to provide importance to the basic materials used in Building Construction works, Tamizhaga Arasu Building Research Station is providing enhanced technical proficiency, Research and assessment of quality of construction materials. 3 3.2. BUILDING CENTRE AND CONSERVATION DIVISION, CHENNAI The Building Centre and Conservation Division is functioning in order to preserve the Heritage and Archaeological Buildings without altering their historical values and to restore the distressed heritage buildings. 4.0. OUTLAY FOR 2019-2020 During the financial year 2019-2020, it is proposed to carry out works under the following heads of account to the tune of Rs.1286.24 Crore in Public Works Department-Demand No.39. MAINTENANCE OF GOVERNMENT BUILDINGS 4.2.1. PWD BUILDINGS In the Budget Estimate for 2019-2020 under Public Works Department – Buildings, Demand No.39, an amount of Rs.57.67 Crore is allotted towards maintenance and repair works in Government Bungalows occupied by the Hon’ble Ministers, Inspection Bungalows, Circuit Houses, Public Works Department Office Buildings and Government Staff Quarters. 5 4.2.2. OTHER DEPARTMENT BUILDINGS In the Budget Estimate for 2019-2020 under other Demand Heads, an amount of Rs.241.40 Crore is allotted towards maintenance and repair works in the Hon’ble Governor’s Bungalow, Secretariat Buildings, High Court Buildings, District and other Subordinate Court Buildings, Government Bungalows occupied by the Hon’ble High Court Judges, M.L.A. Offices, Hospitals, Medical Colleges, Primary Health Centres, Health Sub Centres, Schools, Revenue and Disaster Management Department Buildings, Agriculture Buildings, Registration Office Buildings and other Government Buildings. The works are to be taken up on priority basis. 6 5.0. DEPARTMENT-WISE BUILDING WORKS 5.1.
