Affordability-wise, the average ratio of median house prices to earnings was 6.1 in Northamptonshire, compared Business and Innovation with 6.7 for England as a whole, meaning that housing is more affordable than nationally. Northamptonshire’s businesses continue to perform strongly on a number of fronts, with the number of businesses registered now standing at 27,110 (2014) compared with 24,785 in 2010. Importantly, 16.5% of Northamptonshire businesses were identified as fast growing, the 4th best performing LEP area in the country. Northamptonshire businesses also score well on innovation with Northamptonshire ranked 11th based on performance in a range of indicators including research and development (3rd) process innovation (5th) product and service innovation (9th) new to the market innovation (12th) and collaboration for innovation (27th) but scoring far less well on strategic and marketing innovation (31st). Northamptonshire - the PLACE for Growth

Growth projections through to 2023 are somewhat less vibrant with GVA growth per annum forecasted to average 2.1% compared to the UK average of 2.4%. Equally, jobs growth is forecast to average 0.8% per annum over the same period compared with 1.0% for the UK. However, the slower rate in jobs growth could be reflective of the already high job density levels, which remains at 0.82 compared with the national average of 0.80.

Innovation & Productivity Innovation in Northamptonshire is well-recorded and looks positive but productivity could be a lot better. Performance on GVA per hour worked in Northamptonshire has a far lower level of labour productivity, compounded by lower growth in recent years. At £25.30 per hour worked in 2013 (34th/39 LEP areas), labour productivity was almost a third (29.7%) below the productivity levels of our near neighbours Buckinghamshire. Converting a natural ability for innovation into improved bottom line production performance is a key focus for NEP’s work.

People The population of Northamptonshire continues to grow with 714,400 people living in Northamptonshire in 2014, a level of growth which had been consistent with the previous three years. However, whilst the absolute number of working age population has increased, this has decreased as a percentage of the overall population, a trend that has continued since 2007. The number of people claiming Job Seekers Allowance (JSA) reduced to 6,555 (1.5%), the lowest number since November 2004. The number of JSA claimants aged 18-24 at 1,255 is at the lowest level for any month recorded on NOMIS, which commenced reporting as from January 2006. Skills levels showed encouraging improvement with the level of individuals qualified to NVQ 4 increasing to 31% from 23.3% and NVQ2 increasing from 69.4% to 72%, which exceeded national progress but did not quite catch up with the national average at 73.3%. NVQ1 also improved from 83.2% to 84.1%, which moved closer to the national average of 85%. NVQ3 was the only qualification level that failed to make progress with performance moving from 53.5% to 52.4%, which differed from East Midlands and national performance with both showing an improvement.

New Company Investments 2014/15 Attracting new company investment to Northamptonshire is integral to our internationalisation strategy; not least because new, expanding, dynamic national and international companies make a significant contribution to our improved productivity Utility Bidder performance. Having grown rapidly over four years, sourcing the most cost-effective utilities contracts for their clients, Utility Bidder had outgrown their Leicestershire offices and were seeking a location that could provide them with the right premises for their continued growth in a professional environment as well as a ready supply of enthusiastic and motivated staff.

Employment & Skills Bespoke Campaigns NEP is responding proactively to the challenges that our local industries are facing in finding skilled people to meet their growth demand. ESIF

Significant progress has been made at national level in reaching agreement with the www.northamptonshireep.co.uk/esif European Commission on the delivery of the European Structural and Investment Fund (ESIF) during 2015.

Between 2015-2021, ESIF will provide investment of over £47m in Northamptonshire which will support activities across all three of the European programmes.

This investment offers a unique opportunity for Northamptonshire to deliver the priorities of the Strategic Economic Plan (SEP). In particular, it will provide resources towards the delivery of the Business & Innovation and Employment & Skills priorities given the alignment with the priorities of the European Commission as agreed with the UK government in the operational programmes underpinning the ESIF funds.

The four core priorities for the Northamptonshire ESIF programme are: • Strengthening Innovation within the Northamptonshire Economy • Driving SME Competitiveness and Entrepreneurship • Responsive and Adaptable Workforce • Growing the Rural Economy

NEP has been working closely with government to put into place local implementation arrangements for all three strands of the programme across Northamptonshire - European Regional Development Fund (ERDF), European Social Fund (ESF) and European Agricultural Fund for Europe (EAFRD). An ESIF Implementation Plan has now been prepared that outlines delivery arrangements.

During 2015 several calls have been launched across all three programmes including support for innovation, support for SME competitiveness and low carbon development, support for individuals into employment and support to grow the rural economy. Good progress has been made towards the delivery of funding programmes. Following a number of calls in March 2015, more are anticipated by the end of the year.
